Start with your police department’s and city or county government’s official websites. Search the agency name with Flock, Flock Safety, ALPR, LPR, and automated license plate reader. Look for an agency technology page, a Flock transparency portal, a contract, or an automated-license-plate-reader policy.

If those searches do not produce a clear answer, contact the department’s records custodian and ask whether it currently uses, formerly used, owns, operates, or can access Flock cameras or another ALPR network. Request the existing contracts, policies, access agreements, camera records, and audit or usage reports that would document the system. A missing webpage or portal is not proof that the department does not use Flock.

What “uses Flock cameras” can mean

“Uses” is not a single status. A police department might own cameras, operate cameras installed by a city, search cameras owned by another public agency, or receive access through a private or neighborhood installation. It might also have used Flock in the past while its current contract is expired or replaced.

Flock is commonly described in government records as an automated license plate reader (ALPR) or license plate reader (LPR) system. An agency page may never use the word “Flock,” even when it uses the vendor’s equipment. Conversely, a Flock camera installed at a business or in a neighborhood does not by itself prove that the police department owns or operates it.

Your goal is therefore to establish four separate facts:

  • Whether the agency has a current or former Flock Safety contract.
  • Whether it owns or operates cameras, or merely has search access.
  • What policy governs searches, retention, auditing, and sharing.
  • Whether the information is current, historical, planned, or limited to a particular camera network.

Step 1: Search official government pages

Begin with sources controlled by the police department, sheriff, city, county, public-safety office, or purchasing department. Search the agency’s own site first, then use a web search engine with the agency name and each term below:

  • Flock
  • Flock Safety
  • ALPR
  • LPR
  • automated license plate reader
  • license plate reader policy
  • transparency portal

Useful query patterns include [department name] Flock cameras, [city] Flock transparency portal, [city] ALPR policy, and [city] automated license plate reader contract. Search the police department and sheriff separately if both operate in the area. Also check the city council, county commission, procurement, budget, information-technology, and public-safety pages.

Look for agency confirmation, not just a vendor mention

The strongest online evidence is an official statement that the agency uses Flock, a current contract or purchase record, or a policy that identifies Flock as the system in use. A generic page about ALPR technology is useful but may not identify the vendor. A vendor marketing page or a photograph of a camera is weaker evidence of agency adoption than an agency record.

Examples of official disclosures

The City of Raleigh identifies Flock as an automated license plate reader system and links a public portal. Arlington’s official police page says its department uses Flock and links its portal and policy information. These examples show why both the vendor name and generic ALPR terms matter when searching.

Step 2: Open the agency’s transparency portal

If an official page links to a Flock transparency portal, open it and record the publication or update date. Portals do not all disclose the same information. Raleigh says its portal displays general information about the type and frequency of use, the number of cameras, and the current retention time. Another jurisdiction may publish a policy and camera count but omit search statistics, locations, or access-partner details.

What to record from a portal

  • The agency name and the page’s last-updated date.
  • Whether the page describes the system as Flock, ALPR, LPR, or another term.
  • The number of cameras and whether the number is current or historical.
  • Retention periods for collected data.
  • Usage frequency, search totals, or audit information, if disclosed.
  • Rules for approved users, law-enforcement purposes, warrants, case numbers, or sharing.
  • Links to policies, contracts, public-records contacts, or related agencies.

Save a copy or note the exact page title and date. Portal content can change, and a portal’s existence does not establish that every camera in the area belongs to the police department.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to read search and retention language

Usage figures usually describe searches or agency activity, not the number of cameras in the jurisdiction. Retention is the period the agency says data remains available under its policy; it is not necessarily the same as the period another agency or private partner retains data. Read the policy and portal together rather than treating one number as the complete system description.

Step 3: Check contracts, purchasing, and council records

When a portal is missing or incomplete, search public contracting records. Check city council agendas and minutes, county commission packets, budget documents, purchasing pages, purchase orders, invoices, and information-technology or public-safety committee records.

