Start with an Employment Insurance (EI) regular-benefit application as soon as your work stops if you might qualify. Do not wait for your record of employment (ROE). Then use Job Bank and your province or territory’s employment service to find vacancies, counselling, skills assessment and possible retraining. If you plan to study while claiming EI, disclose the course before it starts and get a decision about whether you were referred, whether you must remain available for work and how the course affects your reports.
Your first 48 hours after a layoff
A layoff can create two separate needs: income while you look for work and help moving into a new occupation. Handle the income application first because a delay can cost benefit weeks.
- Confirm your final day worked. Save the layoff notice, final pay information and contact details for your employer. A temporary layoff, termination, shortage of work or business closure can have different facts, so describe what happened accurately.
- Apply for EI regular benefits immediately if you may be eligible. Service Canada says to apply as soon as work stops and not to wait for the ROE. Waiting more than four weeks after your last day of work may result in lost benefits.
- Create a job-search file. Keep your résumé versions, applications, employer contacts, interview dates, workshops and networking notes in one place. Regular EI requires ongoing reports and an active search.
- Book local employment help. Use the federal Benefits Finder to select your province or territory and filter for job-loss, jobs and training support. The resulting local service can explain eligibility that a national page cannot.
These steps can happen in parallel. An EI application does not guarantee approval, and registering with a job service does not guarantee a job, funding or a training seat.

- You had insurable employment covered by EI.
- You lost work through no fault of your own, such as a shortage of work or layoff.
- You experienced a qualifying period with no work and no pay.
- You accumulated enough insurable hours during the applicable qualifying period. The required hours depend on regional unemployment and your circumstances.
- You are ready, willing and capable of working each day and are actively looking for suitable employment.
- You submit the required reports every two weeks and disclose work, earnings, training and other changes.
Gather your Social Insurance Number, address, banking information, employer names and dates, and details of any other employment or payments. If an ROE has not arrived, apply anyway; Service Canada can receive it electronically or request further information later.
How to apply and what happens next
Submit the application promptly
Use the EI regular-benefits application on Canada.ca. Answer the separation questions exactly as they occurred. Do not describe a voluntary quit as a layoff or omit severance, vacation pay or other money; those details can affect the claim.
Continue reporting after applying
Approval is not the end of the process. Complete the biweekly reports on time and report any employment, earnings, travel, illness, schooling or change in availability. Keep your job-search evidence even if the online report does not ask for every detail.
Plan for the first payment
The federal after-application guidance estimates that an eligible applicant who has supplied all required information may receive a first payment in about 28 days. This is an estimate, not a promise. Missing documents, a separation review or a disputed fact can take longer.
If you disagree with a decision
You can request reconsideration. The federal guidance says the request must be submitted within 30 days after the decision was communicated. Explain the specific fact or rule you believe was misunderstood and attach documents that support your explanation. Verify the current submission method and deadline on the live Service Canada page.

What counts as an active EI job search?
Regular EI claimants are expected to make reasonable, sustained efforts to find suitable work and to document those efforts. “Reasonable” depends on your occupation, local labour market and personal circumstances; a single application followed by weeks of inactivity is unlikely to be enough.
Examples of job-search activity
- Creating or tailoring a résumé and cover letter.
- Registering with Job Bank, another legitimate job-search tool or an employment agency.
- Attending employment workshops, career fairs or information sessions.
- Networking with former colleagues, professional associations and community contacts.
- Contacting employers to ask about vacancies or submit an application.
- Applying for suitable jobs and attending interviews.
- Completing a skills assessment or career-counselling appointment that leads to realistic applications.
Use a contemporaneous record
For each activity, note the date, employer or organization, contact name and details, type of work sought, method used and result. Save confirmation emails, application receipts and interview invitations. Service Canada may ask for evidence, and reconstructing months of activity from memory is difficult.

Job Bank can support this routine with vacancy searches, alerts, résumé guidance and job-search information. Treat it as a tool, not a placement service: it does not promise an interview or employment.
Finding your provincial or territorial employment service
Employment assistance is delivered largely through provincial and territorial systems supported by federal Labour Market Development Agreements. The name, intake process, eligible groups and funding rules differ by jurisdiction.
Use the Benefits Finder to locate the right office
Enter your province or territory in the federal Benefits Finder and select categories related to job loss, employment and training. The results link to local benefit and employment websites. A local intake worker can tell you which program fits your situation and whether you need an appointment, assessment, referral or proof of EI status.

- Transportation, living-cost or other supports that may accompany an approved plan.
Programs can reserve places for particular groups, such as workers with disabilities, newcomers, Indigenous people, youth or older workers. Eligibility and available funds are local decisions; a national description cannot confirm that a specific course will be paid.
Choosing between quick upskilling and a career change
A layoff does not automatically mean you need a multi-year program. Compare options against the time you can remain without full wages, local vacancies and the credential employers actually request.
| Route | Typical purpose | Questions to ask the local service |
|---|---|---|
| Targeted short course | Close a specific skill gap for jobs you can pursue soon | Which employers request this skill? Is the credential recognized locally? Can the course fit your availability requirements? |
| Occupational certificate or diploma | Move into a regulated or technically distinct occupation | What prerequisites, placement hours, licensing steps and completion time apply? |
| Apprenticeship | Earn while developing a skilled trade, usually with classroom and workplace components | How do you find a sponsor, and what registration, wage and block-release rules apply in this province or territory? |
| Work placement or wage subsidy | Gain recent experience while an employer receives support | Who is eligible, how long is the placement, and what happens when the subsidy ends? |
| Self-directed online study | Build knowledge independently or prepare for an exam | Is the provider credible, will employers recognize it, and how will you remain available for work? |
Choose a course because it connects to a realistic occupation and employer demand, not simply because it is free or convenient. Ask for completion rates, placement expectations and all participant costs before committing; public assistance may cover some items but not every fee.
Can you study while receiving EI?
Possibly, but enrolling on your own does not automatically preserve EI. Training must be disclosed before it begins, and the rules differ according to whether an authority referred or approved it.

