The most reliable way to find out whether Flock cameras operate where you live is to check the police department or sheriff’s office responsible for your area. Search that agency’s website for Flock Safety, ALPR, automated license plate reader, and transparency portal information. Then verify what you find against council agendas, contracts, procurement records, and the agency’s written policy.

Independent maps and directories can point you to documented equipment, but they are not complete, real-time inventories. If public sources do not answer the question, ask the agency directly or submit a focused public-records request under the law that applies in your state or locality.

What counts as proof—and what does not

“Flock cameras” generally refers to Flock Safety automated license plate reader (ALPR) equipment used by a law-enforcement agency or another authorized organization. Finding out whether one is used in your area involves several separate questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Does an agency in your area have a Flock program or contract?
  • Is a particular camera location documented?
  • Is the equipment currently installed and operating?
  • Which agencies or personnel can search the data?
  • How long is information retained, and when can it be shared?

No single public source necessarily answers all five. An agency transparency page can establish what the agency has chosen to publish, but it may not be a complete inventory. A contract can show that a program exists without proving that every listed camera is installed or active. A map marker can document a reported location without showing current operation, retention, or access permissions.

Source What it can establish What it usually cannot establish by itself
Agency transparency portal or policy page The agency’s published description, policy, or report for the stated period A complete, current inventory or another agency’s access
Contract, purchase order, or renewal That an agreement or procurement occurred Whether each camera was installed, operating, or still under contract
Source-linked map record A documented ALPR location and manufacturer classification, subject to the source date Current operation, retention period, or who can search the data
Vendor information General system features and possible policy choices The settings used by a specific local customer

Use the strongest available source for each question instead of treating an empty search result as proof that no cameras exist.

1. Search the responsible police or sheriff’s website

Identify the agency first

Start with the agency that has jurisdiction over the streets or facilities you are asking about. In a city, that is often the municipal police department. Outside city limits, it may be a county sheriff or state agency. Transit systems, university campuses, ports, and private properties can involve separate agencies or operators.

Use several search combinations

On the agency’s website, use its search box and a general search engine with combinations such as:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • [agency name] Flock Safety
  • [agency name] ALPR
  • [agency name] automated license plate reader
  • [city or county] transparency portal Flock
  • [agency name] license plate reader policy

Look under divisions such as records, technology, crime prevention, policy, public information, or transparency. A page may use “ALPR” without naming Flock, while a vendor-specific page may be filed under a broader technology or public-safety heading.

Read the reporting period and scope

Open the policy, report, or portal record rather than relying on a search-result snippet. Note the publication date, the period covered, the number or type of devices described, and whether the page says the information is partial. A transparency report can describe a program without listing every camera address. If the page refers to a downloadable contract or policy, save the document’s title and date so you can compare it with later records.

2. Check city and county government records

Where to look

Search the agendas and minutes of the city council, county commission, public-safety committee, school board, or other governing body that approves spending and policies. Also check:

  • Police or sheriff procurement pages
  • Bid notices and award announcements
  • Executed contracts and amendments
  • Annual renewals and budget documents
  • Written ALPR, surveillance, or data-sharing policies
  • Public meeting packets and staff reports

Try the agency name together with “Flock,” “ALPR,” “license plate reader,” “camera,” “contract,” “renewal,” and “data sharing.” Minutes may describe a vote while the attached staff report contains the actual term, price, number of cameras, or policy requirements.

Interpret contracts carefully

A signed agreement is strong evidence that a program was authorized or purchased. It does not automatically prove the current location or status of every device. Check the contract term, renewal language, termination provisions, installation schedule, and any exhibit listing sites. A renewal or amendment can change the number of cameras or the participating agencies.

FlockRadar describes its entries as linking to public records such as contracts, council agendas, policy documents, or official disclosures. Treat the linked government record as the controlling evidence, and check its date and scope before drawing a conclusion.

