Start with the planning authority responsible for the property—not a general web search. Identify the parcel, search that city or county’s official planning and zoning records by address and case number, then check the hearing body’s latest agenda and notice. Applications may be filed as rezoning, site-plan review, a conditional-use request, or another land-use action rather than under the words “data center.”
1. Identify the parcel and the government that controls it
Begin with the proposed site’s street address or parcel number. Confirm whether the property falls under a city, county, regional authority, or another planning jurisdiction; boundaries do not always match mailing addresses. On the responsible government’s website, look for planning, zoning, permitting, and geographic information system (GIS) pages.
GIS maps can help confirm parcel boundaries and zoning, but a map is not necessarily the application record. Jacksonville’s Current Planning Division, for example, describes GIS zoning and future-land-use layers and provides a land-use and zoning application portal: Jacksonville Current Planning Division.

Use the jurisdiction’s official case or permit portal. Search broadly, since a filing may not use the phrase “data center.” Try combinations of:

- “data center” and “data centre”
- The site address and parcel number
- The applicant, developer, or property owner name
- Any case, permit, or file number mentioned in a notice or project page
- The likely land-use action: rezoning, planned development, conditional or special use, site plan, major project, or environmental review
San José publishes a data-center application list and directs users to search by permit file number: San José data-center applications. Cincinnati’s example shows why action-based searches matter: data centers may be addressed through zoning studies and overlay rules, not just a project-name listing: Cincinnati data-center zoning information.
3. Read the official case record
When you find a likely match, note its case number, address, applicant, filing date, project description, reviewing body, and current stage. Confirm that the parcel and proposal actually match the project you are tracking; similar names or nearby sites can lead to the wrong record.

Download available materials from the official record, including the application, site plans, staff reports, environmental documents, hearing notices, and decisions. Some government project pages organize documents by review stage. NSW’s Project Pluto page is one such project-level example: NSW Project Pluto. NSW is an Australian jurisdiction, so its planning structure is not a substitute for local U.S. procedures.
4. Find the hearing on the responsible body’s own page
The case portal and the hearing calendar may be separate. Look at the case record to identify the reviewing body, then search that body’s official page for its latest agenda and hearing notice. Depending on local law and the application, the body might be a planning commission, zoning board, county commission or board of supervisors, city council, or another authority.

Check the agenda and notice for the meeting date, location or remote-access details, public-comment instructions, and any deadlines. Fairfax County’s hearing resource links schedules, staff reports, current cases, and an interactive map with case summaries and hearing dates: Fairfax County land-use hearings and case information.
5. Verify the date and status close to the meeting
Treat a project list or search result as a lead, not proof that a hearing is still scheduled or that a permit’s status is current. Recheck the case page, the newest official hearing notice, and any revised agenda shortly before relying on a date. San José says its application list updates monthly and may not reflect current permit or project status: San José data-center applications. 6. Request records or hearing details that are missing online
Contact the planning department or clerk and ask for the complete case file using the case number, address, or parcel number. If you have not found the right hearing page, ask which body has jurisdiction and where it posts notices, agendas, staff reports, and recordings. Jacksonville says records not posted on its website remain available through its public-records request center: Jacksonville Planning Commission and public records information.

7. Check for zoning changes that affect the review
Track rules that are separate from the individual application. Search the jurisdiction’s planning pages and meeting records for zoning text amendments, interim controls, moratoria, and comprehensive-plan changes. These can affect whether applications are accepted or how they are reviewed, and they vary by place and date.

For local examples, Calvert County’s data-center page covers development review and records a moratorium adopted August 18, 2026: Calvert County data-center information. Cincinnati’s zoning study and overlay are another example of local rulemaking: Cincinnati data-center zoning information. These examples do not establish rules for other jurisdictions; check the current local page and official notices.
A quick search checklist
- Confirm the parcel and responsible planning jurisdiction.
- Search the official portal by project terms, address, parcel number, applicant, and case number.
- Search land-use action names as well as “data center.”
- Save the case identifier and review the application documents and staff reports.
- Use the case record to identify the hearing body; check its latest agenda and notice.
- Recheck dates and status near the meeting, and request the case file if records are missing.
There is no single portal that covers every proposal. The right channel depends on who controls the parcel, how the application is classified, and which body handles the decision. A state-level planning portal may also help where one exists; for example, the NSW Planning Portal organizes proposals by stage and explains that local environmental plans guide land-use decisions and development controls: NSW Planning Portal. That is an Australian example, not a universal procedure.
