Use FORM GST RFD-01 to apply for a GST refund. After filing, retain the application reference number (ARN), follow the claim on the GST Portal, and use the Public Financial Management System (PFMS) separately for bank-account validation and payment disbursement. These are different status trails: the GST Portal shows officer or taxpayer processing of the claim, while PFMS shows whether the bank and payment stages are progressing.

The steps below follow GSTN guidance checked on 13 October 2026. Portal labels and category-specific requirements can change, so use the live prompts shown for your GSTIN and refund type.

What the GST refund process covers

A GST refund claim begins when the taxpayer submits FORM GST RFD-01 on the GST Portal. The officer workflow may then produce an acknowledgement, a deficiency memo, provisional or final sanction, and a payment order. Not every claim uses every form or reaches every stage. A show-cause notice and reply can also arise in some cases.

GSTN describes the process in an official advisory on tracking GST refund applications on the GST Portal and PFMS. The same advisory explains why a payment order should not be treated as proof that money has reached your bank: PFMS still has to validate the account and complete payment processing.

Before you file: checks that prevent avoidable delays

Choose the correct refund category

Refund categories can use different tax periods, calculations, evidence and declarations. Select the category that matches the transaction or tax event described by your claim. A document list or calculation method for one category is not automatically valid for another. The reviewed GSTN material establishes the overall workflow, not a complete current checklist for every category, so follow the instructions displayed for the selected claim and the applicable GST rules.

Confirm any taxpayer-specific prerequisites

GSTN functionality notes identify two dated checks that may matter:

  • A GSTN note describes QRMP taxpayers as restricted to quarterly refund claims. Confirm the period available to your GSTIN in the current portal.
  • A January–March 2022 functionality update describes Aadhaar authentication or e-KYC requirements for specified refund filing and export-refund workflows. This is not a complete rule for every claimant; use the live authentication prompt and the requirements for your category.

These notes describe portal features at particular dates rather than a universal eligibility test. If the portal asks for authentication or a different filing period, resolve that requirement before submitting.

Check the bank account and PAN relationship

The refund account must be capable of passing PFMS validation. GST Portal guidance says validation depends on the PAN held by the bank matching the PAN supplied for the GSTIN. Compare the account number, account-holder details and PAN in your bank records with the details maintained in the GST registration before filing. Correct a mismatch with the bank or GST records instead of waiting for a failed payment.

The Portal can show successful, failed or in-progress validation, and it can complete validation with remarks. An account described as inactive or suspended may receive a remark; GSTN guidance says such an account may still be usable for refunds. Read the exact status and remark rather than treating every non-success state as the same problem.

Have the claim evidence ready

Keep the invoices, returns, payment records, declarations and other evidence required by the selected refund category available in the formats and limits the portal accepts. Because the current category checklist is not established by the general tracking advisory, do not rely on a generic internet list. The portal’s category-specific instructions and applicable law control what must accompany your claim.

Forms you may see after submitting RFD-01

Form or event What it generally means
RFD-01 The taxpayer’s application for refund.
RFD-02 An acknowledgement issued in the officer workflow.
RFD-03 A deficiency memo when the officer identifies a deficiency.
RFD-04 A provisional refund order, where that route applies.
RFD-05 A payment order issued by the officer.
RFD-06 A final refund order.
Show-cause notice and reply A possible additional stage in some claims, requiring a taxpayer response.

The presence or absence of one of these forms is not, by itself, a universal decision rule. The officer’s action and the claim category determine the route. GSTN’s list of forms is available in its Goods and Services Tax forms guide.

How to submit FORM GST RFD-01

  1. Sign in to the GST Portal. Use the taxpayer account associated with the GSTIN making the claim. If the portal presents a profile, bank or authentication action first, complete it before starting the refund application.
  2. Open the refund application service. Select the refund option and choose the category that describes the claim. Read the current period and eligibility instructions shown for that category.
  3. Enter the claim period and calculation details. Use the tax period and figures supported by your returns and records. Do not carry a period, formula or turnover field from another refund category without checking its instructions.
  4. Provide the requested evidence. Upload the documents and declarations requested by the selected workflow. Use legible files and keep the originals and working papers in your records in case the officer asks for clarification.
  5. Review the bank details. Confirm the account number and the PAN relationship described in the bank records. A correct application can still face payment failure if the bank-held PAN does not match the PAN associated with the GSTIN.
  6. Complete any authentication or verification prompt. If the live workflow requires Aadhaar authentication or e-KYC for your claimant or category, complete that step before submission. The dated GSTN functionality note does not make this requirement universal.
  7. Submit and save the acknowledgement. After successful submission, record the ARN, filing date, selected category and a copy of the submitted application. The ARN is the main reference used in the tracking routes described by GSTN.

Submission starts the process; it does not mean that the claim has been sanctioned or paid. The next event may be an acknowledgement, a deficiency memo, an order, a notice or another action shown by the officer workflow.

Track the application on the GST Portal

Signed-in tracking

  1. Sign in to the GST Portal.
  2. Open Services > Refunds > Track Application Status.
  3. Choose the filing year or enter the ARN, as the page permits.
  4. Search and read the displayed stage, remarks and pending-action indication.

This view is for the refund claim’s processing status. It helps you see whether the next action is with the officer or with the taxpayer and whether an acknowledgement, deficiency, notice or order has been recorded.

