For an eligible taxpayer in India, the final GST return after registration cancellation is Form GSTR-10. The usual portal route is Services > Returns > Final Return. The November 2025 Telangana Commercial Taxes Department handbook states that GSTR-10 is due within three months from the cancellation date or the date of the cancellation order, whichever is later. Confirm that rule against current notifications and your registration category before relying on it, because exemptions and individual facts can change the result.

Before filing, clear the earlier returns that the portal requires, assemble stock and invoice information, review the draft, pay any amount shown, and file with DSC or EVC. Keep the acknowledgement reference number (ARN), Filed status and downloaded return.

What GSTR-10 is—and who has to submit it

GSTR-10 is the final return for a GST registration that has been cancelled or surrendered. It reports the relevant goods and tax position at the end of the registration, rather than serving as the application to cancel the registration. The procedure below applies to Indian GST registrations on the GST Portal.

Section 45 read with rule 81 is described in the Telangana Commercial Taxes Department’s Handbook on Registration under GST, November 2025 edition. That handbook states that a registered person whose registration has been cancelled must furnish GSTR-10 within three months from the later of the cancellation date and the cancellation-order date.

The same handbook identifies the following categories as not required to file GSTR-10:

Registration category GSTR-10 according to the cited handbook
Input Service Distributor Not required
Person paying tax under section 10 (composition scheme) Not required
Non-resident taxable person Not required
Person required to deduct tax at source under section 51 Not required
Person required to collect tax at source under section 52 Not required
Other cancelled registrations Generally required, subject to the current law, notifications and the facts of the registration

This is a category-level explanation, not a personalized legal determination. Check the current central rules and notifications, the cancellation order and the actual type of your registration. A registration that appears cancelled in the portal can still have unresolved return or payment obligations.

Calculate the filing deadline correctly

Use the date that is later:

  1. the effective cancellation date shown for the registration; or
  2. the date of the cancellation order.

Add three months to that later date under the deadline stated in the November 2025 Telangana handbook. For example, if the effective cancellation date is 10 April and the order is dated 22 April, the order date is the controlling date and the stated three-month period runs from 22 April. Treat this as an illustration of the rule, not as a substitute for checking the dates and any later amendment applicable to your case.

Do not confuse this deadline with the time limit for applying for cancellation. A Press Information Bureau FAQ says cancellation applications are generally filed within 30 days of the event warranting cancellation, with an exception stated for the death of a sole proprietor. That 30-day period concerns the cancellation application; it is not the GSTR-10 filing deadline.

Prepare before opening the final return

Confirm the two dates and your filing category

  • Download or note the cancellation order and the effective cancellation date.
  • Determine which date is later for the three-month calculation.
  • Check whether your registration falls into one of the categories the cited handbook excludes.
  • Look for current notifications or directions that alter the standard deadline or exemption.

Check earlier returns and the portal’s eligibility gate

The GST Portal manual for GSTR-10 says the final-return tile will not be enabled when specified returns for periods in the selected financial year remain unfiled. The manual names GSTR-3B, quarterly GSTR-4, GSTR-1 and CMP-08; the applicable return depends on the taxpayer’s scheme and filing frequency.

Sign in and review the return dashboard before starting GSTR-10. If a return that applies to your registration is missing, file it first or resolve the portal’s reason for treating it as outstanding. The cancellation process itself also has return and payment conditions. The PIB FAQ describes automated cancellation processing conditions that include furnishing due returns and paying tax, interest or penalty that is not stayed by a court, tribunal or appellate authority. Those statements provide cancellation context; they are not a complete, universal list of GSTR-10 prerequisites.

The same FAQ says that when outward-supply details were furnished in GSTR-1 or IFF for a tax period, GSTR-3B for that period must be filed before submitting the cancellation application. That requirement relates to the cancellation process, so do not assume that filing GSTR-3B alone resolves every final-return issue.

Gather the records used by GSTR-10

Prepare records for goods held at cancellation and the invoices or import documents associated with them. The GSTR-10 manual separates entries into goods details with invoices and goods details without invoices.

  • For goods with invoices, collect the supplier details and invoice or bill-of-entry information requested by the portal.
  • For goods without invoices, prepare the description, unit, quantity, taxable value and tax details required in the relevant fields.
  • Reconcile quantities and values with your stock records, purchase register and the cancellation information already submitted.
  • Keep evidence for capital goods and inputs, including inputs contained in semi-finished or finished goods, where those particulars are relevant.

CBIC registration rules describe stock and liability particulars in the cancellation application, including inputs in stock, inputs contained in semi-finished or finished goods and capital goods held in stock within the rule’s scope. Those cancellation-application entries do not automatically replace the fields in GSTR-10. Enter the information the final-return screen actually requests for your account.

Decide whether professional help is warranted

A GST practitioner can be useful when stock has mixed tax rates, invoices are missing, capital goods require a careful liability calculation, earlier returns are blocked, or the cancellation order and portal data disagree. A practitioner does not remove the need to verify the registration category, dates, entries and final acknowledgement.

File GSTR-10 on the GST Portal

The labels below follow the GST Portal manual and can change as the portal is updated. Use the official portal at gst.gov.in.

