If Apache2 shows 403 Forbidden immediately after you edited index.php, fix Apache’s access decision before debugging PHP. A 403 means the request was denied by Apache configuration, an .htaccess rule, filesystem permissions, ownership, or a related security policy. The fastest reliable path is to watch the Apache error log while reproducing the error, verify that the document root has Require all granted under Apache 2.4, check AllowOverride and any .htaccess rules, correct directory and file access, and restart Apache.
What a 403 means after editing index.php
Apache decides whether a request may enter a directory and read a file before it hands a PHP script to the PHP handler. A 403 is therefore an authorization or access-control result from Apache. It is not, by itself, evidence that PHP cannot parse the contents of index.php.
Changing the text inside a normally readable PHP file does not normally change Apache’s authorization rules. The timing can still be misleading: an editor may save the file with a different owner or mode, create a new .htaccess, save into a different virtual-host directory, or trigger a configuration reload that exposes an existing rule. Treat the edit as a possible trigger, not as proof that the PHP code caused the denial.
Apache 2.4 uses the authorization provider supplied by the Require directive. In a directory context, Require all granted allows access unconditionally, while Require all denied refuses it unconditionally. The directive that actually governs your site may be in the virtual host, a parent <Directory> section, an included configuration file, or .htaccess.

If the page instead reaches PHP and displays a PHP error, that is a different troubleshooting path. A syntax or runtime problem normally produces an application response (often a 500-level response), whereas a 403 indicates that Apache refused the request before normal script execution. Use the log rather than guessing from the browser page.
First step: watch the Apache error log
The error log identifies which authorization or filesystem check rejected the request. On Debian and Ubuntu systems, open a root shell and run:

sudo tail -f /var/log/apache2/error.logLeave that command running, request the failing URL in a browser, then read the new lines. Stop the live view with Ctrl+C. If your installation uses a virtual host with its own ErrorLog, inspect that file instead; the global log may not contain the relevant entry.
Look for the path Apache tried to serve and clues about configuration or filesystem access. A rule-denial clue points you toward Require or .htaccess; a filesystem-permission clue points toward directory traversal, file mode, ownership, or a mandatory access-control system. Log wording varies by Apache version, module, and operating system, so use it to locate the failing layer rather than copying a message literally into a configuration file.
Confirm that the request reaches the expected virtual host before changing anything. A hostname, port, or HTTPS request can select a different virtual-host definition whose document root has stricter rules. The path shown in the log should match the directory containing the edited index.php.
Verify the document-root Directory block
Find the active virtual-host configuration. Common Debian and Ubuntu locations include /etc/apache2/sites-enabled/ and the corresponding file in /etc/apache2/sites-available/. Open the file that defines the site’s DocumentRoot, then inspect the matching <Directory> section.

Require all granted
</Directory>Replace /var/www/html with the actual document-root path. The important authorization line is Require all granted. Do not add it to an unrelated directory and assume it affects the site; Apache applies directory rules according to the filesystem path and the configuration that is actually loaded.
Options Indexes FollowSymLinks is shown because it appears in a common community-guide pattern, but it is not a universal requirement for PHP. Keep only the options your site needs. Enabling directory indexing can expose file listings, so remove Indexes if you do not intentionally serve listings.
Search all enabled configuration for an overriding denial:

A parent directory rule, a more specific directory rule, or a separate virtual host can be the one Apache uses. After editing, validate the configuration before restarting:
sudo apache2ctl configtestProceed only when the command reports a successful syntax check. A configuration error can prevent Apache from reloading and can turn a simple access fix into an outage.
Check AllowOverride and .htaccess
AllowOverride determines which directives Apache will accept from .htaccess files in a directory. The setting belongs in a <Directory> context. If it is None, Apache ignores ordinary .htaccess directives; if the file contains directives that are not permitted by the selected override classes, Apache can reject requests or report a configuration error.
Choose the setting that matches your design:
- No .htaccess: use
AllowOverride Noneand place all rules in the virtual-host configuration. This gives administrators one controlled configuration location. - .htaccess is required: use an appropriate override policy.
AllowOverride Allis a broad troubleshooting setting, but a narrower policy is safer once you know which directive classes the application needs.
With AllowOverride All, inspect every .htaccess from the document root down to the requested file. A nested file can apply only to its subdirectory, while a root file can affect the entire site. Look for rules such as:

Deny from all
Require all denied
Require not ip 192.0.2.10The first form is from Apache 2.2-era access-control syntax and may appear in older applications. Apache 2.4’s equivalent for allowing everyone is Require all granted; the 2.4 authorization containers are RequireAny, RequireAll, and RequireNone. A negated Require condition cannot grant access by itself. For example, Require not ip ... must be combined with a positive authorization rule in a valid container, or it can deny every request.
Temporarily move a suspect file out of the request path to test it, preserving a backup:
sudo mv /var/www/html/.htaccess /var/www/html/.htaccess.disabled
sudo apache2ctl configtestReload the page. If the 403 disappears, restore the file and remove or correct the rule that denied the request. Do not leave security rules disabled as a permanent fix.
Correct directory, file, and ownership access
Apache must be able to traverse every parent directory, read the requested file, and read any files needed by the application. On a typical Debian or Ubuntu installation, the web-server account is often www-data; other distributions commonly use a different account. Confirm the account used by the running service instead of assuming it.
Inspect the complete path:
namei -l /var/www/html/index.php
ls -ld /var /var/www /var/www/html
ls -l /var/www/html/index.phpFor ordinary static and PHP files, a frequently used baseline is mode 755 for directories and 644 for files. These values are guidance, not a substitute for your site’s security model. A directory needs execute permission for traversal; a file needs read permission for the web-server process. Avoid making the entire site world-writable, and do not use 777 as a 403 fix.
An editor running as root can change the owner of only the newly saved index.php. Compare it with neighboring files, then correct ownership if it is wrong. On Debian or Ubuntu, an example is:
sudo chown -R www-data:www-data /var/www/htmlUse the real site path and the actual service account. A blanket recursive change can also take ownership of upload directories, deployment files, or secrets, so inspect the tree first and apply the narrowest correction that solves the problem. On Red Hat-family systems the account may be apache, and SELinux labels can matter in addition to Unix modes; do not copy the Debian command unchanged.

