If your food log is genuinely not stored on a server, say plainly that there are no server-held food-log entries to include in the export. For example: “We do not store your food log on our servers, so there are no server-held food-log entries to include in this export.” This is a factual description of the system, not wording required by the GDPR. Confirm it against the app’s actual data flows before using it.
What the export response should say
Use a sentence that describes the scope of the export accurately. If food-log entries remain only on the user’s device and the export covers server-held records, state that there are no server-held food-log entries to include. Do not imply that the company holds no personal data at all unless that broader claim is also verified.
A device-local log and server-side processing of other information can coexist. Account details, analytics, backups, or data handled by service providers may still involve personal data. Check the relevant controller’s and processors’ systems before making an unqualified statement.

When GDPR data portability applies
Under Article 20 of the GDPR, a person has a right to receive personal data concerning them that they provided to a controller in a structured, commonly used, machine-readable format, and to transmit those data to another controller without hindrance. The right applies when processing is automated and based on consent or a contract. The regulation also provides for direct controller-to-controller transmission where technically feasible, and says portability must not adversely affect the rights and freedoms of others.
The European Data Protection Board’s guidance on data portability explains that the relevant data can include information a person actively supplied and information observed from their activity. It distinguishes those from data an organisation infers or creates from the supplied information.

Use a reusable format for data you hold
When qualifying personal data are held, provide them in a format that supports reuse. The EDPB identifies XML, JSON, and CSV as examples of commonly used machine-readable formats, and says the accompanying metadata should make the data understandable and reusable. A PDF alone does not meet the portability format requirement described in that guidance.
A no-server sentence is not a substitute for the data
If the controller or its processors hold qualifying food-log data, a statement that the app has no food-log server does not remove the obligation to provide data within the right. Describe what is actually held and provide the applicable portable copy. The no-server wording is appropriate only for records that are in fact absent from the relevant server-side systems.

Portability is different from access
Portability is not the only relevant data right. Under Article 15 of the GDPR, a person may ask whether personal data concerning them are being processed and, if so, obtain access to those data. An answer that no server-held food-log entries are available addresses that specific part of an export; it does not necessarily answer a broader access request about other personal data.
The EDPB says controllers must respond to data-subject requests and facilitate the exercise of rights. Tailor the response to the request and to the data the controller actually processes.
