To find quantum-vulnerable TLS and API encryption, build a cryptographic inventory, enumerate certificates, and then verify the live handshake on every authorized endpoint. Certificate metadata alone is not enough: an apparently modern certificate can front a service that still negotiates RSA, finite-field Diffie–Hellman, or elliptic-curve key exchange or signatures. Combine certificate-transparency data, internal certificate exports, DNS and asset records, and timestamped TLS scans. Then attach each finding to an owner, data sensitivity, dependencies, and a migration priority.
The result should answer four questions for every endpoint: which certificate is served, which public-key algorithms the certificate and handshake use, who owns the service, and what replacement path has been tested.
What “quantum-vulnerable” means for TLS and APIs
Quantum migration concerns the public-key operations used to authenticate a server and establish session keys. A sufficiently capable quantum computer could use Shor’s algorithm against the mathematical problems behind RSA, finite-field Diffie–Hellman (FFDHE), and elliptic-curve cryptography (ECC). Those algorithms therefore belong in a migration inventory even when today’s connection is confidential and correctly configured.
NIST’s Initial Public Draft of IR 8547, published November 12, 2024, describes the transition away from existing quantum-vulnerable public-key standards toward post-quantum key-establishment and signature standards. This is a planning and replacement problem, not evidence that a particular endpoint is being decrypted today. A finding means that the endpoint relies on a public-key mechanism that must be assessed and eventually replaced or supplemented.

| Where to inspect | Quantum-relevant signal | What the signal tells you |
|---|---|---|
| X.509 certificate public key | RSA or an elliptic-curve public key | The certificate’s key can require a post-quantum replacement when the certificate authority and TLS stack support one. |
| Certificate signature | RSA or ECDSA signature on the certificate | The issuing chain still relies on a quantum-vulnerable public-key signature; record it separately from the server’s key-exchange behavior. |
| TLS handshake | RSA key exchange, FFDHE, or ECDHE groups and classical signature schemes | The live endpoint negotiates classical authentication or key establishment, regardless of how the certificate looks at a glance. |
| API gateway, proxy, or service mesh | Its own TLS policy, certificate, or upstream connection | A gateway can terminate TLS and create a second cryptographic boundary that must be inventoried independently. |
| Symmetric cipher and hash | AES, ChaCha20, or SHA-family choice | These require a separate strength and policy review. Do not label an endpoint quantum-vulnerable solely because of its symmetric cipher or hash. |
Use “flagged for quantum migration” in your inventory rather than implying that every RSA or ECC use has the same urgency. The risk depends on exposure, the lifetime and sensitivity of data, whether a hybrid or post-quantum option is available, and how long replacement and interoperability testing will take.
Start with scope, ownership, and boundaries
NIST’s NCCoE defines a cryptographic inventory as “a descriptive record of the cryptography used across an organization’s systems, applications, services, devices, and data flows.” It also states that organizations cannot effectively prioritize or migrate cryptography they have not identified. Treat the inventory as an operational system of record, not a one-time spreadsheet.
List every TLS termination point
Before collecting certificates, create a scope register that includes:
Recommended Free Tools
- Public hostnames, wildcard domains, and alternate names used by APIs.
- Private DNS zones and internal service names.
- API gateways, ingress controllers, load balancers, reverse proxies, and web application tiers.
- Service-mesh sidecars and east–west service endpoints.
- Application hosts that terminate TLS directly, including legacy systems and appliances.
- Separate production, staging, development, disaster-recovery, and test environments.
Assign an API owner, infrastructure owner, business owner, environment, and evidence contact to each asset. Include an explicit “not yet assigned” state so an unowned endpoint cannot disappear from the queue.
Define what counts as an endpoint
Use a service identity and port, not just a certificate name. The same certificate may be presented by several load balancers or API products, while one API can have different public, private, and upstream certificates. Record hostname, IP address or service identity, port, SNI name, and the observation source for each TLS-facing instance.
Discover public certificates with certificate-transparency data
Certificate-transparency (CT) logs provide a practical starting point for public names. A service such as crt.sh can reveal certificates issued for a domain or organization, including certificates whose names are not present in your current DNS inventory.

- Search the registered domain and organization names. Run searches for the base domain, known subsidiaries, and organization strings. Capture the certificate identifier, subject, SAN list, issuer, validity dates, and publication time.
- Export results rather than copying individual browser pages. Keep the raw response and the date of retrieval. CT data changes as new certificates are issued and old entries are discovered.
- Normalize names. Lower-case DNS names, separate wildcard names from exact names, and preserve the original SAN text for audit purposes.
- De-duplicate by certificate fingerprint. The same certificate can appear in multiple CT entries. Keep one normalized record and retain every log reference as provenance.
- Resolve each name to an endpoint. Query your authoritative DNS and asset records, then connect the certificate to the load balancer, gateway, proxy, or host that actually serves it. A CT hit is evidence that a certificate was issued, not proof that it is still deployed.
- Mark unresolved and stale entries. A certificate can be expired, revoked, replaced, parked on an old address, or used only in a non-production environment. Preserve the entry, but do not treat it as an active endpoint until a live observation confirms it.
CT enumeration finds public certificates; it does not reveal private certificates, certificates used only on internal names, or algorithms negotiated after a TLS connection begins. Those require internal records and active, authorized observation.

