To investigate a possible personalized price, compare the identical product, seller, options, location, account status and checkout conditions at nearly the same time in separate browser profiles or on different devices. Record both the advertised listing price and the complete amount shown immediately before payment. Repeat the comparison. A difference is a lead to investigate—not proof that a retailer used your personal data.
What “personalized pricing” means
Personalized pricing is different from an ordinary sale or a price that rises when demand is high. The Federal Trade Commission (FTC) described it in an August 2026 proposed policy statement as using personal data to set a price according to what a company believes an individual consumer is willing to spend.
The same proposal distinguishes that practice from supply-and-demand pricing affecting people participating in the same market. A store may adjust prices because inventory is low or demand is high, provided the pricing information is not misleading. To a shopper, both situations can look like “the price changed,” so one observation cannot identify the cause.
The FTC proposal was issued for public comment, with September 18, 2026 given as the comment deadline in the agency’s release. It is not a categorical ban, a final rule or a finding that a particular retailer has violated the law. FTC Chairman Andrew Ferguson said in that release: “The FTC does not have the legal authority to ban personalized pricing in all circumstances, but businesses that fail to tell consumers how their personal data is being used to set a price may be in violation of the FTC Act and other laws we enforce.”

There is no established statistic from the cited FTC materials showing what percentage of online stores personalize prices. The FTC’s January 2025 staff release said the intermediaries it examined worked with at least 250 clients; that number is not a count of retailers confirmed to use individualized prices.
Why a price difference does not prove profiling
Before attributing a discrepancy to your identity or browsing behavior, rule out ordinary explanations. Check whether the two observations differ in any of these ways:
- Demand or inventory: The store may change a price as stock or demand changes.
- Region: Delivery area, ZIP code, currency and local pricing rules can alter an offer.
- Seller or listing: A marketplace may show a different seller, condition, model, size, color, quantity or stock status.
- Promotion eligibility: A coupon, membership, rewards account or limited-time offer may apply to only one shopper.
- Transaction terms: Shipping, taxes, mandatory fees, optional add-ons or the selected delivery method can change the final total.
- Timing: Prices and stock can change while two people are comparing them.
A listing-price comparison alone can miss charges added later. The FTC’s fee guidance says the final amount must be disclosed before payment and explains when mandatory ancillary charges belong in that total. Always compare the pre-payment total, not just the number beside the product title.

A controlled test you can perform
This is a practical comparison procedure, not an official FTC test or a legal proof standard. Its purpose is to hold as many variables constant as possible.
1. Lock down the exact listing
Open the same product URL, then verify the seller and every selected option. Match the model, size, color, quantity, condition, bundle, subscription choice and any personalization. On a marketplace, confirm that the seller name and fulfillment arrangement are identical; two offers for an apparently identical item may not be the same listing.
2. Compare at nearly the same time
Use two browser profiles, two browsers or another device and load the pages within a short interval. Write down the time and date. If the price changes while you are checking, note the sequence rather than treating the later number as a personal quote.
3. Match location and currency
Set the same delivery address or ZIP code, country, currency and language where the site allows it. Keep the shipping method identical. Do not compare a logged-in shopper whose address is known with a visitor whose destination is unknown: the delivery area itself can explain the difference.

4. Record account and promotion conditions
For each session, note whether you are signed in, enrolled in a rewards or membership program, using a student or employee discount, or eligible for a coupon. Record whether a promotion was automatically applied. If one browser has an account and the other does not, you are testing account benefits as well as possible personalization.
5. Capture every price component
Make a small record for each session:
- Product URL and seller
- Selected options and quantity
- Listing price
- Discount or coupon, including eligibility condition
- Shipping method and charge
- Taxes
- Mandatory fees
- Optional add-ons selected or declined
- Final amount displayed immediately before payment
Take dated screenshots when possible, including the page that shows the final pre-payment amount. Keep the components visible rather than recording only a grand total.
6. Repeat in a separate session
Run the same check in a fresh browser profile or on another device. A private window can reduce the effect of some saved cookies and browsing history, but it does not make you invisible to the website during that session. The site can still observe activity and may recognize other signals.
7. Repeat later if the difference matters
Perform the comparison again after a delay, keeping the conditions unchanged. A price difference that disappears, reverses or moves with inventory is more consistent with a changing market than with a stable individualized quote. Repetition still cannot prove the retailer’s internal method, but it makes accidental differences easier to identify.

The FTC’s initial staff findings released in January 2025 described possible inputs including precise location, browsing history, demographics, mouse movements and items left in a cart. The release discussed materials from six intermediary respondents and hypothetical examples. It shows that such mechanisms are plausible; it does not establish that a particular store uses each input or that any price you observed came from profiling.
Websites and apps can collect signals through cookies, pixels, device fingerprinting, app advertising identifiers and cross-device tracking. A retailer might also know information associated with an account or a delivery address. The presence of a tracking technology does not demonstrate that it was used to calculate a price.
Does incognito mode change online prices?
It can change some conditions, such as whether a browser presents a previously stored cookie, but it is not a price detector or a guarantee of a lower offer. Private browsing generally removes local history when the session ends; it does not block the site from seeing clicks, pages viewed or other activity while the session is open. A site may also use signals that do not depend on ordinary browsing history.

Can clearing cookies or using a VPN prove anything?
No. Clearing cookies, using a private window, changing networks or using a VPN may alter some signals, but each action also changes the experiment. A different IP address can produce a different region, tax treatment or delivery estimate. Treat these techniques only as optional ways to vary one condition—not as a way to certify that a price was or was not personalized. The evidence described here does not support promising that any of them will obtain a lower price.

