There is no universal public Flock search where you enter a plate and see every camera pass. The agency, company, homeowners association, or road authority that operates the camera controls the authoritative record. Contact that operator’s records custodian, ask for immediate preservation, and request both the camera observation and the audit log showing whether anyone searched for your plate.
Move quickly: Flock Safety’s published default retention period is seven days, although the customer’s policy and state law may require a longer or shorter period.
What a Flock or ALPR record can show
Automated license plate reader (ALPR) systems usually create a time-stamped record when a camera detects a plate. Flock describes the associated data as including:

- Vehicle characteristics, such as make, model, color, or body style
- The date and time of the observation
- An identifier for the camera or its location
An official Nashville explanation describes an ALPR record as a moment-in-time image and the location where the plate passed a camera. That is not a continuous route history. A plate read also does not establish who was driving, whether an officer saw the vehicle, or whether the system’s interpretation was correct.

The system may capture a passing vehicle without producing a usable plate number. Glare, darkness, weather, an obstructed plate, an unusual angle, or a dirty lens can affect the image. A vehicle description may be generated even when the plate characters are incomplete or translated incorrectly. Ask for the original image and every associated field rather than relying on a summary or alert screen.
Two different record types answer two different questions:
- Observation records: the image and metadata created when the camera captured the vehicle.
- Audit or search records: logs showing whether an authorized user searched for your plate, vehicle signature, or related alert, and when that search occurred.
Request both. An observation can show that a camera recorded the car; an audit log can show whether an agency later looked for it. A search log does not prove that the underlying read was accurate, and the absence of a search entry does not necessarily prove that no employee viewed an image through another permitted workflow.

What the records cannot establish by themselves
A single ALPR event generally cannot establish the driver’s identity, the vehicle’s speed, the route taken before or after the camera, or the reason the vehicle was in the area. It is not a continuous tracking file. A camera image also does not prove that an officer personally observed the car or that the car was connected to a crime.
An alert or “hit” has a specific system meaning. It may indicate that the plate was compared with a watchlist or another agency’s entry. It is not, by itself, a finding that the vehicle committed an offense. Ask what rule triggered the alert, when the list was updated, and which agency supplied the list if those details are maintained.
Find the organization that controls the camera
Flock is a vendor; the customer agency normally decides how the system is used, who may access it, how long data is retained, and whether it can be shared. Start with the jurisdiction where the camera is physically installed.
Likely operators
- City or county police department
- Sheriff’s office
- State or local road authority
- Homeowners association or private-community security operation
- Another public agency that contracted for the camera
Look for a camera notice, the agency’s ALPR policy, a transparency page, or a public-records portal. A pole-mounted unit near a city boundary may be operated by a county, sheriff, or state road authority rather than the city. A camera at a private community entrance may be controlled by an HOA or security company, with a public agency receiving limited access under a sharing agreement.
If several agencies operate cameras in the area, send a separate request to each potential custodian. Ask a non-custodian agency to identify where the observations and audit logs are maintained instead of assuming the vendor has the records you need. A vendor’s transparency information may show agency activity, but it is not a personal, nationwide history of your plate.
Preserve the record before requesting it
Send a preservation request immediately, even if you are still gathering details. Flock’s official FAQ and evidence policy state a seven-day default deletion period. That period is not universal: a customer policy, an investigation hold, or state law can extend it, while another policy may permit faster deletion.
Put the preservation request in writing and ask the custodian to place a hold on any responsive ALPR/Flock data, images, metadata, alerts, and audit logs. Ask that preservation cover the original files, associated timestamps, camera identifiers, access history, and any records showing deletion or alteration. Keep the sent message, delivery confirmation, and any case number.

Preservation and production are separate requests. Preservation asks the agency not to let routine deletion occur while the request is evaluated; production asks it to provide records under the applicable disclosure law or policy. Preservation does not guarantee that a record still exists, and it does not override a statutory confidentiality rule. It does, however, create a clear notice that the records may matter.

