The reliable way to choose a U.S. contract manufacturer is to define your manufacturing requirement precisely, build a process-relevant candidate list, screen it with a structured request for information (RFI), and then verify finalists with comparable quotes, quality records, references, and—when the risk justifies it—a site visit or pilot run. Select on total fit and risk, not the lowest piece price: technical capability, quality controls, capacity, continuity, lead-time credibility, communication, intellectual-property protection, and total landed cost all matter.
1. Define the manufacturing brief before searching
A vague request produces vague matches and incomparable bids. Write a controlled manufacturing brief that describes what must be made, how it must be made, and the commercial assumptions behind the program. Give every prospective supplier the same current information.
Include the process and product definition
- Manufacturing process: Name the required process, such as injection molding, machining, metal fabrication, electronics assembly, formulation, packaging, or another process. If more than one route could work, identify the acceptable alternatives.
- Product and materials: Provide drawings, specifications, a bill of materials, formula, material grades, or other controlled technical data. For molded parts, state suitable resin grades and the tooling assumptions; for another industry, substitute the data that controls that process.
- Volume and variability: State expected order size, annual volume, forecast range, seasonality, launch ramp, and likely upside or downside. A supplier must know whether it is quoting a steady program or intermittent demand.
- Critical requirements: List dimensional tolerances, cosmetic standards, performance tests, acceptance criteria, traceability, validation, and any regulatory or customer-specific requirements.
- Secondary operations: Identify assembly, finishing, coating, printing, sterilization, testing, labeling, kitting, and packaging. Ask whether each operation is performed in-house or subcontracted.
- Logistics and cost: Specify packaging, ship-to locations, delivery cadence, inventory expectations, freight assumptions, payment terms, and your target landed-cost model. Separate one-time tooling and setup from recurring unit cost.
- Certifications and market: Name required quality, environmental, security, or sector certifications and the market in which the product will be sold. The applicable standard depends on the product and manufacturing step.
Do not treat a plastics-focused checklist as universal. A molding brief may need press capability, mold construction, resin handling, and tool-life assumptions; an electronics brief may instead require assembly technology, test coverage, component controls, and configuration management.

Use several discovery channels, then remove firms that cannot actually perform the required work. Industry directories and association member lists can provide breadth; regional manufacturing resources can reveal nearby capacity; referrals from engineers, buyers, or companies that use the same process can provide context that a directory profile cannot.

Useful discovery channels
- Industry-specific directories and association lists, such as Thomasnet, MFG.com, the Plastics Industry Association directory, and process-specific associations.
- State manufacturing extension partnership centers and other regional manufacturing resources.
- Peer referrals from companies with comparable materials, tolerances, regulatory exposure, or production volumes.
- Supplier introductions from tooling, testing, packaging, or logistics partners that understand your process.
These channels are lead sources, not endorsements. A listing, capability statement, or certificate does not prove that the facility has current capacity or can consistently meet your requirements. Record each candidate’s legal entity, U.S. locations, ownership, actual production site, process scope, and contact responsible for technical questions.
Shortlist for process fit, not marketing breadth
Keep suppliers whose demonstrated process, material, tolerance, volume, and end-market experience match the brief. A company claiming to make many kinds of products may be less suitable than a narrower specialist with current experience in your exact process. Ask whether proposed work will stay in the United States and identify every operation that would be subcontracted or performed at another site.
3. Use an RFI to screen fit before requesting prices
An RFI is a discovery and qualification document. It should establish whether a supplier is worth the effort of a detailed quote; it is not a substitute for a controlled RFQ.
Free tools Windows power users keep installed
One-click scans. No signup required.
Questions an RFI should answer
- Which legal entity would contract, and where would production, inspection, storage, and shipping occur?
- What relevant processes, materials, products, and end markets has the supplier handled recently?
- What equipment is available, what is its usable range, and what is the current and planned capacity?
- Which steps are in-house, and which are subcontracted? Who controls subcontractor qualification and records?
- What quality system and certifications apply to the proposed site? Request the certificate, scope, issuing body, issue date, and expiration date.
- What tooling, engineering, testing, packaging, and secondary-operation capabilities are available?
- What program sizes and ramp patterns are typical? Can the supplier support an initial launch and later scale?
- Can it provide references for comparable work, subject to confidentiality restrictions?
- What information is needed to produce a responsible quote, and what assumptions would the supplier make?
Require direct answers and comparable evidence. Mark unanswered questions, conditional answers, and claims that are not supported by records. Keep a supplier that fits the brief even if its initial response is less polished than a competitor’s; reject a polished response that avoids the technical questions.
4. Verify technical capability
Technical fit means more than owning a machine. Confirm that the proposed site can run your process with your materials, tolerances, finish, assembly, testing, and documentation requirements.
Technical evidence to request
- Equipment list with model, working range, age or condition, and location.
- Process-flow diagram showing inspection and testing points.
- Examples of comparable parts or products, with sensitive customer information removed.
- Material-handling, storage, and lot-traceability procedures.
- Metrology and test equipment, calibration status, and responsibility for test methods.
- Engineering-change, drawing-revision, and configuration-control practices.
- Details of tooling design, maintenance, repair, ownership, storage, and transfer.
For injection molding, ask about mold design responsibility, resin drying and storage, press range, tool-change practices, mold maintenance, and the records used to monitor utilization and downtime. Those checks are process-specific examples; use equivalent evidence for machining, fabrication, assembly, formulation, or other work.
5. Test whether the quality system works in practice
A certificate is evidence of a stated management system, not proof that every shipment will conform. Check the certificate’s scope and validity, then examine operating records that show how the supplier detects and corrects problems.

