Start with the Commodity Futures Trading Commission’s Tips & Complaints page. For suspected violations of the Commodity Exchange Act or CFTC regulations, submit the online Division of Enforcement Complaint Form or call 866-FON-CFTC (866-366-2382). If you want to use the CFTC whistleblower program, submit Form TCR instead. A Reparations Complaint is a separate process for eligible customer damages claims against certain CFTC-registered futures-industry professionals.
The correct form depends mainly on what happened, whether the activity involved derivatives or only spot cryptocurrency, and whether you want to provide investigative information or pursue a formal damages claim. Filing a complaint does not automatically recover your funds, and the CFTC’s authority over an ordinary spot-market exchange may be limited.
Choose the CFTC route that matches your goal
The CFTC offers three distinct paths. Selecting the wrong one can delay your report or create expectations the process cannot meet. Use the comparison below before collecting documents or completing a form.

Use the ordinary Enforcement Complaint Form when you want an investigation
Choose the Division of Enforcement Complaint Form when your main objective is to alert the CFTC to suspected misconduct. This is the normal route for information about a crypto exchange, broker, employee, promoter, or other participant that may have violated the Commodity Exchange Act or CFTC regulations. You can provide the same type of information by telephone at 866-FON-CFTC.

Use Form TCR when whistleblower treatment matters
Form TCR is required if you want your submission considered under the CFTC whistleblower program. The CFTC states that eligible whistleblowers may receive up to 30% of money collected and may qualify for applicable anti-retaliation protections. You do not need to submit both a TCR and an ordinary Enforcement Complaint Form. Filing both can duplicate information without improving the submission.
Use Reparations only for an eligible futures-industry damages claim
Reparations is not a general crypto-refund program. It is a customer-claim forum for alleged wrongdoing by a futures-industry professional that was registered with the CFTC at the relevant time. The claim must fit the futures-industry jurisdiction and the program’s procedural requirements. A complaint about an unregistered spot exchange generally does not qualify simply because cryptocurrency was involved.
Understand how the CFTC’s crypto jurisdiction affects your case
The CFTC’s virtual-currency advisory warns that much of the virtual-currency cash market operates through internet platforms that may be unregulated and unsupervised. The agency has received complaints about virtual-currency exchange scams and directs suspected victims to 866-366-2382 or CFTC.gov/Complaint. The agency also states: “There is no such thing as a guaranteed investment or trading strategy.”
Spot cryptocurrency complaints
A spot transaction is a purchase or sale of the digital asset itself for delivery, rather than a futures, options, or swap contract. If your loss arose from a spot-market scam, account takeover, impersonation, fake investment opportunity, blocked withdrawal, or deceptive platform conduct, submit the facts through the Enforcement Complaint Form so the CFTC can assess jurisdiction and possible referral. Do not label the matter a reparations claim unless the respondent and transaction meet the registration and futures-industry requirements.
Futures, options, swaps, and leveraged products
Identify whether the exchange offered futures, options, swaps, margined products, or another derivative. Those details can materially change the CFTC’s jurisdiction and may make a registered futures professional relevant to a Reparations Complaint. State exactly what product you traded, how leverage or margin was applied, and which legal entity provided it.
Unregistered or overseas platforms
An exchange’s lack of CFTC registration does not make your report useless. It may mean the CFTC treats the information as an enforcement lead or refers it to another authority rather than accepting a reparations case. Give the platform’s domain, corporate name if known, physical or mailing address, payment processors, and the locations shown in its terms of service. Avoid assuming that a website’s branding identifies the legal respondent.