Discover internal certificates and private API endpoints
Request certificate-store exports from every TLS termination layer. At minimum, collect stores from load balancers, ingress controllers, API gateways, service meshes, reverse proxies, application servers, and certificate-management or secret-management systems.
Correlate independent records
Join the exports with private DNS, configuration management databases, cloud inventory, service catalogs, and secret-management records. Look for mismatches such as:
- A certificate in a gateway store with no current DNS name.
- A private DNS service whose certificate does not appear in the central certificate system.
- A service-mesh workload using an automatically issued certificate that no team has claimed.
- An API route documented in a catalog but fronted by a different proxy or listener than expected.
- A production certificate duplicated in a staging or disaster-recovery environment.
Scan only systems you are authorized to test. Internal addresses can belong to another team, a regulated environment, or a third party; obtain written scope and rate limits before active probing.
Observe the live TLS handshake
Use an authorized TLS scanner such as sslscan2 to enumerate protocol versions, supported cipher suites, signature algorithms, and key-exchange groups. Where SSH or TLS post-quantum transition signals are relevant, NIST identifies pqcscan as another scanning option. The purpose is to observe what a client can negotiate, not merely what a configuration file claims to allow.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Capture reproducible evidence
For every scan, store:
- Target hostname, resolved address or service identity, port, and SNI name.
- Environment and network vantage point (internet, corporate network, or service-mesh segment).
- UTC timestamp, scanner name, scanner version, and configuration or policy profile.
- Protocol versions offered, supported cipher suites, key-exchange groups, and signature schemes.
- The negotiated result for each tested client profile, including whether client authentication was requested or required.
- Raw scanner output, normalized fields, and any exclusions or rate-limit errors.
A public listener may produce different results by SNI, IP address, region, or client capability. Scan each meaningful combination and retain the source address so another analyst can reproduce the observation.

Passive discovery versus active scanning
| Approach | Coverage | Observation depth | Operational considerations |
|---|---|---|---|
| CT and certificate records | Publicly issued names and known certificate stores | Certificate and chain metadata | Low impact, but cannot prove deployment or negotiated algorithms. |
| Authorized active TLS scan | Reachable listeners in the approved scope | Protocols, supported suites, groups, signatures, and negotiated behavior | Can affect fragile systems; requires permission, throttling, and a recorded source address. |
| Configuration and secret-store export | Internal and non-public services | Declared certificates and policies | May differ from runtime behavior; validate against a live listener where possible. |
Do not infer that an endpoint is safe because a scanner found one acceptable handshake. Record both the strongest and weakest supported paths, and identify whether a legacy client can still select a classical option.
Inspect the certificate and chain fields
For each certificate, normalize the fields recommended by NIST SP 1800-16’s TLS server certificate management practice. The minimum certificate record should contain:
- Certificate fingerprint and serial number.
- Subject and every Subject Alternative Name (SAN).
- Issuer, complete chain, and trust-anchor context.
- Public-key algorithm and key size or curve identifier.
- Certificate-signature algorithm and hash.
- Not-before and not-after dates.
- Revocation status and the method used to check it.
- Issuance or renewal source, renewal owner, and next expected renewal.
Separate the certificate’s public key from the signature that the issuer placed on the certificate. An RSA server key with an ECDSA-signed certificate, for example, produces two different inventory facts. Neither fact tells you by itself which key-exchange group the live TLS session selected.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteHandle chains and intermediates correctly
Store every intermediate certificate, not only the leaf. A chain can contain classical signatures even when the leaf uses a different key type. Record which chain the endpoint actually served and whether alternate chains were observed from different listeners. If revocation status cannot be established because the service is private or the checking method is unavailable, mark it as unknown rather than “good.”
Join certificate findings to the API inventory
Certificate data becomes useful for migration only when it is connected to an API, owner, and dependency graph. Add these relationships to each endpoint record:
- API product, route group, hostname, and environment.
- Gateway, proxy, load balancer, ingress controller, service mesh, or application process that terminates TLS.
- TLS library, appliance firmware, or managed service responsible for protocol behavior.
- Upstream and downstream services, including separate mTLS connections.
- Data handled, retention period, regulatory sensitivity, and whether traffic may be recorded for later decryption.
- External exposure, replacement lead time, migration status, exception owner, and target date.
Model certificates and endpoints as separate objects joined by a many-to-many relationship. One wildcard certificate can front dozens of APIs; one API can use a public certificate, an internal certificate, and a distinct certificate for each upstream connection.

