To find projects that are falling behind, compare each project with a current, approved baseline at a defined status date, then check whether the variance is moving the forecast finish date. Use earned-value measures such as schedule variance (SV) and schedule performance index (SPI) as signals, not as a substitute for the network schedule. A project can show unfavorable SPI while its critical path remains protected, or show little overall variance while one critical-path activity threatens delivery.

The repeatable method is: validate the baseline and update quality; compare planned and completed work; inspect critical-path and milestone effects; trace each material variance to a cause; then choose a corrective action whose owner, expected effect and review date are explicit.

Start with a trustworthy comparison point

A schedule variance is meaningful only relative to a plan that was approved and is still being maintained. The U.S. Government Accountability Office describes a reliable schedule as a management tool for measuring performance against an approved plan and evaluating changes and schedule risk. See the GAO Schedule Assessment Guide.

Confirm the baseline

Record which baseline is being used, when it was approved and what scope it contains. A baseline that was silently re-planned after work slipped can make late work appear on time. If scope, milestones or logic changed, document the approved change rather than overwriting the original comparison point.

Set one status date

Choose the date through which actual progress is reported. Every project review should distinguish the status date from the date on which the review meeting occurs. A project with a newer update can look healthier than one whose data are several weeks old, even when their underlying performance is similar.

Check update quality before interpreting a red flag

  • Actual starts and finishes are entered for completed work.
  • Remaining durations and forecasts have been refreshed by accountable owners.
  • Dependencies reflect the current hand-offs rather than an obsolete plan.
  • Progress rules are consistent across work packages.
  • Approved changes are traceable to a change record.

If the baseline or progress update is stale, label the result as low-confidence and fix the data before ranking the project against others.

Measure progress against planned work

Where earned-value management is used, planned value (PV) is the budgeted value of work scheduled by the status date, and earned value (EV) is the budgeted value of work actually completed by that date. These are value measures, not elapsed-day measures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Schedule variance and schedule performance index

Use the standard calculations:

  • Schedule variance (SV) = EV − PV. A negative SV means less budgeted work has been earned than planned at the status date.
  • Schedule performance index (SPI) = EV ÷ PV. An SPI below 1.0 indicates unfavorable performance against planned work; an SPI above 1.0 indicates favorable performance against that plan.

For example, if PV is 80 value units and EV is 70 at the same status date, SV is −10 and SPI is 0.875. That says the project has earned less work value than its plan expected; it does not say that the finish date is exactly a particular number of days late.

PMI discusses these definitions in The earned schedule and Monitoring Performance Against Baseline. Keep the measurement conditions with the number: state the status date, baseline and whether the EV data are credible.

Do not turn SPI into calendar days

SPI compares the value of work completed with the value of work planned. Work packages can have different durations, costs and weighting, so an SPI of 0.875 cannot be translated directly into a delay of 12.5 percent of the calendar. PMI’s Earned Value Body of Knowledge also cautions that SPI may not represent critical-path performance. Use the schedule’s dates and logic to determine delivery risk.

Use a signal panel rather than one red number

Signal What it tells you What it does not establish
SPI below 1.0 Less earned work value than planned at the status date. How many calendar days late the finish will be.
Negative SV Earned value is below planned value at the status date. Whether the critical path has moved.
Forecast finish later than baseline The current schedule predicts a later completion. Which cause produced the movement.
Reduced or negative float on a critical-path chain Less schedule protection remains before a milestone or finish date. Whether the team can recover without changing scope, resources or logic.
Rising unresolved risk exposure More potential events could affect dates or cost. That a risk will definitely occur.
Low confidence in update data The reported status may be unreliable. That the project is healthy.

Check whether slippage threatens the finish date

After identifying an unfavorable performance signal, open the logic-driven schedule. The question is not simply whether work is late; it is whether late or at-risk work controls a required downstream date.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inspect the critical path

Review the current critical path, near-critical chains and available float. Compare planned and actual dates for activities on those chains. A delayed activity with substantial float may not change the finish, while a small delay on a zero-float activity can move the delivery date.

Recalculate remaining work

For each affected activity, verify actual start, actual finish, remaining duration and forecast finish. An activity marked 90 percent complete may still contain the difficult work that controls its finish; percent complete alone is not a reliable recovery forecast.

Trace dependencies and milestones

Follow predecessor and successor relationships through the next contractual, regulatory, release or operational milestone. Check external hand-offs, lead times, approval gates and constraints. A project can absorb a local delay but still miss a downstream date if the next dependency has no available float.

Compare forecast with the baseline finish

Capture the current forecast finish and its variance from the approved baseline finish. Then identify which milestone first moved and which chain carries that movement to completion. PMI’s baseline-monitoring guidance is a useful reference for comparing current performance with the approved plan.

Use earned value and schedule logic together

SPI and SV provide a value-based warning. The critical-path schedule determines whether that warning threatens delivery. Treat disagreement between the two as a prompt to investigate weighting, progress rules, logic or data quality, not as permission to choose the more favorable result.

Find the cause instead of treating the symptom

Ask the accountable owner to connect every material variance to a specific cause, its likely effect and a corrective action. The following checks cover common failure points but are not a ranked or exhaustive taxonomy.

Validate schedule logic and progress data

  • Look for missing, circular or illogical links, excessive date constraints and activities that are too broad to update honestly.
  • Check whether actuals were entered late, whether incomplete work was credited as complete and whether remaining durations were simply copied forward.
  • Verify that the baseline includes the scope currently being judged.

