If your Android phone charges but does not appear on your Windows PC, start with the USB mode: unlock the phone, open the USB charging notification, and choose File Transfer. A charging connection alone does not prove that the cable, phone port, or Windows port can carry data. If File Transfer is already selected, work through a different data-capable cable, restart and update both devices, and cross-test the phone and PC ports.
This guide covers USB file transfer—browsing the phone and copying files in Windows. Bluetooth, Phone Link, USB tethering, and manufacturer-specific connection programs use different workflows and can fail for different reasons.
First, identify what “connect” is supposed to do
“Windows does not recognize my Android phone” can describe several unrelated tasks. The steps below apply when you want Windows to open the phone’s storage so you can copy photos, videos, documents, or other files.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →- USB file transfer: the phone appears as a storage device or opens a file-transfer window. This is the workflow covered here.
- Bluetooth: pairing and sending files use Bluetooth settings rather than the USB notification.
- Phone Link or similar phone-integration features: these depend on their own app, account, and network or Bluetooth requirements.
- USB tethering: this shares the phone’s mobile data connection; it is not the same as browsing phone storage.
- Vendor connection software: model-specific utilities may add their own requirements that are not established by the general Android file-transfer instructions.
If you need one of the last four functions, do not assume that changing the USB mode to File Transfer will solve it. For file copying, continue with the procedure below.

Use the supported USB file-transfer procedure
Google’s official Android Help instructions are the most reliable starting point because the phone must authorize data access after the cable is connected. The wording of the notification can vary by Android version and device; look for the USB charging notification even if it does not use the exact phrase shown here.
- Unlock the phone. Keep the screen unlocked while you change the USB setting. A locked device may continue charging without exposing its files.
- Connect the phone to the Windows computer with a USB cable. Use a cable that can carry data, not merely power.
- Open the USB charging notification on the phone. Google’s example is “Charging this device via USB.” On another phone it may be worded differently, but it should identify the current USB connection or charging behavior.
- Choose “File Transfer” under “Use USB for.” This is the setting that authorizes the computer to browse the phone’s files. Charging, photos, or another USB mode is a different selection.
- Look at Windows. A file-transfer window should open. If it does not, open the location where Windows normally shows connected devices and check again after a few seconds.
- Copy or move the files. Drag the selected files between the Windows folder and the phone’s storage. Keep the phone unlocked if Windows asks for access again.
- Eject the phone from Windows before unplugging it. Use Windows’ normal eject action for the connected device, wait for the removal confirmation, and then disconnect the cable.
Android instructions are not identical on every release. Google notes that some steps on its support page apply only to Android 14 and later, so an older phone may show a different notification or menu. If the USB notification is not visible, pull down the notification shade after connecting the cable and look for a charging or USB entry rather than relying on an exact label.
For the official wording and current Android-specific notes, see Google Android Help’s “Transfer files between your computer & Android device”.

When the phone charges but does not show up on the PC
Charging proves that the phone and cable are making at least a power connection. It does not prove that a data connection exists. Google states: “Not all USB cables can transfer files.” A cable can therefore charge normally while lacking data wires, having a damaged data path, or failing to make reliable contact.
1. Recheck the USB mode
Connect the cable, unlock the phone, and select File Transfer in the USB charging notification. Do not treat a battery icon or a “charging” message as confirmation that file transfer is enabled. If the phone reverted to charging-only mode, select File Transfer again and wait briefly for Windows to react.

2. Try a different data-capable cable
Use another cable known to support data and compatible with both the phone and the computer. This is the highest-value physical check when the phone charges but no storage appears. A replacement cable is useful only if it carries data; a second power-only cable will reproduce the same symptom.
3. Restart both devices
Disconnect the phone, restart the Windows computer, and restart the Android phone. After both have fully started, unlock the phone, reconnect it, and choose File Transfer again. Restarting clears temporary connection states without changing your files.
4. Update Android
Install any available Android system update, then retry the transfer. The exact update menu differs by phone and Android version, so use the update control provided by your device rather than following a model-specific path that may not match your screen.
A methodical cable-and-port isolation test
Changing several things at once makes it difficult to identify the failed component. Test one side of the connection at a time.
| Test | How to perform it | What the result tells you |
|---|---|---|
| Phone with another computer | Use the same phone and a known data-capable cable on a different computer. Unlock the phone and select File Transfer. | If it works elsewhere, the original Windows computer, its port, or its hardware-detection state is the more likely area to investigate. If it fails there too, focus on the phone, cable, or USB mode. |
| Another device with the Windows port | Connect a different USB device to the same port on the Windows computer. | If the other device is also not detected, that port or the computer’s hardware-detection path may be the problem. If the other device works, continue checking the phone and cable. |
| Phone with another cable | Keep the computer and port unchanged, but replace the cable with one that is confirmed to carry data. | If the phone appears, the original cable was power-only, damaged, or incompatible. |
| Same setup after a restart | Restart Windows and Android, then repeat the File Transfer selection. | If it works only after restarting, the earlier failure was a temporary connection or detection state; continue using the normal eject process when finished. |
These tests are deliberately simple. They do not require a particular Windows version, driver package, or phone manufacturer utility, none of which is established by the general Android support instructions.

