Pause an ad if it may make an unsupported or prohibited claim. Review the complete creative and landing page, list what a reasonable consumer could understand the ad to say or imply, and match each objective claim to evidence the advertiser had before the ad ran. Remove unsupported claims or narrow them to what the evidence actually establishes. Then check endorsements, disclosures, product-specific requirements, destination consistency, and the current rules of the platform where the ad will appear. Save the evidence and approval for the corrected version before relaunching.
In the United States, the FTC’s truth-in-advertising principles apply to advertising regardless of whether a person or an AI system drafted it. But legal substantiation, endorsement disclosures, specialized product rules, and platform acceptance are separate questions. This guide focuses on U.S. federal principles and examples from Google Ads and Meta; state laws, other countries, regulated categories, and other platforms may add requirements.
What counts as an unsupported or prohibited AI-ad claim?
An AI-generated ad claim is not automatically unlawful or disallowed because AI produced it. The practical issue is what the ad communicates and whether the advertiser can support that message. When AI copy or imagery is used to promote a product or service, it is still advertising. The FTC says ads must be truthful, not deceptive or unfair, and supported by evidence appropriate to the claim. See the FTC’s advertising and marketing overview and its small-business advertising FAQ.

“Unsupported” and “prohibited” are not interchangeable. A claim may lack substantiation under advertising law; a platform may separately reject an ad under its terms; or the ad may have both problems. A platform’s approval, AI label, or automated review is not a finding that a claim is true or adequately substantiated. A rejection, in turn, does not necessarily mean the FTC would view the claim as deceptive: it may reflect a platform-specific rule.

Unsupported means the evidence does not establish the message
A claim is unsupported when the advertiser lacks a reasonable basis for it before dissemination. That applies to express statements such as “reduces energy use by 30%,” and to implied messages conveyed by the combination of words, visuals, demonstrations, qualifications, or context. The FTC’s Policy Statement Regarding Advertising Substantiation says a firm that lacks a reasonable basis before an ad is disseminated violates Section 5. Evidence gathered after publication does not replace the need for prior substantiation.
Prohibited can mean unlawful, platform-disallowed, or both
A claim may be barred by a law or a product-category rule, or a platform may disallow the claim or ad under its own policy. For example, Google Ads’ Misrepresentation policy identifies misleading information and unreliable claims as disallowed and may assess the ad and its destination. That policy is not a universal rule for every platform. Check the rules and appeal process for the specific service where the ad will run.
What should you do first?
Hold the ad while you investigate rather than continuing to distribute a claim that may mislead consumers. Preserve the version that ran and the materials needed to understand what consumers saw. This is a prudent review practice, not a specific procedure the FTC requires.
- Pause or hold the creative. Stop scheduled placements or pause delivery while the team evaluates the concern. If the ad is already live, identify the affected versions and placements.
- Preserve the evidence trail. Save the ad as published, including text, images or video, voiceover, captions, disclosures, and relevant settings. Preserve the prompt or source materials, landing-page version, approval record, and substantiation file. Do not overwrite the only copy of the challenged version.
- Identify who needs to review it. Involve the people responsible for the claim and its supporting evidence, plus the reviewer who can assess the complete creative. For specialized products or services, consult the appropriate compliance or legal reviewer about additional requirements.
Keeping the original lets a reviewer assess the actual consumer experience rather than a later reconstruction. It also makes it easier to compare the old and corrected versions and record why the change was made.
How do you identify every claim consumers may receive?
Do not review AI-generated copy as a string of words in isolation. A headline may appear modest on its own while an image, demonstration, voiceover, or landing page communicates a stronger promise. The FTC’s small-business guide explains that advertisers need support for express and implied claims, and that the evidence needed depends on the claim.

