Evaluate a voice agent as a measurable system, not as a convincing demo. The release decision should combine end-to-end task completion, mandatory-constraint checks, caller-speech-end-to-first-audio latency, endpointing delay, false-cutoff rate, and repeated-run reliability under the acoustic and conversational conditions you expect in production. Component diagnostics such as transcription error, model token timing, tool-call correctness, and text-to-speech timing explain failures but cannot replace the outcome score.

What a voice-AI evaluation must prove

A successful call ends in the correct application state while obeying required rules. OpenAI’s GPT-Live evaluation guide defines task completion around the intended outcome, application state, and mandatory constraints. A transcript that sounds plausible is not a pass if the agent used the wrong account, skipped authorization, called a tool with an invalid argument, or failed to provide a critical number accurately.

Use two layers of evidence:

  • System outcomes: whether the expected state was reached, required policy conditions were met, and the caller received the required spoken result.
  • Component diagnostics: evidence about speech recognition, semantic understanding, tool selection, authorization, grounding, model timing, endpointing, and speech synthesis that helps you locate the cause of a failed outcome.

Keep the production prompt, tools, session settings, retrieval context, and safety policies identical between the candidate configurations you compare. A change that appears faster or more accurate under a different prompt or tool set is not an apples-to-apples result.

1. Define the expected outcome and build a representative corpus

Write a pass condition before recording tests

For every scenario, specify the caller goal, the expected application state, mandatory constraints, permitted tools, and the information that must be spoken or read back. For example, a billing scenario might require the agent to authenticate the caller, retrieve invoice 48371, quote the balance exactly, and never disclose another customer’s data. A pass requires all four conditions; a correct invoice lookup without authorization is still a failure.

Represent expected state in machine-checkable form where possible. Record the final record status, identifier, authorization flag, tool name, argument values, and policy decisions. Deterministic graders can inspect these observable events directly. Keep a separate annotation for subjective qualities such as natural pacing so a pleasant voice cannot hide a failed transaction.

Use scenarios that resemble real traffic

Build a dataset of audio files, ground-truth answers, metadata, and a stable conversation identifier for each multi-turn session. Microsoft’s Voice Live evaluation guidance describes grouping related turns with a shared conversation identifier and recommends keeping the dataset aligned with the production use case. Include both routine requests and edge cases that are costly or unsafe when mishandled:

  • Ambiguous intents that require a clarifying question.
  • Names, addresses, account IDs, confirmation codes, and spoken alphanumeric strings.
  • Numbers that must be repeated back, including decimals, dates, currencies, and negative values.
  • Interruptions, backchannels such as “yeah,” hesitations, self-corrections, and long thinking pauses.
  • Accent, speaking-rate, age, and language variation that matches your deployment population.
  • Background speech, office noise, line distortion, reverberation, and changing microphone distance.
  • Tool-dependent tasks, authentication steps, refusal cases, and recovery after a failed tool call.

OpenAI specifically recommends targeted checks for names, numbers, alphanumeric sequences, transcription accuracy or word error rate, and readback when those details are critical. Do not let a large number of easy greetings dominate a corpus intended to measure account changes or payments. Publish the scenario mix and keep it fixed when comparing versions.

Control the test conditions

Pin the model version, system prompt, tool schemas, backend fixtures, temperature or sampling settings, voice, audio codec, sample rate, and deadline. Reset mutable state between independent runs; preserve it within a multi-turn session. Store the original audio, output audio, transcript, tool trace, timestamps, configuration hash, and grader results so every score can be reproduced.

2. Score accuracy as task completion plus diagnostics

Make mandatory requirements non-negotiable

Calculate a task-completion rate as the number of runs satisfying every mandatory requirement divided by eligible runs. Partial-credit diagnostics are useful for debugging, but they must not turn a failed authorization or incorrect state change into a passing score. Report separate rates for high-risk scenarios so a strong average cannot conceal a dangerous failure class.

