To report a possible civil-rights violation to the U.S. Department of Justice (DOJ), start with the Civil Rights Division’s online portal at civilrights.justice.gov/report. Choose the route that fits the issue, describe what happened, and save the confirmation number. A portal report is not a guarantee that DOJ will investigate, and it does not replace a separate filing with another agency when that agency’s process or deadline applies.

Choose the right reporting route first

The DOJ Civil Rights Division’s online portal is the general starting point for reporting a possible civil-rights violation. Its overview identifies concerns arising in settings such as work, school, housing, voting, businesses, public spaces, public benefits, and government services. The portal explains how to report and lists phone and mail options.

Not every issue should be handled only through the general portal. Some subjects have a specialized DOJ process, and certain employment claims must be filed with the Equal Employment Opportunity Commission (EEOC) or the Department of Labor’s Veterans’ Employment and Training Service (VETS), as appropriate. A general DOJ report is not a substitute for those filings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start by matching the subject and the type of action you need to take. If you want to tell DOJ about a possible violation, the general portal may be the appropriate starting point. If you need to complete a formal charge or complaint with another agency, use that agency’s procedure and confirm its deadline separately. Some DOJ sections publish a process for a narrower set of matters; a section-specific form should not be treated as a universal DOJ complaint form.

Route When it may fit Key limitation
General Civil Rights Division portal A broad report of a possible civil-rights violation. DOJ reviews the report and decides whether it can act. Providing contact details is optional, but omitting them can limit follow-up and status updates.
Phone or printed report You cannot use the online form or prefer another contact method. Use the contact details and instructions shown on the current DOJ portal. Specialized sections may have their own process.
Federal Coordination and Compliance Section (FCS) process A matter within the Title VI or Title IX process described by that section. Its form, scope, and instructions are specific to that process; do not assume they apply to every DOJ civil-rights report.
EEOC or VETS filing An employment discrimination or retaliation claim that DOJ guidance assigns to one of those agencies. A general DOJ portal report does not count as the required filing with the relevant agency.

This is a procedural distinction, not a ranking of which route is better. The general portal lets the Civil Rights Division receive information and assess what it can do. A required agency filing serves a separate purpose and may be governed by its own filing rules. If you are uncertain, do not use the existence of the DOJ portal as a reason to postpone contacting the agency that may have jurisdiction over your claim.

Before you submit: check urgency, subject, and deadlines

If someone is in immediate danger

Do not wait for a civil-rights report to be reviewed. DOJ’s portal says, “If you are in danger, contact 911.”

If the issue involves employment

Check whether the claim must go to the EEOC or VETS, rather than relying on the DOJ portal. DOJ specifically warns that certain employer discrimination or retaliation claims must be filed with the appropriate agency. Filing time limits can matter, and the applicable deadline depends on the claim and agency. Do not assume that sending a DOJ report preserves a deadline or starts a required charge process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you are unsure which filing is required, identify the kind of claim and the agency responsible for it, then promptly contact that agency or seek qualified legal help. Do not wait for a DOJ response before addressing a potentially separate deadline.

There is no single deadline in the general portal instructions that applies to every civil-rights issue. The relevant time limit depends on the statute, type of claim, and agency process. The practical step is to identify the issue and check the rules for the agency that handles the required filing. A report to DOJ should not be treated as a way to pause, extend, or satisfy a deadline unless the responsible agency specifically confirms that it does.

If the issue may fit a specialized DOJ process

The Federal Coordination and Compliance Section publishes a separate complaint and consent/release form for the Title VI or Title IX matters within its process, along with phone assistance. Use that section’s own instructions to determine whether the process covers your situation. The specialized route is not a general replacement for the Civil Rights Division portal.

The FCS process page also says callers may ask for language assistance, including an interpreter or translated material. Its listed phone options include 1-888-848-5306 (English and Spanish), (202) 307-2222, and (202) 307-2678 (TDD). These numbers are for the specialized section’s described process; check that process page for current details and do not assume the numbers serve every Civil Rights Division subject.

