Brazilian game studios can pursue three different kinds of public support: non-repayable grants and calls, tax-incentive fundraising, and repayable audiovisual credit. The right route depends on your legal status, project stage, domicile, budget, rights, and whether you can meet local-spending and accountability rules. Federal options include PRONAC (Lei Rouanet), Ancine and the Fundo Setorial do Audiovisual (FSA), while state and municipal programs such as São Paulo’s ProAC and Rio de Janeiro’s Pró-Carioca have offered dedicated game lines. Approval is not the same as receiving cash: tax-incentive projects still need sponsors, and every mechanism has its own notice, contract and reporting requirements.

Start by identifying the kind of support you need

Before searching for a notice, classify the financing you are seeking. Brazilian cultural policy uses different legal mechanisms that can look similar in headlines but work very differently in practice.

Mechanism How money reaches the project Typical decision point Main risk for a studio
Direct grant or public call A public body selects projects and pays according to the notice and contract. The support may be non-repayable, subject to deliverables. Merit, eligibility, budget, cultural criteria and available appropriation. Missing a formal requirement, deadline or deliverable can lead to disqualification or repayment.
Lei Rouanet (PRONAC) The Ministry of Culture approves a project to raise sponsorship using tax incentives. Sponsors decide whether to commit funds. Project admissibility and approval, followed by fundraising. Approval does not guarantee that the approved amount will be raised.
Lei do Audiovisual Qualifying investors or sponsors use an authorized tax treatment for approved Brazilian independent audiovisual works. Legal eligibility and Ancine operating rules, including any game-specific rules. Game procedures are not yet fully defined in the current federal guidance.
FSA/PRODAV Ancine-administered calls and financing lines can provide direct support or credit. Instruments may be non-repayable or repayable. Compliance with the specific call, financing line and audiovisual-chain criteria. Credit creates repayment obligations; calls can impose detailed rights, delivery and reporting conditions.
State or municipal call A state or city cultural or audiovisual fund awards money to eligible proponents in that jurisdiction. Local domicile, execution, cultural and administrative rules in the notice. A national studio may be ineligible if it cannot prove the required local connection or spending.

Use the words “grant,” “tax incentive,” and “credit” precisely in your internal plan. A tax-incentive approval is a permission to raise money under a tax regime, not a public transfer that arrives automatically. A loan can be easier to access than a competitive grant but must be repaid, usually with financial covenants and evidence of use.

Federal routes for Brazilian game projects

MinC, PRONAC and Lei Rouanet

Law 8.313/1991 created the National Program for Cultural Support (PRONAC), commonly called Lei Rouanet. The Ministry of Culture’s game guidance identifies PRONAC as an available instrument for game developers. A studio submits a cultural project, seeks approval and then approaches companies or individuals that may sponsor it using the law’s tax-incentive framework.

The practical sequence is therefore two-stage:

  1. Project approval: demonstrate that the proponent, project, budget and cultural framing satisfy the current PRONAC rules.
  2. Fundraising: obtain signed commitments and actual deposits from eligible sponsors within the authorized period, following the official account and documentation rules.

Do not budget as if the approved ceiling were guaranteed revenue. A project can be legally approved yet raise only part of the authorized amount or none at all. Your financing plan should identify prospective sponsors, the value sought from each, the date of each approach and the fallback scope if fundraising is incomplete.

The Ministry of Culture’s current announcement names a planned “Rouanet Games” initiative: “O Rouanet Games apoiará a busca de patrocínio para desenvolver jogos brasileiros pela Lei Rouanet, em parceria com empresas públicas.” That statement describes a policy implementation announced by the ministry; it does not replace the live PRONAC regulations or a published call. Confirm when the program is operational, which proponents qualify and what forms are required before relying on it.

Lei do Audiovisual

The consolidated Lei do Audiovisual, as amended by Law 15.132/2025, extends qualifying deductions for sponsorship of approved Brazilian independent audiovisual works through fiscal year 2029. The extension is enacted, but the treatment of games still depends on Ancine’s operating rules.