Separate authorization from operation

A governing body may approve a contract before installation, or an agency may retain a contract after removing or relocating equipment. To determine present status, look for a later inventory, deployment notice, inspection record, renewal, or direct confirmation from the agency.

3. Use public maps and directories as leads

ALPR Camera Map

The ALPR Camera Map lets you search a place and inspect publicly documented equipment records. Open an individual record, read its manufacturer category, and follow the source link. The map distinguishes Flock equipment from other ALPR systems and from records whose manufacturer is unknown. Those categories should not be combined.

Free tools Windows power users keep installed

One-click scans. No signup required.

Check the record date and the date of the underlying source. The map states that its coverage is incomplete and that it is not a real-time inventory. A marker is therefore a lead to investigate, not confirmation that a camera is operating today.

Flock Transparency directory

The Flock Transparency directory can help locate a published jurisdiction report. If it says no verified report was found, that means the directory did not locate a public report; it does not establish that the jurisdiction has no Flock equipment. Follow any report link to the agency’s own document and read the reporting period.

FlockRadar and other source-linked directories

Independent directories can save time by collecting links to contracts, agendas, policies, and disclosures. Their value depends on the underlying source. For each entry, record:

  • The government agency named in the source
  • The source document’s publication or execution date
  • Whether the source describes a program, a specific site, or only a proposal
  • The manufacturer classification
  • Any stated deployment, retention, or sharing details

Do not turn a directory’s number of entries into a claim about local prevalence or national totals without checking how and when the entries were collected.

Compare tools by authority and evidence

Tool or source type Authority Evidence to inspect Coverage and recency questions Best use
Agency portal Operating agency Policy, report, inventory, or disclosure What period and locations does the agency publish? Confirm the agency’s own stated program
Government record repository City, county, or other public body Contract, agenda, procurement file, or minutes Is the agreement current, renewed, amended, or expired? Confirm authorization and contractual history
ALPR Camera Map Independent map Source-linked equipment record Is the source dated, and does the map label coverage as incomplete? Find locations to verify with primary records
Flock Transparency directory Independent directory of published reports Linked jurisdiction report Does “no verified report” simply reflect missing public documentation? Locate an agency’s published report

4. Ask the agency directly

Send precise questions

If the website and records leave an important gap, contact the public-information, records, or communications office of the responsible agency. Ask for a written response and specify that you are asking about current status. Useful questions include:

  1. Does the agency own, operate, or have access to Flock Safety ALPR equipment?
  2. How many Flock devices are currently deployed, and in which general areas or jurisdictions?
  3. Does the agency have a current public inventory, transparency report, or map?
  4. Can neighboring, regional, state, or federal agencies search this agency’s data?
  5. Which written policy governs access, retention, audits, and sharing?
  6. What is the current retention period, and are there case-based preservation exceptions?
  7. Has the agency changed its settings or policy recently?

Ask the agency to identify the document supporting each answer. This helps distinguish a current policy from a general description or an outdated announcement.

Ask about access separately from ownership

An agency may not own a camera but may be able to search another agency’s data, or it may own equipment while restricting searches through a written policy. Flock says customer agencies determine their own rules and sharing settings. Vendor-level information therefore cannot establish how a particular locality is configured.

5. Submit a focused public-records request

Request records, not a prediction

When public pages do not answer the question, request existing records from the agency that holds them. A focused request is easier to process than a broad demand for every surveillance record. Ask for:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Current and prior Flock Safety or ALPR contracts, purchase orders, renewals, and amendments
  • Deployment lists, camera inventories, installation or removal records, and site exhibits
  • Current and prior ALPR, surveillance, retention, audit, and access policies
  • Data-sharing or interoperability agreements and lists of authorized partner agencies
  • Public transparency reports, usage summaries, or policy-compliance reports

Sample request language

Please provide current and prior records showing whether [agency name] owns, operates, or accesses Flock Safety or other ALPR equipment. Please include contracts, purchase orders, renewals, amendments, deployment or camera inventories, written ALPR and retention policies, data-sharing agreements, and public transparency reports for [date range]. If any record is withheld, please identify the legal exemption and release all reasonably segregable portions.