How to file through the general DOJ portal

  1. Open the official reporting portal. Go to https://civilrights.justice.gov/report/. Review its overview and route information before beginning. DOJ directs people in immediate danger to call 911 instead of waiting for a portal response.
  2. Describe the issue in the form. Follow the prompts and explain what happened in your own words. The form is intended to give DOJ information about a possible civil-rights concern; it is not a court filing or a promise that the Department will take the matter.
  3. Provide relevant details. Include what happened, when and where it happened, who was involved, and why you believe it may concern civil rights. Add other details that help explain the event or its context. A clear sequence of events is more useful than a general conclusion without supporting facts.
  4. Decide whether to provide contact information. Contact details are optional on the general portal. You can continue without an email address or phone number, but DOJ says it then cannot use those details to provide status updates or possible follow-up. The form also says information is voluntary and warns that leaving out information may limit the Department’s ability to pursue a claim.
  5. Review the report before sending it. Check that the account is understandable and that dates, locations, people, and events are as accurate as you can make them. Distinguish what you directly experienced from information someone else gave you, where that distinction matters.
  6. Submit and retain the confirmation number. The portal says it provides a confirmation number. Save it along with a copy of your submitted account so you can refer to the same report if you contact DOJ later.

Use the current portal rather than relying on an old bookmark, saved form, or copy of instructions. The live general portal displays OMB control number 1190-0020. A linked printed form has listed an expiration date of August 31, 2026, so check the live portal before using or reproducing any downloaded version. The portal is the best place to confirm the current online, phone, and mail instructions.

What to include in your account

The form asks for information that can help staff understand the report. You do not need to frame your account as a legal argument. Focus on specific events and explain why you believe they may involve civil rights.

  • What occurred: Describe the conduct or decision you are reporting, using concrete details rather than only a label such as “discrimination.”
  • When it occurred: Give the date or approximate time period. If there were multiple events, separate them in chronological order.
  • Where it occurred: Identify the workplace, school, housing situation, business, public space, government service, or other setting involved, as relevant.
  • Who was involved: Identify people, organizations, or government entities as accurately as you can. If you do not know a name, describe the person’s role or connection to the event.
  • Why you believe it may be a civil-rights concern: Explain the circumstances that led you to report it. Avoid presenting guesses as established facts.
  • Relevant supporting details: Include information that helps explain what happened or its context. The DOJ form says information is voluntary; it also cautions that missing information might limit the Department’s ability to pursue a claim.

A practical way to organize a longer account is to write a short timeline before entering it: the earliest relevant event, what happened next, and the most recent event. For each event, note the date or estimated period, place, participants, and what you personally know. If you are unsure of an exact date, identify it as approximate rather than presenting it as certain. If several incidents are connected, explain the connection without blending separate events into one vague description.

Keep the focus on facts that help explain the report. For example, identify the decision or conduct at issue, the people or organization involved, and the circumstances that make you think it may concern civil rights. A conclusion alone may not tell staff enough to understand what happened. At the same time, the form’s information is voluntary; the point is to give a clear and accurate account, not to make unsupported assertions or guess at details you do not know.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you choose not to give contact details, understand the tradeoff before submitting. DOJ says it cannot use contact details that you have not supplied for status updates or possible follow-up. On the other hand, providing contact information does not guarantee a response, an investigation, or a particular result. The portal cautions that response times vary and updates may not always be available.

Do not treat the portal as a place to make a separate filing that its instructions do not identify. If another agency requires its own charge or complaint, follow that agency’s process even if you also send information to DOJ.

Other ways to contact DOJ

If you cannot or do not want to use the online form, the Civil Rights Division’s portal lists phone and mail options. The published general public contact number is (202) 514-3847, and the mailing address is 950 Pennsylvania Avenue NW, Washington, DC 20530-0001. Check the live portal for current instructions and contact details before using a phone or printed-report option, because agency contact information can change.

The portal also lists a toll-free number, a TTY/TDD route, and a printed-report mailing option. Because those routes and instructions may change, consult the current page rather than relying on a number or address copied from an older document. If the online form is inaccessible, use one of the options the portal currently lists and follow any directions it gives for a printed report.

For the FCS process described on DOJ’s Title VI and Title IX pages, the section lists 1-888-848-5306 (English and Spanish), (202) 307-2222, and (202) 307-2678 (TDD). These numbers relate to that specialized route, not necessarily every kind of civil-rights report. Its process page advises callers who need communication help to ask for an interpreter or translated material.

What happens after DOJ receives a report

DOJ says staff review reports and that specialized teams may handle different types of issues. If the Department thinks another team or agency is a better fit, it says it will try to connect the report to the appropriate group. Possible next steps include asking for more information, mediation, an investigation, referral to another organization, or telling the reporter DOJ cannot help.