The Ministry of Culture’s 2026 announcement states: “Os projetos de jogos poderão captar investimentos com incentivos fiscais da Lei do Audiovisual, conforme regras a serem definidas pela Ancine.” This is an important distinction. The general law provides the statutory framework, while the game-specific classification, eligible expenses, documentation and submission path remain subject to Ancine definition. A studio should not assume that a film or television workflow automatically applies to an interactive title.

When evaluating this route, document the following before committing investor money:

  • Which legal entity is the independent Brazilian producer or rights holder.
  • How the project meets Brazilian cultural-content and ownership requirements.
  • Whether the current Ancine notice accepts the project stage you are financing.
  • Which investor deductions, limits and deadlines apply in the relevant fiscal year.
  • How revenue, intellectual-property rights and exploitation territories are allocated.

Because the law is time-sensitive, record the fiscal year and the exact Ancine instrument used in your financing file. A rule valid for a 2026 submission may not be the rule for a later fiscal year.

FSA and PRODAV

Ancine describes public calls, notices and FSA financing lines as direct support mechanisms. The Fundo Setorial do Audiovisual serves several parts of the audiovisual chain and may use non-repayable support or repayable instruments, depending on the line. The Ministry of Culture’s opportunity guide identifies PRODAV 14 as a game-development line.

Read each FSA notice as a separate product. One line may target development, another production or commercialization, and a financing line may require repayment even when a nearby call offers a non-repayable award. Check the permitted project stage, minimum and maximum budgets, rights requirements, recoupment or repayment provisions, matching funds, delivery milestones and audit rules.

A 2026 federal announcement proposes reducing the minimum FSA loan from R$500,000 to R$150,000 and reducing the spread from TR + 2% to TR + 0.5%. It also says the 2026 FSA plan includes R$460 million in audiovisual credit, including games. These are announcement-level measures until an implementing rule and call establish the effective terms. Do not present the proposed figures as universally available loan conditions.

What the current game guidance says about caps and documents

The Ministry of Culture’s “Game é Cultura; Game é Audiovisual” manual identifies PRONAC and FSA routes for game developers. An accompanying opportunity guide covering 2024–2025 instruments reports a R$1.5 million cap and requirements connected to a Game Design Document (GDD). Treat both points as guidance tied to those instruments: the current notice controls the amount, format and eligibility for a new application.

A GDD is more than a marketing pitch. It should let evaluators understand what will be built, how it will be built and how success will be demonstrated. A useful submission normally includes:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Core loop, genre, audience, platform and technical target.
  • Feature scope, levels or content plan, progression, monetization and accessibility design.
  • Visual and audio direction, references and evidence of original or licensed rights.
  • Prototype status, technical risks and the work needed to reach the next milestone.
  • Milestone schedule tied to playable builds, tests, certification or release deliverables.

Pair the GDD with an itemized budget rather than a single headline figure. Separate labor, outsourcing, software and hardware, localization, audio, quality assurance, legal services, accessibility, marketing, travel, taxes and contingency. Show the calculation behind each line and identify which costs are eligible under the notice.

How to search for an open opportunity

1. Define the applicant and project before searching

Write a one-page eligibility brief containing the Brazilian legal entity or individual proponent, state and municipality, project stage, team, ownership chain, target platforms, total budget, requested amount, planned execution location and intended release or delivery date. Calls differ on every one of these conditions. A foreign company with a Brazilian contractor is not automatically the same as an eligible Brazilian proponent.

2. Use the federal sources first

Check the Ministry of Culture’s current game manual and PRONAC information, then review Ancine’s current fomento pages and FSA notices. Search separately for “PRONAC,” “Lei Rouanet,” “Lei do Audiovisual,” “FSA,” “PRODAV” and “jogos eletrônicos.” Save the notice PDF, annexes, FAQ, amendment history and submission receipt. A summary page is not enough when an annex changes a deadline or document requirement.

3. Verify whether the instrument is open, enacted or only announced

Maintain three status labels in your opportunity tracker:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Open: a published notice has a current submission window.
  • Enacted but not necessarily open: the law or regulation exists, but no current call may be accepting applications.
  • Announced or planned: a ministry has described an intended initiative, funding level or rule change, but implementation documents are still pending.

