Start by checking whether the error appears before or after the VPN asks for your username and password. In Microsoft’s Windows client guidance, an error before that prompt means the IPsec session was not established; an error afterward points to credentials, PPP, or server settings. That distinction helps you and the VPN administrator focus on the failing stage instead of changing firewall settings at random.
Check your internet connection first
Connect to the internet normally before starting the L2TP/IPsec VPN. Microsoft says an attempt without internet access can take typically 60 seconds before ending with a no-response or communication-device error. This timing is a diagnostic estimate, not a guaranteed timeout.
Microsoft’s guidance applies to Windows client versions it supports, including Windows 10 editions. If you use another operating system or a different VPN client, its error wording and troubleshooting steps may differ.

Use the credential prompt to locate the failure
Note whether the client displays the username-and-password prompt before the error. Microsoft explains that an error before the prompt means IPsec did not establish its session; if the error follows the prompt, IPsec has established a session and the problem is later in the connection process.

Error before the username-and-password prompt
- Ask the VPN administrator to confirm that the client has the right certificate or preshared key, and that it matches the gateway’s configuration. Microsoft identifies missing or misconfigured certificates and preshared keys as common causes of an IPsec session failing to establish.
- If your connection passes through a router or another NAT device, confirm with the administrator or gateway vendor that NAT traversal (NAT-T) is supported and configured at both the client and VPN gateway. Microsoft notes that support is needed at both ends for an IPsec session to pass through NAT.
- Ask the administrator to check the gateway’s ISAKMP/IPsec logs for the failed negotiation. Those logs can help distinguish a key or certificate mismatch from a network-path or gateway configuration problem.
Error after the prompt
- Check that you entered the correct VPN username and password. If you are unsure, have the administrator verify the account and its authentication requirements.
- Ask the administrator to inspect PPP logs and the VPN server settings. Microsoft’s guidance treats an error after the credential prompt as a later-stage issue, rather than evidence that IPsec failed to establish.
Check the firewall path with the administrator
If a firewall or router is part of the connection path, ask the administrator to verify that it permits the protocols and ports required by the configured VPN path. The reviewed standards identify UDP 500 and UDP 4500 for IKE/IPsec traffic, with UDP 4500 used for UDP-encapsulated IKE/IPsec in NAT traversal contexts. RFC 2661 registers UDP 1701 for L2TP. These are protocol references, not a diagnosis: opening a port by itself does not show that the gateway is configured correctly or fix every no-response error.
The port references do not establish which IKE version your VPN negotiates. RFC 4306 specifies IKEv2; ask the administrator or gateway vendor to confirm the implementation details for your connection before changing firewall rules.

Give the administrator useful details
When reporting the problem, include the exact error text, whether it appeared before or after the credential prompt, whether ordinary internet access worked, and whether the client was behind a router or other NAT device. Ask the administrator to compare the client’s certificate or preshared-key configuration with the gateway, then review ISAKMP/IPsec logs for a pre-prompt failure or PPP logs and server settings for a post-prompt failure.