Search for the vendor name and for broader terms such as ALPR, license plate reader, camera network, data-sharing agreement, and software subscription. A contract may appear under a city department rather than the police department, particularly when the city purchases equipment centrally.

What a contract can establish

  • The contracting entity and the department or departments covered.
  • Contract start and end dates, renewal terms, and whether the document is current.
  • The number or type of cameras purchased or subscribed to.
  • Services, support, software access, and user or agency permissions.
  • Retention, sharing, security, audit, and termination provisions.
  • Whether the agreement concerns camera ownership, access to a network, or both.

Taunton Police’s official page links a public transparency portal and posts its current Flock contract and services agreement. A contract record is especially useful because it can confirm dates even when a public portal does not state whether an arrangement is still active.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 4: Ask the records custodian when the answer is unclear

Every jurisdiction labels its public-records contact differently. It may be called a records custodian, public-records officer, clerk, freedom-of-information officer, or open-records coordinator. Use the contact listed by the police department, city, or county, and follow that jurisdiction’s submission method.

Ask for existing records rather than asking the agency to prepare a custom legal explanation or report. Identify a date range, request electronic copies when convenient, and ask the agency to tell you about fees before work begins if local procedures allow.

Questions that establish the agency’s status

  1. Does the department currently contract with Flock Safety? If so, what are the contract dates?
  2. Did the department formerly contract with Flock Safety, and if so, when did that arrangement end?
  3. Does the department use another ALPR or LPR provider?
  4. Can department personnel search cameras or data owned by another agency, municipality, business, neighborhood group, or private partner?
  5. What cameras does the department own or operate, and what cameras can it access?
  6. Which policy or general order governs ALPR searches, retention, access, auditing, and sharing?

Records to request

  • Current and former Flock Safety contracts, amendments, statements of work, and services agreements.
  • Contracts or purchase records for other ALPR or LPR providers.
  • Invoices, purchase orders, renewal notices, and grant documents.
  • ALPR policies, general orders, training requirements, and retention schedules.
  • Camera counts and, if public, installation locations or maps.
  • Records identifying agencies or parties with search access or data-sharing agreements.
  • Audit logs or aggregate usage reports, to the extent they are disclosable.

Adaptable request wording

You can write:

“Please provide records sufficient to show whether the [department name] currently or formerly contracted with Flock Safety or another automated license plate reader provider during [date range]. Please include contracts, amendments, purchase orders, invoices, policies or general orders, retention and sharing rules, records identifying agencies or other parties with search access, camera counts and public locations, and any disclosable audit logs or aggregate usage reports. Please provide electronic copies where available and notify me of any fees before processing if permitted by local procedure.”

Adapt the wording to your jurisdiction. Public-records exemptions, response deadlines, fees, and rules for police records vary. A Florida civic organization’s sample request includes similar categories, but its legal citations and wording are Florida-specific and should not be reused elsewhere without checking local law.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 5: Separate ownership, operation, and access

Ask the department to answer three different questions: What does it own? What does it operate? What can it search or receive data from?

Flock states that police hot-list alerts require coordination with local law enforcement and an agreement. That explains why a camera at a private property can involve police access without being police-owned equipment. It does not, by itself, establish the full scope of an agency’s data-sharing arrangements.

Evidence What it can show What it cannot prove by itself
Current agency contract A documented contractual relationship during the stated dates That every nearby camera is agency-owned or that the contract is still active after its end date
Agency transparency portal That the agency has published information about a system and its stated practices That the portal lists every camera, partner, or data-sharing arrangement
Private or neighborhood camera That a Flock installation exists at that location Police ownership, operation, or the exact scope of police access
ALPR policy The agency’s stated rules for searches, retention, access, or auditing That the policy is being followed in every instance
Historical invoice or contract Past procurement or payment Current use without a renewal or present-status record

How to judge the evidence you find

Use a simple evidence hierarchy and keep the date attached to every conclusion.