These possibilities are not a sequence that every report follows. DOJ may determine that another team or agency is better placed to handle the issue, and a referral does not mean that DOJ has made a legal finding. The Department also may tell the reporter it cannot help. A submitted report is information for DOJ to review, not an assurance that the Department will open an investigation or reach a particular conclusion.

There is no guaranteed outcome or fixed response time. DOJ says response times vary, it may not always be able to provide updates, and its overview warns that a response can take several weeks. If you supplied no contact details, DOJ says it cannot use those details for follow-up or status updates. DOJ’s portal also points people to the Legal Services Corporation to find local legal aid; that is an option for seeking independent help while waiting, not a promise of representation.

A report is not itself a legal ruling, a promise of investigation, or a substitute for a lawsuit or another required agency filing. Reporting a possible violation and filing a formal charge or preserving a legal claim are different actions. If a deadline may apply, address it with the agency or a qualified legal professional rather than assuming that DOJ’s review will protect it.

Common mistakes to avoid

  • Using the general portal as if it were every agency’s form. A report to DOJ does not replace an EEOC or VETS filing when DOJ guidance says that filing is required.
  • Waiting for DOJ before acting on a deadline. DOJ warns that some employment claims must be filed with another agency and that time limits can matter. Its portal report should not be assumed to satisfy those requirements.
  • Leaving out details that explain the event. A brief, specific account of what happened, when, where, and who was involved helps staff understand the report. The DOJ form warns that omissions may limit its ability to pursue a claim.
  • Expecting updates without providing a way to contact you. Contact details are optional, but DOJ says it cannot use them for possible follow-up or status updates if they are not provided.
  • Assuming submission means DOJ will investigate. DOJ may take several different next steps, refer the matter, or say it cannot help.
  • Using a specialized form for an unrelated issue. The FCS form and contact process apply to the matters described by that section, not to every civil-rights subject.
  • Relying on an outdated copy of a form or contact detail. Check the live DOJ portal before using printed materials or phone information, since instructions and contact information can change.
  • Assuming you need to buy something to report. DOJ provides its own online and printable reporting routes. No product is required to submit a report; use the agency’s official form and instructions.

Frequently Asked Questions

Where do I file a civil-rights complaint with the DOJ?

For a general report of a possible civil-rights violation, start with the Civil Rights Division portal at civilrights.justice.gov/report. It covers concerns in settings such as work, school, housing, voting, businesses, public spaces, public benefits, and government services. Some matters have a specialized route or require a filing with another agency.

Can I submit a DOJ report without giving my name, email, or phone number?

The general portal makes contact details optional, and the form says the information it requests is voluntary. DOJ says that without contact details it cannot use them to provide status updates or possible follow-up. Do not assume that choosing not to provide an email address or phone number changes the requirements of any separate agency filing.

Will DOJ investigate every report?

No outcome is guaranteed. DOJ reviews reports and may ask for more information, mediate, investigate, refer the matter to another organization, or tell the reporter that it cannot help. Submitting a report is not a legal ruling or a promise of an investigation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does a DOJ portal report meet an EEOC or VETS filing deadline?

Do not assume that it does. DOJ warns that certain employer discrimination or retaliation claims must be filed with the EEOC or VETS, as appropriate. Filing deadlines can matter, so check the responsible agency’s process promptly rather than waiting for a DOJ response.

How long does DOJ take to respond?

DOJ says response times vary and that it may not always be able to provide updates; its portal overview warns that responses can take several weeks. If you provided no contact details, DOJ says it cannot use those details for updates or follow-up.

What should I include in the report?

Explain what happened, when and where it happened, who was involved, and why you think it may concern civil rights. Add relevant context and distinguish facts you know from information you have not confirmed. The DOJ form says information is voluntary but warns that omissions may limit the Department’s ability to pursue a claim.

What if I cannot use the online form?

The Civil Rights Division portal lists phone and printed-report options. Its published general public contact number is (202) 514-3847, and its mailing address is 950 Pennsylvania Avenue NW, Washington, DC 20530-0001. Check the current portal for the latest phone, TTY/TDD, and mail instructions before using them.

What should I do if someone is in immediate danger?

Call 911. DOJ’s portal states, “If you are in danger, contact 911.” A civil-rights report is not an emergency response service.

The Bottom Line

Use the DOJ Civil Rights Division portal to report a possible violation, give a clear account, and save the confirmation number. Before submitting, check whether the matter belongs in a specialized DOJ process or requires a separate agency filing, especially for employment claims. Do not rely on a portal report to preserve a deadline, and call 911 if someone is in immediate danger.
