If GST paid on your inputs is higher than the GST charged on your outward supplies, unutilised input tax credit may accumulate under an inverted duty structure. The prescribed claim route is an electronic application in FORM GST RFD-01 on the GST common portal. The amount is not automatically your entire electronic credit ledger balance: it is the maximum produced by the current formula in CGST Rule 89(5), subject to the facts of your business, applicable exclusions, notifications and the section 54 relevant-date rule.
What an inverted-duty refund is
An inverted duty structure exists when the GST rate on eligible inputs is higher than the rate on the related outward supplies. For example, a business may pay more GST when buying materials than it collects when selling finished goods. The difference can leave credit stranded in the electronic credit ledger.
GST law does not turn every rate difference into an automatic refund. You must establish that your outward supplies, input tax credit, relevant period and other conditions fit the current law. Rule 89(5) then limits the refund through a statutory calculation. A balance visible in the ledger is therefore not, by itself, the amount you can claim.

Check eligibility before calculating anything
Confirm that the supplies are genuinely inverted-rated
Start by mapping the outward supplies for which the input credit accumulated. Compare the applicable GST treatment of those outputs with the inputs used to make them. The relevant question is not whether your total business has a large credit balance; it is whether the credit and turnover belong to supplies covered by the inverted-duty refund provisions.
#1 Best Overall
Rates, exemptions, classifications and notifications can change. Check the law and notifications applicable to the goods or services and to the period for which you are claiming. A rate difference alone does not prove that a refund is available.
Separate eligible input credit from other credit
For the Rule 89(5) calculation, “Net ITC” has a specific meaning: input tax credit availed on inputs during the relevant period. It is not a synonym for every credit in the ledger. In particular, do not insert the total balance or automatically include input-service credit in this Net ITC figure.
The formula has a separate adjustment that uses a ratio involving credit on both inputs and input services. Keeping those two concepts separate is essential: input-service credit is relevant to that ratio, but it is not added to Net ITC for the first part of the formula.

Use a defined tax period and reconcile the sales and credit records for that same period. The filing deadline is governed by the current section 54 relevant-date rules and any applicable notifications. The exact date can depend on the nature of the claim and the facts, so do not rely on a generic “one year from…” statement without checking the law in force for your case.
Check exclusions and current notifications
Before filing, review the current CGST Act, rules and notifications for exclusions that may remove particular supplies, credits or periods from the calculation. The rules and portal validations can change; a claim that was eligible under an earlier notification may require a different treatment now.
The current Rule 89(5) formula
For an inverted-duty claim, the maximum refund is calculated as:
Maximum Refund Amount = {(Turnover of inverted-rated supplies of goods and services × Net ITC ÷ Adjusted Total Turnover)} − {tax payable on those inverted-rated supplies × (Net ITC ÷ ITC availed on inputs and input services)}.
This is a ceiling produced by the rule, not an instruction to refund the full electronic credit ledger balance. If your ledger contains credit from other activities or periods, that credit does not automatically increase the result.
| Formula element | What it means in this calculation |
|---|---|
| Turnover of inverted-rated supplies | The turnover of the goods and services that fall within the inverted-duty claim for the relevant period. |
| Net ITC | ITC availed on inputs during the relevant period. Input-service credit is not included in this term. |
| Adjusted Total Turnover | The adjusted total-turnover figure required by the rule for the relevant period. Use the statutory definition and treatment applicable to your records. |
| Tax payable on inverted-rated supplies | The output tax payable on the inverted-rated turnover used in the claim. |
| ITC availed on inputs and input services | The denominator used only in the subtractive ratio. It includes both categories of credit. |
Why the two ITC figures are different
The first term measures the credit attributable to inputs under the rule’s definition of Net ITC. The second term reduces the result by applying the proportion of Net ITC to total credit on inputs and input services. Treating both terms as the same number can overstate the refund, especially where input-service credit is significant.
Illustrative calculation
The following numbers are only an arithmetic illustration, not a statutory threshold or expected result. Assume that, for one relevant period, inverted-rated turnover is ₹5,000, adjusted total turnover is ₹8,000, Net ITC on inputs is ₹600, tax payable on the inverted-rated supplies is ₹200, and total ITC on inputs plus input services is ₹750.
- First term: ₹5,000 × ₹600 ÷ ₹8,000 = ₹375.
- Subtractive adjustment: ₹200 × (₹600 ÷ ₹750) = ₹160.
- Maximum refund under the formula: ₹375 − ₹160 = ₹215.
A real claim must use reconciled figures from the relevant period and the definitions in force for that period. The example does not establish that any particular taxpayer is eligible or that any amount will be sanctioned.

