When health information is changing quickly, use a short routine instead of trusting the first post you see: identify the public-health authority for your location, open the original notice, check its publication or update date, compare consequential advice with current official guidance, and set a time to check again. Use national health agencies for broad medical guidance, local health departments or clinics for local instructions, and the World Health Organization (WHO) for international context. Treat screenshots, forwarded messages and undated social posts as leads to verify—not as instructions to act on.
What “reliable” means in an emergency
Reliable information is not information that never changes. During an outbreak, contamination event or other public-health emergency, evidence, case definitions and recommended actions can change. A reliable source makes its authority, date, evidence and uncertainty visible, then updates the advice when those facts change.
The World Health Organization’s emergency risk-communication guideline describes the goal this way: “Accurate information provided early, often, and in languages and channels that people understand, trust and use, enables individuals to make choices and take actions to protect themselves, their families and communities from threatening health hazards.” WHO published that guideline, Communicating risk in public health emergencies: a WHO guideline for emergency risk communication, on 10 January 2018. It is foundational communication guidance, not a live bulletin for a particular outbreak.

For a current decision, reliability usually depends on five checks:

- Authority: Is the publisher responsible for health advice in the affected country, state, province, city or facility?
- Originality: Are you reading the agency’s notice or a repost that could omit context?
- Freshness: Does the date and time apply to the current event and your location?
- Evidence and uncertainty: Does the notice explain what is known, unknown and still being investigated?
- Actionability: Does it clearly state what people should do, where and when?
A source can be genuine yet still be the wrong source for your question. A national agency may explain symptoms and prevention while only a local health department can tell residents where testing, vaccination, evacuation or shelter services are available.
The five-minute verification routine
Use these steps whenever a claim could affect your health, another person’s health or an urgent decision.
- State the decision. Write down what you need to decide: for example, whether to attend an event, seek care, isolate, boil water or follow an evacuation instruction. A precise question makes it easier to reject irrelevant posts.
- Identify the relevant authority. Start with your country’s ministry or national public-health agency. Then check the health department or clinic serving your current location. For international context, consult WHO. If the danger is immediate, follow the current instruction from the local emergency authority while seeking medical guidance from the appropriate health agency.
- Open the original publication. Find the named agency, clinician, scientific paper or official order. Do not rely on a cropped screenshot, a headline, a forwarded message or a commentator’s summary.
- Check the date, time and scope. Look for “published,” “updated,” an event number, affected locations and the period covered. An older notice may remain online after its recommendation has changed.
- Read the evidence and limits. Follow references to the original data or guidance where possible. Note whether the claim is preliminary, applies only to a particular group or depends on a test, treatment or exposure that is not universal.
- Compare consequential claims. For advice that could change what you do, check whether the relevant national agency and local health service say the same thing. Differences may reflect geography, timing or different responsibilities rather than a simple contradiction.
- Record the action and the next check. Save the notice’s title, update time, recommended action and any stated review date. Set a calendar reminder or alert to check again.
- Pause before sharing. Ask who wrote the item, what source supports it, whether the outlet is reliable and whether your emotional reaction is making the claim feel more certain than the evidence supports.
Choose the right level of authority
WHO’s public-health disinformation guidance, published 6 February 2024, specifically points readers to a country’s health ministry, the WHO website and a local health clinic as examples of sources for current, evidence-based facts. Use the source that has the legal, geographic and clinical responsibility for the question you are asking.

|---|---|---|
| National ministry or public-health agency | National case definitions, prevention advice, clinical guidance, travel or border measures and nationwide alerts | May not provide neighborhood-level service hours, capacity or orders. |
| State, provincial, regional or local health department | Local transmission notices, testing or vaccination locations, school and workplace measures, local restrictions and public-health investigations | Advice may differ across jurisdictions and can change at different times. |
| Local clinic, hospital or health service | Personal medical assessment, local appointment instructions and care for people with symptoms or risk factors | It cannot replace an emergency order or a jurisdiction-wide notice. |
| Emergency-management or civil-authority channel | Immediate protective actions such as evacuation, shelter, road closure or water-use instructions | It may not answer diagnosis or treatment questions. |
| World Health Organization | International context, evidence summaries and guidance on communicating risk and misinformation | WHO guidance is not automatically a local order and may not reflect a particular community’s services. |
| News organization or specialist publication | Reporting, interviews and explanations that help you understand an event | Use the cited primary document to verify an instruction before acting. |
Do not assume a single national or international source supersedes local instructions in every situation. Local authorities may have information about a contaminated site, a clinic’s capacity or an evacuation zone that a national page cannot yet show.
Inspect the original source, not the repost
Find the named author or agency
A trustworthy item identifies who issued it and usually provides a department, contact route, document title or reference number. “Experts say” without names or links is not enough. If a post claims that an agency changed its policy, search the agency’s own site for the announcement and read the full notice.

