Start with NASA’s launch portal and, if your organization qualifies, the CubeSat Launch Initiative (CSLI). Then contact commercial launch providers and qualified brokers or integrators with the same mission data sheet. Do not choose from an advertised price alone: score each opportunity for orbit and deployment accuracy, schedule and cadence, payload compatibility, licensing, safety documentation, integration work, mission assurance, and the complete cost—including any orbital-transfer stage.
What a small-satellite rideshare is
A rideshare launch places your spacecraft on a rocket that is primarily flying another mission. The primary payload usually determines the launch date, ascent profile, target orbit, inclination, and overall risk posture. Your satellite receives a release opportunity that fits within those constraints, rather than buying an entire launch vehicle.
This arrangement can reduce transportation cost because several payloads share the vehicle and launch services. The trade-off is control. A rideshare may not provide the exact altitude, inclination, local-time-of-node, deployment date, deployment order, or dispersion that your mission needs. An orbital-transfer vehicle can add some flexibility after separation, but it adds hardware, operations, cost, and another set of interfaces to qualify.

Define the mission before searching for a slot
Providers can only determine fit from engineering data. Create a one- to three-page payload data sheet before contacting anyone, and keep its values consistent in every request. At minimum, include:
- Orbit: target altitude range, inclination, acceptable altitude and inclination error, local-time-of-node or lighting requirement, and whether an orbital-transfer vehicle is acceptable.
- Schedule: earliest and latest acceptable launch dates, operational deadlines, required deployment date, and tolerance for a slip.
- Mass and geometry: launch mass, dimensions, center of gravity, mounting points, separation-system standard, and any deployables that must remain restrained.
- Power and communications: battery chemistry and state-of-charge limits, transmitter status before and after separation, antenna constraints, and radio-frequency characteristics.
- Environment: structural loads, vibration and acoustic limits, thermal limits, venting requirements, contamination concerns, and hazardous materials.
- Operations: deployment order preference, commissioning plan, post-separation deployments, and any requirement to avoid transmitting until a specified event.
- Regulatory status: current or planned radio-frequency, remote-sensing, and laser-use authorizations; export-control constraints; and the person responsible for each approval.
- Program constraints: funding authority, required insurance, mission-assurance level, and the latest date by which you must commit.
Mark every value as a hard requirement, preferred value, or negotiable value. That distinction lets a broker propose alternatives without silently weakening the mission.
Where to find rideshare opportunities
NASA’s launch portal
NASA’s launch portal is a useful discovery list for concept development. NASA explicitly says that listed flights are for awareness and that a listed opportunity does not guarantee that a rideshare will be authorized. Treat each entry as a lead, then verify it with the commercial provider or the organization managing the payload integration.
The portal is most useful early, when you are mapping possible dates and orbits. Record the primary mission, expected orbit, apparent payload constraints, and the contact route shown for each candidate. Do not reserve hardware or promise a customer a deployment date until the provider confirms the opportunity in writing.
CubeSat Launch Initiative
CSLI facilitates low-Earth-orbit flight opportunities for eligible U.S. educational institutions, nonprofit organizations, and NASA centers. NASA reported that, as of September 2026, CSLI had selected 228 CubeSat missions and launched 183 of them. Selection is contingent on finding a compatible launch opportunity, and NASA can provide integration and other launch support as needed.
CSLI does not fund satellite development. Your team still needs a credible spacecraft design, a development budget, licensing work, and the people to complete integration and operations. Check the current CSLI solicitation for eligibility, submission dates, and required mission information because those details can change.