If you do not know the exact time, provide a reasonable window and expand or narrow it later. A short, well-defined window is easier for the custodian to search than a request for every camera pass over months.
Send a precise records request
1. Define the vehicle and time window
Provide the full plate and issuing state, vehicle make, model, color, and any other reliable identifier. Give the narrowest practical date and time range, including the time zone. List likely roads, intersections, entrances, or camera locations. A focused request is easier to search and less likely to be rejected as vague or burdensome.
If the plate changed during the period, list each plate and state. If the vehicle was borrowed, rented, sold, or temporarily used by someone else, describe the vehicle rather than assuming the plate is the only search key. Do not send a registration document or identity record unless the custodian requires it and you understand how it will be stored.
2. Name every record category
Ask for the plate-read image and all associated metadata, including the timestamp, camera or location identifier, confidence or translation fields if maintained, alerts or hits, and any notes attached to the event. Separately request audit and search logs showing queries for the plate or vehicle signature. Do not assume an agency’s ordinary “ALPR record” search includes user-access logs.
Specify that you want records for the entire requested window, including records that were initially unreadable, generated an alert, or were later associated with an investigation. Ask whether the system stores multiple images, a cropped plate image, a wider vehicle image, or a machine-generated description. The agency may not maintain every field, but naming the categories helps clarify what was searched.
3. Request the governing documents
Ask for the current ALPR policy, retention schedule, data-sharing agreements, and the contract or vendor policy governing the records, to the extent those administrative documents are public. These documents can explain who may search, what triggers an alert, how long data remains available, and which exemptions the agency applies.
Also ask whether audit logs are retained for the same period as observation records. A short observation-retention period does not necessarily answer how long access logs remain, and the opposite may also be true. Request the policy version in effect on the date of the camera event if the agency has changed policies since then.
4. Use the agency’s designated channel
Submit through the public-records or open-records portal, or to the records email listed by the agency. A general police tip line is usually not the correct destination. Include a subject that identifies both preservation and production.
Use the terminology “ALPR,” “automated license plate reader,” and “Flock Safety camera” together. An agency may index the same system under only one of those terms. If the camera is privately operated, ask for the company or HOA’s records contact and whether a public agency holds a duplicate or shared copy.

5. Track the response
Save the request, attachments, confirmation number, and all replies. If the agency asks you to narrow the dates or locations, respond in writing and preserve the original request. Ask for an estimated completion date and any search or copying fees before they are incurred.
Record the date you sent the preservation notice, the date of any acknowledgment, and the date the agency says it searched. Those details help distinguish a record that never existed from one deleted before or after notice. They also make an appeal easier if the response is incomplete.

Subject: Request to preserve and produce ALPR/Flock records for [PLATE] ([STATE])Please preserve and produce all Automated License Plate Reader/Flock Safety records associated with vehicle license plate [PLATE], issued by [STATE], and vehicle [make/model/color], for [date/time range] near [locations]. Please include plate-read images and metadata (timestamp, camera/location identifier, confidence or translation fields if maintained), any alerts or hits, and audit/search logs showing queries for this plate or vehicle signature. Please also provide the current ALPR policy, retention schedule, applicable data-sharing agreements, and the contract or vendor policy governing these records. If any portion is withheld, identify the specific statute or exemption, whether the record was deleted under the retention policy, and the available review or appeal procedure. Please treat this message as a request to preserve potentially responsive records while the request is processed.Retention and disclosure rules differ by location
The vendor name does not determine your rights. Compare the customer agency’s retention period, whether raw observations and audit logs are covered, the exemption cited, who may access or share the data, the preservation process, and the appeal route.

These examples are not a nationwide rule. Your state, agency policy, contract, and the status of any investigation control the actual result. A longer retention period does not automatically create a right to inspect the record, and a short retention period does not prove that no copy or audit log exists.
What to do if the agency denies or limits the request
Ask for the exact legal basis
Request the statute, regulation, or policy section supporting every redaction or denial. Ask whether the agency claims the record is confidential, exempt from disclosure, outside its custody, or already deleted under the retention schedule.
If only part of a record is exempt, ask for the nonexempt portion. For example, an agency may be able to release a date, camera identifier, or policy document while withholding an image or investigative detail. Ask the custodian to describe each withheld category rather than issuing a blanket response.
Separate deletion from exemption
“No responsive record” can mean the camera never captured the plate, the record was deleted, the request was sent to the wrong custodian, or the agency searched an incomplete time range. Ask the custodian to state whether the data was deleted, when it was deleted, and which retention rule required deletion.
Ask whether the camera was operating during the requested period and whether the agency searched both the plate number and vehicle-description fields. A negative result from one search key may not answer whether a blurred or misread plate image exists under another identifier.
Ask about review or appeal
Request the available administrative review, public-records appeal, or other challenge procedure and its deadline. Some jurisdictions require a specific form or review by a public-records officer; others require a court filing. Do not assume that a federal Freedom of Information Act request applies to a city or state agency.
Keep the denial, the exemption language, and the date you received it. Appeal deadlines can run from the response date, and an incomplete response may require a prompt clarification rather than a new request.

Correct the scope and resubmit when appropriate
If the custodian says the request is too broad, narrow it by date, camera location, and record type while preserving your original notice. If the agency says it is not the custodian, ask where the camera data and audit logs are maintained and forward the request to that office.

