To find a federal public-records lawsuit, use PACER: search the nationwide Case Locator when you do not know the court, or search the known federal court directly. Open the docket sheet to identify filings and orders, check RECAP for free copies, and use the court’s CM/ECF RSS feed when one is available to monitor new activity.
This is the ordinary federal case-record process; public-records litigation does not have a separate PACER portal. A docket tells you what was filed and when, while the underlying documents show the parties’ arguments and the court’s actual orders.
Confirm that the case belongs in the federal workflow
PACER is for federal courts only. The PACER FAQ states: “PACER access is for federal courts only.” If the lawsuit was filed in a state trial court, state appellate court, county court, or another local tribunal, a federal search will not find it. Use that jurisdiction’s own online records system or clerk’s office instead.

“Public-records lawsuit” describes the subject of the dispute, not a special case category in the federal records system. A complaint may involve a federal Freedom of Information Act request, another federal disclosure statute, or a dispute over access to government records, but PACER treats it like any other federal civil case.

Also separate the existence of a case from its merits. Finding a complaint proves that a party filed allegations; it does not establish that the government withheld records unlawfully, that a judge agreed with either side, or that the plaintiff ultimately obtained the records.
Prepare identifying details before you search
A precise search is easier when you collect every detail already available. Write down the plaintiff’s legal name, the agency or other defendant, likely filing dates, the state or district where the dispute may have arisen, and any case number or judge name mentioned in a news report or public statement. Government entities may appear under a formal department name rather than a familiar abbreviation, so preserve both versions.
Do not search only for a subject such as “records request.” PACER searches case information, and a distinctive party name is usually more useful. If an individual filed through a nonprofit or law firm, try the individual, organization, and opposing agency separately. Keep punctuation, initials, corporate endings, and spelling consistent, then try reasonable variants when a result is missing.
Find the federal court and case number
When you do not know the court
- Open the PACER Find a Case page and choose the nationwide Case Locator.
- Search using the party name and any other identifying detail you have, such as an organization, individual, or approximate filing information. Try the government agency’s formal name as well as a distinctive plaintiff name.
- Review the returned court, case number, case title, and basic status information. Select the result’s link to reach the more detailed case record.
The nationwide index updates daily; the Administrative Office of the U.S. Courts says its update occurs at midnight each day. That makes the locator useful for discovery across districts, but it may not show a filing made very recently. A complaint filed after the latest index update may appear first in the court’s own system.
When you know the federal court
- Use the court-specific search from PACER’s Find a Case page.
- Enter the case number or party information and open the matching docket.
- Check the docket’s latest entry and filing date before relying on the result as current.
A known-court search provides immediate local information, so it is the better route when you already know the district or appellate court. The practical distinction is discovery versus freshness:

Read the docket before opening documents
A federal case file contains a docket sheet and documents filed in the case. The docket is the chronological index: each entry generally shows an event number, filing date, document description, and links or references to the associated filing. Read the sequence first so you understand what happened before and after a particular motion.
What the docket can tell you
- When the complaint or petition was filed and when the case was opened.
- Whether the defendant answered, moved to dismiss, or sought another form of relief.
- When the parties filed motions, oppositions, replies, exhibits, and proposed orders.
- Whether the court entered an order, judgment, scheduling directive, or notice of appeal.
- Which entries are sealed, restricted, terminated, or otherwise unavailable to ordinary public users.
Use docket dates to reconstruct the procedural sequence, but do not treat a docket description as a substitute for the document. An entry labeled “motion to dismiss,” for example, identifies what was filed; only the motion explains the grounds, and only the court’s order tells you whether the motion was granted.
Open the filings that answer your question
For a public-records case, start with the complaint and any attached request, agency response, or correspondence that is publicly filed. Then read the answer or motion to dismiss, the opposition and reply, and orders addressing disclosure, stays, discovery, or summary judgment. A final judgment may resolve the case without describing every document the agency produced, so inspect later docket entries for notices of compliance or settlement-related filings when they exist.

Keep allegations, party arguments, and judicial findings distinct in your notes. A complaint’s statement that an agency violated a disclosure law is an allegation. A brief repeats a party’s legal position. An order records what the judge decided, and an entry stating that a motion was filed does not mean the court adopted its reasoning.
Read entries in context
A single docket line can be misleading when read alone. Pair each motion with the opposition and reply, then locate the order that resolves it. If an entry says a filing was terminated, look for the related amended filing or order rather than assuming the claim disappeared. If an entry references an exhibit, open the exhibit when it is available; factual details about a records request may be in an attachment rather than in the motion’s title.
Record the entry number and date in your notes. That citation lets you return to the same document, distinguish an amended filing from an earlier version, and explain whether a statement came from a litigant or from the court.
Try RECAP before paying for a filing
Search the CourtListener RECAP archive for the case number, party name, or a distinctive filing. RECAP stores PACER documents that users have contributed to its public archive, so a complaint, order, or exhibit may be available without a PACER charge.
RECAP coverage is not complete. A filing may be missing because nobody has contributed it, because it was restricted, or because the archive has not received it yet. Treat a search result as a possible free copy, not as proof that every docket document is present. If the document is absent, return to PACER for the official case record.

Compare the documents carefully when both services have a copy. The docket number, filing date, and document title should match the entry you are investigating. If a RECAP result does not correspond to the correct case, return to the docket and verify the case number before relying on it.
Track new docket activity with RSS when the court offers it
Some federal courts publish an RSS feed through their CM/ECF system. PACER’s FAQ explains how to receive case alerts using an RSS feed, but availability varies by court; do not assume every case has one.