The proposed 2026 FSA loan changes, the Rouanet Games initiative and planned 2027 initiatives, including a proposed R$50 million package, belong in the third category until formal rules and calls appear.

4. Search state and city portals

Use the studio’s domicile and the project’s execution location as filters. Search terms such as “desenvolvimento de games,” “produção de jogos eletrônicos,” “ProAC,” “RioFilme,” “FSA” and “PRONAC” can reveal a game line inside a broader audiovisual program. Read the territorial clause carefully: some programs require the proponent to be established locally, while others require a defined percentage of spending, jobs or activities in the jurisdiction.

5. Confirm the deadline in the notice itself

Record the opening time zone, closing time, business-day rule, required portal account and whether an amendment has extended or shortened the window. Do not rely on an old social-media post or a search result. A complete application uploaded after the portal closes is still late.

Application package: what to prepare

The exact checklist comes from each notice, but a production-ready file normally contains the following components.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Proponent and compliance documents

  • Corporate registration, tax identification and powers of representation for a Brazilian legal entity, when required.
  • Proof of domicile, good standing, tax compliance and any cultural or audiovisual registration demanded by the program.
  • Declarations concerning conflicts of interest, sanctions, prior public funding and outstanding accountability.
  • Bank details and an authorized project account when the notice requires segregated funds.

Creative and production plan

  • GDD, synopsis, design pillars and intended player experience.
  • Production methodology, team responsibilities, outsourcing plan and milestone calendar.
  • Prototype, vertical slice, concept art or other evidence of current development, where allowed.
  • Accessibility and inclusion measures, such as captions, remappable controls, color-contrast treatment, audio description or inclusive testing, if requested by the notice.

Budget and financing plan

  • Detailed cost spreadsheet with quantities, rates, taxes and assumptions.
  • Amount requested, confirmed funds, pending applications and sponsor targets.
  • Cash-flow schedule showing when labor and suppliers must be paid.
  • Contingency treatment and a plan for reducing scope if the full request is not awarded or raised.

Rights and market evidence

  • Chain-of-title documents for the game concept, code, art, music, trademarks and licensed technology.
  • Founder, employee and contractor agreements that assign or license the necessary rights.
  • Distribution, publishing or platform discussions, if they exist, without presenting an informal conversation as a signed commitment.
  • Target markets, platforms, localization plan, pricing assumptions and release strategy.

Keep a versioned evidence folder. Store the submitted PDF, spreadsheet, declarations, portal receipt, amendment notices and every later budget revision. This makes it possible to prove which version was approved and to reconcile spending during accountability.

Regional examples: what past calls show

São Paulo ProAC

The official ProAC 03/2024 “Desenvolvimento de Games” call made R$3,000,000 available in total, with R$300,000 per selected game project. The stated application window was 10 July through 9 August 2024. Those dates have passed, so this is an example of the scale and structure a dedicated state line can offer, not an open opportunity.

São Paulo’s ProAC listings also show an earlier call covering game, transmedia and extended-reality production. This demonstrates why studios should search the broader audiovisual and innovation categories instead of looking only for a notice whose title contains the word “games.”

Rio de Janeiro Pró-Carioca and RioFilme

The 2024 municipal audiovisual program reported R$34 million in total resources and included R$1.2 million for electronic-game development and production. The listed deadline was 5 August 2024, which has also passed. A future edition may change the amount, eligible stages, local requirements or application portal; verify the current municipal notice before preparing a submission.

How to choose between grant, incentive and credit

Compare a real opportunity against your project rather than choosing by headline amount.

  1. Stage: development, prototype, production, launch and post-launch support may be treated separately.
  2. Cash character: determine whether the award is non-repayable, a tax-supported fundraising authorization or a loan.
  3. Eligibility: check Brazilian entity status, domicile, cultural-content rules, team qualifications and local execution.
  4. Rights: identify ownership, licensing, exploitation territories, revenue sharing and any public-sector recoupment.
  5. Match and fundraising: calculate required own resources, confirmed co-finance and the practical cost of finding sponsors.
  6. Deliverables: map playable builds, reports, invoices, credits, accessibility commitments and audit evidence.
  7. Timing: compare the decision date with payroll, contractor bookings, platform milestones and your runway.
  8. Status: separate an open notice from an enacted law with no current call and from a policy announcement.