Commercial launch providers
Request current opportunities directly from providers whose vehicles can reach your target orbit. SpaceX Transporter is a recurring commercial benchmark in NASA’s 2025 small-spacecraft overview, but its orbit, date, capacity, interface, and price are not permanent features. Ask for the current mission-specific terms rather than relying on an old web listing or a prior customer’s quote.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Dedicated small-launch vehicles, including Rocket Lab’s Electron, may fit a mission that needs a particular orbit or date. Compare the provider’s complete proposal with the complete rideshare cost after transfer, delay exposure, and integration work; a lower advertised rideshare price is not automatically the lower mission cost.
Brokers and integrators
NASA defines a small-satellite launch broker as an individual or organization that matches a spacecraft with a launch opportunity, usually as a rideshare spacecraft. A broker is appropriate when your principal gap is procurement matching: finding an available slot, collecting quotes, and navigating commercial contacts.
An integrator performs a broader engineering role. In addition to manifest matching, an integrator may run compatibility analyses, coordinate a multi-mission manifest, provide a CubeSat dispenser or separation system, and manage interface documentation and safety reviews. Use an integrator when your team needs interface engineering, hardware, safety analysis, or manifest coordination. Confirm in the contract exactly which of those activities are included.
A practical search-and-selection workflow
- Freeze the first mission baseline. Approve the target orbit, acceptable dispersions, mass and envelope, radio-frequency status, battery and hazardous-material details, preferred deployment date, and latest acceptable date.
- Build a long list. Combine NASA portal entries, CSLI eligibility information, direct provider contacts, and broker or integrator proposals. Record the source date for every opportunity.
- Send one identical data sheet. Give every provider the same payload values and requirements. Inconsistent figures create incompatible quotes and can invalidate an early price.
- Request the interface package. Ask for the current Interface Control Document (ICD), separation-system specification, environmental limits, prohibited materials and operations, data submittal schedule, and review milestones.
- Request a written all-in quote. Separate launch service, integration, dispenser or separation hardware, testing, transportation, insurance, regulatory support, and any orbital-transfer service. Ask which charges recur and which are one-time.
- Run a technical interchange meeting. Walk through center of gravity, structural and electrical interfaces, battery state, venting, radio-frequency behavior, deployment sequence, and fault responses. Capture open actions and owners.
- Score the opportunities. Use the same weighted matrix for every candidate. Keep technical non-compliances separate from commercial preferences; a low price cannot compensate for an orbit that the mission cannot use.
- Check licensing gates. Map every required radio-frequency, remote-sensing, and laser-use authorization to an owner and a decision date. Do not treat licensing as paperwork that can wait until after booking.
- Secure a fallback. Keep at least one technically compatible backup opportunity and define the date on which you will switch if the primary provider slips or changes the orbit.
- Sign only after the baseline is stable. The contract should identify the launch window, orbit or transfer performance, integration deliverables, acceptance criteria, payment schedule, delay remedies, and liability terms.
How to evaluate orbit and schedule fit
Orbit and deployment accuracy
Ask for the expected insertion altitude, inclination, altitude and inclination dispersions, deployment timing, deployment order, and any restrictions imposed by the primary mission. A rideshare can meet a nominal orbit while still missing a mission’s lighting, coverage, or revisit requirement.
If the launch reaches only a staging orbit, ask whether an orbital-transfer vehicle is available, what final orbit it can provide, and how its mass and operations affect the spacecraft. Treat transfer performance as part of the mission design, not as a free correction to an unsuitable launch.

Date, cadence, and delay exposure
Record both the advertised launch date and the provider’s expected cadence. Ask how often a comparable mission flies, how much notice is given for a slip, and whether a delayed primary mission moves your payload automatically. A high-cadence service may offer more recovery options than a nominally earlier flight with no near-term replacement.
Define your latest acceptable date in operational terms. For example, a seasonal lighting requirement, a grant milestone, a regulatory authorization expiry, or a dependent ground-system deployment can make a date hard rather than preferred.
Payload compatibility and the ICD
The ICD is the controlling technical document for the physical and operational interface. Do not rely on a generic CubeSat form factor description. Compare your spacecraft against the provider’s current ICD line by line:
- Mass, dimensions, center of gravity, mounting points, and separation-system standard.
- Structural loads, vibration, acoustic environment, shock, and qualification or acceptance test requirements.
- Thermal limits, surface finishes, contamination controls, vent paths, pressure vessels, and outgassing or hazardous-material rules.
- Battery chemistry, state-of-charge at shipment and launch, inhibit architecture, grounding, and electrical interface limits.
- Radio-frequency restrictions, transmitter inhibits, antenna deployment rules, and electromagnetic-compatibility data.
- Allowed post-separation deployments, propulsion events, and any command or telemetry handshakes.
- Packaging, transportation, facility access, hazardous-goods declarations, and delivery deadlines.
Rideshare programs commonly apply “do no harm” requirements. NASA notes that these can restrict transmitters, post-separation deployments, and hazardous materials, and that the exact rules vary by launch provider, integrator, and primary mission. Obtain written approval for any operation that could affect another payload or the launch vehicle.
Licensing, safety, and documentation gates
The spacecraft owner or operator remains responsible for applicable radio-frequency, remote-sensing, and laser-use licenses. A provider or integrator may collect evidence and coordinate reviews, but that service does not transfer your legal responsibility.
Expect to provide orbital-debris information, materials and venting data, spacecraft-specific models, battery and propulsion details, and evidence of licensing before integration or launch. The exact package depends on the provider and mission. Build a requirements register with four columns: approval or data item, responsible person, submission date, and acceptance evidence.