- Subscribe to the feed using an RSS reader, following the court’s instructions for selecting a case or docket.
- Use the feed’s entry to see the summarized docket activity and its link to the underlying report or filing.
- Sign in to PACER when the linked docket report or document requires authenticated access.
An RSS alert is a notification mechanism, not a replacement for reading the filing. The summary can tell you that a motion, order, or other event occurred, while the linked document supplies the operative text. If the court has no RSS option, save the docket URL and check it manually on a schedule appropriate to the case.

RSS also does not remove access restrictions. A feed may identify a new event while the linked document remains sealed, redacted, or available only after PACER authentication. Treat the alert as a prompt to inspect the docket, not as the complete ruling.
Understand PACER fees before downloading
PACER’s homepage currently lists access at $0.10 per page. It lists a $3.00 cap for a single document and certain case-specific reports, and says that quarterly charges of $30 or less are waived. These are the posted figures viewed October 13, 2026, not a guarantee that future charges will remain identical.
For example, under that posted schedule, a 20-page document would calculate to $2.00, while a longer ordinary document would stop at the $3.00 cap. The cap is applied to the qualifying document or report, not automatically to every kind of search result. Keep a running total during a project so you know whether your account is approaching the quarterly threshold.

Check the live fee information at PACER before a search or download, especially if you expect many pages or are working near a billing-quarter threshold.
The $3.00 cap has exceptions. PACER identifies name-search results and transcripts among materials that are not covered by the cap. A search that produces a name index or a transcript can therefore cost differently from a normal document download.
Know what may not be visible online
Older federal files
The Administrative Office of the U.S. Courts says most federal case files created before 1999 remain in paper format. Depending on the record, access may require contacting the court or a Federal Records Center. Older files selected for permanent preservation may be held by the National Archives. A courthouse public-access terminal is another option for records retained at the court; viewing there is free, although printing carries a per-page charge.
For an older public-records dispute, ask where the particular file is held before assuming that a PACER search is exhaustive. A clerk can explain whether the file remains at the courthouse, has moved to a Federal Records Center, or is an archival record. If you visit a courthouse terminal, viewing is free, but budget for any pages you need to print.

Restricted and redacted material
PACER’s FAQ notes that personal identifiers are redacted and that some categories of documents may not be available to the general public. Examples include certain older bankruptcy and criminal filings and documents in Social Security and immigration cases. Sealed filings or restricted exhibits in a civil public-records case may likewise be absent from ordinary public view.

Redaction does not necessarily mean the entire case is hidden. A docket may remain visible while an exhibit or attachment is restricted. Conversely, a missing docket or document can reflect an access category rather than a defect in your search.
Do not infer that no lawsuit exists merely because an online search returns nothing. The record may be too new for the nationwide index, filed in a different court, stored off-line, sealed, or subject to a category-specific access limit.
What to do when the search fails
Check names and spelling
Verify the legal spelling of each party, including punctuation, initials, corporate suffixes, and the government agency’s formal name. Search a distinctive opposing party rather than a broad subject phrase. If the case was filed by an organization, try both its abbreviated and full names.
Change the search scope
If a single-court search finds nothing, use the nationwide Case Locator. If the locator produces no result but you have a credible filing lead, search likely districts individually and check whether the case may have been transferred, removed, or docketed under a related party name.
Ask the court or PACER
When the locator still does not find the case, contact the federal court where you believe it was filed. Court staff can explain records that are not visible online and can direct you to the clerk’s office, a public terminal, a Federal Records Center, or an archival source when appropriate. PACER’s help resources and Service Center can also address account, access, or billing problems. Use the court’s contact information rather than assuming that a failed search proves the case is nonexistent.

Once you have the correct docket, maintain a small case log so that alerts and entries remain understandable:
- Record the court, full case name, case number, judge, and the date you confirmed the docket.
- Save the docket entry number and document name for every filing you download; do not rely on a filename alone.
- Mark whether each item came from PACER or the RECAP archive and whether it is a docket description, a party filing, or a court order.
- After each new event, read the entry and then the underlying document before drawing a conclusion about what changed.
- Note deadlines, hearing dates, response dates, and appeal information exactly as stated in the court’s order.
This method prevents a common error: treating a notification, a party’s allegation, and a binding judicial order as equivalent. It also makes it easier to locate the specific filing later if the case generates many docket entries.
Use the case number whenever you communicate with the clerk or PACER Service Center. It is more reliable than a news headline or shortened case name. When you save a document, retain its original docket description and date alongside your own filename so an amended complaint, corrected order, or duplicate filing is not mistaken for a new event.

Frequently Asked Questions
What if I cannot find the case I am looking for?
Confirm the party spelling and formal agency name, try the nationwide Case Locator instead of a single-court search, and allow for the locator’s daily update cycle. If the case still does not appear, contact the likely federal court or PACER Service Center. A missing online result does not prove that no case exists.
How can I receive case alerts using an RSS feed?
Check the relevant court’s CM/ECF or PACER page for an RSS or case-alert option, then subscribe with an RSS reader according to that court’s instructions. Availability varies by court, and opening linked docket reports or filings may require a PACER login.
Is PACER the right place for a state public-records lawsuit?
No. PACER covers federal courts only. For a state, county, or local case, use that jurisdiction’s court-records system or clerk’s office.

Can I get a federal filing free?
Search CourtListener’s RECAP archive first. It may contain a free copy contributed by a user, but coverage is incomplete. If the filing is not there, PACER is the official access route under its posted fee schedule.
