Start with the whole workflow, not the AI step. A bottleneck is the constraint that limits completed, acceptable outcomes. In an AI-assisted process, that constraint may be a slow approval queue, missing information, a handoff, rework, an exception only one specialist can resolve, or the model itself. Map one process as people actually perform it, measure end-to-end flow and quality, verify the suspected constraint with workers and operational data, then redesign responsibilities and pilot the change against a baseline.
Making an AI action faster does not prove that delivery is faster. If a 30-second draft waits two days for approval or creates corrections downstream, the process has not improved. The method below shows how to find the limiting point and fix the cause without sacrificing control.
What a bottleneck means in an AI-assisted workflow
A bottleneck is the step, queue, dependency or policy that constrains the outcome you care about: completed cases, accurate decisions, customer response time, revenue, compliance or another defined result. The longest individual task is not automatically the bottleneck. It matters only when its capacity, delay or errors restrict the end-to-end process.

1. Choose one bounded process
Begin with a recurring, data-rich pain point that has a clear start and finish. A narrow first investigation produces evidence you can validate instead of a vague assessment of “the AI workflow.”
Define the boundaries
- Trigger: What event starts the work, such as a submitted request, new lead or payment exception?
- Done: What observable outcome counts as complete and acceptable?
- Owner: Who is accountable for the result, even when several teams perform steps?
- Customers and dependencies: Who relies on the output, and which upstream inputs or downstream systems are required?
- Case population: Which type of work is included and which variations are excluded from this first map?
Record the boundary in one sentence. For example: “From a completed client intake form to a quote and document request sent for approval.” Include enough cases to reveal normal work and exceptions, but avoid combining unrelated processes.
2. Map how work really happens
Walk through the process with people who perform, receive and approve the work. Use a whiteboard, paper or a shared digital map; the medium matters less than observing the end-to-end flow. Capture the actual path, including spreadsheets, inboxes, side conversations and workarounds, rather than reproducing an ideal procedure.

|---|---|
| Action | The concrete task or decision, in sequence |
| Owner or system | The person, team, application or AI component doing it |
| Input | Information, files, permissions or prior decision required |
| Output | The artifact or state passed to the next step |
| Active time | Hands-on processing time when it can be estimated |
| Waiting time | Time in a queue, inbox or approval state |
| Handoff and dependency | Who receives it and what must happen before work can continue |
| Exceptions and workarounds | Missing fields, alternate routes, re-entry, retries and special cases |
Keep the map across team and system boundaries. A process that appears efficient inside one application can still be delayed by an external approval or a manual copy between systems.

Mark these symptoms on the map:
- stalls between actions or approvals;
- repeated data entry, copying or review rounds;
- inconsistent decisions or unclear ownership;
- inputs that arrive incomplete or in an unusable format;
- exceptions requiring scarce specialist knowledge; and
- effort that does not improve the final outcome.
3. Measure both work and flow
Collect measurements for comparable cases from start to finish. Separate active processing from elapsed time whenever your workflow system or sampling method allows it. A short AI task can coexist with a long queue, so reporting only model or operator time gives a misleading picture.
| Measure | How to use it | Interpretation |
|---|---|---|
| Cycle time | Elapsed time from trigger to accepted completion | Report the median and an upper percentile such as P90 or P99; the upper tail exposes delayed cases that an average or median can hide. |
| Queue and handoff time | Time waiting for a person, approval, data or system transition | Shows whether delay is created between tasks rather than during execution. |
| Active processing time | Hands-on time spent performing the work | Useful for capacity planning, but it is not the same as customer-facing completion time. |
| Quality and rework | Errors, corrections, repeat rounds, exceptions or first-time completion | A speed gain that creates downstream correction is not an established improvement. |
| Throughput | Cases completed in a consistent period | Connects local changes to the amount of work the process can finish. |
| Touchless completion | Share completed end-to-end without human intervention, when meaningful | More touchless cases are not automatically better if risk or approval requirements increase. |
| Business value | The outcome enabled by the work, such as accepted applications or resolved issues | Technology access or task completion alone does not demonstrate business value. |
Microsoft Learn documentation describes median, P90 and P99 reporting; use those measures as a way to expose the slow tail, not as proof that an AI system performs well. Choose a small set of measures tied to this process instead of collecting unrelated telemetry.

