Start with NOAA’s Space Weather Prediction Center (SWPC) 3-day forecast and its forecast discussion. Those products combine flare probabilities, geomagnetic and radiation-storm expectations, warnings, and plain-language or technical explanations. Then check SWPC’s verification material to see how the forecasts perform, and use near-Earth measurements from the DSCOVR spacecraft to confirm whether an approaching CME shock has actually arrived.
No forecast can determine a CME’s eventual storm strength with certainty. Coronagraph images reveal a CME’s apparent size, speed, and direction, but its magnetic-field orientation—one of the most important controls on geomagnetic impact—is generally not known until the ejecta is measured in situ near Earth. Treat probabilities as risk estimates, not guarantees.
Which forecast source should you trust first?
For readers in the United States, NOAA SWPC is the primary operational source for solar-flare, coronal mass ejection (CME), geomagnetic-storm, and solar-radiation forecasts. Its products are designed for continuous operational use rather than as a one-off demonstration.
Use the 3-day forecast and forecast discussion together
The 3-day forecast gives the compact outlook: probabilities for C-, M-, and X-class flares, expected geomagnetic activity, radiation-storm expectations, and relevant warnings. The accompanying forecast discussion explains why forecasters chose those probabilities, what observations changed the outlook, and where uncertainty is greatest. The discussion is available in formats suited to both general readers and technical users.

How solar-flare forecasts work
Read the C, M, and X probabilities
SWPC reports the probability of C-, M-, and X-class flares. The classes are assigned from GOES measurements of soft X-rays in the 0.1–0.8 nanometre band. A class describes the measured X-ray intensity; it is not itself a forecast of terrestrial damage.
SWPC also relates flare probabilities to the likelihood of NOAA R-scale radio-blackout levels. In its own wording, SWPC “currently forecasts the probability of C, M, and X-class flares and relates it to the probability of an R1-R2, and R3 or greater events as part of our 3-day forecast and forecast discussion products.” The R scale translates flare-related X-ray emissions into expected radio-communication impact, so it answers a different question from the physical flare class.
Use probabilities as conditional risk
A 40% probability means the event is considered plausible during the stated forecast window; it does not mean that a flare will last 40% of the period or that four out of ten observers will see one. Compare the probability with the forecast interval, active-region context, and any explanation in the discussion. A low probability does not mean zero risk, and a high probability does not specify the flare’s minute of onset.

Check the active-region context
SWPC solar synoptic maps identify numbered active regions and show each region’s next-24-hour probabilities for C-, M-, and X-class flares. They also include a proton-event probability. Use these maps to determine whether the forecast is concentrated in one magnetically complex region or spread across several regions. That context is more informative than a single headline probability when you are planning observations or interpreting a sudden change.
How to tell whether a CME could affect Earth
Start with an analyzed event, not an isolated image
A bright feature in a coronagraph image is not automatically an Earth-directed CME. SWPC forecasters analyze coronagraph imagery from orbital spacecraft to infer the CME’s size, speed, and direction, then assess its Earth-impact likelihood. Look for an analyzed event and an explicit impact assessment in the forecast discussion or associated CME product.
Coronagraphs block the bright solar disk so that faint structures can be seen leaving the corona. Because the view is projected and the CME can expand asymmetrically, the first estimate is not a direct measurement of the magnetic cloud that will pass Earth. This is why an image alone cannot establish either impact or storm strength.

SWPC uses WSA-Enlil and related modeling to estimate how a CME may propagate through the solar wind and when it could encounter Earth. Model output supports the forecaster’s assessment; it is not a guarantee of arrival time or intensity. Pay attention to the model’s stated assumptions and to revisions as new imagery and solar-wind data become available.

Separate arrival confidence from intensity confidence
A forecast may have reasonable evidence that a CME will arrive while still having poor confidence in the resulting geomagnetic storm. The CME’s internal magnetic field, especially its north–south orientation relative to Earth’s field, strongly influences coupling and storm intensity. That orientation usually cannot be measured reliably from remote imagery.
Use DSCOVR for the final confirmation
DSCOVR sits near the Sun–Earth L1 point and samples the solar wind before it reaches Earth. When a CME-associated shock passes the spacecraft, those measurements can provide approximately 15–60 minutes of warning before the disturbance reaches Earth. This is a short operational lead time, not a multi-day forecast.
At L1, instruments measure the magnetic field, plasma, and solar-wind properties that determine whether the incoming ejecta is strongly geoeffective. The measurements can substantially improve the near-term assessment, but they do not undo impacts that have already begun and do not provide a long planning horizon.

- Open the current SWPC 3-day forecast. Confirm the issue time and read the flare, geomagnetic, and radiation-storm sections for the period that matters to you.
- Read the forecast discussion. Look for the active regions, recent eruptions, CME analyses, model guidance, and explanations of uncertainty. Use the plain-language version for an operational summary or the technical version when you need the reasoning and data details.
- Identify the hazard category. Decide whether your question concerns a flare, radio blackout, CME arrival, geomagnetic storm, or proton event. A flare probability does not answer a CME-arrival question, and a CME arrival does not by itself specify a radio blackout.
- For flares, record the class probabilities and R-scale relationship. Note the forecast period and whether the probability comes from a specific active region or from the Sun as a whole.
- For a CME, locate the analyzed event. Check its estimated direction, speed, size, Earth-impact likelihood, and any WSA-Enlil or related-model guidance. Treat each estimate as provisional until later observations update it.
- Check active-region synoptic maps. Compare the next-24-hour C-, M-, and X-class probabilities and proton-event probability with the narrative discussion.
- Check verification evidence. Use SWPC’s forecast-verification portal, including its statistics, ROC material, glossary, and tutorials. This shows how a product performs historically and helps you interpret a probability appropriately.
- When an arrival is imminent, watch L1 observations. DSCOVR measurements provide the practical confirmation and the short warning window—often about 15–60 minutes—before the shock reaches Earth.
- For energetic-particle questions, consult SEPNET as a supplement. Compare its next-24-hour probability with SWPC’s operational radiation products and read the model’s data-timeliness and uncertainty caveats.
What NASA CCMC SEPNET adds
NASA’s Community Coordinated Modeling Center (CCMC) provides specialized model products that complement, rather than replace, SWPC operations. SEPNET is a multi-task deep-learning model that predicts the probability of a solar energetic particle (SEP) event exceeding 10 pfu for protons with energies of at least 10 MeV at Earth during the next 24 hours.