Do not use the outdated shortcut formula
Older articles and spreadsheets may show a simplified calculation that subtracts the full tax payable on inverted-rated supplies. That summary does not reflect the current amended text of Rule 89(5). Notification 14/2022 changed the formula so that the tax-payable subtraction is multiplied by the ratio of Net ITC to ITC availed on inputs and input services.
The GST portal functionality compilation also records a corresponding change to the Statement 1 column heading in RFD-01. If a saved template or image uses the old wording, replace it with the current form and rule before preparing figures. An old graphic is not authority for a current claim.
Prepare your records and calculation file
Organise the evidence before opening the application. The exact documents and declarations requested can vary with the portal version, claim period and taxpayer circumstances, so use the prompts displayed for your filing rather than assuming that a historical checklist is complete.
- Period schedule: list the tax period covered and the section 54 relevant-date analysis supporting timely filing.
- Output schedule: identify the inverted-rated goods or services, their turnover and the output tax payable used in the formula.
- Input schedule: calculate ITC availed on inputs for the relevant period separately from ITC on input services.
- Turnover reconciliation: support the inverted-rated turnover and adjusted total turnover with the returns and accounting records for the same period.
- Ledger reconciliation: explain how the credit figures in the calculation tie to the electronic credit ledger and relevant returns.
- Formula worksheet: preserve each input, intermediate result and the final maximum refund so that the portal entry can be checked before submission.
Keep the records internally consistent. A turnover figure from one period paired with ITC from another can produce a mathematically correct-looking but legally unreliable claim.
File the claim electronically in FORM GST RFD-01
Rule 89 identifies an electronic RFD-01 application on the common portal as the filing route. Portal labels and validations may be revised, so follow the current prompts shown after signing in.
- Sign in to the GST common portal. Use the taxpayer account for the registration that accumulated the credit. Confirm that the legal name, GSTIN and return periods displayed by the portal are the intended ones before entering figures.
- Open the refund application service. Select the refund application option that opens FORM GST RFD-01 and choose the inverted-duty-structure category presented by the current portal.
- Specify the relevant period. Enter the period covered by the claim and review any date or eligibility validation. If the portal requests a reason or category, ensure it matches an inverted-rated-supply claim rather than a zero-rated-supply calculation.
- Enter the Statement 1 calculation. Transfer the reconciled inverted-rated turnover, adjusted total turnover, Net ITC on inputs, tax payable and the other values requested by the current form. Check that the ratio involving inputs and input services is not replaced with the Net ITC figure alone.
- Attach or provide supporting information requested on screen. The current portal may require declarations, statements or records depending on the claim. Do not assume that an attachment used for an earlier version of the form remains sufficient.
- Validate the computation. Compare the portal’s calculated maximum with your worksheet. Investigate any difference before submission; do not alter a source figure merely to make the result match an expectation.
- Submit and complete the prescribed authentication. Finish the electronic submission method offered for the taxpayer account. Save the acknowledgement reference and a copy of the submitted application for your records.
The available official guidance establishes the electronic RFD-01 route, but it does not guarantee that every screen, field name or attachment prompt will remain unchanged. Treat the live portal and current legal text as controlling for the actual filing.
Find the filed application and download the ARN
GST Portal guidance describes the tracking path as Services > Refunds > My Saved/Filed Applications. Open that area to view saved or submitted applications. For a filed application, use the ARN hyperlink to download the ARN receipt and retain it with the calculation and supporting records.
A saved application is not the same as a filed claim. Confirm that the status shows a submission and that an ARN receipt is available before treating the application as lodged.
What happens after submission
Rule 90 deals with the officer’s scrutiny and acknowledgement process. A complete application is acknowledged in FORM GST RFD-02. That acknowledgement confirms that the application has passed the completeness stage described by the rule; it is not, by itself, a sanction order or proof that the amount calculated will be paid.
If the officer or portal identifies a deficiency, respond using the process and form indicated for that application. Reconcile the figures and records first so that any response addresses the actual discrepancy instead of merely restating the original amount.
No universal processing period should be promised from the available rule and portal material. Track the ARN, monitor notices in the portal and keep contact details and authorised-user access current.