Review the complete consumer experience
Gather the exact materials a consumer encounters, from the first impression through the destination page. Include:
- Headlines, body copy, calls to action, captions, and on-screen text.
- Images, video, product demonstrations, before-and-after depictions, and other visual context.
- Voiceovers, music or sound cues that affect the impression, and testimonials or other endorsements.
- Disclosures, qualifications, pricing, conditions, and any limitations on an offer.
- The landing page and other destination content reached from the ad.
Write down both the literal statement and the likely takeaway. For instance, a hypothetical ad that says “feel better fast” while showing a person abandoning a prescribed treatment could convey more than a general expression of enthusiasm. The point of this kind of review is not to guess what every person might think; it is to identify the express and implied messages a reasonable consumer could take from the overall presentation.
Separate factual promises from opinion and puffery
Flag claims that can be checked against evidence: performance, results, features, ingredients, price, availability, comparisons, safety, health effects, environmental benefits, or time to achieve an outcome. A broad superlative or enthusiastic phrase may also imply a verifiable comparison in context. Do not assume that wording is harmless simply because the model produced it or because it sounds promotional. Ask what specific impression the claim creates and whether the advertiser can support that impression.
How do you match claims to evidence?
For every objective claim, identify the exact evidence that supports the precise wording and context used. The advertiser should have a reasonable basis before dissemination; a confident AI response, a draft, or an invented citation does not establish that a product claim is true. The FTC’s substantiation policy states the timing principle, while its small-business guide explains that the nature and level of support depend on the claim.
Build a claim-and-evidence ledger
A simple ledger makes unsupported leaps visible and helps reviewers avoid treating a source as support for more than it proves. Adapt this structure to the campaign:

| Field | What to record | Review question |
|---|---|---|
| Claim and location | Exact wording or visual implication, plus where it appears in the ad or destination. | What would a reasonable consumer understand? |
| Evidence | The specific study, test, records, or other substantiation relied on. | Does this evidence support this exact message? |
| Scope and conditions | Methodology, population, product version, conditions, limitations, and relevant qualifications. | Does the ad imply a broader result than the evidence establishes? |
| Timing and ownership | Who owns or supplied the evidence and when the advertiser had it. | Was the reasonable basis in hand before dissemination? |
| Decision | Keep, narrow, remove, or escalate; reviewer and approval date. | Can the final version be released with this claim? |
Do not treat a source as a blanket endorsement of every sentence around it. A test of one product version under particular conditions, for example, does not automatically support a broader promise about every user or circumstance. Record limitations that matter to the consumer takeaway, then make sure the ad’s wording and presentation do not exceed the evidence.

Different claims call for different evidence. The FTC guide identifies health and safety claims as areas where competent and reliable scientific evidence is often needed. Health, safety, financial, environmental, and performance claims deserve careful scrutiny, and specialized products may be subject to additional rules. Do not use a customer anecdote or a citation generated by an AI system as a substitute for appropriate underlying evidence. Verify cited sources and confirm they support the actual claim.
When evidence is absent, uncertain, or narrower than the proposed claim, do not fill the gap with plausible-sounding generated language. If a product team cannot explain what the evidence establishes, treat the claim as unresolved until someone can verify it.
How should you repair the wording and creative?
There are three sound outcomes for a claim under review: retain it if evidence supports the full consumer takeaway, narrow it to the supported scope, or remove it. Avoid cosmetic edits that leave the same unsupported impression intact.
Remove unsupported claims
Delete a claim when there is no adequate evidence for it, or when the evidence cannot be verified. Check all formats: removing a sentence from the caption does not solve the issue if the video still communicates the same promise. Likewise, replacing a specific number with a vague but still consequential promise may not correct the underlying problem.

Narrow claims to match the evidence
If evidence supports a limited statement, make the entire ad communicate that limited statement. Preserve meaningful conditions and qualifications where consumers can see and understand them. A small disclaimer is not a reliable cure if the headline, image, or overall impression still conveys a broader or contradictory promise. The FTC’s overview and small-business guidance address deceptive advertising and the need to support claims; assess the net impression rather than relying on a disclaimer to undo it.
Check the offer and destination too
Make sure the landing page supports the same offer and claims as the ad. Review whether pricing, conditions, limitations, business identity, and qualifications are represented accurately and consistently. A revised ad that points to an unchanged page can continue to create a misleading impression or trigger a platform issue. Update the destination and its relevant linked content when the repair requires it.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What extra checks apply to endorsements and synthetic people?
Testimonials, influencers, and synthetic endorsers need a separate review because they can imply personal experience, expertise, or independent opinion. An endorsement does not remove the need to substantiate the product claim it conveys. The FTC’s endorsement guidance says endorsers should not discuss experience with a product they have not tried or make claims for which they lack proof, and material connections should be disclosed clearly.
Verify the experience and the message
- Confirm that a testimonial accurately represents the person’s real experience and is not presented as a typical result without appropriate support for that implication.
- Do not let a generated persona imply it bought, used, tested, or personally benefited from a product if that experience did not occur.
- Check that an endorser’s expertise, qualifications, and stated opinion are genuine and not invented by the model.
- Review whether the endorsement makes an objective product claim that the advertiser must substantiate independently.
A synthetic face or voice can make a scripted claim feel like a personal recommendation. Review the actual impression, not only whether the persona is fictional. If an audience could reasonably understand the speaker to have personal experience or independent expertise, the creative should not imply facts that are untrue.
Disclose material connections clearly
Look for relationships that could affect how consumers evaluate an endorsement, including a material connection between the endorser and advertiser. Ensure the disclosure is clear and placed so consumers can notice and understand it in the relevant format. The FTC’s endorsement materials are guidance; do not describe every provision as a statute. The Commission’s 2023 announcement about updated Endorsement Guides discussed virtual influencers, fake reviews, and potential liability across participants. The update is a reason to review synthetic endorsement scenarios carefully, not a general ban on AI-created people.

