For a federal building, start with the U.S. General Services Administration (GSA) Real Property Disposition page and its individual-buyer link to realestatesales.gov. Search by location and property type, then rely on the individual listing and invitation for bid for the actual status, deadlines, deposits, qualifications, inspection rules and bidding method.

Finding a government-owned building is not the same as finding one immediately available to the public. A property can be excess to one agency, screened for a public-benefit transfer or negotiated sale, and only later offered at public auction. State and local buildings follow the owning jurisdiction’s process; there is no verified nationwide directory covering every state, county and city.

Start by identifying the government owner and your intended use

Your first decision determines which notices and agencies matter. A private buyer looking for an office, warehouse or residence follows a different path from a nonprofit seeking a shelter, or a municipality seeking a facility for another public purpose.

Situation Primary route What controls the transaction
Individual or business seeking to buy a federal building GSA Real Property Disposition page, then realestatesales.gov The property’s current listing, invitation for bid and sale terms
Nonprofit, homeless-assistance provider or other eligible organization seeking a public use GSA surplus screening notices and the sponsoring federal program Eligibility, approved public purpose, agency review and conveyance documents
State or local government seeking federal property for another public purpose GSA public-use screening or a property-specific negotiated-sale process GSA’s approval, appraisal and the public-purpose conditions
Buyer seeking property held by another federal agency The agency channel identified by USAGov, such as Treasury or U.S. Marshals sales for seized or forfeited property That agency’s auction notice and statutory authority
Buyer seeking a state, county or municipal building The responsible jurisdiction’s surplus-property, real-estate, procurement, facilities or public-notice office The jurisdiction’s current notice, ordinance and bid or lease documents

Undeveloped federal land is a separate category. Bureau of Land Management land-sale notices concern land tracts, not improved government buildings, so they are not a substitute for a building search.

Understand what “surplus” means before you expect an auction

Federal disposition is a sequence, not a single inventory label. A building may first be excess to the agency that controls it. If it is no longer needed for federal purposes, it can become surplus to federal needs. GSA may then examine public-benefit conveyance, a negotiated sale or a public sale. Not every property passes through every stage, and a property shown as under review is not necessarily open for public bidding.

This distinction explains why a building can appear in a federal notice without having a sale date, asking price or ordinary buyer registration available. A public-benefit sponsor may have priority before a general auction, or a negotiated transfer may occur instead of a public sale. Check the property’s current notice rather than inferring availability from a list or an older announcement.

How an individual finds a federal building for sale

1. Open the official federal disposition page

Use GSA’s Real Property Disposition page as the starting point for individual buyers. The page routes public purchasers to realestatesales.gov, where GSA describes competitive sales and publishes property listings. The GSA disposition page was identified as last updated February 3, 2026, but inventory and instructions can change after an update.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Search the inventory narrowly

Use the portal’s location and property-type filters, then broaden one variable at a time. Government inventories can include land, warehouses, industrial facilities and residences as well as conventional office buildings. Read the full property description before assuming that a result is an improved, usable structure.

  • Search the state, county or metropolitan area where you can inspect and operate the property.
  • Filter for the closest property type, then review the legal description and photographs for the actual improvements.
  • Record the listing number, address, agency contact, status, advertised bid date and document links.
  • Return to the listing immediately before acting; deadlines, deposits and status can change.

3. Read every property-specific document

The listing and invitation for bid control the transaction. Look for the sale status, bid-opening date and time, deposit amount and form, bidder qualifications, required registrations, inspection schedule, closing conditions, title or survey information, environmental disclosures, occupancy details and any special restrictions. Do not carry a deadline, deposit or reserve rule from another listing into your decision.

4. Contact the regional real-property office when the listing is unclear

GSA’s buyer guidance recommends contacting the relevant regional real-property office if no suitable property appears or if you need clarification. Ask whether the property is still in screening, whether a public sale is planned, and which office has the current documents. A regional contact can also distinguish a building from land or a planned transfer that is not yet an offer.