Check the timestamp and time zone
Confirm whether the system records local time, daylight-saving time, or UTC. Compare the event with toll receipts, phone location history, security video, or other independent evidence only when necessary; a timestamp alone does not prove the driver’s identity.
Review the image and vehicle description
Look for plate visibility, glare, obstruction, angle, weather, and whether the make, model, color, or body style matches your vehicle. If the agency supplies a confidence or translation field, treat it as a system output rather than a guarantee of accuracy.
Distinguish a hit from a read
A plate can be captured without generating an alert. An alert or “hit” may reflect a comparison against a watchlist or another agency’s entry, not a finding that the vehicle committed an offense. Ask what rule triggered the alert and which agency supplied the underlying list.
Check access history
Audit logs may show the user, date, stated purpose, and search terms, depending on the system and policy. Flock’s privacy policy, updated August 1, 2025, says authorized searches require justification and create an audit trail. The existence of an audit entry shows access, not that the underlying plate interpretation was correct.
Compare the access history with the observation time. A search shortly after the camera event may reflect a routine alert response; a later search may relate to a separate investigation. The log may identify an agency account without revealing every person who saw a screen or every external recipient, so read the agency’s explanation of what the system records.

Independent projects may map camera locations or publish limited agency-level information, but they cannot prove that your car passed a particular camera. Flock’s transparency materials describe agency activity rather than a consumer-accessible national plate history.
Be cautious with any website that asks you to submit a plate. It may become a separate data processor, retain the plate, combine it with other information, or share it under terms unrelated to the original camera system. Read the privacy policy before entering a plate, and do not upload registration documents or identity records merely to test whether a camera exists.
A map can be useful for identifying which city, county, HOA, or road authority to contact, but camera locations can change and a map may be incomplete. Treat it as a lead, not proof. No consumer product can retrieve an agency’s historical Flock record. The meaningful path is a request to the agency or other customer that controls the camera, followed by the jurisdiction’s review or legal process if access is denied.

When the record matters to a dispute or investigation
If the plate capture relates to an arrest, insurance claim, civil case, stalking concern, or another high-stakes matter, state the event and the need for preservation without speculating about what the camera proves. Keep the original files and agency correspondence in their native form. A lawyer licensed in the relevant jurisdiction can advise on subpoenas, protective orders, confidentiality rules, and deadlines that a public-records request does not address.

For a routine personal inquiry, a narrowly scoped preservation-and-production request is usually the first step. For an active criminal investigation, expect greater restrictions: agencies may withhold records, limit identifying details, or release them only through the investigative or court process.
If personal safety is involved, avoid confronting an agency employee or suspected user about an access log. Preserve the response and seek legal or victim-services advice about the appropriate process. An ALPR record can be sensitive even when it contains only a vehicle image and location, and disclosure rules may protect other people or investigative methods.
Checklist before you send
- Correct camera operator and records-custodian address
- Full plate and issuing state
- Vehicle make, model, and color
- Specific date, time range, time zone, and locations
- Request for immediate preservation
- Request for both observation records and audit/search logs
- Request for policies, retention schedule, sharing agreements, and contract records when public
- Request for the exact exemption, deletion date, and appeal route if anything is withheld
- Saved copy of the request and delivery confirmation
Frequently Asked Questions
Can I use a federal FOIA request to obtain a city police department’s Flock record?
Usually not. The federal Freedom of Information Act applies to federal agencies; city and state records are governed by their own public-records laws, policies, and exemptions.
Does a plate read prove that I was driving?
No. It records a vehicle image and related metadata at a moment in time. It does not identify the driver unless separate evidence does so.
What if I do not know which agency owns the camera?
Start with the city, county, sheriff, road authority, or private community where the camera is installed. Ask each plausible operator which organization holds the ALPR observation and audit logs.
Have I been Flocked if I saw a camera near my route?
Not necessarily. Seeing a camera does not establish that it was operating, that it detected your plate, or that a usable record survived the retention period. Ask the controlling agency for the specific date, time, and location.
Can I see every Flock camera pass through an online account?
No. There is no universal consumer lookup for a nationwide plate history. The operator’s records custodian is the meaningful source for a particular camera event.

You can, but the two records answer different questions. The image and metadata show a possible observation; the audit log can show whether an authorized user later searched for your plate or vehicle signature.
What if the agency says the record was deleted?
Ask when it was deleted, which retention schedule required deletion, whether a preservation hold was in place, and whether audit logs or investigative copies remain. Deletion and exemption are different explanations.
Does an alert mean I was accused of a crime?
No. An alert usually reflects a comparison with a watchlist or another agency’s entry. Ask what rule triggered it and which agency supplied the list; the alert alone does not establish wrongdoing.
Can a registered owner obtain the record?
That depends on local law and the record’s status. Florida, for example, may disclose certain ALPR personal-identifying information to the registered individual unless it is active criminal intelligence or investigative information. Other jurisdictions treat the data as confidential or exempt.
How long should I wait for a response?
Deadlines and fees are jurisdiction-specific. Ask for an estimated completion date, any search or copying charges, and the appeal route. Send preservation immediately rather than waiting for the production response.

The practical answer is to contact the camera operator, not search for a consumer lookup. Identify the city, county, sheriff, road authority, HOA, or other customer controlling the camera; send an immediate preservation notice; and request the plate image, metadata, alerts, and audit/search logs for a precise time and location.
