To find employers with a history of H-1B sponsorship, verify the employer’s exact legal entity, review U.S. Department of Labor (DOL) Labor Condition Application (LCA) disclosure files, then check U.S. Citizenship and Immigration Services (USCIS) H-1B Employer Data Hub decisions for the same employer and time period. Treat the two sources as different stages: an LCA is a prerequisite filing about working conditions, while the USCIS Hub reports recorded petition decisions. Neither source promises a current vacancy, sponsorship for you, approval of a future petition, a visa stamp, or employment.
The process below gives you a repeatable way to search, reconcile names and locations, compare employers without misleading approval-rate math, and ask an employer for corroborating records.
What the two official datasets actually tell you
H-1B sponsorship leaves records at more than one government stage. Reading the stages as if they were interchangeable is the most common source of false conclusions.
| Source | What it records | What it does not prove |
|---|---|---|
| DOL OFLC disclosure data | Selected information from employer applications and final determinations on LCAs. The LCA program data include H-1B, H-1B1 and E-3 records. | That USCIS received, approved or denied an H-1B petition, or that a worker was hired. |
| USCIS H-1B Employer Data Hub | First recorded approval or denial decisions on H-1B petitions, organized by the fiscal year in which USCIS first recorded that decision. | Pending petitions (when the data are generated), later appeal or revocation decisions, a current opening, or a commitment to sponsor a particular applicant. |
DOL explains that an employer must obtain a certified LCA before filing the related petition with USCIS. Consequently, an LCA is an antecedent filing, not an H-1B approval. USCIS data are the stronger source for adjudicated petition history, but they still describe past decisions rather than an offer of sponsorship today.

Step 1: Identify the legal employer before searching
Start with the legal entity named in the job advertisement, offer letter or company careers page. A familiar brand may sit above several subsidiaries, a staffing company may be the petitioning employer, and a client may be the worksite but not the petitioner. Do not merge those entities unless an official source confirms the relationship.
Build a search-name list
- Copy the employer’s exact legal name, including punctuation and corporate suffixes such as Inc., LLC or Ltd.
- Record plausible variants: omitted suffixes, abbreviations, former names and common spelling differences.
- Note the employer’s headquarters, likely worksite cities, state, ZIP code, and any tax-identification information disclosed to you.
- Keep a separate row for each subsidiary, staffing firm or related company until the records establish that they are the same petitioner.
Searching only a short brand name can return unrelated employers or combine entities that should be analyzed separately. Conversely, searching only one exact spelling can miss records created with a typographical variation.
Separate the petitioner from the worksite
For a staffing arrangement, the company paying and petitioning for the worker may differ from the company where the worker performs services. Record both names, but search the petitioner first. Use the worksite city and ZIP as additional checks rather than assuming the client’s name is the employer in the government data. If an offer lists a parent company and a subsidiary, ask which entity would sign the immigration paperwork before treating a historical match as relevant.
Step 2: Search DOL’s OFLC LCA disclosure files
Use the DOL Performance Data page and open the LCA disclosure files for the fiscal years you want to study. DOL publishes quarterly and annual files with a corresponding record layout. The latest release identified for this guide is FY2026 Q3: final determinations from October 1, 2025 through June 30, 2026, announced August 14, 2026. A later quarter may now be available, so select the newest complete period shown on the live page and label every period you use.
Download the matching record layout
Do not interpret column names from memory. Download the record layout for the same file and year. It explains the employer, case-status, occupation, wage and worksite fields and helps you distinguish a certified, denied, withdrawn or otherwise reported determination. Older records may have originated in the iCERT system before the FLAG system, so field formats and values are not necessarily uniform across years.
Filter the files without calling every row an H-1B approval
- Search the employer-name field for the exact legal name and each documented variant.
- Check the relevant fiscal quarter or annual file rather than mixing periods with different coverage.
- Inspect the program and case fields. The LCA disclosure program includes H-1B, H-1B1 and E-3, so an LCA row is not automatically an H-1B record.
- Review determination status, occupation, offered wage, worksite and employment dates where those fields are relevant to the job you are evaluating.
- Save the fiscal year, file name and search terms with your notes so another person can reproduce the result.
Describe what you find accurately: “LCA determinations” or “LCA filings,” not “approved visas.” A high LCA count can reflect repeated filings, multiple worksites or programs other than H-1B.
Read the LCA fields in context
An LCA is tied to labor-condition attestations for a proposed employment arrangement. The occupation code, wage information, worksite and employment dates can help you decide whether a filing resembles the role you are considering. They cannot establish that the position is still open or that the same duties, salary or location will be used for a new petition. A certified record also does not reveal whether the employer ultimately filed a petition, filed it for another worker, or received a favorable USCIS decision.