Claiming the entire credit-ledger balance
Why it fails: Rule 89(5) produces a formula-based maximum tied to turnover, eligible Net ITC and the adjustment for tax payable. The ledger balance can include unrelated credit.

Including input-service credit in Net ITC
Why it fails: Net ITC for this formula is ITC on inputs. Input-service credit appears in the separate denominator used for the subtractive ratio.
Correction: Maintain separate input and input-service columns and verify which column each portal field represents.
Subtracting all tax payable without the ratio
Why it fails: That is the outdated shortcut reflected in older explanations, not the current amended structure.

Correction: Apply the tax-payable adjustment multiplied by Net ITC divided by ITC on inputs and input services.
Using stale Statement 1 labels
Why it fails: Notification 14/2022 changed the formula and the related portal label. A spreadsheet built from an old form can map values to the wrong concept.
Correction: Download or open the current RFD-01 version in the portal and update the worksheet before entering data.
Assuming a rate difference settles eligibility
Why it fails: Eligibility also depends on the nature of supplies, credit, period, exclusions, notifications and the section 54 relevant date.
Correction: Document the eligibility analysis and obtain taxpayer-specific advice where classification or notification treatment is uncertain.
Mixing periods in the turnover and credit schedules
Why it fails: The formula is period-based. Combining output turnover from one period with ITC from another can distort both the numerator and denominator.
Correction: Reconcile each figure to the same relevant period and preserve the underlying return references.
When to use professional assistance
A GST practitioner or tax professional can be useful when supplies have multiple classifications, when notifications changed during the claim period, or when input and input-service credit cannot be cleanly separated. Professional review is also sensible if the relevant-date analysis is close to the filing limit or if the portal calculation differs from your books.
Even when someone prepares the application for you, the registered taxpayer remains responsible for the accuracy of the data and the claim. Ask for a written calculation showing each Rule 89(5) component rather than accepting a single refund number.
Final filing checklist
- Have you identified the specific inverted-rated outward supplies and relevant period?
- Have you checked current exclusions, notifications and the section 54 relevant-date rule?
- Is Net ITC limited to ITC availed on inputs for this formula?
- Is input-service credit included only in the separate inputs-plus-input-services ratio?
- Are inverted-rated turnover, adjusted total turnover and tax payable supported by reconciled records?
- Did you replace any pre-2022 formula or Statement 1 template with the current version?
- Did you submit electronically in FORM GST RFD-01 and save the ARN receipt?
- Can you retrieve the application through Services > Refunds > My Saved/Filed Applications?
- Are you monitoring the application for scrutiny, acknowledgement in RFD-02 or a deficiency communication?
Bottom line
File an inverted-duty refund electronically in FORM GST RFD-01, but calculate the claim under the current CGST Rule 89(5), not from the total credit-ledger balance or an old shortcut formula. Separate input credit from input-service credit, reconcile the relevant-period turnover and tax figures, verify the section 54 deadline and current exclusions, then track the filed application and ARN on the GST portal.