Quality records and controls
- Inspection and test plans tied to your specifications.
- Recent inspection or test records for comparable work.
- Nonconformance reports, disposition decisions, and corrective-action records.
- Internal or customer audit findings and closure evidence.
- Calibration, training, supplier-control, and document-control records.
- Traceability from incoming material through production and shipment.
- Change-control procedures covering materials, tooling, equipment, software, methods, and subcontractors.
Ask the quality manager to explain a real closed corrective action: what failed, how containment worked, how root cause was established, and how effectiveness was checked. A supplier that can show a disciplined response to an actual deviation is more informative than one that only recites policy language.
6. Confirm capacity, lead time, and continuity
Capacity is the amount of suitable capacity available for your program at the required quality and schedule—not the theoretical maximum of every machine in the building.
Questions that expose capacity risk
- What is current utilization on the equipment proposed for the program?
- What capacity is reserved for existing customers, maintenance, and seasonal peaks?
- What are realistic tooling, first-article, production, and replenishment lead times?
- How will the supplier ramp if demand increases, and what equipment, labor, or capital would be required?
- How are critical materials sourced, qualified, and protected against shortages?
- What preventive-maintenance, spare-parts, and backup-equipment plans exist?
- How are tools, molds, fixtures, test equipment, and production records protected and recovered after a disruption?
- What is the plan for obsolescence, product end-of-life, and transfer to another facility?
During a facility review, compare stated capacity with production schedules, maintenance records, material-handling areas, tool storage, and work in progress. For a remote or highly automated operation, request equivalent records and a live video walkthrough if an in-person visit is impractical.
7. Assess commercial, financial, and relationship fit
A quote can be inexpensive because it omits tooling, inspection, packaging, freight, inventory, or engineering work. Compare the complete cost and the supplier’s ability to support the program over its life.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsCommercial items to normalize
- Minimum order quantities, batch sizes, and production frequency.
- Tooling, fixtures, setup, validation, programming, and engineering charges.
- Unit-price assumptions, material escalation, scrap, yield, and rework treatment.
- Packaging, labeling, warehousing, freight, insurance, and delivery terms.
- Payment terms, deposits, tooling amortization, inventory ownership, and cancellation charges.
- Quote validity, currency, taxes or duties where relevant, and assumptions about forecast accuracy.
- Costs and responsibilities for changes, expedited work, deviations, and obsolete inventory.
Perform financial diligence in proportion to your exposure. A long tooling investment, large advance payment, or single-source dependency warrants more scrutiny than a small, easily transferable order. Review ownership, management contacts, operating locations, and continuity plans; obtain formal financial information only to the extent appropriate and permitted.
Evaluate the working relationship
Check response times, technical clarity, escalation paths, meeting discipline, and willingness to disclose constraints. Ask references whether the supplier communicates bad news early, closes corrective actions, protects confidential information, and supports engineering changes. Put ownership and transfer rights for tooling, drawings, software, test methods, and production records in writing, including what happens if the relationship ends.
8. Choose the right request document
| Document | Use it when | What it should produce |
|---|---|---|
| RFI | You are discovering suppliers and testing basic capability. | Comparable information about process fit, locations, equipment, quality systems, capacity, and relevant experience. |
| RFQ | The requirement is sufficiently specified to price against common assumptions. | A price and schedule tied to controlled drawings or specifications, volumes, acceptance criteria, packaging, and stated exclusions. |
| RFP | You need the supplier to propose the manufacturing approach or solution. | A proposed method, responsibilities, implementation plan, risks, and commercial offer. |
Do not ask for a precise RFQ price while leaving the design, acceptance criteria, or volume undefined. If the supplier must help develop the process, use an RFP-style package and evaluate the proposed solution before treating prices as comparable.