Make licensing a schedule gate. If an authorization is late, the spacecraft may be technically ready but unable to enter the manifest. Ask the provider whether a pending license blocks shipment, facility processing, final integration, or launch, and write the answer into the schedule.

Compare total mission cost, not the headline launch charge. Your worksheet should contain at least these lines:
| Cost element | What to verify |
|---|---|
| Launch slot | Payload price, reserved mass or volume, currency, taxes, payment milestones, and validity date. |
| Integration | Engineering reviews, ICD tailoring, analysis, meetings, facility time, and late-change charges. |
| Dispenser or separation hardware | Whether hardware is supplied, purchased, rented, or charged as a separate service. |
| Testing | Required qualification or acceptance tests, witness requirements, retest fees, and test-facility travel. |
| Transport and handling | Shipping, hazardous-goods handling, insurance during transport, storage, and return logistics. |
| Regulatory and safety work | Provider support, independent analyses, licensing assistance, and documentation preparation. |
| Orbital-transfer service | Transfer hardware, integration, operations, propellant or mission-unique charges, and final-orbit performance. |
| Insurance and liability | Required coverage, deductibles, exclusions, and responsibility for damage or delay. |
| Schedule reserve | Additional spacecraft storage, workforce, license extensions, and rebooking costs if the primary mission slips. |
NASA’s 2025 chapter reports SpaceX Transporter rideshare starting at $350,000 for approximately 50 kilograms. That is an attributed benchmark from the cited chapter, not a guaranteed current quote, and it does not establish your integration, testing, insurance, regulatory, transport, or transfer costs. Request a dated, mission-specific proposal before using any number in a budget.
Rideshare versus dedicated launch
| Decision factor | Rideshare | Dedicated small launch |
|---|---|---|
| Orbit control | Usually constrained by the primary mission; a transfer vehicle may add flexibility. | Vehicle is selected around the payload’s target orbit and deployment plan. |
| Schedule control | Primary mission schedule governs; a slip can affect every secondary payload. | More direct control of launch timing, subject to vehicle availability and range constraints. |
| Launch cadence | Can be high on recurring rideshare services, but the needed orbit may not recur when required. | NASA describes dedicated options as less frequent in general. |
| Transportation price | Typically lower because excess capacity is shared. | Substantially higher because the mission carries more of the vehicle and campaign cost. |
| Integration burden | Must satisfy primary-mission and integrator “do no harm” rules; shared interfaces can be restrictive. | Can be tailored, but the customer may carry more mission-unique engineering. |
| Deployment accuracy | Depends on the primary mission and any transfer stage. | Can be designed around the spacecraft’s required deployment conditions. |
| Mission assurance | Assess the launch vehicle, primary mission, integrator, and separation system together. | Assess the dedicated vehicle’s flight heritage, production rate, and mission-specific assurance. |
| Availability of transfer vehicles | May be offered, but performance, interfaces, and price must be confirmed per mission. | Often unnecessary when the launch vehicle directly reaches the required orbit. |
Choose rideshare when the mission can accept the primary mission’s orbit and schedule, or when a transfer stage makes the resulting orbit acceptable. Choose dedicated launch when a missed orbit, deployment date, or special operation would cost more than the additional launch price.

NASA VADR
NASA’s Venture-Class Acquisition of Dedicated and Rideshare (VADR) contract is designed for lower-cost, risk-tolerant science and technology missions. NASA uses firm-fixed-price task orders. The program reported 13 initial providers and three additions through a 2024 on-ramp; named providers include Rocket Lab, SpaceX, Firefly, Momentus, and Northrop Grumman. The maximum total value across VADR contracts is $300 million over the five-year ordering period.
Recommended Free Tools
VADR is primarily a procurement route for NASA and NASA-sponsored payloads, not a public storefront where any satellite team can simply reserve a slot. If your mission is NASA-sponsored, ask the sponsoring organization how a task order would be issued and which provider-specific requirements apply.
CSLI
CSLI is the more directly relevant government pathway for eligible U.S. educational institutions, nonprofit organizations, and NASA centers seeking low-Earth-orbit CubeSat opportunities. Selection does not guarantee an immediate flight; NASA must identify a compatible launch opportunity. Plan for the same spacecraft engineering, licensing, safety, and operations responsibilities that a commercial customer would face, while recognizing that NASA may provide integration and other launch support.

