To find a proposed data center or related power project in the United States, start with the parcel and the government that controls it. Then search local planning records, follow state utility and interconnection dockets, check transmission proceedings, and use federal energy datasets only for context. A map or project tracker is a lead—not proof that a project is approved, financed, or being built.
The most reliable identifier is an official case or docket number tied to a parcel, route, applicant, and current filing. The workflow below shows how to find that record, verify what stage the project has reached, and identify deadlines that still allow public comment.
What you can—and cannot—learn from public records
“Planned” can describe very different situations: a rumor, a developer’s concept, a zoning application, a utility interconnection request, an approved permit, an active construction site, or an operating facility. Those stages are not interchangeable. A project can appear in a utility filing before it has land-use approval, or in a planning agenda before the developer has secured power.
Public records can usually establish:
- the parcel or proposed transmission route;
- the municipality, county, or special district with authority;
- the applicant, developer, utility, and project names;
- the application, docket, or permit number;
- filing, hearing, and decision dates;
- the latest stated status and any open comment period; and
- related zoning, environmental, construction, interconnection, or transmission proceedings.
No single database is a complete national census. Trackers publish changing inventories and may omit projects, use different definitions, or lag behind official decisions. The controlling record is the current filing held by the responsible local, state, or federal office.

Step 1: Pin down the parcel and jurisdiction
Begin with the exact location, not a city name in a news story or map pin. A project described as being “near” a city may sit in an unincorporated county, another municipality, or a special planning area. That changes which office accepts applications and where hearings are posted.
Use the official parcel or assessor map
- Open the county assessor, property appraiser, or municipal parcel viewer.
- Search the street address, owner, tax account, or parcel identification number.
- Record the parcel number exactly as displayed, including formatting or leading zeros.
- Note the municipality, unincorporated status, zoning district, planning area, and adjacent parcels.
- Save the map’s jurisdiction and the assessor’s legal description; both can help when a project uses a shell company or a nearby mailing address.
Also mark the likely footprint of substations, access roads, water facilities, and transmission corridors. Utility infrastructure may be on a different parcel from the data center, and a route can cross several jurisdictions.
Identify the controlling land-use office
For a city parcel, the planning or community-development department is usually the first stop. For an unincorporated parcel, the county planning department may control zoning, conditional-use approvals, site plans, and hearings. Regional authorities, airport districts, redevelopment agencies, and other special entities can have additional review power. Confirm the office from the parcel record rather than assuming the nearest city is responsible.
Step 2: Search local planning and permit records
Local land-use files are often where a data-center proposal first becomes visible to the public. Search the planning department’s application portal, zoning-case database, planning-commission calendar, zoning-board agenda, staff-report archive, hearing-notice page, and meeting-minutes repository. Some offices split these records across several systems.
Search more than “data center”
Run separate searches for:
- the street address and parcel number;
- the applicant, developer, property owner, and known utility;
- the project’s public name and any abbreviated name;
- the shell company listed in a deed or application;
- case types such as rezoning, comprehensive-plan amendment, conditional use, special exception, site plan, subdivision, development agreement, or variances; and
- infrastructure terms such as substation, electrical yard, generator plant, transmission line, large load, battery storage, water use, or industrial campus.
A filing may describe the facility as a warehouse, technology campus, cloud-computing facility, industrial building, or “mission-critical” development instead of using the words data center.
Read the whole case file
Open the application, site plan, staff report, attachments, traffic or environmental studies, hearing notice, decision, and meeting minutes. The staff report often states the proposed building area, equipment yards, generators, cooling systems, noise controls, water demand, landscaping, and conditions of approval. The site plan can reveal a substation or transmission connection that is not mentioned in a headline.
Record the official case number and the date of the newest document. If the portal has an “inactive,” “withdrawn,” or “archived” label, check the minutes and decision documents before treating that label as final; a revised application may have a new number.

Step 3: Follow construction, environmental, and development approvals
Land-use approval does not by itself authorize every part of construction or operation. Search the building department for site-development, grading, demolition, building, electrical, mechanical, and fire permits. Look for stormwater, erosion-control, air-quality, wastewater, water-use, wetlands, or other environmental permits required in that jurisdiction.
Search local agendas for development agreements, infrastructure agreements, tax or incentive arrangements, road dedications, utility easements, and agreements with a county or municipality. These documents can contain schedule commitments, capacity obligations, or conditions that are absent from the zoning file.
Use the applicant’s legal name and parcel number in each system. A permit may identify a contractor or special-purpose entity rather than the brand name used in public announcements. Treat a permit application as evidence that someone requested authorization, not evidence that the permit was issued.
Step 4: Search utility and state commission proceedings
Large data centers commonly require new electric service, transmission upgrades, substations, or special rate arrangements. Search the state public utility commission or public service commission, the serving utility’s regulatory filings, and the utility’s planning or project pages.

Terms that uncover power-related filings
- the utility name, developer name, and project name;
- large load, new load, load growth, or economic-development tariff;
- interconnection, transmission service, distribution upgrade, or facilities study;
- substation, switchyard, feeder, transformer, or transmission line;
- integrated resource plan, load forecast, capacity, generation, or reliability;
- special contract, tariff, cost allocation, or service agreement; and
- public meeting, intervention, hearing, or comment notice.
When you find a proceeding, capture the docket number, filing date, assigned utility, applicant, and the latest order or filing. Use that docket number for every later search. Commission portals often provide an electronic filing history, and the newest document may change the project description or schedule.
Understand what a utility docket proves
A utility docket can show that a customer requested service, that the utility is studying an interconnection, or that regulators are reviewing a tariff or cost allocation. It does not automatically prove that a data center has zoning approval, that construction can begin, or that the facility will operate. Match the docket to the parcel and local case before drawing a conclusion.
Step 5: Check transmission siting records
Most transmission-line siting authority rests with states, not the federal government. Search the state utility commission, state energy office, environmental agency, and any state or regional siting board for route applications, certificates, environmental reviews, and hearing notices.