Check that Windows is detecting new hardware
Google advises checking the computer’s settings to make sure Windows automatically detects new hardware. The exact control and wording can differ by Windows release, so use the current Windows settings and help for your edition rather than relying on a menu path that may have moved.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Start this check only after you have confirmed the phone is unlocked and set to File Transfer. If Windows detects other USB devices in the same port but never reacts to the Android phone, repeat the test with a different data cable and another computer. Those cross-tests separate a Windows detection issue from a phone or cable issue without guessing at a particular driver status.
What to do when the USB notification never appears
Confirm the physical connection
Disconnect and reconnect the cable firmly at both ends. Try a different data-capable cable and, if available, another USB port on the computer. A phone that begins charging but never presents a USB notification may have a power-only cable, an unreliable cable, or a port connection that is not establishing data.
Unlock before looking for the notification
Wake and unlock the phone after connecting. Then open the notification shade fully and look for the entry describing USB charging or how the device is connected. The exact text is device- and version-dependent.
Compare with another computer
Connect the phone to another computer using the same cable and select File Transfer. If the notification appears and files are accessible there, return to the Windows computer and test its port with another device. If the notification never appears on either computer, the phone-side connection or cable remains the primary suspect.

Why a successful charge is not a successful file transfer
USB carries power and data through separate connection paths. The phone can therefore draw power while the data path is absent or disabled. Three checks must all pass for file transfer:
- The cable must support data and fit both devices correctly.
- The phone must be unlocked and set to File Transfer.
- Windows must detect the connected hardware.
Testing these in that order avoids a common mistake: buying or swapping accessories before checking the free USB-mode setting, or changing Windows settings when the phone is still in charging-only mode.
Safe transfer and unplugging
After the files finish copying, eject the phone from Windows before physically removing the cable. Ejecting gives Windows a chance to finish pending access and closes the connection in the expected order. If a transfer is still in progress, wait for it to complete before ejecting; interrupting a copy can leave an incomplete file even when the phone itself remains usable.

Use the symptom to choose the next test
| Symptom | Next action |
|---|---|
| The phone charges and shows a USB notification, but Windows shows no files. | Choose File Transfer, then try a known data-capable cable and restart both devices. |
| The phone charges, but the USB notification is missing. | Unlock the phone, open the notification shade, reconnect with another data-capable cable, and test another computer. |
| Another device also fails in the same Windows USB port. | Investigate the Windows computer’s port or hardware-detection settings rather than changing the phone’s file settings repeatedly. |
| The phone works on another computer. | Focus on the original Windows computer, its USB port, and its automatic hardware-detection behavior. |
| The phone fails on every tested computer and cable. | Use an alternative transfer route temporarily and obtain model-specific support for the phone’s hardware and Android version. |
| You can transfer files but cannot use Bluetooth, Phone Link, or tethering. | Treat that as a separate connection problem; USB File Transfer settings do not establish those services. |
Information to collect before seeking model-specific help
General Android instructions stop short of model-specific driver or utility advice. Before asking the phone manufacturer or Windows support for further steps, record:
- The phone model and Android version.
- The Windows edition and version.
- Whether the phone charges when connected.
- Whether a USB charging notification appears.
- Which USB mode is selected when you test.
- Whether a second data-capable cable changes the result.
- Whether the phone works on another computer.
- Whether another USB device works in the Windows port.
- Whether your goal is file transfer, Bluetooth, Phone Link, tethering, or another function.
This information prevents a support response for one connection type from being misapplied to another. It also identifies whether the problem follows the phone, the cable, or the Windows computer.
When to stop repeating the same steps
Once you have selected File Transfer, tested a confirmed data cable, restarted and updated the devices, and cross-tested the phone and Windows port, repeating the same sequence is unlikely to add information. Use the test results to choose the next owner of the problem:
- Failure follows the cable: replace it with a data-capable cable compatible with both devices.
- Failure follows the phone: use an alternative transfer route and seek phone-model support.
- Failure follows the Windows computer or port: use another port or computer and consult Windows support for hardware detection.
- USB works but another feature does not: switch to documentation for that separate feature.
The core fix for most file-transfer attempts is therefore precise rather than complicated: unlock the Android phone, select File Transfer in the USB charging notification, and verify the physical data path before changing computer software.