9. Issue an equivalent RFQ to finalists
Send each finalist the same controlled package and identify the revision. Include:
- Current 2D and 3D data, specifications, bill of materials or formula, and revision history.
- Annual-volume assumptions, order pattern, launch ramp, and forecast variability.
- Critical dimensions, performance tests, sampling, acceptance limits, and required records.
- Secondary operations, inspection, labeling, packaging, and ship-to requirements.
- Tooling, fixture, ownership, maintenance, amortization, and transfer expectations.
- Payment, delivery, inventory, confidentiality, and change-control expectations.
- A request for quote validity, lead-time basis, exclusions, subcontracted operations, capacity constraints, and proposed alternatives.
Normalize the bids before ranking them
| Compare | Check for hidden differences |
|---|---|
| Recurring price | Material grade, yield, scrap, labor content, inspection, rework, and volume tier. |
| One-time cost | Tooling, fixtures, programming, validation, samples, and engineering included or excluded. |
| Lead time | Starts after purchase order, approved tooling, released data, material receipt, or another event. |
| Delivered cost | Packaging, freight, insurance, warehousing, duties, and inventory carrying responsibilities. |
| Scope | In-house versus subcontracted operations, testing, certifications, records, and change support. |
| Commercial risk | Payment timing, price-adjustment clauses, minimums, cancellation fees, and quote expiration. |
Ask each bidder to identify assumptions and exclusions in a marked-up response. Resolve differences before scoring; otherwise the apparent low bid may simply contain less scope.
10. Verify finalists with references, records, and a visit or pilot
Use staged qualification rather than relying on a single presentation. First review the RFI and RFQ responses. Then select verification activities proportionate to the cost and consequence of failure.
- Check references: Speak with customers whose process, product complexity, volume, or regulatory exposure resembles yours. Ask about quality escapes, delivery reliability, responsiveness, engineering changes, and exit or transfer experience.
- Review records: Confirm certificates and scopes, inspect representative quality records, and test whether nonconformance and corrective-action processes are active.
- Walk the facility: Observe material identification, segregation, work instructions, inspection, maintenance, tool storage, housekeeping, and the actual equipment proposed for your work.
- Run a sample or pilot: When tooling cost, safety, performance, or regulatory exposure is high, use a first-article, engineering sample, or controlled pilot to verify the process and documentation before full release.
- Document open risks: Assign an owner, due date, containment, and acceptance condition for every unresolved issue.
No universal number of bidders, visits, or pilot units fits every program. Use more verification when failure would affect safety, compliance, a major launch, or a difficult-to-transfer tool; use a lighter process for a low-value, easily replaceable item.
11. Use a risk-based selection scorecard
Create one scorecard for every finalist and preserve the evidence behind each rating. The categories below are a framework; weights should reflect your product and risk tolerance rather than an assumed industry standard.
Recommended Free Tools
| Dimension | Evidence | Decision question |
|---|---|---|
| Technical fit | Equipment, process records, material and tolerance experience, testing capability. | Can this site make the product to specification without unqualified subcontracting? |
| Quality and regulatory fit | Certificate scope, inspection data, audits, deviations, corrective actions, change control. | Is the system appropriate for the product and end market, and does it operate in practice? |
| Capacity and continuity | Utilization, maintenance, lead-time basis, material supply, ramp and disruption plans. | Can it deliver the required volume now and after a realistic increase or interruption? |
| Commercial and financial fit | Normalized landed cost, minimums, tooling, payment, inventory, and financial diligence. | Is the total economic exposure acceptable, not merely the unit price? |
| Relationship and protection | References, communication, confidentiality, IP and tooling terms, transfer plan. | Can you work effectively and recover your assets if the relationship changes? |
Use disqualifying conditions for issues that cannot be traded away, such as inability to meet a critical tolerance, missing mandatory authorization, refusal to protect customer-owned tooling, or an unacceptable single-point-of-failure risk. Do not let a high score in one category conceal a fatal gap in another.
12. Put responsibilities in the agreement
The master commercial agreement, statement of work, purchase order, and technical specifications should work together without conflicting definitions. Cover specifications, acceptance, delivery, payment, confidentiality, intellectual property, tooling ownership, records, audits, changes, deviations, warranties, liability, termination, and transfer assistance.