Step 3: Search the USCIS H-1B Employer Data Hub
The USCIS H-1B Employer Data Hub supports searches by fiscal year, employer name, two-digit NAICS code, city, state and ZIP code. USCIS also provides downloadable annual files for independent analysis.
Run a controlled search
- Enter the legal employer name, then repeat with each spelling variant that produced a plausible DOL match.
- Restrict the fiscal year when you are comparing a defined period. Remember that “fiscal year” means the year USCIS first recorded the approval or denial, not necessarily the year the petition was filed or the worker started.
- Use city, state, ZIP, NAICS code or tax ID to separate similarly named entities and locations.
- Export or record the results, including whether each row is initial or continuing employment and whether the first decision was an approval or denial.
- Check the Hub’s downloadable annual file if you need to sort, group or audit several years outside the on-screen search.
Know what initial and continuing mean
USCIS labels petitions requesting new or new concurrent employment as initial. Other employment categories are counted as continuing. These are different populations; combining them without explanation can make an employer’s activity look larger or smaller than it is.
The Hub includes only the first decision recorded for a petition. Later appeal or revocation decisions are excluded. Cases still pending when USCIS generates the data are omitted, so the displayed approvals and denials are not a complete account of every petition submitted during that period.
Understand the fiscal-year assignment
A petition filed near the end of one fiscal year may receive its first recorded decision in the next fiscal year. The Hub places it in the year of that first recorded decision. Therefore, do not line up a DOL filing quarter and a USCIS fiscal year as though they were the same transaction date. Use the dates and fields available, and describe the comparison as a stage-to-stage review rather than a transaction-level match.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsStep 4: Reconcile DOL and USCIS records
Cross-checking is useful, but the numbers should not match one-for-one. An employer may file an LCA and never submit the petition, submit it in a later period, use an LCA for a different worker or program, or have a petition still pending when the Hub data were generated.
Use a stage-by-stage worksheet
| Question | DOL check | USCIS check |
|---|---|---|
| Is this the same legal entity? | Compare employer name, address and any identifying fields in the LCA record. | Compare employer name, tax ID, city, state and ZIP; investigate variant spellings. |
| What time period applies? | Record the quarter or fiscal year and its determination dates. | Record the fiscal year of the first recorded decision. |
| What stage is shown? | LCA filing and final determination status. | First approval or denial decision. |
| Does the role fit? | Compare occupation, worksite and wage fields where available. | Use location and employer fields to test whether the decision concerns the entity you mean. |
Investigate multiple USCIS rows instead of adding them blindly
USCIS aggregates data by fiscal year, two-digit NAICS code, tax ID, state, city and ZIP. One employer with several addresses can therefore appear on multiple rows. A row count is not automatically a petition count for a single company-wide total. Group records only after confirming the employer identity and deciding whether separate locations should be combined for your question.
Account for data-quality warnings
USCIS says: We strive to ensure that the data in our electronic systems are accurate, but because we transfer data from paper forms into the electronic systems manually, data entry errors may occur.
Missing or incorrect employer identifiers can produce both false mismatches and accidental matches. If a tax ID, location or spelling conflicts with the employer’s known details, mark the identity as unresolved rather than silently correcting it.

Explain a mismatch instead of forcing a match
A DOL row with no corresponding Hub row is not automatically an error. It may be an H-1B1 or E-3 filing, a withdrawn or otherwise nonmatching determination, a petition filed outside the compared period, or a case that was pending when USCIS generated its file. Conversely, a USCIS decision without an obvious LCA match may reflect a different legal-name spelling, an older LCA period, a separate worksite or a record that needs closer field-level review. Keep a notes column explaining each unresolved difference.