Build a usable baseline
For a defined observation period, record case identifiers, start and finish timestamps, waits, review rounds, rework reasons, exception type and quality result. If timestamps are incomplete, sample cases with participants and label estimates as estimates. Keep the same definitions for the later pilot so the comparison is fair.
4. Validate the suspected constraint
Use worker accounts and operational evidence together. A frequently complained-about task may be frustrating but not capacity-limiting; a quiet approval queue may constrain every case.
Evidence checks
- Locate where work accumulates. Compare queue age and volume before and after each step.
- Compare active and waiting time. A step with little active effort but long waiting may be the real delay.
- Check handoff timing. Look for gaps between output creation and the next owner accepting it.
- Compare normal and exception cases. A specialized dependency can dominate the slow tail without affecting median cases.
- Trace rework downstream. Determine whether an apparently fast output causes corrections, resubmission or additional approvals.
- Test the constraint with the people involved. Ask whether removing or relieving that point would allow the next step and the final outcome to move.
Do not assume that faster AI completion accelerates overall delivery, and do not apply a universal bottleneck formula. The constraint is specific to the process, its demand, its controls and its current staffing.

Illustrative onboarding case
The National AI Centre gives an example in which importing historical data takes two to four hours and is a bottleneck because only one person knows how to perform it. The lesson is not that every import is a bottleneck; it is that elapsed time and dependency on scarce knowledge must be considered together. Confirm the pattern in your own cases before changing the system.
5. Choose a fix by outcome and risk
List plausible interventions before selecting an AI feature. Compare them against the constraint you verified and the outcome you need.
| Decision axis | Questions to ask |
|---|---|
| End-to-end effect | Will this reduce cycle time, queue delay or rework while preserving quality? |
| Frequency and effort | How often does the problem occur, and how much capacity does it consume? |
| Implementation effort | What data, integration, policy, training and maintenance are required? |
| Operational risk | What happens if the change is wrong, unavailable or used outside its intended scope? |
| Oversight burden | Which outputs still require review, approval, evidence or escalation? |
First remove avoidable ambiguity, missing inputs and unnecessary handoffs where feasible. Then decide whether clearer ownership, a policy change, ordinary workflow automation or AI addresses the remaining constraint. The guidance does not establish universal numeric weights for these axes; document the reasoning used for your process.
6. Redesign human and AI responsibilities
Write the target-state flow before building it. For each AI action, define its authority and the human control around it.
Specify the contract for each AI action
- Permitted work: drafting, retrieval, summarization, classification or execution, with the data and tools it may use.
- Required inputs: fields, documents, confidence or validation checks that must be present.
- Human decision: what a person reviews or approves and what evidence they see.
- Escalation trigger: uncertainty, missing information, policy conflict, privacy concern or an exception outside the known pattern.
- Pause and stop authority: the named person who can suspend processing or revoke the agent’s access.
- Exception route: where unresolved cases go and how their resolution is recorded.
Keep one named process owner accountable for the outcome. Capture recurring correction reasons as feedback for prompts or process rules, while continuing to monitor quality and exceptions.