  1. Agency confirmation or current contract: strongest evidence of present adoption.
  2. Current agency portal or policy naming Flock: strong evidence, but check its update date and scope.
  3. Procurement, invoice, or council record: confirms a transaction or planned purchase; determine whether it became operational.
  4. References in another agency’s records: evidence of a relationship or shared access, not necessarily local ownership.
  5. Photographs, neighborhood notices, or vendor pages: leads for further checking, not conclusive proof of police use.

Compare the evidence of adoption, the scope of ownership and access, transparency details, retention and sharing rules, and the date or status of each record. Do not infer that the absence of one disclosure means the practice does not exist.

What the department’s policy may tell you

Policies often answer questions that a contract does not: who may search, what purpose is required, how searches are documented, how long records are retained, and whether data may be shared. Look for requirements concerning training, supervisor approval, case numbers, warrants, calls for service, audits, and disciplinary consequences.

Raleigh’s official Flock FAQ gives a specific example: “Raleigh Police Department policy requires that every license plate reader (LPR) search be conducted by a trained Raleigh Police Department employee and is tied to a legitimate law enforcement purpose and documented with a case number, a warrant number, a call-for-service dispatch number, or uniquely identifiable number.” That is Raleigh’s rule; it should not be assumed to apply to another department.

How to handle a “no records” or vague response

The agency says it does not use Flock

Ask whether the answer means no current contract, no historical contract, no direct ownership, or no ability to access another network. Follow up about other ALPR or LPR providers and about access through a neighboring agency or private partner.

The agency says it has no portal

A portal is optional disclosure, not a universal requirement. Ask for the current policy, contracts, purchase records, camera count, retention schedule, access agreements, and audit or aggregate usage records instead.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The agency says records are exempt

Request the specific legal basis for withholding, any segregable portions, and non-sensitive summaries such as contract dates, policy titles, camera counts, retention periods, or aggregate usage totals. Whether a particular record is exempt depends on local law.

The records are old or contradictory

Build a timeline from contract dates, renewal documents, invoices, portal update dates, and policy revisions. Ask which document reflects the current status and whether the system was replaced, paused, or transferred to another agency.

Interpreting published results and statistics

Some agencies publish outcomes from their own systems. Raleigh reported 130 leads generated in cases, 110 cases cleared, and 67 stolen vehicles recovered in the first half of 2026. Those are Raleigh’s reported results for that period, not a national measure and not evidence that another department uses Flock or would achieve the same outcomes.

Similarly, a camera count, search total, or retention period describes the reporting agency’s stated scope. It does not establish how many private cameras exist nearby or what another agency retains.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A fast verification checklist

  • Search the police, sheriff, city, county, procurement, council, and public-safety pages.
  • Use both “Flock Safety” and ALPR/LPR terminology.
  • Open and date any official transparency portal.
  • Record camera counts, retention, usage information, policies, and listed partners.
  • Check contracts, agendas, budgets, purchase orders, invoices, and renewals.
  • Ask the records custodian about current, former, owned, operated, and accessible systems.
  • Request policies, contracts, sharing agreements, camera records, and audit or aggregate reports.
  • Distinguish private installation from police ownership and distinguish access from operation.
  • Keep every conclusion tied to a date and to the agency or system it actually describes.

What a well-supported answer looks like

A careful conclusion should identify the evidence and its limits. For example: “The city’s current procurement record and police transparency page identify a Flock ALPR system, with the policy stating a retention period of [period] and the portal listing [number] cameras as of [date]. The records reviewed establish agency access during that period; they do not establish ownership of every private camera in the area.”

If the evidence is inconclusive, say so plainly: “No current Flock contract or agency confirmation was located in the searched public records. The department’s records custodian has been asked whether it uses another ALPR provider or can access a shared or private network.” That is more accurate than treating a missing webpage as proof of non-use.
