Start with the Andhra Pradesh Industrial Infrastructure Corporation (APIIC) LandBank to locate possible plots, then confirm every detail with the responsible APIIC zonal office before paying or signing anything. File the land request through the Single Desk Portal integrated with APIIC under the current allotment regulations. For incentives, classify your project, check the applicable 2024–29 policy and its live operational guidelines, and obtain written eligibility confirmation before including any benefit in your financial model.
This sequence matters because a LandBank listing is indicative rather than an offer, and the Andhra Pradesh Industrial Development Policy (4.0) says incentives are extended according to operational guidelines notified separately. The practical process below is current to the official material available on 13 October 2026; plot status, charges, notices and implementation rules can change.
What APIIC does—and what it does not guarantee
APIIC is the principal state agency for industrial estates and plots in Andhra Pradesh. Its LandBank is the public discovery tool, while its policies and procedures and the 2023 Land Allotment Regulations govern applications and allotment.
The LandBank map can show a park, district, sector and vacancy status, but APIIC describes the information as indicative and directs applicants to confirm with the respective zonal office. A filtered result is therefore not proof that a plot is unreserved, legally suitable, serviced or immediately allotable.

Land allotment, construction permissions, pollution consents, utility connections and incentive claims are related but distinct decisions. The Single Desk Portal can connect applications, yet each decision remains subject to its own regulation, department and evidence requirements.
1. Define the project before searching for a plot
Prepare a one-page project brief before opening the map. The same facts determine whether a site works operationally and which incentive policy may apply.
- Activity and sector: describe the product, process, storage and waste streams. Identify whether the project is food processing, electronics, textiles, clean energy, information technology, pharmaceuticals, a general manufacturing activity or another listed sector.
- Enterprise size: record whether the entity is micro, small or medium under the classification applicable when you apply. The state maintains a separate AP MSME ONE information channel.
- Land and layout: estimate process area, buildings, parking, green belt, utilities, expansion reserve and any hazardous-material setbacks. Give APIIC a minimum, preferred and maximum area.
- Investment: prepare the expected fixed capital investment, with a schedule showing land, buildings, plant, machinery and qualifying infrastructure separately.
- Jobs and timing: state direct employment, the employment-to-investment ratio you expect, construction start, commissioning and commercial-production dates.
- Utilities and logistics: specify connected power load, water demand and quality, effluent treatment, road width, truck movements, rail or port needs and distance to suppliers and workers.
- Compliance: identify pollution category, environmental approvals, fire and factory requirements, hazardous-storage rules and any consent needed before construction.
Do not choose a policy category first and retrofit the project numbers later. Investment, employment, sector, location, local procurement and environmental characteristics can change both the eligible policy route and the evidence you must submit.

2. Search the APIIC LandBank
- Open the APIIC LandBank and filter by district, industrial park or estate, sector and displayed status.
- Save the park name, plot identifier, area, map position and status shown on the date of your search. Treat the result as a lead, not a reservation.
- Shortlist several sites instead of relying on one apparent vacancy. Compare access, utilities, permitted activity and expansion potential before contacting APIIC.
- Check APIIC notices on its official homepage. For example, the site has advertised online applications for plots at Nakkapalli Bulk Drug Park; that notice is a specific opportunity, not evidence that every park has open plots.
The live inventory changes, and APIIC does not present the map as a guarantee of availability. Never describe a search result as “confirmed,” “reserved,” “ready to build” or “legally suitable” until the zonal office provides written confirmation.
3. Obtain written confirmation from the APIIC zonal office
Use the zonal office for the park or district shown in the listing. Ask for a written reply or an official demand/allotment communication that identifies the exact site and commercial terms.

Information to verify
- Plot number, survey reference, area, dimensions, boundaries and whether the full extent is available.
- Current status, allotment category, application window and the authority that will decide the application.
- Land price or premium, lease or purchase structure if offered, taxes, processing charges, annual maintenance charges, interest and payment milestones.
- Permitted activity, zoning conditions, floor-area or coverage rules, hazardous-use restrictions and any common-facility obligations.
- Road access, internal-road completion, power voltage and capacity, water source and reliability, drainage, effluent handling, telecom and fire infrastructure.
- Possession or handover conditions, development deadlines, construction obligations, transfer restrictions, cancellation rules and refund treatment.
- Any encumbrance, litigation, reservation, acquisition issue, environmental constraint, utility corridor or development work that affects the site.
- Documents APIIC requires for your applicant category, including entity records, project report, financial information, authorisations, processing fee and earnest-money deposit (EMD).
Ask the office to identify the controlling regulation, policy order or notice for each answer. Keep the written response with your project records; a phone assurance is not a substitute for the allotment document or an approved guideline.
4. Apply through the current APIIC process
The 2023 regulations state that an entrepreneur seeking industrial land in an APIIC-developed or possessed estate files an online application through the Single Desk Portal integrated with APIIC. Read the current regulation and portal checklist for your applicant category because fees, EMD, documents, scrutiny and approval route are not one universal package.