Separate regulated quality responsibilities where required
For drug manufacturing subject to current good manufacturing practice (CGMP), the U.S. Food and Drug Administration’s November 2016 guidance defines a quality agreement as “A quality agreement is a comprehensive written agreement between parties involved in the contract manufacturing of drugs that defines and establishes each party’s manufacturing activities in terms of how each will comply with CGMP.”
The same guidance states: “Quality agreements cannot be used to delegate statutory or regulatory responsibilities to comply with CGMP.” A quality agreement should specify each party’s activities, quality-unit responsibilities, communication and approvals, deviation handling, investigations, and change control. FDA recommends that it be separate or severable from commercial terms such as price, delivery, confidentiality, or liability. The agreement allocates work; it does not erase either party’s legal duties.

For human cells, tissues, and cellular and tissue-based products, FDA guidance says an establishment that contracts out a manufacturing step remains responsible for ensuring applicable requirements are met, while the performing establishment must comply with requirements for the step it performs. That rule is specific to this regulated category and should not be generalized to every outsourced product.
For other regulated or high-risk products, identify the applicable rules before setting supplier requirements. Federal Acquisition Regulation guidance illustrates a risk-based approach: quality requirements generally reflect an item’s technical description, complexity, and criticality, with complex items potentially requiring progressive measurement, testing, and control during procurement, manufacturing, assembly, and operation. This is federal procurement guidance, not a universal private-sector rule.

Correction: Release the same revision, volume, acceptance, packaging, and tooling assumptions to every finalist and reconcile exclusions before ranking.
Treating certification as proof of performance
Why it fails: A certificate does not show current process control, actual inspection, or effective corrective action.
Correction: Review representative records, audit findings, deviations, corrective actions, calibration, and change-control evidence.
Ignoring subcontracted steps
Why it fails: An unqualified outside process can determine the final product’s quality or delivery.
Correction: List every subcontracted operation, identify who approves and audits it, and flow down specifications, records, traceability, and change notification.
Optimizing unit price instead of landed cost and risk
Why it fails: Tooling, freight, minimums, inventory, scrap, rework, expedited production, and disruption can outweigh a small piece-price difference.
Correction: Normalize the full cost model and score quality, capacity, continuity, communication, and transfer risk alongside price.
Leaving ownership and exit terms vague
Why it fails: A dispute can strand customer-owned molds, fixtures, drawings, software, or production records.
Correction: State ownership, access, maintenance, storage, insurance, confidentiality, release conditions, and transfer assistance in the contract.
14. A practical qualification sequence
- Write and approve the manufacturing brief, including process, materials, volumes, tolerances, quality, packaging, logistics, and cost assumptions.
- Build a long list from process-specific directories, associations, regional resources, and qualified referrals.
- Send a structured RFI and remove candidates that lack technical fit, suitable capacity, required quality scope, or credible evidence.
- Issue the same controlled RFQ or RFP package to the finalists.
- Normalize scope, assumptions, one-time charges, recurring price, lead time, freight, and payment terms.
- Verify the leading candidates through references, records, an audit or walkthrough, and a sample or pilot when warranted.
- Resolve open risks and select the supplier whose total fit matches the program’s consequence of failure.
- Execute commercial and, where applicable, separate quality agreements with clear responsibilities, change control, records, ownership, and transfer terms.
- Release production only after first-article, validation, documentation, and acceptance requirements are satisfied.
The result should be a documented decision that another buyer or quality professional can understand: what was required, what each supplier proved, which risks remain, who owns them, and what evidence permits production to proceed.