Useful deterministic checks include:

  • Whether the expected tool was called, and whether no forbidden tool was called.
  • Exact or normalized argument values, including IDs, amounts, dates, and units.
  • Authorization and policy decisions recorded by the application.
  • Final database or workflow state after the call.
  • Whether required information appeared in the assistant audio, not only in hidden text.
  • Whether an answer arrived before the configured response deadline.

Add semantic and human judgments where automation is insufficient

An independent language-model grader can assess context fidelity, clarification quality, groundedness, relevance, coherence, and whether the response addressed the caller’s intent. Give the grader the scenario, conversation transcript, tool trace, and expected outcome, but do not let it infer hidden state that deterministic logs can verify. Calibrate it on hand-labeled examples and audit disagreements.

Human reviewers remain necessary for pronunciation, prosody, naturalness, emphasis, pacing, and whether a readback is intelligible in the actual audio. Reviewers should hear randomized clips without seeing the system identity, use a defined rubric, and record confidence and failure tags. A transcript-only evaluator cannot establish audio quality or interruption timing.

Separate recognition from business correctness

Track transcription error or word error rate as a diagnostic, but do not treat low WER as proof of task success. A single misrecognized digit can invalidate an otherwise perfect transcript, while a transcript with harmless punctuation differences may still support the correct state change. For critical fields, compare normalized values and require explicit readback confirmation where the workflow calls for it.

3. Measure latency with explicit clock boundaries

Use a user-facing first-audio metric

Define response latency as the time from the end of audible caller speech to the first qualifying assistant audio, measured within a stated response deadline. OpenAI’s guide includes a spoken preamble in this measure and pairs it with response rate: the fraction of eligible requests that produce qualifying audio before the deadline. State whether the speech-end timestamp comes from human annotation, a voice-activity detector, or an endpointing event, and state exclusions such as abandoned calls or malformed audio.

First audio is not time to task completion. An agent can say “I’ll check that” quickly and still take several seconds to complete a tool call. Report both measures when the task requires backend work.

Measure Clock boundary What it tells you
Response latency Caller speech end to first qualifying assistant audio How quickly the caller hears a response, including a spoken preamble when configured
Response rate Eligible request answered before the configured deadline divided by eligible requests How often the latency target is met, rather than the speed of only successful samples
Task-completion time Scenario start or caller request end to verified final application state Time until the business outcome is actually complete
ASR latency Audio arrival or speech end to recognized text event Speech-recognition contribution to delay
Model time to first and last token Model request start to first or final generated token Generation and streaming behavior
TTS time to first and last audio TTS request start to first or final synthesized audio Speech-synthesis contribution and total utterance production
Real-time factor Recognition processing time divided by input-audio duration Values below 1 indicate recognition faster than real time

Microsoft Foundry’s voice observability documentation lists overall time to first text and first audio, model time to first and last token, ASR latency and real-time factor, and TTS time to first and last audio. Capture those stage timings from traces when available instead of attributing every delay to the language model.

Report distributions, not one impressive number

Run each scenario repeatedly and report per-run P50 and P90 latency and duration, together with task-completion rate and sample count. Say whether percentiles are calculated over each run’s mean latency or over individual turns; those are different quantities. Include minimum and maximum only as context, because a single outlier can otherwise dominate the story while a long tail remains hidden in an average.

Instrument the full path

Synchronize clocks for the client, media gateway, orchestrator, model, tools, and TTS service. Emit monotonic timestamps for speech-end detection, endpoint confirmation, ASR partial and final text, model first and last token, tool dispatch and return, TTS first and last audio, and playback start. If a component streams, record both the first-byte and complete-output events. A trace should let you explain whether delay came from waiting for endpoint confirmation, a slow tool, model queuing, or audio buffering.

4. Evaluate turn-taking as a speed-versus-cutoff trade-off

Measure both sides of endpointing

Track false cutoffs—the assistant starts while the caller is still speaking or before a meaningful thought is complete—and endpointing delay—the wait after a true turn ending before the system commits the turn. A detector that fires quickly on every pause may look fast while truncating requests. One that waits through every pause avoids interruptions but creates dead air.