How to compare employers responsibly
If you are deciding where to apply, compare employers using the same fiscal years and the same definitions. A consistent worksheet is more informative than a single “top sponsor” ranking, which the public datasets do not establish.
Use these comparison columns
- Recent versus older activity, with the exact years shown.
- USCIS initial approvals and continuing approvals as separate figures.
- USCIS initial and continuing denials, also kept separate.
- DOL LCA determination status and volume, clearly labeled as LCA data.
- Occupation, worksite and wage information that is relevant to your target role.
- Entity confidence: confirmed match, probable match or unresolved.
- Whether the latest fiscal year is complete or only a partial period.
Do not calculate a single approval rate unless you define the numerator, denominator, fiscal-year basis and treatment of initial, continuing and pending cases. Because pending cases are omitted and only first decisions are included, a simple approvals-divided-by-all filings calculation can be misleading. No universal employer-level sponsorship probability can be inferred from these portals.
Match the history to your actual job
For a software role in New York, for example, a historical filing for a different occupation at a different worksite may show that the entity has used the program but says little about the offered position. Compare occupation, city, ZIP and wage fields where available, then ask whether the new role would be sponsored by the same petitioner. Treat similarity as context, not as proof that the employer will repeat the filing.
Handle a partial current year correctly
FY2026 Q3 covers October 1, 2025 through June 30, 2026, not the entire fiscal year. Compare it with another partial period or label it explicitly as year-to-date; do not present it as a full-year total. Older annual files may also use different systems or field conventions, so preserve the record layout with your comparison notes.

A blank search is a prompt for more checking, not a definitive “no sponsorship” answer. Try the employer’s complete legal name, abbreviations, former names and plausible spelling variants. Search each relevant city and ZIP, and check the tax ID when available. Review whether the period you selected is complete and whether the Hub excludes cases that were still pending at the time of generation.
Also consider corporate structure. The brand on a careers page may not be the petitioning subsidiary, and a staffing company may file under its own name. Ask the recruiter which entity would employ and petition for you. If the identity still cannot be resolved, report the result as “no confirmed match found in the searched periods,” including the dates and names searched, rather than claiming the employer has never sponsored.
Ask the employer for a public-access-file explanation
DOL Fact Sheet #62F states that H-1B employers must make specified LCA materials available to the public within one working day of filing Form ETA 9035 or ETA 9035E. The fact sheet is revised August 2010, so treat it as a description of that obligation and check current DOL instructions for procedural details.
A job seeker can politely ask the employer to identify the relevant public access file or explain an LCA that appears to match the role. A useful request identifies the legal entity, worksite and approximate filing period and asks for clarification rather than demanding confidential employee information. The public-access file can corroborate the LCA, but it still does not substitute for a USCIS petition decision.

