If an HTML sitemap lists the wrong pages, fix the generator that builds the visible link list—not Google Search Console. First determine whether you are looking at a visitor-facing HTML page or an XML/text sitemap submitted to a search engine. Then compare the list with your intended public pages, verify missing URLs while logged out, correct the generator’s inclusion and exclusion rules, remove duplicate or redirected addresses, and only afterward investigate crawling or indexing. Those are separate problems with different diagnostics.
Start by identifying which sitemap is actually wrong
The word “sitemap” describes two different deliverables. An HTML sitemap is an ordinary page on your site containing links that people can browse. Its contents are produced by your CMS, theme, plugin, shortcode, template, or custom code. An XML or text sitemap is a machine-readable file intended to help search engines discover URLs.
Google’s sitemap documentation focuses mainly on XML, RSS, Atom, and text files. It does not define the inclusion rules used by every human-facing HTML sitemap generator. If the visible page contains an incorrect list, changing a Search Console setting will not repair the template that renders that list.

Use the first row when the visible link list is wrong. Use the second when Google reports a file problem. Use the third when the list looks correct but a page has not been indexed.

Define the list your HTML sitemap should contain
Do not begin by changing settings at random. Write down the intended set of links so that every later check has a clear pass or fail result.
Choose the page types
For most sites, the useful baseline is the current, public pages that visitors may reasonably browse: published informational pages, selected landing pages, and other intentionally public content. Decide separately whether the sitemap should include posts, products, category or tag archives, author pages, media attachments, or other taxonomies. A generator may treat each of these as a different content type.
Make an expected inventory
- Export or record the site’s published page inventory from the CMS.
- Mark pages that should be visible to an unauthenticated visitor.
- Exclude drafts, private content, staging URLs, administrative screens, and obsolete destinations.
- Note the preferred URL for pages that have more than one address.
Compare this expected inventory with the live HTML sitemap. Classify every discrepancy as missing, unexpected, duplicated, stale, redirected, or inaccessible. This classification points to a different fix for each kind of error.

A page can be absent because it is not actually eligible for inclusion. Test the page itself before editing the sitemap.
Open the public URL while logged out
Use a private browser window or sign out of the site. Confirm that the URL loads for an ordinary visitor and does not require a login. A page visible to an administrator may still be a draft, private entry, preview, or member-only resource.
Record the destination and response
Follow the URL far enough to see where it ends. If it redirects to another page, the generator may be preserving an old address or intentionally omitting redirected entries. If the destination is an error page, repair or remove the page rather than adding its broken URL to the sitemap.

Confirm the content type
Check whether the missing item is a page, post, product, archive, taxonomy, attachment, or custom content type. Generators commonly have separate controls for these groups. A page can be fully published and still be outside the generator’s selected types.

Find the inclusion and exclusion rules
There is no universal menu path for an HTML sitemap. The control may live in the site’s core CMS, the active theme, a sitemap plugin, a shortcode’s attributes, a template file, or custom code. Identify which component produces the page before changing anything.

Review exclusions first
Look for explicit excluded page IDs, slugs, categories, taxonomies, URL patterns, or “hide from sitemap” flags. A broad exclusion can remove an entire content type when only one page was meant to be hidden. Also inspect rules that include only children of a particular parent or only items assigned to a selected category.
Check status and visibility filters
Generators may include only published entries, only publicly queryable types, or only content marked as visible in navigation. Confirm that the missing page meets the exact rule used by the generator. Do not make private content public merely to force it into a list intended for visitors.
Save, regenerate, and defeat stale output
Some tools calculate the list on every request; others store a generated file or cache the result. Save the configuration, run the available rebuild or regenerate action, and then inspect the page in a private window. If the old list remains, clear the page cache, reverse proxy cache, content-delivery cache, or server-side fragment cache used by the site. Verify that the response is genuinely new rather than relying on an administrator session that may bypass caching.

An HTML sitemap should normally expose one preferred address per page. Remove obsolete addresses, duplicate variants, and entries that merely redirect when the generator gives you control over its output.