GAO identifies sound schedule logic, maintained baselines and schedule-risk analysis as elements of reliable schedule management. Its 2026 report is a program-specific example, not evidence of a universal failure rate.

Check dependencies and external hand-offs

Determine whether a predecessor delivered late, an interface was undefined, an approval is outstanding or an external supplier changed its commitment. Record the owning organization and the date on which the dependency can realistically be cleared.

Check resource availability and constraints

Compare planned assignments with actual availability, required skills, shared-resource priorities, environment capacity and working-time calendars. A request for more people is useful only if the constrained work can be divided, the needed skills exist and adding people will not increase coordination or rework.

Check risk events and assumptions

Review risks that have triggered, changed probability or gained schedule impact. Test assumptions about access, approvals, data, equipment, vendors and technical feasibility. Convert a realized risk into an issue with an owner and response date.

Check whether the target itself moved

Separate performance variance from an approved scope or deadline change. If a target date moved through change control, preserve the original baseline and show the revised plan separately; otherwise, a new target can hide the amount of recovery still required.

Compare several projects consistently

Use the same status-date convention, baseline rules and definitions wherever possible. A project portfolio view should flag items for review, not pretend to be a universally validated score.

Review dimension How to use it Qualification
Forecast finish variance Compare current forecast finish with the approved baseline finish. Depends on credible remaining-duration updates and unchanged scope.
Critical-path or milestone impact Flag movement of the critical path, loss of float and threatened downstream milestones. Requires maintained logic and calendars.
Trend over status dates Plot whether variance is improving, stable or worsening across successive updates. A single late update may reflect data correction rather than a new performance trend.
Schedule-value efficiency Use SPI or SV when earned-value methods and progress measurement are credible. These measures do not replace critical-path analysis.
Cost efficiency Include the cost-performance measure reported by your EVM system, such as CPI where applicable. Interpret with the same baseline and status date as schedule measures.
Risk exposure Consider unresolved risks, triggered issues and the size of their possible schedule effects. Risk exposure is not a prediction that every risk will occur.
Data confidence Lower the priority of a favorable result when actuals, logic or forecasts are stale or incomplete. Low confidence should trigger data remediation.

Build a review queue

Flag a project when one or more dimensions indicate a material threat, then require a short explanation rather than a composite score. A useful review record names the affected deliverable, milestone, owner, cause, forecast effect, proposed action and next review date.

Choose a response after diagnosis

Do not prescribe overtime or additional staff merely because an indicator is red. First identify the constraint and confirm that the proposed intervention changes the work controlling the date.

Protect the controlling work

If a critical-path activity lacks a required specialist, approval or test environment, remove that specific constraint or resequence work that can proceed independently. If the issue is an external dependency, escalate with a dated commitment and an alternate path where feasible.

Replan transparently

When scope, sequencing or delivery dates must change, use change control. Keep the original baseline for accountability, publish the approved revised plan, and show which variance came from performance versus an authorized change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Quantify cost exposure

Schedule slippage can affect cost through extended labor, facilities, financing, supplier commitments or missed revenue windows. GAO notes that schedule-risk analysis can help quantify the relationship between schedule and cost. Ask finance and delivery owners to evaluate that exposure together rather than optimizing one metric in isolation.

Set a recovery checkpoint

Define the next status date, the evidence that will demonstrate recovery and the person responsible for updating it. A recovery action without a measurable checkpoint is only an intention.

A practical investigation worksheet

Use one row per material variance:

Field Entry to capture
Project and status date Project identifier, reporting cutoff and review date.
Baseline Approved baseline name, approval date and scope version.
Signal Forecast finish variance, SV, SPI, float movement or milestone threat.
Affected work Work package, activity chain, deliverable or milestone.
Evidence Actual dates, remaining duration, dependency, risk or resource fact.
Cause Specific explanation supported by the schedule and owner review.
Impact Finish-date, milestone, cost or scope consequence, with uncertainty stated.
Action and owner Corrective or containment action and one accountable owner.
Next check Date and pass/fail evidence for the next review.

Common mistakes that produce false confidence

  • Using an obsolete baseline: the comparison no longer represents the approved plan.
  • Ranking by SPI alone: value weighting can hide a critical-path delay.
  • Calling a project days late from SV: SV is expressed in value units, not calendar time.
  • Ignoring data age: a stale update can look better or worse than current reality.
  • Counting a revised target as recovery: moving the deadline does not recover the original commitment.
  • Fixing symptoms before causes: overtime can worsen quality when the real constraint is an approval, dependency or unclear requirement.
  • Comparing unlike projects: different status dates, baselines or progress rules make portfolio rankings misleading.

When software can help

A scheduling or project-tracking system is useful when it maintains dependencies, baselines, actuals, critical-path views and variance history in one place. Microsoft Support documents integrating variance tracking into project change management at Integrate variance tracking into your project change management process. Software does not make an unreliable baseline or inaccurate progress update reliable; governance and owner review remain necessary.

The decision rule

Call a project genuinely at risk when a credible comparison shows unfavorable performance or a moved forecast, and schedule logic demonstrates an effect on the finish or a required downstream milestone. If the signal is unfavorable but the critical path is protected, investigate and monitor rather than declaring delivery failure. If the dates look healthy but the data or logic are unreliable, treat confidence itself as the issue to resolve.