Prioritize the migration queue
Not every finding can be replaced at once. Rank work using evidence that reflects both cryptographic exposure and delivery risk.
- External exposure: place internet-facing listeners ahead of isolated development services when other factors are equal.
- Data lifetime and sensitivity: prioritize traffic containing information that must remain confidential for many years, including data that could be captured now and decrypted later.
- Asset value: elevate identity, payment, administrative, safety-critical, and high-volume API systems.
- Replacement lead time: move appliances, embedded clients, managed gateways, and regulated systems earlier when procurement or certification takes months.
- Dependency breadth: prioritize a gateway or service-mesh policy that affects hundreds of APIs, but test its clients before changing it globally.
- Evidence confidence: resolve unknown ownership, stale CT entries, and unverified runtime policies so the ranking is based on current observations.
Keep the owner, dependencies, data-lifetime assessment, and exception approver attached to each priority. A list of algorithms without those relationships cannot be sequenced into an implementable program.

NIST released three post-quantum cryptography FIPS standards in August 2024. Treat that release as a standards milestone, not a reason to swap algorithms blindly. NIST describes migration as an ongoing transition, and the implementation must work across the complete TLS path.
Build a test path before changing production
- Choose a standards-based target. Select the post-quantum key-establishment and signature options approved by your security policy, and document whether a hybrid mode is required during transition.
- Map every participant. Include browsers and API clients, SDKs, gateways, load balancers, reverse proxies, service-mesh sidecars, monitoring probes, certificate issuance, and upstream services.
- Test negotiation and fallback. Confirm the intended option is actually negotiated, measure behavior with clients that lack it, and decide whether classical fallback is permitted for each environment.
- Test certificate issuance and rotation. Verify chain construction, renewal automation, trust-store updates, revocation handling, and rollback procedures.
- Test operational limits. Check handshake size, latency, connection pooling, logging, observability, hardware acceleration, and appliance capacity under realistic API traffic.
- Roll out by dependency group. Start with a bounded test environment, then a low-risk production service, while preserving the previous configuration for a controlled rollback.
Record the exact TLS library, appliance, client versions, policy settings, and test date. A “supported” feature can disappear after an upgrade or remain disabled by a gateway profile, so repeat the live observation after every material change.

Keep the inventory current and auditable
NIST SP 1800-16 describes the required visibility as maintaining an inventory of all TLS server certificates. Make updates part of normal change management:
- Re-scan after certificate renewal, replacement, revocation, or chain changes.
- Re-scan after gateway, load-balancer, proxy, service-mesh, TLS-library, or appliance upgrades.
- Trigger discovery when DNS, API ownership, routing, or environment classification changes.
- Review exceptions at a defined interval and whenever the affected system changes.
- Retain raw scan output, normalized fields, timestamps, scanner versions, and source addresses.
Use immutable or access-controlled storage for evidence, and link each normalized finding to the raw artifact from which it was derived. An auditor should be able to reproduce why an endpoint was classified as classical, hybrid, unknown, or migrated on a particular date.
Common failure modes and fixes
“The certificate uses a modern-looking name, so the API is safe.”
Names and validity dates say nothing about the negotiated key exchange. Inspect the public key, certificate signature, and live handshake separately.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
“CT contains every certificate we need.”
CT covers publicly logged issuance. It misses private names and does not prove a certificate is deployed. Add internal exports, DNS, gateway records, and authorized scans.
“A single scan represents the whole service.”
SNI, listener address, client profile, and network location can change the result. Record those dimensions and scan each meaningful path.
“The scanner says post-quantum is supported, so migration is complete.”
Supported and required are different states. Verify which clients negotiate the option, what fallback remains, and whether production policy enforces the intended path.
“We can rank findings by algorithm alone.”
Algorithm type is only one input. Add exposure, data lifetime, asset value, dependency breadth, replacement lead time, and ownership so the queue reflects business risk and delivery effort.
Quick Recap
A compact operating checklist
- Scope public, private, gateway, mesh, proxy, and application TLS endpoints.
- Assign an owner and environment to every asset, including unresolved entries.
- Enumerate public certificates through CT and de-duplicate by fingerprint.
- Export internal certificate stores and correlate them with DNS, CMDB, cloud, and secret records.
- Inspect certificate keys, issuer signatures, chains, dates, revocation, and renewal ownership.
- Run authorized sslscan2 or pqcscan observations and preserve timestamped raw output.
- Record protocol versions, groups, signature schemes, suites, negotiated results, and client-authentication mode.
- Join each certificate and listener to API routes, gateways, libraries, dependencies, data sensitivity, and replacement lead time.
- Flag RSA, FFDHE, and ECC public-key use for migration analysis; keep symmetric review separate.
- Distinguish post-quantum or hybrid support from production enforcement.
- Test standards-based replacements across clients, gateways, certificates, monitoring, and upstream services.
- Re-scan after renewals, upgrades, policy changes, and rollout stages.