Use the preferred URL
Choose the address the site treats as canonical and use it consistently in the sitemap, navigation, and internal links. Common sources of duplication include protocol variants, host-name variants, alternate paths, tracking parameters, and old slugs. The exact form depends on your site configuration; the important rule is one stable destination for one piece of content.
Understand what a sitemap can and cannot signal
Google describes sitemap URLs as suggestions about canonical URLs, not commands. Google may select a different canonical when it detects duplicates or stronger signals elsewhere. A permanent redirect can consolidate an old address with its replacement, but it does not make the old URL a useful sitemap entry.
Re-test links after changing slugs
After a URL change, open every affected sitemap link, confirm the final destination, and check internal links pointing to the former address. Remove the old entry only after the replacement is live and the redirect behavior is intentional.
Separate sitemap output from crawling and indexing
A page can appear in an HTML sitemap and still be unavailable to Google, or it can be absent from the HTML list while remaining indexable through other links. Treat access and indexing as a separate diagnostic branch.
Common access and eligibility causes
- Robots.txt blocking: a crawler may be disallowed from fetching the URL.
noindex: a page can load for visitors but explicitly request exclusion from search results.- Login requirement: content behind authentication is not publicly accessible.
- Duplication: Google may consolidate several URLs and choose another canonical.
- Redirects: the listed address may lead elsewhere instead of serving the intended page.
These conditions explain search-engine access or indexing outcomes. They do not, by themselves, prove why an HTML generator omitted a page. The generator’s own filters remain the first place to look for a wrong visible list.
Use the right Search Console report

Google Search Central states: “A sitemap helps search engines discover URLs on your site, but it doesn’t guarantee that all the items in your sitemap will be crawled and indexed.” The statement appears on its “What Is a Sitemap” page, last updated 2025-12-10 UTC. Therefore, a correct sitemap list is useful discovery information, not proof of search visibility.

If the problem is an XML or text sitemap, validate the file
When the concern is a submitted file rather than the visible HTML page, use this sequence.
- Confirm the file address. Open the exact sitemap URL and make sure it is the file you intended to submit, not an HTML page, an outdated generated copy, or a redirect chain.
- Check syntax and format. Ensure the document is valid for its declared XML or text format and contains one usable URL per entry where the format requires it.
- Check fetchability. The file must be reachable by Googlebot. Review authentication, firewall rules, robots.txt behavior, server errors, and intermittent timeouts.
- Check the Search Console property. Submit the file under the property that covers its host and protocol. A file submitted to a different property can create confusing results.
- Read the Sitemaps report. Look for fetch or processing errors, then correct the underlying file or access problem and resubmit if necessary.
- Inspect representative URLs. A successful file fetch does not establish that each URL is crawlable, canonical, or indexable. Test important URLs individually.
Do not convert an HTML sitemap into an XML file just because the HTML list is wrong. They are different outputs and may be generated by different components.

After changing an HTML generator, the corrected links should be visible when the page and its caches are refreshed. Search-engine changes follow a different schedule. Google can recrawl later, and indexing is not instant even after a request. Google also does not guarantee that every submitted URL will enter the index.
Use the evidence that matches the symptom:
- If the browser shows the wrong links, inspect generator rules and cached output.
- If Search Console cannot fetch a submitted file, inspect the file, access controls, and property.
- If a known URL is not indexed, inspect that URL and the Page indexing reason.
For a small site, Google Search Console Help describes “about 500 pages or fewer” as an approximate size at which a site with well-linked pages may not need the Sitemaps report. This is guidance, not a guarantee or a requirement; internal linking and crawlability still matter.
Common failure patterns and targeted fixes
New pages never appear
Check whether the generator is restricted to a manually maintained include list, a selected parent, or a particular content type. If the list is cached or generated as a static file, rebuild it and clear the cache.
Old pages remain after deletion
Confirm that the deleted entries are no longer published, remove them from explicit include lists, regenerate the output, and purge every cache layer serving the sitemap page.

Only some content types are missing
Inspect post-type and taxonomy selections rather than changing page visibility. The generator may intentionally include pages but exclude posts, products, archives, or custom types.
Duplicate links point to the same content
Identify the preferred URL, remove alternate variants from the generator where possible, and update redirects and internal links so the preferred address is consistently used.
The HTML page is correct but Google reports exclusions
Stop editing the HTML list and inspect robots.txt, noindex, authentication, redirects, duplicate signals, and canonical selection with URL Inspection and Page indexing.

Test the file as a crawler would: check response status, access restrictions, intermittent server failures, format validity, and whether the submitted property matches the file’s scope. A file that opens for you can still fail automated fetching.
Use a repeatable maintenance check
Once the list is correct, prevent the same drift from returning.
- Review the HTML sitemap after publishing, unpublishing, or moving a group of pages.
- Test a sample of links while logged out, including newly added and recently changed pages.
- Watch for redirects, duplicate destinations, and stale entries.
- Document which component generates the page and where its inclusion rules live.
- Record the cache layers that must be purged after a configuration or content change.
- Use Search Console only for the separate questions of sitemap-file processing, URL access, and indexing.
This workflow keeps the visible visitor navigation accurate while preserving a separate, evidence-based process for search-engine crawling and indexing.