Choose an explicit false-cutoff budget and compare endpointing delay and response latency at that operating point. Alternatively, plot a Pareto frontier showing the achievable delay for each cutoff rate. LiveKit’s eot-bench calls its reported value endpointing delay, not model inference time; keep that distinction in dashboards and release reports.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test pauses that defeat simple silence rules

Include long pauses, reading of numbers, sentence-internal hesitations, backchannels, self-corrections, noisy backgrounds, and speakers who think aloud. Microsoft states, “Silence-based detection can’t tell a thinking pause from a finished thought.” Its guidance recommends increasing silence duration when callers think aloud, read numbers, or are not speaking their first language. In noisy environments, a higher trigger threshold can reduce false activations, but it may also delay legitimate turns; measure the trade-off rather than adopting a universal setting.

Annotate each turn’s true speech end and every interruption event. Distinguish an intentional barge-in from an accidental cutoff, and record whether the agent recovered by asking the caller to repeat the missing portion. Evaluate backchannel handling separately: treating “right” or “mm-hm” as a completed turn can create an avoidable interruption even when endpoint timing looks acceptable on ordinary requests.

5. Make reliability a repeated-run and robustness question

Repeat nondeterministic scenarios

Voice models are nondeterministic, so representative scenarios should be run multiple times, as OpenAI’s guide emphasizes. Use a fixed seed only when the platform supports it, and do not report seeded results as production reliability if deployment sampling is unseeded. For each scenario, store every run, pass or fail status, latency, cutoff events, tool trace, and failure category.

Benchmark Published setup Reported finding How to use it
ServiceNow AI Research EVA-Bench 213 scenarios across three enterprise domains; 12 systems; publication page dated October 2026 and naming EMNLP Median EVA-A pass@k–passk gap of 0.44; accent/noise perturbations produced mean changes up to 0.314 Illustrates the gap between peak performance and reliable repeated performance, and the impact of acoustic variation in that benchmark
τ-Voice 278 tasks under clean and realistic conditions Voice-agent task completion was 31–51% clean and 26–38% realistic; GPT-5 reasoning reached 85% in the study; qualitative analysis attributed 79–90% of failures to agent behavior Shows why realistic conditions and failure attribution matter; these are results of that study, not a market-wide estimate
LiveKit eot-bench Real human-to-agent turns in 14 languages; pauses of at least 100 ms annotated; page accessed in 2026 LiveKit Turn Detector v1 is listed at 543 ms endpointing delay at a 5% cutoff budget and 295 ms at a 10% budget Demonstrates how reporting a cutoff budget changes the apparent latency; it is not a universal deployment expectation

6. Compare models or configurations on identical axes

Run every candidate on the same scenario IDs, audio files, prompts, tool definitions, expected states, deadlines, and grading code. Randomize test order to reduce time-of-day or backend-load bias, and keep concurrency, region, codec, and network conditions constant. Change one configuration variable at a time when diagnosing a regression.

Axis Required report
Outcome accuracy Overall task-completion rate, mandatory-constraint pass rate, and rates for high-risk scenario groups
Recognition and speech fidelity Critical-name, number, alphanumeric, and readback accuracy; WER or field-level error as diagnostics
Responsiveness First-audio response rate, P50/P90 response latency, deadline, exclusions, and task-completion time
Turn-taking False-cutoff rate and endpointing delay at the same budget, or a comparable Pareto curve
Reliability Runs per scenario, pass-rate distribution, confidence intervals, and failure categories under clean and perturbed audio
Tool and policy behavior Tool selection, argument correctness, authorization, refusal, grounding, and final state
Human speech quality Blind ratings for naturalness, prosody, pronunciation, intelligibility, and pacing
Usage and cost Frontend and delegated-backend usage reported separately from quality scores

Keep cost and usage out of the quality score. A shorter answer or cheaper configuration must not silently receive extra accuracy credit. The OpenAI evaluation guide tracks frontend and delegated backend usage separately, which is a useful accounting boundary.