What happens in a federal public sale

GSA describes competitive sales using online and live-event auction formats. Its older buyer guide also discusses sealed bids. The format, registration process and bid-delivery method are property-specific, so follow the current invitation for bid rather than relying on a general description.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Online auctions

An online listing normally states how to create an account, submit a bid, provide a deposit and monitor the closing time. Confirm the time zone and whether the closing can extend when a bid arrives near the deadline. The listing’s instructions, not a different auction’s behavior, determine what happens.

Live outcry auctions

A live event may require advance registration, an identity check and an acceptable deposit before you can bid. The notice should identify the venue or online event details, the order of sale and the documents you must bring.

Sealed bids

A sealed-bid notice specifies the exact delivery address or approved electronic method, the deadline and the form of bid security. A late or incorrectly packaged bid can be rejected even if the price is high.

Confirmation and acceptance

GSA states that bids are subject to confirmation and reserves the right to refuse an offer that is not in the taxpayers’ best interest. The highest apparent bid is therefore not an unconditional promise that the sale will close. Wait for the government’s written acceptance and follow the stated payment and closing steps.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“As is, where is” and final bids

GSA’s buyer guide characterizes the described sales as “as is, where is” and says bids are final once submitted. That guide is an older publication, so verify whether the current invitation modifies either point. Treat the phrase as a warning to investigate condition, access, zoning, utilities, contamination and repair needs before bidding; do not assume ordinary residential warranties or inspection contingencies.

How public-benefit conveyance and negotiated sale differ from an auction

A public-benefit conveyance can transfer title or a leasehold to a qualified organization for an eligible public use, potentially at a substantial discount. It is not a general discount program for any buyer or project.

Who may receive priority

GSA’s public-use guide identifies homeless-assistance providers, eligible nonprofits, economic-development entities, and state and local governments as groups that generally receive priority before a property is offered to the general public. GSA coordinates with the Department of Housing and Urban Development to determine whether a property is suitable or available for homeless assistance.

How to find these opportunities

When property becomes available for potential public-benefit conveyance or negotiated sale, GSA prepares a surplus screening notice. The notice identifies the property, potential public-benefit uses, relevant statutes and contacts for the regional office and sponsoring agencies. Review the notice for the program that can sponsor your use; a compelling community idea does not by itself establish eligibility.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Restrictions continue after transfer

The guide says restrictions for some conveyances can last up to 30 years or in perpetuity. The deed or conveyance documents define the permitted use and enforcement terms. Failure to maintain the approved use can result in the property returning to the federal government. Before applying, obtain the current program rules and have counsel or a qualified real-estate professional review the proposed deed conditions.

Negotiated sales to public entities

GSA describes circumstances in which it may negotiate directly with a state or local government for another public purpose, generally at appraised fair-market value. This is different from a discounted public-benefit conveyance and from an open auction. Confirm with GSA which authority applies to the particular property.

Finding a government building for lease

The federal sources establish disposition and sale routes, but they do not confirm a single current national portal listing every government building available for lease. A building may be offered through a public-benefit lease, a negotiated arrangement or a separate agency process rather than a standard commercial listing.

If leasing is your objective, contact the agency or GSA regional office named in the property’s notice and ask four specific questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Is the property actually available for lease, or is it only under review for transfer or sale?
  2. Which statutory program and sponsoring agency controls the lease?
  3. What uses, term, rent methodology, maintenance duties and insurance requirements apply?
  4. Is there a public solicitation, and where will amendments or questions be posted?

Do not assume that a building shown in a surplus inventory can be leased on ordinary commercial terms. Public-use restrictions, appraisal requirements, environmental conditions and continuing-use obligations may apply.

State and local buildings require a jurisdiction-specific search

No verified nationwide directory covers all state, county and municipal surplus buildings. Start by naming the jurisdiction and then identify the office responsible for real property or surplus disposition.

State workflow

  1. Search the state’s official website for “surplus real property,” “state-owned property for sale,” “surplus buildings” and “property lease.”
  2. Check the state surplus-property, procurement, general-services, facilities and public-notice pages; responsibility may be divided among offices.
  3. Read the actual notice for eligibility, inspection dates, bid security, minimum price, lease term and approval requirements.
  4. Ask the named contact whether the notice is a sale, lease, disposal plan or proposed transfer.