Pre-login ARN tracking

GSTN functionality notes also describe a pre-login route: open Services > Track Application Status, choose Refund, enter the ARN and search. The portal may revise the menu placement or wording, so use the live Refund tracking option if the labels differ.

What to do when no result appears

  • Check that every ARN character is correct and that you selected the right filing year.
  • Allow for the record to be available in the tracking service after submission, then search again.
  • Try the signed-in route if the pre-login page does not show the record, or the pre-login route if the signed-in page is unavailable.
  • If the application was filed under another GSTIN or user account, search with the ARN issued for that GSTIN.
  • Do not treat an empty search result as a PFMS payment failure; PFMS is a separate system.

Track bank validation and payment through PFMS

PFMS handles a different part of the workflow. According to GSTN, PFMS validates the bank account after RFD-01 and validates it again after the officer issues RFD-05. It then continues internal payment processing and bank disbursement. A sanction or payment order therefore does not establish that funds have been credited.

First PFMS check after filing RFD-01

  1. Open the PFMS tracking service identified in the GSTN refund advisory.
  2. Select GST Registered.
  3. Search with the GSTIN or account number, using the identifier requested by the page.
  4. Read the validation result and any error or remark, then compare it with the bank and GST records.

PFMS check after RFD-05

  1. After the GST Portal shows that the officer has issued RFD-05, use the PFMS option GST Successfully Processed.
  2. Search using the available GST or account identifier and inspect the result.
  3. If no record appears there, check GST Under Process. GSTN describes this view as the place where validation error descriptions are displayed when processing is not complete.

PFMS status describes validation and disbursement processing; it does not replace the GST Portal’s application-stage record. Check both systems when the portal shows a payment order but the bank account has not been credited.

How to interpret the two status systems

What you see What it generally represents Where to look
Application stage or officer/taxpayer pending action Processing of the refund claim itself. GST Portal refund tracking.
Bank validation after RFD-01 The first PFMS account-validation stage. PFMS, GST Registered.
Payment order issued The officer has issued RFD-05; PFMS validation and payment steps still follow. GST Portal, then PFMS.
Successfully processed PFMS has recorded the post-payment-order processing state. PFMS, GST Successfully Processed.
Under process or a validation error description PFMS is still processing or has identified a validation issue. PFMS, GST Under Process.

The practical rule is simple: use the GST Portal to answer “Where is my refund claim in the officer workflow?” and PFMS to answer “Has the bank and payment workflow validated and processed it?”

Fix bank-account validation failures

When the PAN does not match

Compare the PAN maintained by the bank with the PAN supplied for the GSTIN. If they differ, correct the bank record or the GST registration record through the appropriate process, then use the refund application’s current bank details as instructed by the portal. Do not assume that re-searching PFMS will cure a mismatch.

When the account number or status is wrong

Verify the account number, account type and account-holder details against a current bank record. If the account is closed, inactive or suspended, ask the bank whether it can accept the refund and follow the exact portal remark. GSTN’s bank-account guidance distinguishes failed and in-progress states and notes that validation can complete with remarks, so the text of the result matters.

When details must be changed after RFD-05

GSTN’s PFMS tracking guidance says that, if the bank details are incorrect, the taxpayer must update them in the refund application and the officer must re-issue RFD-05. A taxpayer cannot make the payment order effective merely by changing a bank record after the order has been issued; follow the re-issue route shown by the officer and portal.

When validation is still in progress

  • Check PFMS again through the appropriate status option rather than relying only on the GST Portal.
  • Read any error description under GST Under Process.
  • Confirm that the account and PAN details have not changed between the application and the payment-order stage.
  • Keep screenshots or downloaded acknowledgements with the ARN so you can explain the sequence if an officer asks for clarification.

Common filing and tracking mistakes

Confusing an ARN with a payment confirmation

The ARN identifies the submitted refund application. It does not prove sanction, RFD-05 issuance or bank credit. Use the GST Portal for the claim stage and PFMS for the payment stages.

Assuming every claim follows the same form sequence

RFD-02, RFD-03, RFD-04, RFD-05 and RFD-06 are possible workflow documents, not a guaranteed checklist for every category. A deficiency memo or show-cause notice requires the response described in that notice; do not submit an unrelated document simply because another refund type used it.

Using a generic category checklist

Refund evidence and calculations vary. Select the category first, then follow its current portal instructions. If the claim involves unusual transactions, a deficiency response or a disputed calculation, optional advice from an Indian GST practitioner or chartered accountant can help; no outside adviser is required for routine portal tracking.

Relying on old menu labels

GSTN’s dated functionality notes and advisories may show labels that are rearranged in a later release. Search the live portal for the Refund tracking service and use the ARN. The underlying distinction between GST Portal processing and PFMS payment processing remains the important one.

A practical record-keeping checklist

  • GSTIN used for the claim.
  • Refund category and tax period.
  • Submitted FORM GST RFD-01 and ARN.
  • Uploaded evidence and calculation working papers.
  • Bank account details and the PAN recorded by the bank.
  • GST Portal status, officer remarks and any RFD form or notice.
  • PFMS result from GST Registered, and later from GST Successfully Processed or GST Under Process.
  • Dates of every search, correction and response.

Keeping these records lets you distinguish a claim-processing issue from a bank-validation issue when contacting the GST help channel, your bank or the officer handling the application.