How do you handle platform rejection and AI labels?
After addressing the truth and substantiation of the claim, review the platform’s current requirements. These checks are related but distinct: a platform evaluates content under its own policies, while advertising law asks whether the consumer-facing message is deceptive or adequately supported.
If Google Ads rejects an ad
Read the specific policy cited in the notice and compare it with the ad, account, and destination. Google’s Misrepresentation policy describes misleading information and unreliable claims as disallowed and says review may draw on the ad, website, account, and third-party sources. Correct the underlying content rather than merely changing words to evade review. Then follow Google’s current review or appeal process if the corrected ad remains disapproved. The policy applies to Google Ads, not automatically to other services.
What a Meta AI label tells you
Meta’s announcement says it labels images and videos created or significantly edited using its own generative-AI creative features in advertiser tools, with the label appearing in the ad interface. The notice is about transparency regarding tool contribution. It does not establish that a depicted event happened, that a product claim has substantiation, or that an ad meets every law and platform policy. Meta may change how its labeling system works, so verify the current implementation before publication. See the Meta announcement, published February 3, 2025 and updated June 1, 2026.

Do not treat an automated decision as a legal verdict
An approval can mean only that the ad passed a platform’s review under its current process; it is not a legal substantiation finding. A rejection can identify a platform-policy concern without deciding whether the claim violates general federal truth-in-advertising principles. Keep the two review tracks separate in your decision record: evidence and consumer takeaway on one side, platform policy and remedy on the other.
How do you approve the corrected ad and prevent a repeat?
Before relaunch, review the final version—not an earlier draft—alongside its evidence and destination. A compact approval record helps a team show what it checked and gives the next reviewer a clear basis for updates.
- Re-check the final creative. Read and view the full ad as consumers will encounter it, including qualifications, disclosures, sound, and linked destination.
- Link each remaining objective claim to evidence. Record the source, scope, relevant conditions, and when the advertiser possessed it.
- Complete separate reviews. Confirm endorsement and disclosure issues, specialized product requirements, and the current policies of each platform where the ad will run.
- Record the decision. Keep the approved version, evidence references, reviewer, checks performed, approval date, and any platform outcome in a versioned record.
- Update the generation process. Revise prompt templates and settings to discourage unsupported superlatives, invented statistics, fictional testimonials, and uncited performance details. Require a human reviewer to check generated claims against source materials.
These are recommended team controls, not a specific AI workflow prescribed by the FTC. The practical objective is to stop the model from turning gaps in product information into confident-sounding claims and to ensure that a person verifies what remains before publication.
Which rules apply, and when should you escalate?
This guide addresses U.S. federal truth-in-advertising principles and selected platform examples, not every state, country, industry, or advertising service. Specialized products and services may face additional requirements. If an ad involves health or safety, financial outcomes, environmental benefits, regulated products, complex comparative claims, or a disputed endorsement, have a qualified reviewer check the applicable rules before release. For a question with significant legal or regulatory consequences, seek advice from counsel familiar with the relevant product category and jurisdiction.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThe FTC’s principle is straightforward: claims need an appropriate basis when they are made, and the whole message matters. In an FTC press release dated April 13, 2023, Bureau of Consumer Protection Director Sam Levine described the timing requirement as “a bedrock principle of FTC law.” The statement appeared in an enforcement notice concerning almost 700 marketing companies warned in 2023; that figure refers to that notice and is not a count of AI-ad violations or a measure of how common unsupported AI ads are.
