FontForge can inspect some fonts in a PDF, but it does not provide a documented way to embed a font into an existing PDF. To resolve the warning, first identify the font. If you have the source document and the font is allowed to embed, correct the export settings and make a new PDF. If you only have the PDF, use a PDF-aware tool such as Acrobat Pro Preflight when the original font is available and its embedding settings permit it.
What the warning means
A PDF reports a font as not embedded when it does not contain the font data needed to render that text reliably. A viewer may substitute another font, which can change the appearance of characters or affect layout. Embedding can be full or limited to a subset of the characters used in the document; a subset-embedded font is still embedded. Adobe explains that font embedding depends on a setting from the font vendor that permits it: Adobe: Font embedding and substitution in PDFs with Distiller.
Can FontForge embed a font in an existing PDF?
FontForge is useful for inspecting and working with font files, and it can read fonts from some PDFs. Its documentation cautions that PDF is not designed to transport fonts, and fonts extracted from PDFs may be incomplete because of subsetting and other optimizations: FontForge: PDF and fonts.
FontForge’s Generate Font function creates a font file in a supported outline or bitmap format. Generating a TTF or OTF does not insert that font into an existing PDF or clear the PDF’s warning. Use FontForge for font inspection or conversion when appropriate, not as the PDF repair step: FontForge: Generate Fonts.

Identify the missing font before repairing the PDF
- Open the PDF in a viewer that shows document properties, then open its font list. In Acrobat, check the Fonts tab in Document Properties.
- Record the exact font name and whether it is listed as embedded, subset embedded, or not embedded. A subset is not the same as a missing font.
- If you use Acrobat Pro, inspect the document with Preflight to identify font-related issues. Available checks and fixups can vary with Acrobat version and PDF construction.
Adobe documents font inspection and embedding information in its font embedding and substitution guidance and describes Preflight profiles and fixups.
Choose the repair route that matches what you have
| Route | Use it when | Limitation |
|---|---|---|
| Re-export from the source application | You have the editable document and the intended font. | The export must be configured to embed fonts, and the font’s vendor setting must permit embedding. Adobe recommends embedding from the authoring application. |
| Acrobat Pro Preflight | You need to inspect or fix the PDF itself and have access to the font. | Results depend on the PDF, font availability, embedding permission, and Acrobat version. Adobe’s Preflight guidance covers Acrobat 2017 and 2020; interface labels may differ in other releases. |
| FontForge | You need to inspect a font or work with a font file. | A font extracted from a PDF may be incomplete. Generating a font file alone does not repair the PDF. |
| Replace the font | The original font is unavailable or cannot be embedded. | Use a legally available replacement; glyph shapes and text metrics may change, so review the layout. |
Re-export when you have the original document
- Open the editable document in the application that created it.
- Confirm the intended font is installed and selected. If it is missing, obtain the correct font through an authorized source rather than relying on a substitute.
- Open the application’s PDF export settings and enable font embedding if that option is available. The label and location vary by application.
- Export a new PDF, then inspect its font list and check pages where the font is used.
Re-exporting is generally the clearest route because the authoring application has the original text and layout. Adobe recommends embedding fonts in the authoring application; the option still depends on the font vendor’s permission.

Use Acrobat Pro Preflight for a PDF-level repair
When you have only the PDF, Acrobat Pro can inspect it with Preflight and may offer a relevant fixup. Adobe’s documentation describes inspecting a PDF and applying a selected fixup, but the exact controls and available fixes depend on the Acrobat release and the file.
- Open the PDF in Acrobat Pro.
- Open Preflight and run an inspection for font issues. The menu path and profile names can vary by version.
- If Acrobat identifies a suitable font-embedding fixup, review its requirements and apply it only when the correct font is available and permitted to embed.
- Save the corrected PDF as a separate file so you can compare it with the original.
- Reopen the saved file, inspect the font list or run Preflight again, and review the affected pages for substitution or layout changes.
A Preflight fixup cannot make an unavailable font appear or override a vendor’s embedding restriction. Adobe’s Preflight documentation describes inspection and correction workflows, while its font guidance explains embedding and substitution.

When FontForge is useful—and when it is not
If you need to examine a font file or see whether a PDF contains extractable font data, FontForge may help. But a PDF may contain only a subset of a font, so extracting and generating a new font file does not ensure that it will reproduce the original typeface or repair the PDF. FontForge’s documentation describes reading fonts from PDFs and generating font files; it does not document a workflow for embedding a generated font in an existing PDF.
Do not treat font extraction as a way to bypass embedding permissions. If the original font cannot be embedded, contact its owner or use an appropriately licensed alternative. Then check the document’s line breaks, spacing, and glyphs after re-exporting.

Verify the repaired PDF
- Check the PDF’s font list again and confirm the relevant font is embedded or subset embedded.
- Inspect pages that use the font, including unusual symbols and nonstandard glyphs.
- Check line breaks, spacing, and page layout for changes caused by substitution or a replacement font.
- Open the PDF in another viewer if the document will be shared, since rendering can differ between applications.