If the log points to a mandatory access-control denial, check the operating system’s audit records and restore the expected security context using that distribution’s documented procedure. Changing Unix modes alone will not repair an incorrect security label.

Linux filenames are case-sensitive. Confirm that the file is really named index.php, not Index.php, index.PHP, or a temporary editor filename:
ls -la /var/www/htmlApache’s DirectoryIndex setting controls which file it tries when the URL ends in /. Verify that PHP is listed if the site depends on it:
DirectoryIndex index.php index.htmlA missing index file can produce a directory response or a 403 when directory listing is disabled. That is different from Apache denying a correctly named, readable file. Request the script explicitly, such as /index.php, and compare the result with the directory URL. If the explicit file works but / fails, investigate DirectoryIndex, rewrite rules, and directory-index settings rather than PHP contents.
Restart or reload Apache safely
After changing a virtual-host file, .htaccess, ownership, or modes, apply the change and verify the result:

sudo apache2ctl configtestand fix every syntax error. - Restart Apache when the assignment specifically requires a full restart:
sudo systemctl restart apache2. - For configuration-only changes, a graceful reload usually avoids dropping active connections:
sudo systemctl reload apache2. - Check service state with
sudo systemctl status apache2 --no-pager. - Request the page again while watching the error log.
If the service fails to start, inspect sudo journalctl -u apache2 -b and undo the last configuration change. A restart does not repair an authorization rule; it only makes a valid change active.
Understand Apache 2.4 authorization syntax
Older tutorials often show:
Order allow,deny
Allow from allThat is Apache 2.2-style syntax. In Apache 2.4, use Require all granted for unconditional access and Require all denied for unconditional refusal. The authorization documentation treats multiple Require directives as if they were inside a RequireAny container by default, while explicit RequireAll, RequireAny, and RequireNone containers express more precise logic.

Do not mix old and new access-control directives casually. Compatibility modules can make legacy rules appear to work, but the resulting policy may not be what you intend. Convert an old rule deliberately, test from an allowed client and a denied client where applicable, and keep authentication requirements separate from public-access requirements.
Investigate Directory and Location interactions
Apache’s <Directory> sections match filesystem paths, while <Location> sections match URL paths. They can interact in ways that are not obvious from the virtual-host file. A <Location> rule can reopen a URL path that a filesystem-based <Directory> rule denied, or impose an additional restriction on an otherwise readable file.

Keep access policy in the context that matches what you are trying to protect. Avoid broad <Location /> authorization rules unless you understand every application path they cover.
Use a controlled test to separate Apache from PHP
Once permissions and authorization look correct, create a temporary plain-text file in the same directory:
printf 'apache access testn' | sudo tee /var/www/html/access-test.txtRequest /access-test.txt. If it also returns 403, the problem is directory access, authorization, or a security policy, not PHP execution. Remove the test file when finished:
sudo rm /var/www/html/access-test.txtIf the text file works but /index.php returns 403, compare the two files’ owner, mode, path, and any filename-specific rules. Check rewrite conditions and application-generated authorization only after Apache can read the script. A PHP handler, such as PHP-FPM, may produce its own error when the script is passed onward, but it cannot fix a request that Apache denied first.

Security checks before declaring the fix complete
- Keep
Require all grantedlimited to the intended document root; do not grant the entire filesystem. - Use
AllowOverride Nonewhen an application does not need.htaccess; otherwise allow only the override classes required. - Remove temporary test files and backups from web-accessible directories.
- Do not solve a 403 by making files or directories writable by everyone.
- Review any rule that allows directory listings or exposes configuration, backup, log, or upload files.
- Test both the public URL and administrative paths after changing a broad authorization rule.
A concise recovery sequence
- Run
sudo tail -f /var/log/apache2/error.logand reproduce the 403. - Confirm the failing URL maps to the expected virtual host and document root.
- Set the matching Apache 2.4 directory policy to permit the site, normally with
Require all granted, unless the site is intentionally restricted. - Choose an intentional
AllowOverridepolicy and remove stray deny rules from.htaccess. - Verify every parent directory is traversable,
index.phpis readable, and ownership matches the web-server account. - Check filename case,
DirectoryIndex, rewrite rules, and any<Location>sections. - Run
sudo apache2ctl configtest, then reload or restart Apache. - Reproduce the request while watching the log; stop when the log shows the original denial is gone, not merely because the browser cache changed.