A small, certain grant can be more valuable than a larger authorization that requires months of fundraising. Conversely, a repayable FSA loan may suit a studio with predictable revenue but create unacceptable pressure for an early prototype. Model both the cash inflow and the obligations after release.

Common failure points and how to prevent them

Confusing approval with payment

For PRONAC and similar incentives, approval authorizes fundraising. It does not replace sponsor outreach, signed commitments or deposits. Build a sponsor pipeline and a reduced-scope production plan.

Using an old cap or deadline

The R$1.5 million cap and GDD references come from 2024–2025 guidance, while the ProAC and Pró-Carioca figures belong to 2024 calls. Cite the instrument and year in your tracker, then replace the figures when a new notice is published.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treating announcements as rules

Proposed FSA loan terms, the Rouanet Games initiative and planned 2027 funding are not substitutes for a regulation, call or contract. Mark them as pending and do not sign supplier commitments that depend on an unimplemented benefit.

Submitting a pitch instead of an auditable plan

Evaluators and auditors need a coherent GDD, schedule, line-item budget, rights evidence and measurable deliverables. A cinematic trailer cannot cure an unexplained budget or missing chain of title.

Ignoring local conditions

A state or city program may require local residence, local spending, local jobs or activities in a specified jurisdiction. Confirm the rule before moving a project or creating a shell entity; false or unsupported declarations can create repayment and compliance exposure.

Weak records after selection

Use separate accounting for the project, retain invoices and contracts, reconcile every payment to an approved budget line and record changes before spending outside the approved scope. Keep copies of portal submissions and official communications.

A practical tracking system for studios

Create a spreadsheet with one row per opportunity and these fields:

  • Authority and program name.
  • URL or portal location recorded from the official notice.
  • Instrument type: grant, incentive, non-repayable FSA support or credit.
  • Project stage, eligible proponent and territorial requirement.
  • Maximum request, matching requirement and eligible cost categories.
  • Opening and closing timestamps, amendments and expected decision date.
  • Required GDD, budget, rights, accessibility, inclusion and team documents.
  • Contract, reporting, repayment, recoupment and publicity obligations.
  • Status: open, enacted/not open, closed, announced or planned.

Assign one person to check federal and regional portals weekly during an active fundraising period. Have a Brazilian cultural-funding lawyer or accountant review eligibility, tax treatment and accountability obligations before submission, especially when the project combines public money with publisher, investor or foreign revenue.

What to verify before signing or spending

  1. Read the final notice, annexes, amendments and official FAQ together.
  2. Confirm that the named proponent owns or controls the rights needed for every funded deliverable.
  3. Reconcile the requested amount with the eligible-cost rules and your cash-flow schedule.
  4. Check whether sponsor money, matching funds or a loan must be deposited before work starts.
  5. Identify approval conditions, milestone acceptance, publicity credits and audit deadlines.
  6. Clarify what happens if the game is delayed, cancelled, changes platform or earns more or less than forecast.
  7. Obtain professional advice on Brazilian tax, labor, intellectual-property and foreign-exchange treatment.

These checks protect the studio from the most expensive misunderstanding in public funding: treating a policy announcement, an approved ceiling or a preliminary conversation as spendable cash.

Bottom line for a Brazilian studio in 2026

Begin with the Ministry of Culture’s game guidance and Ancine’s current FSA and audiovisual notices, then expand the search to ProAC, RioFilme and other state or municipal portals. Use PRONAC when you can support a sponsor-fundraising campaign, evaluate the Lei do Audiovisual only under the Ancine rules in force for your submission, and distinguish FSA grants from FSA credit before accepting terms. Build the GDD, rights file, itemized budget and accountability system before a deadline appears. Finally, verify every amount, deadline and eligibility condition in the live official notice: the strongest route is the one your studio can legally qualify for, finance completely and report transparently.
