Before buying California property, identify its assessor’s parcel number (APN), find the city or county with land-use authority, and check that agency’s current zoning map and ordinance. Then compare zoning with the general plan and any specific plan or overlays, screen state and local conservation and hazard records, and examine the preliminary title report and recorded instruments. A map can help you find questions to ask; it cannot by itself confirm that a use is allowed, that an easement does not exist, or that a parcel is buildable.
Start with the parcel and the agency that controls it
California does not have one statewide zoning lookup that settles what a buyer may do on every parcel. Most land-use decisions are made locally, so the first task is to determine which city or county administers the property. A mailing address is not enough: a property can have a city-style address while being in an unincorporated area, or be near a city boundary without being within it.
Gather the identifying information
- Get the APN, also called the parcel number or assessor’s parcel number, from the seller, listing documents, county assessor records, or title materials.
- Record the exact situs address and the county. If the property has no street address, use the APN and legal description in the listing or title documents.
- Ask whether the parcel is inside incorporated city limits or in unincorporated county territory. Confirm the answer with the relevant planning department or official jurisdiction map.
- For a multi-parcel purchase, confirm the APN for every parcel. Nearby lots may have different zoning, plan designations, or recorded restrictions.
The California Attorney General explains that cities and counties must have general plans, which provide a long-term framework for local development. Local governments also make project-level land-use and permitting decisions. That distinction matters: a broad planning designation is not the same thing as approval for a particular house, business, subdivision, or other project.
Write down the proposed use before searching
“Can I build here?” is too broad to get a reliable answer. Describe what you actually intend to do: for example, build one residence, add an accessory structure, operate a particular business, divide the land, or change an existing use. Include the approximate location and scale if known. Zoning rules and permits can turn on details such as the activity, building dimensions, number of units, access, or whether the project requires discretionary approval.

Check zoning, the ordinance, and local plans
Use the official zoning map maintained by the responsible city or county, then read the current ordinance provisions for the parcel’s zone. A short zoning label from a real-estate listing or map is only a starting point. It does not establish that your intended activity is allowed, what standards apply, or whether an approval is required.
Read the rules behind the zoning label
For the stated zone, look for the sections that address allowed and conditional uses, required permits, dimensional standards, and overlays. Depending on the jurisdiction and project, relevant rules may address such matters as building height, setbacks, lot coverage, density, parking, access, or site design. Do not assume every jurisdiction uses the same terms, map format, or approval process.
Identify whether the use is permitted as of right, requires a conditional or other discretionary permit, is prohibited, or cannot be determined from the available material. If a rule is unclear, ask planning staff to interpret it for the specific APN and proposed use. A general answer about a zoning category may not account for parcel-specific overlays or existing approvals.

1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsCompare zoning with the general plan and specific plans
The general plan is the local government’s long-term policy framework; zoning and the zoning ordinance provide rules that apply to land and projects. A specific plan, where one applies, may add more localized planning provisions. Check the general-plan land-use designation and any specific plan alongside zoning rather than treating them as interchangeable names for one rule.
California’s statewide general-plan land-use dataset can help orient a search, but the California Office of Land Use and Climate Innovation says it is informational and advises independent verification. The dataset page reports land-use data collected from 532 of California’s 539 jurisdictions. That is a coverage figure, not a guarantee that every map is current, complete, accurately aligned to parcel boundaries, or suitable for deciding a specific project. The page also notes that some source maps were converted from PDFs or images and transposed to assessor parcel geometries.

There is an important date distinction when using that dataset: collection began in late 2021, was mostly complete in late 2022, and some data was updated in 2023; the dataset listing gives a page update date of September 30, 2026. The page’s update date does not mean that every underlying local map was newly revised on that date. Treat a statewide layer as a lead to the local record, and verify the current plan and map with the city or county.
Ask about pending changes and prior approvals
When you contact the planning department, ask whether there are known zoning or plan amendments affecting the property and whether the parcel has permits, variances, conditions of approval, enforcement matters, or other relevant planning history. Request copies or record references where available. Existing permits or conditions may affect what a buyer can do, and a map alone may not reveal that history.