The threshold matters: “10 pfu” and “≥10 MeV” define the event target. The output is not a general statement that space weather is dangerous, nor is it a replacement for a flare or CME forecast. Read the model’s availability, input-timeliness, uncertainty, and unusual-activity caveats before acting on a result.
NOAA defines the start of a solar-radiation storm at a proton flux of at least 10 pfu for protons at energies of at least 10 MeV. SEPNET’s target therefore maps to a meaningful operational threshold, but a model probability still differs from an observed storm declaration. Confirm current conditions through the operational products.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How accurate are NOAA space-weather forecasts?
Accuracy depends on the product, forecast horizon, event definition, and observations available at the time. A three-day flare probability, a CME-impact assessment, and a 15-minute L1 warning are different forecasting tasks and should not be judged by one generic accuracy number.

Use verification statistics instead of confidence adjectives
SWPC’s verification portal is the appropriate place to examine historical performance. Look for the product’s verification statistics and ROC curves, then check the glossary so that terms such as hit rate, false alarm, and event threshold are interpreted correctly. A forecast can be useful even when it is not perfect if its probabilities are calibrated and its warnings arrive with actionable lead time.

Expect the largest CME uncertainty in magnetic orientation
Remote observations can support a credible estimate of whether a CME is likely to arrive, but they generally cannot determine the magnetic-field direction inside the ejecta. That missing information is why a forecast may correctly identify an Earth-directed CME yet over- or under-estimate geomagnetic-storm intensity. L1 measurements reduce this uncertainty only shortly before impact.
Account for data outages and unusual activity
Operational forecasts and research models depend on timely observations. Delayed spacecraft data, gaps in imagery, multiple eruptions, or an unusually active Sun can make a current product less certain than its format suggests. Read the discussion and model caveats for those conditions rather than assuming that every forecast has the same evidence quality.
Common mistakes when reading solar-weather predictions
- Using a flare class as a storm forecast. The GOES X-ray class describes flare radiation; geomagnetic effects depend on the associated CME, solar-wind interaction, and magnetic orientation.
- Assuming every CME is Earth-directed. A coronagraph feature must be analyzed for direction and impact likelihood.
- Treating a model arrival time as exact. Propagation estimates change as speed, direction, expansion, and background solar wind are updated.
- Ignoring the forecast period. A 24-hour probability and a 3-day probability cannot be compared without noting their different time windows.
- Confusing R, S, and G scales. NOAA’s R scale describes radio blackouts, while solar-radiation and geomagnetic-storm categories describe different hazards.
- Reading a probability as a promise. Percentages express uncertainty; they do not identify the exact event time or guarantee an observable effect at your location.
- Relying on an aurora alert without checking the cause. An aurora-oriented prediction may summarize geomagnetic activity, but it does not replace the CME analysis, L1 observations, or the relevant NOAA scale.
- Using a research model as the sole operational authority. Specialized models such as SEPNET are valuable additional evidence, but SWPC remains the operational starting point for U.S. forecasts.
Choosing the right source for your decision
| If you need to know… | Check first | Then verify with |
|---|---|---|
| Whether solar activity may produce a flare in the next day or three days | SWPC flare probabilities and active-region maps | Forecast discussion and verification statistics |
| Whether communications could face a flare-related blackout | Flare class and NOAA R-scale probability | Current warnings and observed GOES X-ray data |
| Whether a CME may hit Earth | SWPC analyzed CME assessment and discussion | WSA-Enlil-related guidance, then DSCOVR observations |
| How strong the disturbance may be at Earth | Initial CME assessment | L1 magnetic-field and solar-wind measurements, because orientation is decisive |
| Whether a ≥10 MeV proton event above 10 pfu is possible in the next 24 hours | NASA CCMC SEPNET probability | SWPC radiation products and current particle measurements |
A compact checklist before you trust a prediction
- Is the source an official operational center, a specialized model, or an informal alert?
- Does the time horizon match your decision: next 24 hours, three days, or the next 15–60 minutes?
- Is the product forecasting a flare, CME arrival, geomagnetic storm, radio blackout, or proton event?
- Does it identify the evidence stream—GOES X-rays, active-region maps, coronagraph imagery, or L1 in-situ data?
- Are probabilities, verification statistics, and uncertainty caveats visible?
- For a CME, does the analysis address Earth-impact likelihood rather than merely showing an image?
- For an imminent event, have you checked DSCOVR observations for confirmation?
- For a proton-event model, have you checked SEPNET’s 10 pfu and ≥10 MeV target, data availability, and uncertainty notes?
The most reliable approach is layered: use SWPC’s 3-day operational forecast to establish the risk, read its discussion to understand the evidence, inspect active-region and CME analyses for the relevant phenomenon, consult verification statistics to calibrate your trust, and use DSCOVR measurements for the final near-Earth confirmation. Add SEPNET when the specific question is a next-24-hour energetic-proton probability, while keeping its model limitations in view.
