A delayed GST refund for exported services is usually resolved by identifying the refund route, confirming that the application was actually filed, and acting on the exact GST Portal status or form. Indian exporters generally use one of two routes: pay IGST and claim that IGST back, or export without IGST under a bond or Letter of Undertaking (LUT) and claim eligible accumulated input tax credit (ITC). The route determines the records, return fields and refund category that must be checked.

For services exported after payment of IGST, the CGST Rules state: “The application for refund of integrated tax paid on the services exported out of India shall be filed in FORM GST RFD-01 and shall be dealt with in accordance with the provisions of rule 89.” A services claim filed in RFD-01 should not be chased through the shipping-bill process used for exported goods.

Start by identifying which refund you claimed

Before changing a return, filing another application or contacting an officer, establish what tax you are asking to recover. The two zero-rated export options are legally and operationally different.

Issue IGST-paid export of services Export under LUT or bond
Tax treatment at export IGST is paid on the exported service. No IGST is paid on the export because the service is supplied under a bond or LUT.
Refund sought Refund of the IGST paid on the exported service. Refund of eligible accumulated input tax credit attributable to zero-rated supplies.
Services claim mechanism Application in FORM GST RFD-01 under rule 89. Application for the eligible accumulated ITC through the applicable refund category and supporting statements.
Records to inspect Filed return showing the IGST, export invoices and service-export evidence, payment records and the ARN. LUT or bond records, eligible ITC and its calculation, export invoices and the ARN.
Common wrong turn Trying to resolve the claim through a goods shipping-bill or Customs refund workflow. Claiming IGST paid when the supply was actually made without payment under LUT or bond.

Use the category selected in the application, not the way the transaction is described internally. If the taxpayer’s records and the portal category disagree, obtain advice before filing a replacement claim.

Confirm that the refund application was filed

A saved draft, a generated form or a screen that was closed after data entry does not prove that a refund claim was submitted. The first check is the portal’s filing record.

  1. Sign in to the GST Portal.
  2. Open Services > Refunds > My Saved/Filed Applications.
  3. Search for the relevant tax period and refund category.
  4. Open the application and download the ARN receipt or acknowledgement.
  5. Record the ARN, tax period, filing date, category, amount claimed and displayed status.

If there is no filed application or ARN, treat the matter as an unfiled claim rather than a delayed one. A saved application may need to be completed, signed and submitted in accordance with the portal’s current workflow. Do not create a second claim until you have checked whether an existing draft or submitted application already covers the same period.

What the ARN proves

The ARN ties the application to a filing record that can be discussed with the proper officer. Keep the downloadable receipt and a screenshot of the status. Note the time zone and date of each status capture if the portal display changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the return period before diagnosing a delay

Match the refund period to the return in which the relevant export and tax were reported. For an IGST-paid claim, verify that the IGST appears in the filed return for the selected period. For an LUT or bond claim, verify the ITC figures and the calculation supporting the amount claimed. A mismatch can cause a validation failure or an officer query even when the export itself is genuine.

Read every GST form attached to the application

The form number is more useful than a generic “pending” label. Download each notice or order shown against the ARN and identify what action it requires.

Form Meaning What the exporter should do
RFD-01 Refund application. The cited rule text specifically prescribes it for refund of integrated tax paid on exported services. Check that the service-export route, period, amount and supporting statements are correct.
RFD-02 Acknowledgement of receipt of a refund application. Save it. Under the rules, the acknowledgement identifies the filing date used for the statutory processing period when the application is complete.
RFD-03 Deficiency memo. Correct the listed deficiencies and file a fresh application as directed by the rules. Check the portal instructions and the original period before creating the replacement.
RFD-06 Refund sanction or rejection order. Read the reasons and the amount sanctioned or rejected. Follow the applicable remedy or clarification process rather than filing an unexplained duplicate.
RFD-07 Order for withholding or adjustment of a refund, where applicable. Identify the stated withholding or adjustment reason and respond through the channel named in the order.
RFD-08 Notice proposing rejection of the refund. Prepare a point-by-point response and observe the response period stated in the notice.
RFD-09 Reply to an RFD-08 notice. Submit the explanation and evidence in this form when the notice requires it.
RFD-05 Payment advice or order. Rule 94 also uses this mechanism where interest is payable. Check the sanctioned amount and payment details; treat any interest issue separately from the principal refund.

