You can find funding and experienced mentors outside India’s best-known startup cities by running three searches in parallel: national platforms that connect founders with investors and mentors, programmes aimed at Tier-2 and Tier-3 ecosystems, and nearby incubators that provide local facilities and handholding. Treat every portal as a discovery route, not a promise of selection, a meeting or a cheque. Confirm the current call, eligibility, budget and participating incubator before you apply.
Start by defining exactly what your startup needs
“Funding” can mean very different things. A prototype-stage company may need a small grant and laboratory access; a company with paying customers may need equity investment, introductions to distributors or help hiring a technical lead. Mentoring is also more useful when you specify the decision you need help making.
Create a one-page search brief with these fields:
- Company status: incorporation details, Startup India recognition if applicable, and the state and district where the company operates.
- Sector and technology: for example, agritech, medical devices, climate software or manufacturing; note any regulatory approvals required.
- Stage: idea, proof of concept, prototype, pilot, early revenue or growth.
- Evidence: prototype status, pilot results, customer interviews, letters of intent, revenue or other traction.
- Capital requirement: the amount, the next milestone it will finance and whether you prefer a grant, equity, debt or another instrument.
- Non-cash needs: lab equipment, testing, office space, manufacturing partners, government customers or specialist advice.
- Mentor profile: the sector, stage and specific operating experience you need, plus how often you can meet.
These are practical filters for your search, not universal eligibility rules. Each scheme and incubator sets its own criteria.
Use national platforms to build your first shortlist
Startup India’s funding and connection tools
The Startup India portal brings together a funding guide and central scheme information. Use it to identify programmes that fit your stage and then open the underlying scheme or incubator page for the binding conditions.

The portal also provides Investor Connect and access to national startup-community connections. Investor Connect is an introduction mechanism: appearing on the platform does not mean an investor will accept a pitch, conduct due diligence or invest. Prepare a concise profile and a milestone-based funding request so an introduction is useful even when no immediate transaction follows.
MAARG for mentor discovery
MAARG is a national mentorship route. Search for mentors whose operating experience matches your sector and current stage rather than choosing only by title or visibility. A mentor listed on a platform is not a guarantee of availability, quality or a continuing relationship.
Send a focused request: explain the decision you are facing, include two or three relevant facts, and ask for a short first conversation. Before committing to a longer arrangement, establish the mentor’s experience with comparable products, markets or regulatory conditions and agree on communication frequency.

Record each opportunity in one place. Useful columns include programme name, official URL, geography, stage, sector, instrument, maximum or typical support if stated, opening and closing dates, implementing incubator, documents, contact person, next action and date last checked. Add a status such as “open,” “awaiting confirmation” or “closed.” This prevents an old scheme description from being mistaken for a live call.
Look for programmes designed for smaller-city ecosystems
GENESIS: a Tier-2 and Tier-3 focused route
The Government of India’s GENESIS scheme listing says, “The GENESIS scheme primarily targets Tier-2 and Tier-3 cities and towns across India.” It combines categories of funding support with mentorship, capacity-building and ecosystem connections. That makes it a natural second search for founders outside the largest hubs.

Do not infer that a founder qualifies solely because the company is outside a metro. Check the current listing and the implementing organisation for the eligible geography, sector, stage, application window, support instrument and reporting requirements. A scheme may be nationally described while only selected incubators are accepting applications at a given time.
NIDHI i-TBI in nascent ecosystems
The Department of Science and Technology describes its NIDHI Inclusive Technology Business Incubator (i-TBI) programme as being designed to strengthen innovation and entrepreneurship in states where the ecosystem is at a nascent stage. The programme focuses largely on Tier-2 and Tier-3 cities and includes geography and other inclusion dimensions.
Use the i-TBI page to identify relevant implementation centres, then ask each centre whether it is active, accepts startups at your stage and supports your sector. The centre may offer access to equipment, technical guidance, mentoring or local networks; the exact package is centre-specific.
Atal Innovation Mission centres
Atal Innovation Mission’s overview describes Atal Incubation Centres (AICs) as offering technical facilities, mentorship, funding support, partnerships and networking. The overview reports more than 3,500 startups incubated and more than 32,000 jobs created in the AIC ecosystem; the page does not state a reporting year, so these figures should not be read as an annual result.
Some AIC-related support is for the incubator rather than an individual startup. For example, the overview says an Atal Community Innovation Centre may receive a grant of up to Rs 2.5 crores subject to a partner proving equal or greater matching funding. That figure is not a cheque available directly to a founder. When approaching an AIC or ACIC, ask what startup-level support is actually open and under which terms.