A concise message you can send
“I am reviewing the immigration process for the [legal entity] role in [city]. Could you confirm whether this entity would be the H-1B petitioner and, if appropriate, identify the public access file for the relevant LCA period? I am not requesting employee-specific or confidential information.” This keeps the question focused on the legal employer and the filing stage.
Keep an audit trail
Save the agency page URL, downloaded filename, fiscal year or quarter, record-layout version, search terms, filters and the date you searched. Note whether a file is quarterly, annual or partial. A short table showing the legal name, variants, tax ID, locations, DOL findings, USCIS findings and unresolved questions makes later updates much easier and prevents accidental mixing of periods.
When a portal changes its interface or an identifier is corrected, your saved notes show exactly how the earlier conclusion was reached. This is especially important when you share a result with a recruiter, attorney or hiring manager.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What a positive history can—and cannot—tell you
Reasonable conclusions
- The employer has made filings or received decisions in the periods you searched.
- The employer has used particular occupations, locations or wage levels in disclosed LCAs.
- USCIS recorded first approvals or denials for the matched entity and fiscal years shown.
- Activity is recurring, sporadic or concentrated in a particular location, subject to identity checks and complete-period limits.
Conclusions the data cannot support
- That the employer currently has an H-1B-eligible vacancy.
- That the employer will sponsor you, rather than another candidate or an internal transfer.
- That an LCA became a petition, or that a petition approval produced a visa issuance, admission or start of employment.
- That an employer with no visible row never sponsored anyone; name variants, missing identifiers, pending cases and coverage dates can hide activity.
- That a past approval guarantees a future approval under different facts, wages, worksites or immigration circumstances.
A practical repeatable checklist
- Write down the legal employer, subsidiaries and staffing relationships separately.
- Collect exact and variant spellings, locations and any available tax ID.
- Download the DOL LCA file and record layout for each selected period.
- Filter DOL records and label them by program, determination status and fiscal period.
- Search the USCIS Hub by name, then narrow with fiscal year, location, NAICS code, ZIP or tax ID.
- Separate initial from continuing decisions and approvals from denials.
- Check whether each USCIS row is a separate location or a possible data-entry variation.
- Compare only equivalent periods; flag FY2026 Q3 and other partial years as incomplete.
- Document unresolved identity matches instead of forcing them into a company total.
- Ask the employer for the relevant public access file or an explanation when the result materially affects your decision.
- State the search date and fiscal-year range whenever you describe the employer’s history.
How to report your result to yourself or a recruiter
Use wording that preserves the evidence boundary. For example: “The legal entity appears in DOL LCA disclosures for fiscal years X and Y, including the listed occupation and worksite. The USCIS Hub shows first recorded initial and continuing decisions for fiscal year Z. These historical records do not establish a current opening or a commitment to sponsor my application.”
This format distinguishes a documented past pattern from a recruiting claim and makes it clear which agency supplied each fact. It also leaves room for later updates when a fiscal year closes or an agency corrects an identifier.
Frequently Asked Questions
Does a certified LCA mean the employer approved my H-1B?
No. DOL’s certified LCA is a prerequisite filing about wages and working conditions. USCIS must adjudicate a later petition, and the LCA may never be used for a petition or may concern an H-1B1 or E-3 filing.
Which source is better for checking whether an employer has sponsored workers?
Use both, but for different purposes. DOL shows LCA filing and determination activity. The USCIS H-1B Employer Data Hub shows first recorded petition approvals or denials, making it the stronger source for adjudicated H-1B decisions.

Why are there several USCIS rows for one company?
The Hub groups records by fiscal year, NAICS code, tax ID, state, city and ZIP. One employer with multiple locations can therefore appear on several rows. Confirm the tax ID and addresses before combining them.
Free tools Windows power users keep installed
One-click scans. No signup required.
Can I calculate an employer’s H-1B approval rate from the Hub?
Only with carefully stated definitions, and often not meaningfully. Pending cases are omitted, only the first decision is included, and initial and continuing cases are different populations. State the numerator, denominator, fiscal years and exclusions or avoid a single rate.
What does no USCIS row for an employer mean?
It means no matching first approval or denial was displayed for the searched filters and periods. It does not prove the employer has never sponsored; a different legal entity, spelling, location, missing identifier, pending case or coverage date may explain the absence.
How current is the DOL data?
The DOL Performance Data page publishes quarterly and annual files. The FY2026 Q3 release covers final determinations from October 1, 2025 through June 30, 2026 and was announced August 14, 2026. Check the live page for newer complete periods and label partial periods clearly.
Can an employer’s past H-1B approval guarantee sponsorship for me?
No. Past records do not establish a current vacancy, a promise to sponsor you, future approval, visa issuance or employment. Ask which legal entity would petition and whether the specific role is eligible for sponsorship.
Can I ask an employer to verify an LCA?
Yes. DOL Fact Sheet #62F says specified LCA materials must be available to the public within one working day of filing. Identify the legal entity, worksite and approximate period, and ask for the relevant public access file or an explanation. The fact sheet was revised August 2010, so consult current DOL instructions for procedure.
The Bottom Line
Search the exact legal employer in both DOL’s LCA disclosures and USCIS’s H-1B Employer Data Hub, using the same fiscal periods and checking names, tax IDs and locations. Treat DOL records as labor-condition filings and USCIS rows as first petition decisions—not as proof of a current job or a promise of sponsorship. Record partial periods, data-quality uncertainties and unresolved entity matches, then confirm the specific role and petitioner with the employer.