Follow the branch that matches your status

When the portal shows an RFD-03 deficiency memo

An RFD-03 is not a signal to keep submitting identical applications. Read each deficiency, correct the underlying record and file a fresh application in the circumstances specified by the rules and current portal guidance. Typical corrections may involve the period, export statement, invoice linkage, bank details or an arithmetic discrepancy, but the memo itself controls: answer the items actually listed.

  1. Download the RFD-03 and list every deficiency in a working checklist.
  2. Compare each item with the original application, filed return and export records.
  3. Correct the source record or attachment, where correction is legally and procedurally possible.
  4. Prepare the fresh application for the correct period and category.
  5. Retain the old ARN, the deficiency memo and the new ARN so the officer can see the sequence.

Portal guidance warns about duplicate claims for the same period. Before refiling, verify that the earlier application is marked deficient and that the fresh filing is permitted for that situation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When the portal displays a validation or filing error

Use the exact wording of the message. The GST Portal troubleshooting guidance discusses several messages that can look like a processing delay but actually indicate a duplicate or incomplete record.

Message or symptom Likely meaning in the portal guidance Check before taking action
“An existing refund application for the month” An application may already exist for that period. Search My Saved/Filed Applications for both saved and submitted records. Do not create another claim until the existing record is understood.
A saved or submitted draft is detected The portal has retained an earlier application state. Open the draft or filed record, confirm its category and period, and determine whether it must be completed, withdrawn where allowed or replaced after a deficiency memo.
“No Outward Supply tax file for the selected return period” The guidance explains this message as no IGST reported in the relevant GSTR-3B field for the selected period. Check the filed GSTR-3B, the period selected in the application and whether the claim is actually an IGST-paid export claim. Do not alter a return merely to make the message disappear.

Save a copy of the error, the date and the browser session details. If the message persists after the period and category are correct, include the screenshot and ARN when requesting assistance.

When an RFD-08 notice proposes rejection

An RFD-08 is a formal opportunity to answer the proposed grounds, not a routine status update. The cited CGST Rules provide for a reply in FORM GST RFD-09 within 15 days of receipt of the notice. Confirm the deadline and submission method from the actual notice and the rules currently applicable to the case.

  3. Attach only evidence that proves the relevant point: invoices, contracts, bank realisation records, returns, LUT or bond documents, reconciliations and prior correspondence as applicable.
  4. Submit the reply in RFD-09 within the stated period and save the submission acknowledgement.
  5. Monitor the ARN for the resulting order or further communication.

Do not rely on a general explanation that the service was exported. Address the specific reason for proposed rejection, such as a period mismatch, unsupported ITC, missing export evidence or a calculation issue.

When the application is simply pending

If there is no RFD-03, RFD-08, RFD-06 or RFD-07 and the ARN remains pending, follow up with the proper officer handling the taxpayer’s jurisdiction. The available material does not establish one universal escalation contact for every taxpayer.

  • Quote the ARN and tax period in every communication.
  • Attach the acknowledgement, current status screenshot and a concise chronology.
  • State whether the claim is IGST-paid services or LUT/bond ITC.
  • Offer the key export, payment and return records rather than sending an unindexed document bundle.
  • Keep a dated log of emails, letters, calls, visits and responses.

A follow-up should ask what action is outstanding on that ARN. It should not ask the officer to treat a new claim as a continuation of an old one unless the rules or an official instruction expressly permit that treatment.

Do not use the goods shipping-bill route for a services claim

Exporters often search for an ICEGATE or shipping-bill solution because goods-export refund instructions are widely published. That workflow is for the Customs export context, where shipping-bill data and Customs validation are central. It is not a substitute for an RFD-01 claim for exported services.

Use the goods procedure only when the underlying transaction is actually an export of goods and the problem concerns shipping-bill or Customs data. For an exported-service refund, work from the GST Portal ARN, the relevant return, service invoices, proof of payment or realisation and the officer forms attached to the RFD-01 application.

Assemble evidence that matches the route

Evidence for IGST-paid exported services

  • ARN receipt and RFD-02 acknowledgement, if issued.
  • Filed return showing the IGST paid for the relevant period.
  • Export invoices and the service description.
  • Contract, statement of work or other document showing the recipient and place-of-supply facts where relevant.
  • Bank payment or realisation evidence and a reconciliation to the invoice.
  • Working that ties the amount of IGST claimed to the invoices and return figures.
  • Any RFD-03, RFD-08 or other communication and the response already filed.