Review your browser’s privacy controls, the site’s cookie notice, location permissions and account settings. Some browser extensions and ad blockers limit particular trackers, but FTC guidance cautions that they may not block all tracking. If you use one in a comparison, record that fact because it means the sessions were not identical.
Common comparison mistakes
Small mismatches can create a convincing-looking but misleading result. Watch for these traps:
- Comparing search results instead of the product page: A search tile may represent a different seller, package size or condition. Follow the link and verify the complete listing.
- Ignoring quantity and bundles: A two-pack, subscription shipment or multipack can have a different unit price even when the product photo looks the same.
- Letting the cart change: A cart may contain an automatic add-on, insurance, warranty or delivery upgrade. Decline or select the same extras in every session.
- Comparing an account benefit with a public price: A member price, loyalty reward or account coupon is a restricted promotion, not automatically a willingness-to-pay calculation.
- Changing location accidentally: A saved address, browser location permission or selected store can alter tax, shipping and availability.
- Relying on rounded numbers: A headline price may omit cents, fees or taxes. Use the itemized amount immediately before payment.
- Stopping after one mismatch: One observation cannot separate a personal-data effect from a temporary inventory or demand change.
Write down what changed instead of trying to fix every difference after the fact. A transparent record of mismatched conditions is more useful than a confident conclusion based on memory.
How to make the comparison more reliable
If the purchase is important, make a simple comparison grid with one row per session. Use columns for timestamp, URL, seller, options, location, currency, account state, rewards status, promotion, browser or device, listing price, shipping, tax, mandatory fees, add-ons and final total. Mark each field “same,” “different” or “unknown.” Unknown fields matter: they are unresolved alternative explanations, not evidence that profiling occurred.

Run at least two observations under the same conditions rather than comparing only “my account” and “a friend’s account.” If possible, alternate which browser is logged in first, because the order of visits can coincide with a normal price update. Do not repeatedly add and abandon a product solely to provoke a change; an abandoned cart is itself a possible behavioral input, and the exercise can make the sessions less comparable.
When a difference appears, check the retailer’s stock indicator, delivery estimate and promotion terms at that moment. A low-stock warning or a different arrival date can point to inventory and fulfillment, while an automatically applied code can explain a lower total. These checks do not reveal the retailer’s algorithms, but they help eliminate simpler causes.

How to interpret the results

Ask whether every comparison axis truly matched: exact item and seller, time, location, account and rewards status, promotion eligibility, browser or device condition, listing price and final pre-payment total. If one axis changed, record it as a possible explanation instead of calling the result personalized pricing.
Patterns that deserve another check
A repeated difference under matched conditions is more informative than a single mismatch, especially if it follows one account or device while the market price appears stable. Even then, it is only an indicator. The retailer could be applying an account promotion, a regional rule, a test of page presentation or another business rule that is not based on an estimate of your willingness to pay.

None of these patterns, by themselves, identifies the data or model a retailer used.
Build a useful evidence record
Keep a dated folder or note for each comparison. Include the exact product URL, seller, selected options, displayed price, delivery location, account and rewards status, promotion eligibility, browser or device condition, shipping choice and final pre-payment total. Screenshots should show enough surrounding context to identify the item and the time.
This record can help you ask the retailer a precise question or provide details in a consumer complaint. It does not prove unlawful conduct, and the sources described here do not establish a universal consumer test or a standard threshold at which a discrepancy becomes proof.
Questions to ask the retailer
- Was the price different because of a seller, stock level, delivery region or selected option?
- Was a membership, coupon or account promotion applied in one session?
- Which charges were included in the displayed total and which were added at checkout?
- Does the store’s privacy notice describe using browsing or account data to determine prices or offers?
Keep the request factual. State the two timestamps and conditions, attach the relevant screenshots and ask for an explanation rather than asserting that the company broke the law.

A repeatable checklist
- Open the identical listing and confirm seller, model, options and quantity.
- Use separate profiles or devices at approximately the same time.
- Set the same delivery location, currency and shipping method.
- Match sign-in, rewards, membership and coupon status—or document the difference.
- Record listing price, discounts, shipping, taxes, fees, add-ons and final pre-payment total.
- Repeat the observation later if the discrepancy could affect your purchase.
- Check demand, inventory, regional terms and promotions before suspecting profiling.
- Save dated screenshots and notes for any follow-up.
What the FTC materials do—and do not—show
The FTC’s 2025 findings indicate that pricing intermediaries may use personal information such as location, demographics, browsing behavior, mouse movements and abandoned-cart contents in targeted pricing or offers. They do not identify a universal prevalence rate or establish that any named retailer charged a particular shopper a personalized price.

The FTC’s 2026 policy statement remains a proposal. It distinguishes personal-data pricing from nonmisleading demand-based or inventory-based dynamic pricing and does not create a final, across-the-board prohibition. Keep that status in mind when reading commentary or deciding how to describe your own experience.
Frequently Asked Questions
Does incognito mode change online prices?
It can remove some locally stored cookies or history, so it may change the conditions a site sees. It does not make you invisible during the session, block every tracking method or guarantee a lower price. Record whether you used a private window and treat it as one experimental variable.
Why do I see a different price than someone else?
First compare the exact item and seller, time, location, currency, account and rewards status, promotion eligibility, shipping method, taxes, fees and final pre-payment total. Demand, inventory, regional terms, marketplace sellers and restricted promotions can all produce different offers without personalized willingness-to-pay pricing.
Does a price difference mean the store is tracking me?

The Bottom Line
Compare like with like, record the listed and final pre-payment prices, and repeat the check. A recurring difference may justify questions or a complaint, but demand, inventory, location, sellers, promotions, taxes and fees must be ruled out before attributing it to personal data.