Prepare before opening a form
Good preparation makes the agency’s review easier and reduces contradictions. Create one folder containing original files and a separate working copy for redactions or annotations.
Identify the respondent and the conduct
- Record the exchange’s exact legal name, trading name, website domains, app name, and any parent or affiliate named in account terms.
- List account numbers, user IDs, wallet addresses, transaction IDs, and the names or usernames of employees, agents, promoters, or impersonators involved.
- Describe whether the activity involved spot cryptocurrency, futures, options, swaps, margin, leverage, or a combination.
- Note where the exchange and relevant people were located, if known, and which currency and payment method you used.
Use the CFTC’s registration and disciplinary-information resources where relevant to check whether the respondent was registered. A registration status can change, so record the date you checked and preserve the result.
Preserve evidence in its original form
Save complete records rather than only cropped screenshots. Export account statements and transaction histories when the platform allows it, and keep the original email files with their headers if possible.
- Account statements, order history, margin or liquidation records, and withdrawal-status pages
- Blockchain wallet addresses and transaction hashes for deposits, transfers, and withdrawals
- Bank, card, wire, payment-app, or crypto-on-ramp records showing what you paid
- Screenshots or screen recordings of balances, error messages, identity-verification requests, and changing withdrawal instructions
- Emails, support tickets, live-chat transcripts, direct messages, and call records
- Terms of service, fee schedules, risk disclosures, advertisements, referral materials, and promotional promises in effect when you acted
- Identity-verification messages and documents that show what the platform requested or how it used your identity
Keep a read-only copy and note when each file was obtained. Do not alter metadata or delete unfavorable records; investigators need a reliable chronology.
Build a dated timeline
Make a table with one row for each important event. Include the date and time with a time zone, the person or system involved, the amount and asset, the action taken, and the resulting account balance or status. Include your first contact with the exchange, every deposit or trade that matters, withdrawal requests, freezes or liquidations, support responses, and your final attempt to resolve the issue.

Separate what you personally observed from what another person told you. If a date or identity is uncertain, label it as approximate and explain why. This is more credible than presenting an estimate as a confirmed fact.

Calculate losses when you seek reparations
A Reparations Complaint asks for the amount claimed and the calculation behind it. Show each deposit, withdrawal, trade, fee, liquidation, and credit that leads to your total. Identify the asset and currency for every figure and explain the exchange rate or valuation date used. Do not count speculative future gains as actual damages unless the applicable procedure permits and you can substantiate the calculation.
The Reparations submission also asks whether you have filed another court or arbitration action about the dispute and requires sworn verification. Gather those details before filing so the form is complete and consistent with any other proceeding.
File the ordinary CFTC complaint step by step
- Open the official Tips & Complaints page. Go to https://www.cftc.gov/Complaint and select the Division of Enforcement Complaint Form. If you cannot use the online form, call 866-FON-CFTC (866-366-2382).
- Choose the closest subject and identify the respondent. Enter the exchange’s legal and trading names, domains, account identifiers, and the people involved. If you are unsure which entity is responsible, list every entity shown in contracts, receipts, or communications and explain the uncertainty.
- Write the factual narrative in chronological order. State what you were promised, what you did, what the platform did, the amounts involved, and why you believe the conduct may violate the Commodity Exchange Act or CFTC regulations. Use short paragraphs and concrete dates instead of conclusions such as “they stole everything.”
- Describe the product and jurisdictional facts. Say whether the matter concerns spot assets, futures, options, swaps, leverage, or margin. Include the exchange’s registration representation and the result of any registration check, with the date checked.
- Attach supporting materials. Include statements, hashes, receipts, correspondence, terms, advertisements, and screenshots that prove the key events. Name files clearly, such as
2026-04-12_withdrawal_request.pdf, and refer to those names in the narrative. - State the harm and your requested outcome. Explain the money or assets lost, account access problems, and any continuing risk. The Enforcement Complaint Form is an information channel, so request review, investigation, or referral rather than promising yourself a particular recovery.
- Review for accuracy and submit. Check names, dates, decimals, wallet addresses, and attachments. Save a complete copy of the submission, confirmation page, confirmation number, and the date and time sent.
File Form TCR when you want whistleblower-program treatment
Use the CFTC’s Form TCR rather than the ordinary complaint form when you are submitting information under the whistleblower program. A TCR should explain the suspected violation with the same level of factual detail, but it should also identify why your information is original, specific, and useful to the agency if you can do so without speculation.