- Create or access the portal account. Use the legal entity and authorised signatory details that will appear in the application and later agreements.
- Select the estate and plot or the relevant application window. Match the request to the zonal-office confirmation and attach the project brief, layout concept and implementation schedule.
- Upload category-specific documents. The portal or current notice may require incorporation or registration records, identity and authorisation documents, financial capacity, a detailed project report, land-use information and declarations. Follow the live checklist rather than an old sample.
- Pay the stated processing fee and EMD. The amount, payment method, refund or forfeiture conditions depend on the applicable category and notice. Do not infer a fee from another park or an earlier advertisement.
- Track scrutiny and queries. Respond through the portal within the stated period and retain acknowledgement numbers, uploaded files and payment receipts.
- Await the competent committee or authority. The regulations describe scrutiny, evaluation, submission to the relevant committee, approval, payment and delivery or handover stages.
- Complete post-approval payments and documentation. Confirm the sanctioned extent, schedule, agreement, possession conditions and development obligations before mobilising construction funds.
The regulations describe a 21-day target for evaluation and submission to the relevant committee in the process set out there. That is a stage target, not a promise that the complete project will be approved, serviced and operating within 21 days.
5. Compare shortlisted sites on the factors that affect total cost
Price per square metre is only one input. Use a written comparison so that a cheaper remote plot is not mistaken for the lowest-cost project.

6. Identify the correct Andhra Pradesh incentive policy
Start at the APIIC policies index. It lists the New Industrial Development Policy (4.0), MSME & Entrepreneur Development Policy (4.0), Food Processing Policy (4.0), private industrial parks policy and sector-specific policies. A food, electronics, textile, information-technology, clean-energy or other specialised project may have a more relevant policy than the general industrial framework.

The Andhra Pradesh Industrial Development Policy (4.0) 2024–29 was issued by G.O. Ms. No. 68 on 26 October 2024. It has a five-year term from notification or until a new policy is announced. The order states: “The Incentives mentioned in the policy will be extended to Industries as per the operational guidelines to be notified separately.” That sentence means a policy table is not, by itself, proof that a company can file a claim or receive an automatic payment.

The West Godavari district administration’s industries page reproduces figures from the 2024 policy. They are policy terms as summarised by that official district source, not an individual eligibility decision.

The district page recorded that, as of October 2024, operational guidelines for the four policies it summarised had not been released. That was a dated status statement and does not establish their status in October 2026. Check the live policy and “Operational Guidelines” links on the APIIC index, along with any later government orders.
7. Prove eligibility before counting an incentive
Request a project-specific written answer from the Industries Department, APIIC or the department named in the applicable guideline. Ask the following questions in one submission:
- What enterprise, project and sector definition applies?
- Which fixed-capital items qualify, and what is excluded or capped?
- What are the start date, commercial-production date and claim deadline?
- Which application, invoices, tax returns, employment records, utility bills and certificates are required?
- Can this benefit be combined with another state, central or sector incentive, and are there limits on double benefit?
- When is the benefit paid: before spending, after verification, periodically or at a later milestone?
- What continuing employment, production, local-procurement, energy or environmental conditions can trigger clawback?
- Which authority signs the eligibility certificate and the payment sanction?
Preserve the response, governing order and version of the guideline with your financial model. Model reimbursement as delayed cash unless the written rule clearly provides an upfront concession. Separate confirmed benefits, conditional benefits and unverified assumptions in the project spreadsheet.

8. Account for sector and MSME alternatives
Do not force every project into the general industrial policy. The APIIC index includes the MSME and Entrepreneur Development Policy, Food Processing Policy, private industrial parks policy and other sector routes. A project can also need a separate central or environmental approval even when its land is in an APIIC estate.
Use the project brief to test each route: enterprise size, activity code, investment, jobs, location, local procurement, energy efficiency, decarbonisation and implementation date. If two policies appear relevant, ask the implementing authority whether they are alternatives, cumulative or subject to a single-benefit restriction; never assume that stacking is allowed.
9. Treat older district incentives cautiously
District pages, including APIIC-related pages for Kakinada and Nellore, may describe older or targeted concessions for categories such as SC/ST, BC or women entrepreneurs. Those references do not establish a universal entitlement under the 2024–29 policy. Verify the current written eligibility, effective date, category definition and operational guideline before using any such rebate in a proposal.

- Written zonal-office confirmation matches the LandBank plot number, area and boundaries.
- Permitted activity and environmental classification match the proposed process.
- Road, power, water, drainage, effluent and fire-service commitments are documented, with connection costs and dates.
- Land price, maintenance charge, taxes, deposits, payment milestones and refund or forfeiture rules are understood.
- Lease, sale, possession, construction deadline, transfer and cancellation clauses have been reviewed.
- Survey, title or possession status and encumbrance information have been checked through the appropriate official records.
- All portal submissions, fees, EMD receipts, queries and approvals are archived.
- Every incentive has a cited policy clause, current operational guideline, eligible-cost definition and claim calendar.
- Cash flow includes the time between expenditure and reimbursement, plus a scenario in which a conditional benefit is delayed or refused.
Common mistakes and how to correct them
Assuming a vacant-looking map pin is an offer
Why it fails: LandBank data is indicative and can lag changes in reservation, allotment or site readiness. Correction: obtain current written confirmation from the zonal office and reconcile it with the official notice or application window.

Why it fails: the regulations contain category-specific process details. Correction: use the current portal checklist and applicable notice for processing fee, EMD, documents and deadlines; treat the 21-day evaluation target as one stage only.

Putting the policy percentage straight into the business case
Why it fails: the policy requires separately notified operational guidelines, and categories, caps and claim evidence differ. Correction: obtain written eligibility and model timing, exclusions and verification conditions.
Choosing land before checking utilities and compliance
Why it fails: a low land price can be outweighed by power augmentation, water treatment, road works, effluent handling or an unsuitable pollution category. Correction: compare delivered-site cost and approval path, not land price alone.
Counting reimbursement as immediate cash
Why it fails: SGST, power-cost and other benefits may be claimed after qualifying expenditure or tax records. Correction: add a dated claim calendar, working-capital requirement and downside case to the model.

- Commit funds only after land terms, approvals and incentive assumptions are documented.