Follow the evidence chain
Look for the study, surveillance report, laboratory finding, regulation or clinical guideline behind a consequential claim. Check whether the evidence concerns the same population, exposure, variant, product or time period. A preliminary press release and a final guideline do not carry the same weight.
Verify screenshots and forwarded messages
Search a distinctive sentence from the image or message, but treat search results as a way to locate the original—not as proof. Confirm the complete headline, publication date, issuing organization and the page’s current update status. Cropping can remove a qualification such as “for health-care workers,” “in this county” or “under investigation.”
Watch for impersonation
Check the domain and spelling of the organization, the page’s contact details and whether the same notice appears through the agency’s other official channels. A logo, seal or professional-sounding account name can be copied. Never provide medical or identity information through a link merely because a post uses official branding.
Use dates, times and update expectations correctly
Emergency information has a shelf life. A page can be accurate for the day it was written and unsafe to apply weeks later. Read both the original publication date and the “last updated” date, then ask whether the event, location and recommendation still match.
Prefer notices that explain what prompted the update and when the next assessment is expected. If no review date is given, choose a practical trigger: the next daily briefing, a change in your symptoms, travel to another jurisdiction or a new alert from the local health department. Save a link or document title so you can compare versions rather than relying on memory.

CDC communication guidance recommends acknowledging knowns and unknowns and preparing people for changing guidance. A clear notice might say that evidence is preliminary, that supplies are limited or that recommendations will be reassessed after additional laboratory results. Those qualifications are useful information, not signs that the agency has no answer.
How to compare conflicting guidance
When two credible pages appear to disagree, compare them systematically before choosing one.
| Question | How it resolves apparent conflict |
|---|---|
| Who issued it? | Identify the agency’s legal and clinical responsibility. An emergency-management order and a medical advisory may address different parts of the same event. |
| Where does it apply? | Check country, state, county, facility, school or workplace. Local rules can be stricter because of a specific exposure or capacity problem. |
| When was it updated? | Newer guidance may incorporate evidence or conditions that an older page does not. Confirm that the newer page has not merely copied an old date. |
| What evidence is cited? | Read the study, surveillance data or order behind each claim. Distinguish a measured finding from an assumption or prediction. |
| What action is requested? | One page may describe risk while another gives an operational instruction. Follow the current instruction from the authority responsible for your location and seek clinical advice for personal care. |
| What remains uncertain? | Different agencies may be working with different data cutoffs. Look for a stated uncertainty, confidence level or review plan. |
If the conflict affects an urgent personal decision, call the local health service or emergency number rather than trying to settle a medical question from social media. For immediate physical danger, obey the current local emergency instruction first; use the relevant health agency for medical interpretation.
Set up alerts before you need them
CDC’s “Stay Informed” advice, dated 18 April 2024, recommends signing up for local emergency alerts where available and turning on Wireless Emergency Alerts (WEA) on a smartphone. Configure these while your phone is working normally, not during a network outage.
- Find your city, county, state or regional emergency-alert registration page through the government’s official website. Choose the alert categories and locations that match where you live, work or care for someone.
- On your phone, open the notification or emergency-alert settings and confirm that government or wireless emergency alerts are enabled. Menu names vary by operating-system version and carrier.
- Keep a second route for critical notices, such as a local health department’s email or text subscription, a clinic’s patient portal or a trusted local-language community channel.
- Check that alert sounds, accessibility features and battery-saving settings will not hide an emergency notification. If you use a work-managed phone, ask the administrator which controls are available.
- Review the subscriptions when you move, travel for an extended period or change phone numbers.
Alerts are an early-warning layer, not a complete medical briefing. Open the linked official notice for affected locations, recommended actions, exceptions and the time of the next update.