The CFTC states that an eligible award can be up to 30% of money collected. “Up to” is a maximum, not a promise or a percentage of your personal loss. The award depends on the program’s eligibility and decision process and on money actually collected in a qualifying matter. Applicable anti-retaliation protections may apply to eligible whistleblower activity.
Do not file duplicate forms automatically
The CFTC says you do not need to submit both a TCR and an ordinary Complaint Form. Decide which treatment you seek, then provide one coherent submission. If you later need to supplement it, refer to the original confirmation and clearly label new evidence rather than creating multiple conflicting narratives.
When and how to use a Reparations Complaint
Reparations is the only route in this group designed as a damages forum, but it has narrower eligibility than an enforcement report.

Check eligibility first
- The respondent must be a futures-industry professional registered with the CFTC when the alleged wrongdoing occurred or when the complaint is filed.
- The dispute must arise from the respondent’s futures-industry activity, not merely from buying or holding spot cryptocurrency.
- You must be prepared to state the damages amount, explain the calculation, identify related court or arbitration cases, and verify the submission under oath.
If any of these points is unclear, you can still report suspected misconduct through the Enforcement Complaint Form while you verify registration and product details. Do not call a spot-market loss a Reparations Complaint simply to pursue a refund.

Understand the procedures and fees
The current Reparations Complaint Form lists three nonrefundable fees: $50 for the voluntary procedure, $125 for the summary procedure, and $250 for the formal decisional procedure. Select the procedure that fits the claim and follow the form’s instructions for payment, service, evidence, and deadlines. The fee is separate from the amount of damages you claim and is not a guarantee that the claim will succeed.

Lead with a one-paragraph summary that identifies the respondent, product, dates, and approximate loss. Then support it with a numbered chronology. For each event, answer four questions:
- What happened? Describe the observable action, such as a withdrawal being marked “approved” but never broadcast to the blockchain.
- When and where? Give the date, time zone, account, wallet, website, or communication channel.
- Who was involved? Identify the legal entity, employee, promoter, or account and distinguish verified identities from aliases.
- What proves it? Point to the statement, hash, email, screenshot, or terms-of-service version that supports the sentence.
Explain why the conduct may violate the Commodity Exchange Act or CFTC regulations, but do not present a legal conclusion as an established fact. For example, write that the platform advertised a leveraged futures product while representing that it was registered, then attach the advertisement and account record. Let the agency determine which provisions apply.
Report suspected theft or impersonation in parallel
The CFTC’s consumer guidance says fraud victims should report to the government and to the digital-asset exchange or social-media platforms involved. Notify the exchange through an official support channel, secure your email and financial accounts, preserve the report number, and contact appropriate law-enforcement or government channels when theft, identity misuse, extortion, or impersonation is involved.

Avoid statements that can damage your filing
Do not exaggerate or guess
The ordinary Complaint Form warns that knowingly false or fraudulent statements can lead to criminal penalties under 18 U.S.C. §1001. The Reparations form requires a sworn statement and asks you to distinguish known facts from information you believe to be true. Mark estimates, hearsay, and uncertain dates clearly.
Do not confuse account value with damages
Separate money deposited, money withdrawn, realized trading losses, fees, frozen balances, and the market value of assets that remain accessible. A screenshot showing a high balance is not by itself proof of a recoverable loss.
Do not omit unfavorable facts
Include your own trading decisions, risk disclosures you accepted, account-security events, and any prior settlement or refund. Omissions can create contradictions when the agency compares your submission with platform records.
Do not send sensitive credentials
Never include seed phrases, private keys, passwords, one-time authentication codes, or full payment-card numbers. Redact unnecessary identity numbers while retaining enough information for the agency to connect the evidence to your account.
What to expect after submitting
Save the confirmation and monitor the email address or phone number you provided. The CFTC may request clarification or additional documents, but an online complaint is not a promise that the agency will open an investigation, bring an enforcement action, or return your assets. The agency may share information with another regulator or law-enforcement body when another authority is better positioned to act.
Keep your evidence and timeline unchanged after filing. If a new withdrawal, contact, or payment occurs, add it as a dated supplement that references the original submission. Continue checking your bank, exchange, email, and device security, because a fraudster may use the original incident to attempt a second theft.