NIDHI-PRAYAS and prototype support
A Government of India Press Information Bureau programme overview states that NIDHI-PRAYAS provides maximum support of ₹10 lakh for an innovator or startup moving from idea to prototype: PIB programme overview. Treat that amount as a published programme figure, not a current award promise. Verify the relevant centre, current terms, eligible expenses and intake before relying on it in a funding plan.

SISFS is early-stage support routed through incubators
The Startup India Seed Fund Scheme (SISFS) is intended for early work such as proof of concept, prototypes, product trials, market entry and commercialisation. Its overview and FAQ make clear that support is mediated through selected incubators.
That means searching only for a central application form is not enough. Identify participating incubators, read their current call notice and ask whether they are accepting applications in your sector and stage. Confirm the support instrument, amount and tranches, eligible costs, selection stages and reporting duties. Check the portal for current status because a published scheme description does not prove that a call is open today.
State incubators and schemes are not interchangeable
The Startup India incubator-schemes directory illustrates how state-supported programmes differ. One may provide subsidised workspace, another may offer a grant or a convertible instrument, and another may focus on university-linked research. Compare the actual notice and agreement rather than treating “government funding” or “incubator support” as a standard product.
Ask a nearby incubator:
- Which calls are open now, and when is the next intake?
- What stages and sectors are accepted?
- Is support a grant, equity, debt, reimbursement, facility access or a combination?
- What amount is available, in what tranches, and for which costs?
- How many selection rounds are there, and who makes the decision?
- How often are mentors available, and are meetings remote, in person or both?
- Are there location, travel, incubation-period or attendance requirements?
- What reporting, invoices, milestones, intellectual-property or confidentiality obligations apply?
- What introductions to investors, customers, manufacturers or follow-on programmes are realistic?
Run a local mentor search alongside the portals
National platforms widen your reach, but a nearby relationship can help with local hiring, suppliers, testing facilities, language and government or industry contacts. Use several channels:

- Incubators and accelerators in your state, including university-linked centres.
- Innovation and entrepreneurship cells at engineering, medical, agricultural and management institutions.
- Local industry associations and chambers relevant to your customer segment.
- Alumni networks from your university, previous employers and founder communities.
- Sector-specific communities, conferences and credible customer or supplier referrals.
- MAARG, searched with the same stage-and-sector criteria as an offline introduction.
Ask for a mentor who has personally handled the problem you face. A manufacturing founder may need a regulatory or quality expert; a consumer app may need distribution and retention experience. In the first call, request feedback on one decision, not a general promise to “guide the startup.” Evaluate whether the person has relevant operating experience, can make time consistently and respects confidential information.
Prepare an application pack you can adapt
Programmes prescribe different documents, so obtain the current checklist from each scheme or incubator. A reusable base pack reduces preparation time:
- One-page summary: problem, customer, solution, stage, traction, team and the exact support requested.
- Short pitch deck: market context, product demonstration, business model, competition, milestones, risks and use of funds.
- Evidence file: prototype images or test results, pilot data, customer interviews, letters of intent, revenue records or other proof appropriate to your stage.
- Team and company documents: founder roles, incorporation and recognition details, ownership information and relevant credentials.
- Milestone budget: break the request into activities, costs, dates and measurable outcomes. Separate eligible programme expenses from costs you will fund yourself.
- Specific request: state whether you seek a grant, investment, facility, customer introduction, technical validation, mentor access or a combination.
- Data room basics: keep financial statements, cap table, intellectual-property records, licences and contracts organised for the stage at which they become relevant.
Label this as your working preparation, not as an official universal checklist. Upload only the documents the current call requests and protect sensitive information when a secure channel is not provided.
A practical search-and-application sequence
- Map your needs. Complete the one-page search brief and choose the next milestone that funding or mentoring must achieve.
- Shortlist national routes. Search Startup India’s funding information, central scheme listings, Investor Connect and MAARG. Save the official pages and note the date you checked them.
- Filter for geography. Investigate GENESIS, NIDHI i-TBI, AIC or ACIC centres and state programmes that serve your district or nearby cities.
- Verify implementation. Contact each relevant incubator. Confirm that the call is active, the centre participates, your sector and stage fit, and the location or attendance rules are workable.
- Build the pack. Adapt your deck, evidence, budget and request to the programme’s stated objectives. Do not paste the same generic application into every call.
- Schedule mentor conversations. Use MAARG and local networks in parallel. Ask for a focused first discussion and record agreed next steps.
- Submit and track. Keep proof of submission, deadlines, requested clarifications and the person responsible for follow-up. A portal acknowledgement is not a selection decision.
- Review the offer. Before accepting, read the agreement and compare the instrument, tranches, eligible uses, equity or repayment terms, reporting, intellectual-property provisions, mentor access and follow-on support.
Compare opportunities on the terms that affect you
Use one comparison sheet for every live option. “Not stated” is better than guessing when a document does not publish a value.

Compare like with like. A smaller grant with laboratory access and a strong technical mentor may be more useful than a larger amount that cannot pay for your next validation step. Conversely, an equity-based offer may be inappropriate when a grant or reimbursable facility would achieve the same milestone without dilution.

Common mistakes and how to recover
Assuming a scheme is open because its page exists
Scheme pages can remain online between intakes. Check the call date, budget availability and participating incubator directly. If no current intake is confirmed, mark the opportunity as a watch item and continue with alternatives.
Treating “outside a metro” as automatic eligibility
Geography is only one filter. A programme may require a particular district, incubator, stage, sector or company status. Ask for the written eligibility clause that applies to your case.
Confusing an incubator-level grant with startup funding
Amounts described for building an AIC or ACIC do not become founder-level awards. Ask what support is available to resident or selected startups and whether it is financial, in-kind or advisory.

Applying with an undifferentiated pitch
A prototype grant reviewer, an investor and a manufacturing mentor look for different evidence. Keep the core facts consistent, but change the requested outcome, milestones and proof to match the recipient.
Accepting unclear terms
Do not rely on a verbal description of “support.” Request the written offer and clarify dilution, repayment, eligible expenses, intellectual-property ownership, reporting, travel and termination provisions before signing.
Choosing a mentor for prestige alone
A well-known name may have little time or no experience in your customer segment. Prefer demonstrated relevance and dependable availability, and use a short initial engagement to test the fit.
What success looks like in a regional funding search
A productive search produces more than a list of links. You should finish with a ranked set of verified opportunities, a clear next milestone, an application pack that can be adapted quickly, and mentor conversations tied to decisions. Keep checking official pages because eligibility, intake dates, budgets and incubator participation can change.
The most resilient approach is layered: use Startup India, Investor Connect and MAARG for national reach; use GENESIS, NIDHI i-TBI and AIC or ACIC networks for ecosystem-specific routes; and build direct relationships with state and local incubators for facilities, implementation details and handholding. None of these channels guarantees selection, investment or a successful outcome, but together they give a founder outside a major hub several independent ways to find the right help.