Evidence for LUT or bond exports

  • ARN receipt and the refund category selected.
  • The relevant LUT acknowledgement or bond documentation.
  • Export invoices and evidence that the supplies were made without payment of IGST.
  • Filed returns and the eligible ITC ledger or calculation supporting the claim.
  • Reconciliation showing how the claimed amount relates to zero-rated supplies and excludes ineligible credit.
  • Proof of receipt of export proceeds where required for the facts and period involved.
  • Any deficiency memo, notice, order or portal error connected to the application.

Keep filenames descriptive and number the attachments to match the explanation. A clear index reduces the risk that an officer treats a complete record as incomplete merely because the evidence is difficult to locate.

Understand processing dates without relying on an old promise

RFD-02 matters because the rules use the acknowledgement date for the statutory processing period when the application is complete. That does not mean every portal submission is complete, and it does not create a universal payment date for every taxpayer. A deficiency memo, notice, withholding order, adjustment or missing evidence can change what happens next.

An official sectoral FAQ uses the question, “How soon will refund in respect of export of goods or services be granted during the GST regime?” It distinguishes input-tax refunds from IGST-paid export refunds, but its older descriptions should not be treated as a current guarantee. The rules, notifications, the actual acknowledgement and the application record control the case.

No current, services-specific statistic establishes a typical waiting time, success rate or percentage of delayed claims. Avoid judging a claim against an internet estimate; use the ARN, acknowledgement, forms and jurisdictional correspondence instead.

Consider interest as a separate issue

Interest is not automatic merely because a taxpayer feels the refund took too long. Rule 94 provides for an officer’s order and payment advice in FORM GST RFD-05 where interest is due under section 56. Entitlement depends on the relevant dates, whether the application was complete, the applicable law and any statutory exceptions.

  1. Preserve the filing date, RFD-02 acknowledgement date and dates of any deficiency or notice.
  2. Record when the principal refund was sanctioned and paid.
  3. Ask the jurisdictional officer or a qualified GST practitioner to assess whether section 56 applies.
  4. If interest is found due, check the RFD-05 payment advice or order and reconcile it separately from the principal amount.

Do not promise a rate or calculate an amount from an old general FAQ. A case-specific assessment is needed before making an interest demand.

Common mistakes that prolong a delayed refund

  • Confusing a draft with a filing: confirm the ARN in My Saved/Filed Applications.
  • Choosing the wrong route: distinguish IGST paid from LUT or bond exports before selecting the refund category.
  • Filing a duplicate for the same month: search saved and submitted applications first.
  • Using a goods-export remedy: shipping bills and Customs systems do not replace the services RFD-01 process.
  • Ignoring an RFD-03: a deficiency memo calls for correction and a fresh application under the applicable procedure.
  • Missing an RFD-08 response: prepare RFD-09 within the period stated in the notice, with evidence tied to each ground.
  • Changing a return solely to defeat an error message: first verify the filed GSTR-3B, period and claim category.
  • Sending unstructured evidence: provide an indexed, invoice-to-return reconciliation.
  • Assuming interest is guaranteed: assess section 56 and rule 94 on the actual dates and record.

A practical escalation packet

When contacting the proper officer, prepare one compact packet containing:

  1. A one-page chronology with filing date, ARN, status changes and forms received.
  2. The ARN receipt and RFD-02 acknowledgement, if available.
  3. The selected refund route and category.
  4. A reconciliation from export invoice to return and amount claimed.
  5. Copies of every deficiency memo, notice, order and response.
  6. Relevant payment, realisation, LUT or bond evidence.
  7. Portal screenshots showing the current status or exact error text.
  8. A specific request, such as confirmation of the missing document, action required after an RFD-03 or status of a pending RFD-01.

Keep the original files and submit copies through the channel accepted by the jurisdiction. If the record involves a disputed eligibility issue, a GST practitioner or export-tax adviser can assess the documents and applicable notifications; the correct advice depends on the taxpayer’s facts and jurisdiction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When professional advice is warranted

Obtain case-specific help when the export status, place of supply, payment realisation, eligible ITC, refund category or notice grounds are disputed; when a large amount is at stake; when an RFD-08 response deadline is approaching; or when an order has rejected or adjusted the claim. A professional can review the complete record, but the taxpayer should still retain the ARN chronology and portal evidence.

This guidance is general information, not a determination of eligibility, a deadline, an interest amount or an escalation contact. The rules compilation cited for the service-refund wording is dated 2020, and portal troubleshooting pages and FAQs can describe older behavior. Check the notifications and portal instructions applicable to the taxpayer’s period before acting.