  1. Sign in. Open the GST Portal with the credentials for the cancelled registration.
  2. Open the final-return service. Select Services > Returns > Final Return.
  3. Start GSTR-10. In the GSTR-10 tile, choose Prepare Online. If the tile is unavailable, use the troubleshooting steps below rather than attempting to bypass the gate.
  4. Enter a correspondence address. The manual says the address may be populated from REG-16 and can be edited. Check every line, including the state, district, PIN code and contact details shown by the form.
  5. Provide certifier information when applicable. Enter the Chartered Accountant or Cost Accountant details requested by the form and upload a certificate only when it is applicable or required for the case. Do not upload an unrelated document simply to complete the screen.
  6. Complete goods details with invoices. Add the supplier and invoice or bill-of-entry information for each applicable entry. Use the exact document references and values in your records, and check that the tax fields correspond to the goods reported.
  7. Complete goods details without invoices. For applicable entries, enter the goods description, unit, quantity, taxable value and tax information requested by the portal. Keep a working reconciliation so that a later query can be answered from the same records.
  8. Generate the draft summary. Use the option to generate and download the draft summary. Read the downloaded copy against your source records before moving on; corrections are easier before authentication and payment.
  9. Proceed to filing. Choose Proceed to File. When the status changes to Ready to File, inspect the amount-payable and amount-paid section.
  10. Settle the displayed liability. The manual says available electronic cash- or credit-ledger balances are displayed. If the balance is insufficient, use the challan flow to add the required amount. Pay the amount actually calculated for this return, not an amount copied from another registration or an old worksheet.
  11. Accept the declaration and choose the signatory. Select the authorized signatory shown for the registration and confirm the declaration.
  12. Authenticate the return. File with a Digital Signature Certificate (DSC) or Electronic Verification Code (EVC), as permitted for the account and taxpayer type. Complete any on-screen validation or OTP step.
  13. Confirm completion. Wait for the success message. Verify that an ARN has been generated and that the return status is Filed.
  14. Download the filed return. Save the filed-return PDF or other download offered by the portal, along with the ARN, payment challan and the draft or reconciliation used to prepare the submission.

Understand the payment and acknowledgement stages

GSTR-10 is not complete merely because its data-entry screens have been saved. The filing sequence reaches a payment review after the form is ready to file. The GST Portal manual describes the cash and credit ledger balances available at that point and provides a challan route when those balances do not cover the amount shown.

Review the payable figure, paid figure, ledger set-off and challan details before authentication. Successful filing generates an ARN, changes the return status to Filed, updates relevant ledgers after successful set-off and makes the filed return available for download. If the success message appears but the status does not change, record the time, ARN and any error text before retrying; repeated submissions can make diagnosis harder.

No universal current late fee, penalty, waiver or relief amount is established here. For an overdue GSTR-10, use the liability displayed for your registration and check current law, notifications or case-specific professional advice rather than relying on an old amount found elsewhere.

Troubleshoot common blocks and errors

GSTR-10 is not enabled

First inspect the return dashboard for unfiled GSTR-3B, GSTR-4, GSTR-1 or CMP-08 periods in the relevant financial year. The portal’s gate is taxpayer-specific, so a composition taxpayer may see a different applicable return from a regular taxpayer. File or otherwise resolve the return identified by the portal, allow the system to update, and then revisit Services > Returns > Final Return.

The cancellation date and order date do not match

Do not choose a date simply because it produces an earlier deadline. Compare the effective date on the registration record with the date printed on the cancellation order, apply the “whichever is later” rule stated in the cited handbook, and retain both documents. If the portal’s dates conflict with the order, seek clarification through the GST system or a qualified adviser before filing.

Goods were purchased without an invoice

Use the no-invoice section rather than inventing an invoice number. Enter the description, unit, quantity, taxable value and tax details requested by the screen, and retain the records supporting how those values were determined. If the facts involve imported goods, check whether a bill of entry is the document the invoiced-goods section expects.

The amount payable is unexpected

Stop before authentication and reconcile the affected stock, tax rates, credit or cash ledger and any earlier liability. Check whether an earlier return or payment is still outstanding and whether a court or appellate stay affects a payment. The cancellation FAQ’s discussion of unstayed tax, interest and penalty is relevant cancellation context, but it does not by itself explain every amount that can appear in GSTR-10.

DSC or EVC authentication fails

Confirm that the selected authorized signatory is current for the registration, that the DSC is registered and usable where DSC is required, or that the mobile and email details needed for EVC are accessible. Read the exact portal error, correct the account or certificate issue, and restart only the failed authentication step when the portal permits it.

The return appears filed but cannot be downloaded

Use the ARN and the return-status view to verify that the status is actually Filed. Save a screenshot or export of the status and payment confirmation while investigating a delayed download. Do not assume that a draft summary is proof of filing; the filed status and ARN are the confirmation described by the portal manual.

What to retain after filing

Keep the cancellation order, evidence of the effective date, earlier-return acknowledgements, stock and invoice schedules, payment challans, the ARN and the downloaded filed GSTR-10. These records let you demonstrate what was reported and how the amount was settled if the tax authority later asks about the cancelled registration.

Cancellation ends the registration’s active status; it does not automatically erase liabilities or unfiled periods that arose before cancellation. Check the account after filing for remaining notices, demands, interest or return requirements and address them under the current GST rules.

A practical decision sequence

  1. Identify the registration type and confirm whether GSTR-10 applies.
  2. Compare the effective cancellation date with the cancellation-order date and calculate the stated three-month period from the later date.
  3. Clear the applicable earlier returns that prevent the final-return tile from opening.
  4. Reconcile goods, invoice or bill-of-entry information and any no-invoice entries.
  5. Prepare the online form, download and check the draft, then review the payment stage.
  6. Authenticate with DSC or EVC, verify the ARN and Filed status, and download the completed return.