Referred or approved training
Service Canada, a province or territory, or an Indigenous organization may refer you to training under an authorized employment plan. Ask the referring authority for written details about the course dates, reporting obligations, availability rules and any funding. A referral can change how your availability is assessed, but it is not a reason to skip EI reporting.
Self-selected training
If you choose the course yourself, claimants generally must remain capable and available for work, continue an active search and be prepared to adjust or leave the course if suitable work is offered. The exact assessment depends on your facts. Tell Service Canada before the first class and obtain confirmation rather than assuming that part-time, online or evening study is automatically acceptable.
Questions to resolve before paying a deposit
- Is this training referred, approved or entirely self-selected?
- Will I still be considered available for work on every required day?
- Must I accept a job that conflicts with the schedule?
- How do I report attendance, allowances, tuition or other money?
- Who pays tuition, books, equipment, transportation and living costs?
- What happens to my claim if the course is extended, cancelled or I fail a component?
- Does the course lead to a credential or licence recognized by local employers?
Get answers from both the training authority and Service Canada before making an irreversible commitment. Their decisions are specific to your claim and location.
Comparing training options safely
Use the following decision framework with an employment counsellor. It prevents a promising course from creating an EI problem or an unaffordable gap in income.
Recommended Free Tools
| Decision factor | What to verify | Why it matters |
|---|---|---|
| Referral status | Which authority, if any, referred or approved the training, and in writing | Referral status affects availability and reporting rules |
| EI position | Whether you are receiving regular EI, may qualify, or are a former claimant | Different programs use different claimant definitions and supports |
| Availability | Whether you must keep searching, accept work and change the course schedule | Ignoring availability can jeopardize benefits |
| Cost and assistance | Tuition, materials, travel, childcare and any grant, loan or allowance | “Funded” may cover only selected costs |
| Duration and credential | Start and end dates, attendance hours, examinations, placement and licensing | Long training may delay income; an unrecognized credential may not improve prospects |
| Local demand | Current vacancies, wages, work conditions and employer requirements | Training should connect to realistic opportunities in your labour market |
| Location eligibility | Residency, age, prior employment, occupation and other program criteria | National information cannot establish local eligibility |
A practical weekly workflow while you wait
- Monday: review vacancies. Set Job Bank alerts and identify roles that match your current skills and realistic training target.
- Tuesday: tailor applications. Adjust your résumé and cover letter to the posting; record each submission immediately.
- Wednesday: build contacts. Speak with an employment counsellor, former colleague, professional association or employer.
- Thursday: develop skills. Attend an approved workshop, complete a short learning activity or prepare for a certification exam, while following your EI availability obligations.
- Friday: follow up and audit. Send appropriate follow-ups, update your activity log and check the next two-week report for changes to disclose.
This schedule is an example, not a mandated quota. Your search should be broad enough to produce genuine opportunities and consistent with the kinds of work you are qualified and able to accept.

Common mistakes and how to recover
Waiting for the ROE
Problem: You delay the claim until the employer submits the ROE. Recovery: Apply immediately, state that the ROE is outstanding and respond promptly to any Service Canada request.
Assuming a layoff guarantees EI
Problem: You treat the word “laid off” as automatic approval. Recovery: Check every eligibility condition, provide complete employment history and ask Service Canada what evidence is missing.
Starting school without disclosure
Problem: You begin a course and later discover that availability or reporting rules apply. Recovery: Contact Service Canada immediately, disclose the start date and schedule, and ask how to correct reports or document the training.
Keeping an incomplete job-search log
Problem: You remember applications but not dates, contacts or outcomes. Recovery: Rebuild the record from email confirmations and browser history, then record every new activity on the day it occurs.
Choosing a course by marketing promise
Problem: A provider promises a career change without showing local employer demand, licensing recognition or total cost. Recovery: Ask the public employment service to validate the occupational goal and compare the course with recognized alternatives before paying.
Where to get authoritative answers
- Service Canada EI guidance: application timing, eligibility, reports, training disclosure, payment status and reconsideration.
- Job Bank: Canadian vacancies, alerts, résumé and job-search information.
- Benefits Finder: a national screening tool that asks for your province or territory and points to local programs.
- Provincial or territorial employment service: counselling, assessments, training referrals, apprenticeships, placements and possible financial assistance.
- Indigenous employment or training organization: where applicable, for locally administered programs and referrals.
Government program terms, EI measures and local funding can change. Check the live pages and ask for the current written rules before relying on a date, payment, course approval or eligibility decision.
A checklist before you enroll or decline a job
- EI application submitted promptly, even if the ROE is not yet available.
- Biweekly reporting dates recorded.
- Job-search log includes dates, contacts, roles and outcomes.
- Province or territory employment service identified through the Benefits Finder or its official site.
- Training start date and schedule disclosed before attendance begins.
- Referral or self-selection status confirmed.
- Availability, job-search and reporting duties understood in writing.
- Total course and living costs calculated, including items not covered by assistance.
- Credential, licensing and local employer demand checked.
- Reconsideration deadline noted if an EI decision is disputed.
The safest sequence is therefore: protect the EI filing date, document an active search, obtain a local assessment, and settle training rules before classes start. That sequence gives you income protection, practical job-search support and a clearer basis for deciding whether retraining is worth the time and cost.
