If you need a safe place tonight, call 211 where available and ask for emergency shelter, coordinated entry, or local homelessness services. If you may lose your housing but still have a place to stay, contact local rental-assistance and legal-aid providers promptly; deadlines and eligibility depend on state and local rules. For longer-term options, contact your local Public Housing Agency and properties directly—an application or listing is not a guaranteed home.
This guide covers the United States. Shelter systems, tenant protections, program rules, and available housing vary by location, household, and circumstance. A national hotline or online directory can point you toward local providers, but only those providers can confirm current openings, intake steps, and eligibility.
If you need somewhere safe tonight
Call 211 where available and say plainly that you need a safe place tonight. Ask for the local process for emergency shelter, coordinated entry, and homelessness services. In most areas of the United States, 211 connects callers with local social services and emergency-housing referrals, according to USA.gov, the U.S. General Services Administration. USA.gov’s emergency-housing page, last updated April 15, 2026, says: “In most areas of the U.S., you can dial 211 to connect with local social services and get referrals for emergency housing.” USICH also directs people to 211 or 211.org for referrals. Neither a directory entry nor a referral confirms that a bed is open.

You can use your own words, for example: “I need a safe place tonight. What is the local process for emergency shelter or coordinated entry?” If you have a move-out or eviction date, say when it is: “I may lose my housing on [date].” These are suggested phrases, not a required script. Give a ZIP code or city if the referral specialist needs it to find local resources.

- Ask whether you should call a shelter directly, complete an intake, or go to a particular location—and whether intake is open now.
- Ask whether the route differs for families, young people, veterans, people with disabilities, or people fleeing violence.
- Before traveling, ask the provider about current openings, eligibility, required documents, accessibility, pets, household arrangements, and transportation.
- If 211 does not work or is unavailable, look for the local 211 office or contact the local Continuum of Care. HUD’s guidance directs people to local providers; HUD does not provide shelter or direct services itself.
The national guidance does not establish a universal shelter intake rule or show local bed availability. A provider must confirm its current process. If you are in immediate danger, contact local emergency services or an appropriate specialized hotline.
If you may lose your current housing but still have time to act
Start with the local office or provider that can address the immediate problem: rent, utilities, a notice from your landlord, or a court case. USAGov advises people seeking emergency rent assistance to contact their state, call 211, or search for state and local programs. Eligibility rules differ by state, and a government program may refer people who do not qualify to a nonprofit or community organization.
Look for rent or housing-stability assistance
When calling, describe the specific need—such as help paying rent, a deposit, or utilities—and give the date by which you need help if you know it. Ask what kinds of costs the program can cover, whether funds are currently available, how to apply, what documents it needs, and whether an application changes any landlord or court deadline. Do not assume that applying pauses an eviction case or prevents a scheduled lockout; the reviewed federal guidance does not establish such a nationwide rule.
Use direct, ordinary search terms that match your situation: “emergency housing,” “help paying my rent,” “I may be evicted,” “I need a shelter tonight,” “housing voucher,” “public housing,” or “affordable apartments near me.” If a search result points to a national or local directory, use it as a lead, then contact the provider to verify what is offered now. A search result or referral is not approval for assistance.
If you have received eviction papers or a court date
Treat the matter as time-sensitive. Contact local legal aid or a tenant hotline promptly, and follow the instructions on the papers while you seek advice. Deadlines, defenses, notice requirements, and the effect of a pending assistance application depend on state and local law; there is no single nationwide deadline or defense in the federal guidance summarized here. Do not ignore a notice, assume you must leave immediately, or rely on a rental-assistance application alone to protect your rights.