Make information accessible and understandable
WHO’s risk-communication guidance emphasizes languages and channels that people understand, trust and use. Choose the version that lets you act accurately: a translated page, captioned briefing, large-print document, plain-language summary, audio announcement or a phone conversation with a local health service.
If a webpage is inaccessible, ask the issuing agency for an alternate format or call a clinic, public-health office or trusted community organization. A community messenger can help explain a notice, but verify the underlying instruction with the responsible authority. Do not treat a translation, interpretation or summary as a new policy unless the issuing agency confirms it.
When reading technical material, separate three elements: the hazard, the likelihood or evidence and the action. For example, a notice may report a detected contaminant, say that the health effect is still being assessed and instruct residents in one zone not to use tap water until testing is complete. Keeping those elements separate prevents a preliminary finding from becoming an exaggerated conclusion.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Communicate uncertainty without spreading confusion
Good emergency communication can say “we do not know yet” and still tell people what to do. Look for explanations of:
Recommended Free Tools
- what has been confirmed and how it was confirmed;
- what is suspected but unconfirmed;
- which groups, places or time periods are affected;
- what action is recommended now;
- what would change that recommendation; and
- when or where the next update will appear.
CDC’s “Understanding and Applying Risk Communication Principles” advises communicators to explain numbers clearly, monitor inaccurate information and work with trusted messengers. As a reader, ask what a number measures, its denominator and date, and whether it describes reported cases, tested people, hospitalizations or another group. A large number without that context cannot tell you your personal risk.

Avoid converting “no evidence yet” into “proof that it is safe,” or “possible” into “certain.” If the authority has not answered your exact question, say so and seek a qualified local source rather than filling the gap with a confident guess.
What to do with social posts, videos and group messages
Social channels can surface a real notice quickly, especially when local residents share information in a language or format an agency does not use well. They are still distribution channels, not automatic evidence.
- Open the profile or message details and identify the original author.
- Check whether the content links to a complete official notice, not just another post.
- Look for the event location, date, update time and affected population.
- Search the responsible health department or ministry for confirmation.
- Read replies skeptically; popularity and repetition do not establish accuracy.
- Do not forward a claim while saying “I’m not sure”—recipients may remember only the alarming instruction.
WHO’s 6 February 2024 guidance on public-health disinformation recommends asking which sources represent the latest official and evidence-based health or scientific facts. Before sharing, pause and consider the author, source, outlet and your own reaction. Urgency, anger and fear are reasons to verify more carefully, not less.
A practical record for changing situations
For an ongoing emergency, keep a simple note in a secure app or on paper. Record the question, location, source, title, last-updated time, recommended action, unanswered questions and next review time. This prevents you from acting on an old screenshot and helps you explain your situation to a clinician.
Update the record when you cross a jurisdictional boundary, develop symptoms, receive a new exposure notice or see a revised recommendation. Delete superseded instructions from your quick-reference note, but retain the original publication details if you may need to show what advice was available at the time.
When to stop searching and get help
Information checking should not delay urgent care. Use your local emergency number for life-threatening symptoms or immediate danger. For non-life-threatening concerns, contact a clinician, local health department or public-health hotline that can assess your circumstances. Tell them the exposure or symptom timeline, your location and the date of any official notice you followed.
If no source answers a local operational question—such as whether a facility is open or where to obtain a service—call the responsible office. If an official page is unavailable, use another official channel or a local clinic rather than relying on an undated repost. Lack of an online answer is a reason to change channels, not permission to invent one.
Do these 3 things before closing this tab:

- What decision am I making, and where does it apply?
- Which national, regional or local authority is responsible?
- Am I reading the original notice?
- Who authored it, and what evidence or document does it cite?
- When was it published or last updated?
- Does it cover my location, group and time period?
- Does the relevant local health service give the same instruction?
- What is known, what is unknown and when is the next update?
- Have I enabled local alerts and Wireless Emergency Alerts?
- Have I paused before forwarding the claim?
Using this routine makes reliability a repeatable practice: choose the authority, verify the source and date, compare consequential advice, act within your location’s instructions, and check again as the situation develops.
