If your Windows PC will not start from a USB installation or recovery drive, first confirm that the computer is trying to boot from the USB device. If Windows Setup still will not appear, recreate or check the media; if it does appear, choose Repair my PC to open Windows Recovery Environment (WinRE) and try repair options before considering a reset or reinstall. Firmware menus and boot keys vary by manufacturer, and a startup failure at the BIOS stage can indicate a hardware problem rather than damaged Windows.
Check what happens when you try to boot from USB
Note the exact result: does the PC start Windows as usual, open its firmware screen, show an error, or remain on a blank screen? If the Windows Setup language screen appears, the USB has booted successfully; choose Repair my PC instead of beginning an installation.
If setup never appears, the computer may not be selecting the USB drive or may not allow USB boot. The boot key, menu names, and firmware settings depend on the manufacturer and model. Use that manufacturer’s instructions for the exact key or firmware steps; do not assume a key or setting shown for another PC will apply to yours. A startup process that stops at the BIOS stage can also point to a hardware fault, so repeated USB attempts are not a substitute for investigating a persistent hardware-stage failure.

If Windows still opens
Use Windows Advanced startup if your PC provides a way to choose a boot device. Microsoft documents this route for Surface: go to Settings > System > Recovery > Advanced startup > Restart now, then select Use a device > USB Storage. The exact options can differ on other PCs.

If Windows will not open
Turn on the PC and use its manufacturer-specific boot menu or firmware instructions to select the USB drive. If it starts Windows instead, check the manufacturer’s guidance for the boot order and confirm that the intended USB device is selected. Also check whether USB boot is permitted in firmware.
Surface-specific USB boot checks
For Surface devices, Microsoft advises checking that Enable Boot from USB devices is enabled, checking the alternate boot sequence if one is configured, trying another USB drive, and checking that the drive is formatted as FAT32. These are Surface instructions, not universal firmware labels or requirements.

Create or check Windows installation media
If you do not have a recovery drive or repair disc, create Windows installation media on another working PC using Microsoft’s instructions. Preparing the USB erases the files already stored on it, so copy anything important elsewhere first. Once created, connect it to the affected PC and power on. If asked, choose language and keyboard preferences.

Drive-size advice depends on the media type and device. Microsoft’s Surface guidance says a USB drive of at least 16 GB is needed for Surface recovery media, with an 8 GB exception for Surface RT or Surface 2; it also says 32 GB is large enough for any Surface recovery image described on that page. These figures apply to Surface recovery media, not to every Windows installation drive or every PC. Check Microsoft’s instructions for the particular media and model you are preparing.
Run Startup Repair from WinRE
- In WinRE, select Troubleshoot > Advanced options > Startup Repair.
- Follow the prompts and let Windows scan for startup problems.
- If asked, select an account and enter its password. If device encryption is enabled, have the BitLocker recovery key available; recovery tools may require it.
Microsoft describes Startup Repair as a tool that can fix certain problems that might prevent Windows from starting. It can diagnose and attempt repairs for issues such as missing or damaged system files and corrupted boot configuration data, but it is not a guaranteed fix for every startup failure.

Choose another recovery option only after checking its effect
If Startup Repair does not resolve the issue, choose the next option based on what changed and how much risk to your files and installed software you can accept. Recovery features can vary by Windows version and PC.

Do not confuse a repair route with an installation route: choosing Repair my PC opens recovery tools, while reinstalling from the installation media removes everything. If the drive is encrypted, recovery options may also require the BitLocker recovery key.

When to stop and investigate hardware
If the PC repeatedly stops before Windows or the USB environment loads—especially at the BIOS stage—consider that the problem may be hardware-related. Consult the PC manufacturer’s troubleshooting instructions for the model or seek qualified repair help rather than assuming Windows is the cause.