Local prevention efforts may combine rent assistance with legal aid, case management, or landlord-tenant mediation. Ask whether these services are available in your area. A HUD participating housing counseling agency can also provide advice about your housing situation. People with disabilities who need legal help can contact the National Disability Rights Network member for their state or territory.
Acting early can give you more time to ask about separate options, but it does not guarantee that assistance is available or that a legal deadline will change. The U.S. Interagency Council on Homelessness reported in its December 3, 2024 eviction-prevention spotlight that Treasury had invested more than $46 billion in emergency rental assistance and made more than 12.3 million payments to households at risk of eviction. That is a retrospective figure for a federal program, not evidence that a particular local program has money today. Confirm current funding and timing with the provider.

How the main housing options differ
These paths solve different problems. An emergency referral is about immediate safety; rental aid may help keep or obtain housing in the short term; subsidized housing and affordable-property searches are longer-term routes. None of the national sources guarantees a placement, eligibility outcome, vacancy, or timeline.
| Option | What it is for | Where to start | What to confirm |
|---|---|---|---|
| Emergency shelter or coordinated entry | An immediate safe place or a local assessment/referral into homelessness services. | Call 211 where available, or contact the local Continuum of Care or provider. | Whether intake is open, whether a bed or placement is available, eligibility, household fit, accessibility, and travel arrangements. |
| Short-term rent or housing assistance | Help with a housing cost such as rent, a deposit, or utilities, depending on the local program. | Contact the state or local program, 211, or a local nonprofit referral. | What expenses it covers, funding and eligibility, required documents, timing, and whether legal deadlines continue separately. |
| Public housing | Housing administered through a local Public Housing Agency for eligible applicants. | Contact the local Public Housing Agency. | Local eligibility, application steps, waitlist status, documents, and how to check the status of an application. |
| Housing Choice Voucher | A subsidy administered by a local Public Housing Agency for eligible applicants; the agency determines eligibility. | Contact the local Public Housing Agency. | Whether applications are being accepted, local rules, waitlist status, and how to find a property that will accept the voucher. |
| Affordable-property search | A way to identify properties to contact, including properties that may offer lower rent based on income or may accept vouchers. | Use HUD’s affordable housing locator, then contact property management directly. | Actual vacancies, rents, property-specific eligibility, whether vouchers are accepted, and the application process. The locator does not show vacancies or waitlists. |
It can help to keep these routes distinct when making calls. A shelter referral addresses immediate safety; short-term assistance may address a particular expense; a housing counselor can advise about your situation; legal aid can address local tenant-law questions; and an application to a Public Housing Agency or property is a longer-term housing route. One service does not automatically provide the others, so ask which need the contact can address and where to go for the rest.
Find longer-term housing and track each application
For public housing or a Housing Choice Voucher, start with the Public Housing Agency serving your area. HUD says these agencies administer the programs and determine applicant eligibility. Ask whether applications are open, how to apply, whether there is a waitlist, and how the agency communicates updates. The process and timing are local.

Contact management directly to verify the rent, eligibility, availability, and next steps.

Housing applications often involve several separate offices and properties. A paper notebook or private digital note can help you keep the next step clear. For each contact, record:
- Agency or property name, phone number, and address or website.
- Date you called or applied, and any confirmation or reference number.
- Documents requested and how the provider wants to receive them.
- The staff contact or department, if provided, and the date you were told to follow up.
- The next action you need to take, such as returning a call or checking an application status.
Ask before sending sensitive documents by email, text, or an online form. Use the provider’s verified contact details and its stated submission method. If you cannot use the internet, ask the office whether it accepts applications or follow-up by phone, mail, or in person; availability of those alternatives is local.
Specialized help for particular situations
Some national services are designed for specific needs. When calling a local provider, also explain household or access needs that affect a safe placement. Ask for accessible shelter or communication accommodations where needed.
| Situation | Contact or route | What it offers or how to use it |
|---|---|---|
| Veterans | National Call Center for Homeless Veterans: 1-877-424-3838. | USAGov describes the support as free, confidential, and available 24 hours a day. USICH also lists the center. |
| Youth or a young person needing a safe place | National Runaway Safeline: 1-800-786-2929. | USAGov says it offers free, confidential support around the clock and transportation home or to other safe, stable housing. |
| Domestic violence | National Domestic Violence Hotline: 1-800-799-SAFE (7233). | USICH lists this hotline. If there is immediate danger, HUD advises contacting emergency services or a national hotline. Avoid leaving or sharing a safety plan where an abusive person could see it. |
| Human trafficking | National Human Trafficking Hotline: 1-888-373-7888; text 233733. | USICH lists both contact methods. |
| Disability-related legal need | Contact the National Disability Rights Network member in your state or territory. | USAGov directs people with disabilities who need legal help to their state or territory member. Tell local providers about accessibility or communication needs. |
| Tribal housing | Contact your tribe or tribally designated housing entity. | HUD directs people seeking housing assistance on tribal lands to these local tribal channels. |
How to compare referrals and programs
When you have more than one possible route, compare the details that determine whether it can help your household in time—not just whether a program appears in a search result.

