Start with the site’s street address and county, then search three record systems: TCEQ for environmental authorizations and applications, TDLR’s TABS database for architectural-barriers project registrations, and the city or county with land-use and building jurisdiction for local approvals. Search by alternate identifiers—such as facility, owner, project, permit, and parcel or appraisal-district number—and verify whether each result is an application, notice, registration, or issued authorization. No single database provides a complete construction file for an industrial site.
1. Establish the site’s location and local jurisdiction
Write down the street address, city, county, and parcel identifier, if available. A city name in a mailing address does not establish that the parcel is inside that municipality or that the city issues its local approvals. Check the parcel’s location and municipal limits before choosing a local records portal.
The county appraisal district (CAD) number can help match a record to a parcel. Treat it as an identification aid, not evidence that a project has a construction approval.
2. Search TCEQ for environmental permits and applications
The Texas Commission on Environmental Quality (TCEQ) is the statewide starting point for environmental authorizations. Its Permit Search Portal is a map-based search of regulated activities. Search using the address, city, ZIP code, or county, then try the facility or operator name, industrial activity, and any known permit or registration number. The portal includes status filters for new applications, issued permits, and renewals or amendments.

Do not stop at one result or one search term. A record may be indexed under a facility name, legal owner, operator, or permit identifier instead of a public-facing project name. TCEQ’s “Pending Permit Applications: Documents and Information” page covers pending matters and related public notices and plain-language summaries across several programs, including air, solid waste, water quality and wastewater, water rights, radioactive materials, and underground injection control. For other status or facility records, TCEQ also points users to its broader Status of Permits and Applications path, the Commissioner’s Integrated Database, and the Central File Room.
Choose the air-permit search path by program and date
Air authorizations are not a single permit type. Depending on the source and emissions, a facility may use a de minimis determination, permit by rule, standard permit, case-by-case New Source Review (NSR), or a Title V operating permit. TCEQ’s Air Permitting page provides status and document links for NSR authorizations and Title V operating permits. Review the actual permit documents to determine which sources and equipment are covered.

As of October 13, 2026, TCEQ’s specified NSR case-by-case and standard-permit applications and public-notice materials processed on or after August 31, 2026, are handled through the Permit Search Portal. The older Pending Air Permits page continues to cover records that reached the relevant notice or completeness stages before that transition date and also lists Title V materials. If a search appears to come up empty, check the program and processing date before concluding that a record is missing.
TCEQ’s Air Permitting page says applications requiring public notice that were received on or after November 1, 2022, must include a Public Involvement Plan form when applicable. If a portal result identifies an application but does not expose all its documents, check the Central File Room and the agency’s application-status tools.

3. Search TDLR TABS for a project registration
The Texas Department of Licensing and Regulation’s TABS Project Search can provide project-level details that are useful when tracing a proposed or registered project. It is an architectural-barriers project registration system, not a universal building-permit database or environmental authorization system.
Use the search filters that fit what you know: project number or name, facility, owner, designer, address, city, county, or registration date. Depending on the record, details may include scope, work type, estimated construction dates and cost, square footage, status, owner, design firm, and a County Appraisal District number. Treat estimated dates and costs as estimates, and confirm the record’s status and scope in the relevant agency and local files.

4. Check local building, development, and land-use records
For building permits, site plans, zoning cases, and local development approvals, search the official portal for the city or county with jurisdiction over the parcel. Also check planning commission, zoning-board, and council agendas. Depending on the project, fire, public works, utility, and stormwater records may be held separately.

5. Keep each record type and status distinct

Use the status shown by the record, not a broader inference. An application documents a request; a public notice documents a notice stage; a registration documents entry in that registration system; and an issued authorization documents an agency decision. Those states are not interchangeable. A permit’s scope and conditions must be read from its documents.
6. Cross-check identifiers and create a dated record trail
- Start with the parcel: record the address, county, local jurisdiction, and CAD number if available.
- Search state records: check the TCEQ Permit Search Portal and applicable pending-permit, air-permit, status, and facility-document paths; search TDLR TABS using the available project and location filters.
- Search local records: use the responsible city or county’s building and development-services portal, then check planning and other relevant public-agency records.
- Repeat with alternate names and identifiers: try the legal owner, operator, facility, project, permit number, and parcel/CAD number when an initial search returns little or nothing.
- Log each result: record the agency, record or permit number, applicant or owner, facility address, status, filing or registration date, decision date, scope, linked documents, and source location. Keep proposed dates and estimated costs separate from actual decision or completion dates.
For a comparison between two sites or records, use the same fields for each: jurisdiction and agency; record type and permit program; status; applicant, legal owner, and operator; address and scope; filing, notice, decision, and estimated construction dates; permit number and supporting documents; and whether a value is an estimate, registration detail, or final authorization. For air permits, compare source and equipment scope and emissions conditions when the documents provide them.
What TCEQ’s air-permit review targets mean
TCEQ’s January 2026 air-permitting fact sheet gives target review time frames. These are agency targets, not guarantees for an individual application and not estimates of construction duration. The fact sheet measures issuance days from receipt of the application to final action.

TCEQ also describes a 30-day public-comment period after publication for certain NSR cases; some cases may require a second notice and sign-posting period. These are parts of the permitting process, not a promise of when a project will be built.
If you find no result
A missing search result does not prove that no project or approval exists. The project may be indexed under a different owner or facility name, belong to another agency’s system, fall outside a portal’s covered programs, or have documents that are not posted online. Broaden the identifiers, verify the local jurisdiction, and contact the responsible agency or clerk about its records-request process when needed.