Replace the bracketed items with the agency name and a practical date range. If you are asking about a city, send the request to the city’s designated records office; if you are asking about a sheriff, use the county or sheriff’s records process. Keep the submission receipt and note the response deadline under the applicable law.

Expect exemptions and partial releases

Public-records laws differ by state and locality. Agencies may withhold or redact information under exemptions involving active investigations, security, personal information, confidential vendor material, or other protected categories. The agency may release a contract while withholding a location list or operational detail. Do not assume that a partial response proves the missing information does not exist.

How to resolve common conflicting results

An official page exists, but it is old

Use the page as evidence of the program during its stated period, then look for a renewal, amendment, newer policy, budget item, or current inventory. Ask the agency whether the old document remains in force.

A map shows a camera, but the agency says it has none

Open the map’s source record and check whether it refers to a neighboring jurisdiction, a proposed installation, a different ALPR manufacturer, or an outdated location. Give the agency the source date and ask it to explain the discrepancy in writing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A contract exists, but no location is listed

The contract can confirm authorization without identifying deployment sites. Search attachments, purchase orders, council staff reports, and later installation records. If those are unavailable, ask for the current deployment inventory.

No portal, directory entry, or map marker appears

Continue with the agency and government-record steps. Independent tools expressly have incomplete coverage, and a directory’s failure to find a report is not a finding that the program is absent.

A neighboring agency may have access

Ask both agencies about sharing agreements, regional systems, mutual-aid arrangements, and permitted searchers. Ownership of a camera in one jurisdiction does not, by itself, reveal which outside agencies can query its records.

Retention and the 2026 Flock announcement

In 2026, Flock Safety announced a change to its standard retention period from 30 days to seven days, with longer preservation allowed for data tied to a case number, as reported by the Associated Press. This is a company-level announcement. It does not prove that a particular agency has implemented the change or that its local settings match the announcement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a local answer, rely on the agency’s current retention policy, contract, or written response. Ask whether the policy applies to all records, whether a case number is required for preservation, who can approve an extension, and whether partner agencies follow the same schedule.

A practical verification checklist

  1. Identify the police, sheriff, or other agency responsible for the area you mean.
  2. Search its website using Flock Safety, ALPR, automated license plate reader, and transparency portal.
  3. Record the date, reporting period, and scope of every official page or document.
  4. Search council agendas, procurement files, contracts, renewals, amendments, and written policies.
  5. Use the ALPR Camera Map, Flock Transparency directory, or FlockRadar only to locate source documents and possible locations.
  6. Open each source record and classify the result as program evidence, location evidence, or neither.
  7. Ask the agency about current deployment, outside access, sharing, retention, and governing policy.
  8. Submit a focused records request if a material question remains unanswered.
  9. Compare the dates and scopes of all records before deciding what is current.

Common mistakes to avoid

  • Treating silence as proof of absence: A missing portal or map entry may reflect incomplete publication or coverage.
  • Confusing manufacturers: A record labeled as another ALPR system or manufacturer-unknown is not evidence of a Flock camera.
  • Ignoring dates: A contract, map record, or report may describe a former deployment.
  • Assuming ownership equals access: Data-search permissions and sharing are controlled by local policy and agreements.
  • Relying on vendor-wide settings: General statements do not establish a customer agency’s configuration.
  • Requesting an opinion instead of records: Ask for contracts, inventories, policies, and agreements that can be checked.

Bottom line

Start with the responsible police or sheriff’s agency, confirm its published information with dated government records, and use independent maps only as source-finding tools. The agency’s current records—not an empty map, an old contract, or a general vendor statement—are what establish whether equipment is deployed and who can access its data.