A parcel can have planning rules as well as restrictions that arise from a contract, easement, covenant, or other recorded instrument. State conservation maps help identify possible issues, but they are not a substitute for the local record or the actual legal document.
Check for a Williamson Act contract
The Williamson Act is a voluntary, locally administered California program. In exchange for preferential property-tax assessment, an owner enters an enforceable contract with a local government that restricts land use. If a parcel appears in a state map or dataset as enrolled, ask the county or other administering jurisdiction to confirm its current status, the contract’s terms, and the consequences for the proposed use or a change in ownership.
The California Department of Conservation distributes Williamson Act data supplied by jurisdictions; it does not originate all of the local status information. Its 2024 map service cautions that not all localities report up-to-date information and that enrollment status may change during the year. The Department directs users to contact the relevant local jurisdiction for current, parcel-specific information. Therefore, a map hit should prompt verification, and an apparent absence from a map should not be treated as proof that no contract applies.

Use farmland and resource maps as screening tools
The Department of Conservation provides important-farmland mapping and planning map resources. Check the date and stated purpose of each layer rather than assuming all map products answer the same question. A farmland classification can indicate an agricultural resource or planning concern; it does not, on its own, tell you the parcel’s zoning, settle whether a use is allowed, or establish a recorded contract.

Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Also screen for relevant wetlands, habitat, and protected-land layers when the intended project could affect those resources. If a layer intersects the parcel, ask the responsible agency what review, permits, or site-specific information may apply. A mapped intersection is a reason to investigate, not a final finding that a project is prohibited or approvable.
Find and read recorded easements and restrictions
Review the preliminary title report and request the documents referenced in its exceptions. Look for conservation easements, access or utility easements, covenants, deed restrictions, and other recorded encumbrances. The name of an instrument alone may not make its practical effect clear; the recorded text, legal description, maps, amendments, and any referenced management documents may define where it applies and what activities it restricts.
For a possible conservation easement, obtain the actual recorded instrument and have the title company, county recorder, easement holder, or a qualified attorney clarify its boundaries and permitted uses. The reviewed sources do not establish a single comprehensive California registry of all conservation easements. Do not interpret a missing result in one map or database as confirmation that the property is free of an easement.
Understand environmental review before assuming a project is ready
The California Environmental Quality Act (CEQA) is relevant when a proposed project needs discretionary government approval. The Department of Conservation describes CEQA’s purposes as disclosing potential effects of proposed projects and preventing or minimizing significant avoidable environmental damage. Whether CEQA review applies, and what form it may take, depends on the project and the government action involved.

A real-estate transfer by itself should not be assumed to trigger CEQA review based on the information available here. Instead, ask the permitting agency whether your proposed development or change of use requires discretionary approval and what environmental review may be needed. A resource-map intersection does not determine the agency’s CEQA decision, the necessary studies, or whether the project can proceed.
Allow for the possibility that environmental review, agency consultation, permits, or site studies can affect a project’s schedule, scope, or feasibility. Before relying on a seller’s description of a project as “approved” or “buildable,” ask which approvals exist, whether they are final and still valid, what conditions attach, and whether they cover the use and design you intend.
Check flood, fire, and seismic information
Use current official hazard information for the parcel and review the natural hazard disclosure materials supplied during the transaction. California disclosure materials address certain mapped flood and fire conditions, while California Geological Survey guidance describes disclosure for mapped seismic hazard zones. The exact disclosure duties and map status should be checked for the specific transaction and parcel.
What a hazard map can and cannot tell you
Flood-risk products are not all the same. The Department of Water Resources describes flood-map resources and distinguishes regulatory FEMA map products from other flood-risk mapping. Confirm which map or designation is being cited and what it is intended to show. A map designation is not an insurance quote, engineering report, or conclusion that construction is impossible.
For seismic hazards, California Geological Survey guidance says site-specific investigation may be required for some undeveloped parcels before subdivision or permitting. Ask the local agency whether the parcel is in a mapped zone and what investigation, if any, would be required for the contemplated project. A mapped zone is a screening signal, not a substitute for site-specific technical review.