- Urgency: Is the need for tonight, before a court date, or for a longer-term move? Ask when intake happens and when assistance could realistically begin.
- Eligibility and documents: Ask who can apply, what proof is required, and whether there are household-specific rules. Do not assume another city or program uses the same criteria.
- Type of help: Confirm whether the service is a bed, temporary placement, rent or deposit assistance, utility aid, legal representation, counseling, or a subsidized unit. A referral to one service is not the same as receiving another.
- Duration and follow-up: Ask how long assistance lasts and whether case management or follow-up is included.
- Fit and safety: Consider household composition, accessibility, location, transportation, pets, and any safety concerns. Ask the provider what it can accommodate.
- Confirmed availability and next step: Ask whether the provider has an opening or funds now, what action you must take, and how you will know whether you have been accepted.
National guidance does not rank these options or promise access. The local provider is the source for current availability, rules, and application instructions.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why acting early matters—and what national figures do not tell you
Housing instability is widespread, but national and program-level figures cannot predict whether an individual will qualify or find an opening. In a December 3, 2024 eviction-prevention spotlight, the U.S. Interagency Council on Homelessness reported an estimate of 3.6 million eviction occasions in a typical year and said more than 70% of extremely low-wage households spend over half their income on rent. The same spotlight reported that every $100 increase in median rent was associated with a 9% rise in homelessness in a study of the 20 largest Continuums of Care; association does not establish that the rent increase caused the measured change.
The spotlight also described outcomes from particular programs: 95% of households served by Minnesota’s Family Homeless Prevention and Assistance Program remained permanently housed after intervention, while 1% became homeless within 12 months; 97% of people served by A Way Home for Tulsa exited programs to permanent housing destinations during FY 2023; and Massachusetts’ Tenancy Preservation Program prevented 80% of eligible households from becoming homeless in the last year described, whose calendar year the report passage did not identify. These are local or program-specific results, not a general success rate or promise of an outcome for a caller.
As a retrospective federal figure, the spotlight also said Treasury invested more than $46 billion in emergency rental assistance and made more than 12.3 million payments to households at risk of eviction. That figure describes a past federal program effort; it does not establish that a current local program has funds. Use current local confirmation to decide what help is available now.

What should I do first if I need housing tonight?
Call 211 where available and ask for emergency shelter, coordinated entry, and local homelessness services. What if there is no 211 service where I live?
Try the local 211 office lookup or contact your local Continuum of Care and homelessness-service providers directly. HUD is not a direct shelter or service provider, so local organizations must confirm intake routes and current availability.
Can an emergency rent-assistance application stop an eviction?
Do not assume that it will. Contact local legal aid or a tenant hotline promptly if you have eviction papers or a court date, and follow the instructions on the papers while you seek advice. Deadlines and the effect of an application depend on state and local law.
How do I find public housing or a Housing Choice Voucher?
Contact the Public Housing Agency serving your area. HUD says local agencies administer these programs and determine eligibility. Ask whether applications are being accepted, what the local application process requires, whether there is a waitlist, and how to check for updates.