Match oversight to consequence
| Situation | Control pattern |
|---|---|
| High business impact, legal, financial, safety or specialized-judgment output | A person approves each output before it is used; the reviewer can edit, reject or escalate it. |
| Moderate impact, high-volume and well-bounded work | The AI may act within defined limits while monitoring runs continuously and a person intervenes on alerts or exceptions. |
| Low-impact assistance such as an internal draft | Use permissions, logging, sampling and a clear owner; do not silently expand authority beyond the tested task. |
The National AI Centre describes the first two patterns as examples; select oversight according to consequence, privacy, compliance and control risk rather than convenience.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Pilot the redesign and compare it fairly
A pilot should test the workflow, not merely whether a model can produce an output.
- Document the target flow. List steps, owners, systems, data needs, acceptance criteria, review evidence and escalation paths.
- Walk a paper prototype. Ask users to simulate normal, missing-input and incorrect-input cases before implementation.
- Include peak volume. Check queues, rate limits, staffing and approval capacity when demand is high.
- Train and assign ownership. Explain what the AI can and cannot do, how to correct it, and who can pause the process.
- Run comparable cases. Use the same case definition and baseline measures for the old and redesigned flows.
- Inspect exceptions and rework. Review not only median completion but also P90 or P99, quality, corrections, escalation volume and failure reasons.
- Scale only on evidence. Expand when outputs are reliable and the business outcome improves measurably without unacceptable risk.
For high-impact work, keep a human approval gate during the pilot even if the eventual design may use monitoring. A pilot that removes the control you need to evaluate is not a safe comparison.
Worked example: redesigning client onboarding
Suppose a team maps onboarding from completed intake to a quote and document request. Historical-data import takes two to four hours and depends on one specialist. The map also shows that staff manually draft quotes and chase missing documents, then repeat the chase after an incomplete response.
Quick wins for a faster PC:

- Measure total cycle time, import wait, quote-drafting effort, approval wait, number of document-request rounds and first-time-complete rate.
- Confirm whether the specialist import creates a queue at ordinary and peak volumes.
- Separate cases delayed by missing client information from those delayed by the import dependency.
Redesign
- Standardize the intake fields and validate required documents at submission.
- Use AI to draft quotes and document requests from approved source data.
- Have a person review before sending, with escalation for unresolved missing documents.
- Cross-train or document the historical import so one person is not the sole dependency.
The National AI Centre’s 2026 page gives an illustrative expected-benefit scenario in which onboarding time falls from five to seven hours to two to three hours and document chasing falls from three rounds to one. Those figures describe that specific redesigned example, not a general result or guarantee. Measure your own baseline and pilot outcomes instead.

Common failure modes and recovery steps
“The model is slow, so it must be the bottleneck.”
Measure queue and approval time around the model. If waiting dominates, fix ownership, service levels, input completeness or handoffs before optimizing model latency.
“The average improved, so the project worked.”
Check median plus P90 or P99, exception cases and quality. A small group of severely delayed or repeatedly corrected cases can remain hidden in an average.
“We automated the handoff and lost accountability.”
Restore a named process owner, explicit approval rights, escalation criteria and pause authority. Log who accepted, edited or rejected each consequential output.
“More touchless cases means more value.”
Verify the business outcome and control requirements. If touchless completion raises errors, complaints or compliance exposure, reduce authority and add review where needed.
“The map shows the official procedure, but staff still report delays.”
Re-map with the people doing the work and include inboxes, spreadsheets, re-entry and exceptions. Compare the documented path with timestamps from actual cases.
“The pilot works in normal volume but fails at peak.”
Repeat the test with peak demand, delayed approvals, missing inputs and service interruptions. Rebalance capacity or narrow the AI’s permitted scope before scaling.
Operational checklist
- One process has a clear trigger, definition of done and accountable owner.
- The map includes every team, system, handoff, workaround and exception.
- Cycle time is measured end-to-end with an upper-percentile view.
- Queue, handoff, active effort, quality and rework are separated where possible.
- The suspected constraint is supported by both operational data and worker accounts.
- Candidate fixes are compared on outcome, frequency, effort, risk and oversight.
- AI authority, human review, escalation, exception handling and stop rights are written down.
- The pilot uses comparable cases and inspects slow-tail and exception results.
- Scaling depends on reliable outputs and demonstrated business value, not task completion alone.
“Technology access or task completion alone does not demonstrate business value.”