Read the transaction’s hazard disclosures, but do not treat them as a comprehensive answer to buildability or insurability. Verify map information against the exact parcel and current agency records. If development depends on ground conditions, drainage, slope stability, or another physical constraint, obtain appropriately qualified technical advice.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Turn your findings into written parcel-specific answers
Once you have the APN, proposed use, and relevant maps or title references, send a focused request to the planning department and other agencies that administer identified restrictions. Written answers can make unresolved assumptions visible before closing and provide a useful record of what the agency addressed.
Include enough detail for a meaningful response
- APN, situs address, and a parcel map or legal description if the address is ambiguous.
- A concise description of the intended use, approximate project scale, and any proposed subdivision or construction.
- The zoning designation, plan designation, overlays, and map extracts you found, with the map dates if shown.
- Specific questions about allowed uses, required approvals, applicable standards, permits, and known planning or enforcement history.
- Any possible Williamson Act contract, easement, resource-layer intersection, or hazard designation that needs local confirmation.
Ask questions that distinguish permission from feasibility
Ask the agency to clarify the parcel’s current zoning and general-plan designation, which overlays and specific plans apply, and whether the stated use is permitted or needs approval. Ask whether there are known permits, conditions, pending land-use changes, or enforcement matters, and which agency handles each unresolved issue. If development is proposed, ask what further studies or review the agency expects at the approval stage.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
An agency response about land-use rules is not necessarily a guarantee of approval, legal access, utilities, water rights, septic suitability, insurance availability, or physical buildability. Those matters may require separate records, technical studies, or professional review. Use a land-use attorney for legal interpretation, a surveyor for boundary questions, and appropriately qualified technical professionals for geologic or other site conditions.
Compare the evidence by authority, currency, and purpose
When records disagree or seem incomplete, compare what each source is actually authorized and suited to answer. A statewide layer, local zoning map, recorded instrument, and written agency response are not interchangeable forms of evidence.
| Source | Best use | What to verify | What it does not establish by itself |
|---|---|---|---|
| Statewide planning or conservation map | Screening for a designation, resource, or possible contract | Layer purpose, underlying map date, and local source record | Current parcel status, complete coverage, or project approval |
| City or county zoning map and ordinance | Identifying local zone rules and applicable standards | Current map, full ordinance text, overlays, and specific-plan provisions | All recorded title burdens or site-specific technical feasibility |
| Preliminary title report and recorded instruments | Finding title exceptions and legal restrictions recorded against the property | Actual instrument text, legal description, amendments, and maps | Whether every planning permit is available or a proposed project is approvable |
| Written response from the responsible agency | Clarifying local administration and questions about a stated use | Which APNs and project details the response addresses, and whether it is formal or informational | Matters outside that agency’s authority or technical findings not performed |
| Hazard or resource screening map | Flagging issues for disclosure review or further study | Current official layer and its intended use | Engineering conclusions, insurance terms, or final buildability |
If two sources conflict, do not select the more favorable result without resolving the discrepancy. Ask the agency responsible for the record to explain which map or instrument governs and whether the source you found is current. Preserve the response and the underlying record with your transaction documents.
A practical pre-offer and pre-closing checklist
- Confirm the APN for every parcel and identify whether the property is in a city or unincorporated county area.
- Save the official zoning map and read the ordinance for the exact zone, overlays, and applicable permit procedures.
- Compare zoning with the general plan, any specific plan, and relevant local map layers.
- Check state farmland, Williamson Act, habitat, wetlands, protected-land, and hazard resources where relevant; note their dates and limits.
- Review the preliminary title report and obtain referenced recorded documents, especially possible easements, covenants, and deed restrictions.
- Ask local staff in writing about the specific proposed use, known approvals or enforcement matters, and the next required decisions or studies.
- Review transaction hazard disclosures and confirm the current official map information for the parcel.
- Resolve important unknowns with the appropriate title, legal, surveying, or technical professional before treating a parcel as suitable for the intended purpose.
This workflow addresses planning and land-use due diligence, not every condition that can affect ownership. It does not determine title status, legal access, utilities, water rights, septic feasibility, insurance availability, or buildability for a specific parcel. Those conclusions require parcel-specific records and, where appropriate, agency confirmation and qualified professional review.