Mission assurance and provider evaluation
Price and orbit are only two dimensions of risk. Evaluate the launch vehicle, payload integrator, dispenser, and primary mission as a system. Ask for:
- Relevant flight heritage and the number of comparable payloads previously integrated.
- Current production and launch cadence for the specific vehicle or service.
- Mission-assurance activities, anomaly reporting, configuration control, and change-notification procedures.
- Evidence that the proposed dispenser, transfer stage, and separation sequence have the required heritage or qualification.
- Named technical and contractual contacts with authority to close interface actions.
- Clear responsibility boundaries between provider, integrator, broker, and spacecraft team.
Score mission assurance separately from price. A cheaper offer can carry more schedule or integration risk if it has immature hardware, an unclear responsibility split, or no practical reflight path.
Contract terms and fallback planning
Before signing, obtain written answers to these questions:
- What orbit, deployment accuracy, deployment order, and launch window are contractually committed?
- What happens if the primary mission slips, changes orbit, or is cancelled?
- Can the payload move to a later flight, and are rebooking, refund, or reflight terms defined?
- What happens if your spacecraft misses an integration milestone or fails a test?
- Which events are treated as force majeure, and who pays storage, retest, transport, or regulatory-extension costs?
- What liability limits, indemnities, insurance requirements, export-control clauses, and data-rights provisions apply?
- How are provider or primary-mission changes communicated, approved, and priced?
Maintain a technically compatible backup opportunity until the primary launch is no longer the dominant schedule risk. Set a decision date for switching, identify the engineering work that would need to be repeated, and preserve enough budget for transport, retesting, and licensing changes.
A weighted decision matrix you can use
Create one row per opportunity and score each criterion on a consistent scale, such as 0 to 5. Use zero for a disqualifying non-compliance, not merely an unattractive feature. A suggested structure is:
| Criterion | Questions to score |
|---|---|
| Orbit and deployment | Does the opportunity meet altitude, inclination, dispersion, lighting, deployment order, and transfer requirements? |
| Schedule and cadence | Does it meet the latest acceptable date, and is there a realistic replacement flight? |
| Payload compatibility | Does the spacecraft fit the ICD for mass, envelope, center of gravity, loads, thermal, electrical, RF, and venting? |
| Licensing and safety | Can every authorization and safety data package be complete by the provider’s gate dates? |
| Integration scope | Are engineering reviews, hardware, testing, transport, and facility work clearly included? |
| Mission assurance | Are the vehicle, integrator, dispenser, and transfer stage sufficiently mature for the mission? |
| Total cost | What is the dated all-in cost, including reserves for delay and rebooking? |
| Contract protection | Are delay, cancellation, reflight, refund, liability, and change-control terms acceptable? |
Set hard gates before applying weights. For example, an opportunity that cannot meet a required licensing date or orbit should be rejected even if its price and cadence scores are high. Then document why the selected opportunity wins and which assumptions must be revisited at each design review.
Pre-booking checklist
- Target orbit, acceptable dispersions, deployment order, and transfer-stage requirements are written down.
- Mass, envelope, center of gravity, separation standard, loads, vibration, thermal, venting, battery, and RF data match the current ICD.
- Latest acceptable launch date and slip tolerance are approved by mission management.
- All required licenses have owners, submission dates, and acceptance evidence.
- Orbital-debris, materials, venting, hazardous-material, and spacecraft-specific models are ready for provider review.
- The quote itemizes launch, integration, hardware, testing, transport, insurance, regulatory work, and transfer services.
- Mission-assurance evidence and responsibility boundaries are documented.
- Delay, cancellation, reflight, refund, force-majeure, liability, export-control, and data-rights clauses are understood.
- A technically compatible backup opportunity and switch decision date are funded and documented.
- A technical interchange meeting has closed or assigned every open interface action.
Decision rule
Book a rideshare when its orbit, deployment conditions, schedule tolerance, licensing path, and ICD fit are all acceptable and its all-in cost remains lower after integration and transfer work. Move to a dedicated small launcher when the rideshare’s primary-mission constraints threaten the mission’s required orbit or date, or when the expected cost of delay and redesign outweighs the dedicated vehicle’s premium.