7. A practical evaluation workflow

  1. Freeze the contract. Write scenario goals, expected state, mandatory constraints, tool permissions, deadlines, and critical spoken fields.
  2. Assemble and label audio. Collect representative speakers and conditions; annotate speech boundaries, pauses, interruptions, and ground-truth answers.
  3. Hash the configuration. Record model and voice versions, prompt, tools, session settings, codec, region, and backend fixture version.
  4. Run a deterministic smoke set. Verify logging, state reset, tool traces, timestamp synchronization, and grader correctness before large-scale runs.
  5. Execute repeated trials. Run each scenario enough times to expose nondeterminism; preserve all raw artifacts, including failed calls.
  6. Grade outcomes first. Apply state, authorization, tool, and critical-audio checks before semantic or human quality ratings.
  7. Compute latency and endpointing. Produce first-audio response rate, P50/P90 distributions, stage timings, false-cutoff rate, and endpointing delay at a stated budget.
  8. Stress realistic conditions. Re-run with accent, noise, hesitation, multi-turn, interruption, and tool-delay perturbations that match deployment.
  9. Investigate failures. Link each failed outcome to its trace and assign a primary cause plus contributing causes.
  10. Make the release decision. Compare against the previous version on the same axes, require no regression in mandatory constraints, and document unresolved risks and rollback criteria.

8. Diagnose common failure patterns

Fast first audio but poor completion

Inspect whether a generic preamble is being counted as success while the tool call or final state fails. Separate first-audio latency from task-completion time, then check tool arguments, authorization, and backend errors. A faster acknowledgement is not a useful optimization if it increases abandoned or incorrect transactions.

Good transcripts but wrong actions

Compare the recognized text with the model’s interpretation and the tool trace. If the transcript is correct but the wrong tool or argument was chosen, focus on prompt instructions, tool schemas, retrieval context, and confirmation policy rather than the ASR model. Add deterministic tests for the exact field that was mishandled.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Low average latency with frequent interruptions

Plot false cutoffs against endpointing delay. Increase silence duration or adjust the trigger threshold for the affected speech patterns, then rerun pause, reading, backchannel, and noise scenarios. Do not accept a lower average if the cutoff budget is exceeded.

Clean-lab success but realistic-condition failure

Compare clean and perturbed runs by scenario and failure category. Accent and noise can alter both recognition and endpointing; network and tool delays can expose buffering assumptions. Keep the perturbation recipe fixed so future versions can be compared quantitatively.

Inconsistent human ratings

Clarify the rubric, train reviewers on anchor clips, randomize presentation order, and report inter-rater agreement. Separate pronunciation or prosody judgments from factual correctness and state-transition checks.

9. Know what existing evaluation tools do not measure

Microsoft Foundry’s transcript-oriented voice evaluation can assess intent resolution, task adherence, tool-call accuracy, coherence, relevance, groundedness, and content safety. Its documentation says it does not assess pronunciation, prosody, echo, background noise, audio quality, or interruption timing, so add audio metrics or human review for those dimensions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Microsoft’s Voice Live harness reports per-turn and aggregate metrics in its platform context, but the documentation says, “It also isn’t designed for competitive benchmarking.” Cross-platform comparisons therefore need a shared independent corpus, identical scoring, and synchronized measurements rather than directly comparing platform dashboards. The harness does not measure MOS or WER.

IEEE P4179 is an Active PAR approved on 2026-09-25. It describes planned technical requirements and methodologies; it is not a finalized published standard. Cite it as a standards project, not as an established compliance target.

10. What a release report should contain

A reviewer should be able to reproduce the decision from one report. Include the evaluation date, software and model versions, scenario inventory, audio and perturbation descriptions, sample counts, deadlines, exclusions, and configuration hashes. Attach the metric definitions and clock boundaries, then provide tables for task completion, critical-field accuracy, response rate, P50/P90 latency, endpointing delay, false cutoffs, stage timings, and usage.

List every failed mandatory condition with a trace link or run identifier, primary cause, severity, and remediation owner. Show clean-versus-realistic results and confidence intervals where appropriate. Record the explicit operating point for turn-taking and the rollback threshold for regressions. A concise final decision can then state whether the configuration is approved, approved with restrictions, or blocked pending fixes, without hiding uncertainty behind a single composite score.