County and municipal workflow

  1. Check the official real-estate, facilities, procurement, clerk and public-notice pages for the county or city.
  2. Search meeting agendas and public-hearing notices for declarations of surplus and authorization to sell or lease.
  3. Confirm whether the property is being sold by sealed bid, auction, request for proposals, negotiated sale or lease solicitation.
  4. Request the complete bid packet, including addenda, title information, zoning, environmental reports and approved-use conditions.

A social-media post, broker advertisement or third-party list can help you discover a lead, but the government notice and named agency control the opportunity. Verify the jurisdiction’s current notice before spending money on inspections or design.

Due diligence before you bid or apply

Government property can carry unusual physical, legal and operational risks. Build a written file for each candidate and resolve the following items before submitting a binding offer.

  • Condition: Inspect the structure, roof, mechanical systems, accessibility, security, fire protection and deferred maintenance. “As is, where is” places the investigation burden on the buyer unless the current documents say otherwise.
  • Environmental status: Review available environmental reports and investigate hazardous materials, underground storage tanks, lead, asbestos, mold and prior industrial use.
  • Title and boundaries: Confirm the legal description, easements, access, surveys, encroachments and whether fixtures or personal property are included.
  • Zoning and use: Verify that your intended office, housing, industrial, nonprofit or public use is allowed and identify any rezoning, occupancy or historic-preservation approvals.
  • Utilities and access: Establish who supplies water, sewer, electricity, gas, roads, parking and telecommunications, and whether service must be restored.
  • Occupancy: Determine whether tenants, licensees, federal staff, security arrangements or personal property remain on site at closing.
  • Financing and timing: Do not assume a mortgage, inspection contingency or ordinary closing extension is available. Match your financing and approvals to the payment schedule in the notice.
  • Ongoing obligations: For a public-benefit conveyance or negotiated use, identify reporting, maintenance, reversion, insurance and operating requirements that continue after transfer.

Common mistakes and how to avoid them

Mistaking a screening notice for a sale

A screening notice can invite eligible public-use proposals before any public auction. Read its stated purpose and contact the sponsoring agency instead of submitting an ordinary purchase bid.

Using the wrong federal sales channel

GSA surplus buildings, Treasury or U.S. Marshals property from forfeiture, and Bureau of Land Management land sales are different inventories with different rules. Choose the channel based on the owning agency and the type of property.

Relying on an old guide for current terms

GSA’s buyer and public-use PDFs are approximately 2018 guides. They explain concepts such as auction formats and “as is, where is,” but the current listing and invitation for bid control dates, deposits, acceptance terms and special conditions.

Skipping the inspection

Travel to the property or arrange an authorized inspection before bidding. If access is restricted, obtain written instructions from the contact office and document what could not be inspected.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming “government-owned” means cheap

A public sale is competitive and subject to confirmation. A negotiated sale may use appraised fair-market value, while a public-benefit conveyance trades price advantages for eligibility and long-term use restrictions. Compare the route’s obligations, not just the advertised price.

Missing amendments or deadlines

Monitor the official listing until the bid closes. Download every amendment, confirm the time zone, and retain proof of registration, deposit delivery and bid submission.

A practical decision framework

Use these questions in order:

  1. Where is the property? Federal, state, county or municipal ownership determines the search channel.
  2. What is the improved property? Separate buildings from vacant land, warehouses, industrial facilities and residences before comparing listings.
  3. Who are you? An individual, business, nonprofit, homeless-assistance provider, economic-development entity or government agency may qualify for different routes.
  4. What will you do with it? Ordinary commercial ownership points toward public sale; an eligible public purpose may point toward screening or negotiated conveyance.
  5. Do you need a purchase, lease or another interest? Ask the named office which legal instrument is available instead of assuming a sale listing can become a lease.
  6. What does the current document require? Follow its bid format, deposit, inspection, approval, payment and continuing-use terms.

If the answers do not line up—for example, a private buyer seeking a discounted price for a non-eligible use—the public-benefit route is probably unavailable, and the realistic path is a competitive public sale if and when GSA offers the property.