The Federal Energy Regulatory Commission (FERC) has a limited role in specified circumstances, including projects involving National Interest Electric Transmission Corridors. FERC’s eLibrary provides public project materials by docket number. A federal proceeding can include notices, pre-filing documents, environmental-review materials, formal applications, and opportunities for public participation.
Search the proposed route, endpoint substations, utility, and project sponsor—not just “data center.” Transmission filings may describe a line as a reliability, network-upgrade, or regional-planning project. Read route maps and exhibits to determine whether the line actually serves the facility you are investigating.
Step 6: Use federal energy datasets for context
Power plants: EIA-860 and EIA-860M
The U.S. Energy Information Administration’s EIA-860 annual survey covers U.S. electric power plants with at least 1 megawatt of nameplate capacity. EIA-860M provides monthly updates. These datasets can help identify existing and reported generating facilities near a proposed campus, but they are not a registry of data centers and may not capture every behind-the-meter generator at the time you are searching.
Transmission lines: HIFLD
EIA directs readers to the Homeland Infrastructure Foundation-Level Data (HIFLD) transmission-line data for geographic context. Use the line layer to understand nearby corridors and endpoints, then verify the project in state or utility filings. A mapped line may be existing, proposed, retired, or represented at a generalized location depending on the dataset.
Substations: a documented gap
EIA’s official FAQ states: “EIA and HIFLD do not publish the location of electric substations.” Do not treat the absence of a substation in those datasets as evidence that none exists or is planned. Use utility filings, commission exhibits, local site plans, assessor parcels, environmental documents, and hearing materials instead.

Public project trackers can save time by collecting announcements, parcels, filings, and links in one place. They are useful for generating search terms and spotting a project you might otherwise miss. Their geographic coverage, update frequency, and inclusion rules vary, so an inventory count is not a national total.

- the exact project and applicant name;
- the parcel, route, or service territory;
- the local case number or state utility docket;
- the latest filing, order, or meeting record;
- the current stage—rumored, filed, under review, approved, under construction, or operating; and
- any open hearing, intervention, or comment deadline.
A tracker entry without a matching official case may reflect an announcement, an early concept, an outdated proposal, or a project outside the tracker’s coverage.
How to classify the project’s actual stage
Use the strongest document you can find, and write down its date. The labels below are practical descriptions; legal effects differ by jurisdiction.

Keep separate records for the data-center building, generation equipment, substation, transmission line, water infrastructure, and road work. They may have different applicants, agencies, schedules, and approval stages.

When several proposals appear near one another, create a worksheet with one row per project and these columns:
- official project and applicant names;
- owner and shell-company names;
- parcel numbers and municipality or county;
- local case number and issuing authority;
- utility, commission docket, and interconnection reference;
- transmission route or substation reference;
- filing, hearing, and decision dates;
- current stage and the document supporting it;
- related environmental, construction, or development-agreement permits; and
- next deadline, meeting date, or appeal period.
Use the official case or docket number as the linking key. Similar project names, adjacent parcels, and the same developer can otherwise cause records to be combined incorrectly.
Search strings that work
Combine a precise location with a land-use or utility term. Examples include:

Once you locate a case, stop relying on broad web searches and search the agency portal by its case or docket number. That produces a cleaner chronology and reduces the risk of following an old article after the official proposal has changed.

What to do when records are missing or contradictory
The address returns nothing
Try the parcel number, owner, neighboring parcels, unincorporated county records, and the project’s legal entity. Search planning-commission agendas and minutes manually if the portal’s keyword search is incomplete.
The tracker and agency disagree
Use the newest official filing or order, and note the date and issuing authority. Keep the tracker as a lead in your notes, not as the project’s status.
The utility filing has no data-center name
Search the customer, developer, load amount, substation, tariff, and service territory. Review confidential-information notices and public exhibits; the public record may identify the facility indirectly.

Determine whether the line is existing, conceptual, or proposed in that dataset. Then search the state siting authority and utility docket for a route filing or certificate.
A hearing deadline is close
Read the official notice for the required submission method, deadline time zone, docket number, and standing or intervention rules. Save a copy of the notice and confirm receipt through the method specified by the agency.
A verification checklist before you call a project “planned”
- Have you identified the exact parcel or route?
- Have you confirmed which municipality, county, or special authority controls it?
- Did you search the address, parcel number, developer, owner, project name, and shell company?
- Did you locate a current local case, permit, state docket, or federal proceeding?
- Can you state the applicant, utility, case number, and newest filing date?
- Did you separate the building from its substation, generation, transmission, water, and road projects?
- Have you checked whether a hearing, comment, intervention, or appeal deadline remains open?
- Are you describing the stage supported by the record rather than a tracker label or announcement?
If any answer is no, describe the item as unverified or reported rather than approved or under construction. Recheck the controlling portal before publishing, sharing, or acting on the information because schedules and applications can change.
