The best choice in an employer retirement plan is not automatically the fund with the lowest expense ratio. Evaluate each option’s purpose, risk, diversification, benchmarked performance, total cost and included services, then verify what your account was actually charged. The U.S. Department of Labor (DOL) says fees matter, but “cheaper is not necessarily better.”
This guide is written primarily for participants in U.S. participant-directed defined-contribution plans such as 401(k)s. Your plan’s governing documents and disclosures control the details, and this is general education rather than individualized investment advice.
Why retirement-plan fees and risks deserve a close review
Small charges can reduce the money that remains invested, while an option that is too risky, poorly diversified or mismatched to your time horizon can create a larger problem than its stated fee. You may pay both investment expenses built into funds and plan-level administration charges. A charge can be deducted directly from your account or reflected in a lower investment return. Some personal transactions, such as processing a plan loan, can trigger an additional fee.
The DOL’s A Look At 401(k) Plan Fees explains that fees should be considered alongside the services and investment characteristics they support. A low-cost option is not automatically superior if it provides a different level of diversification, risk control, recordkeeping or advice than another option.

Collect the documents before comparing anything
Do not rely on a fund name, a website summary or a coworker’s recommendation. Gather the documents that describe your actual plan:
- The plan’s participant fee-disclosure statement, including investment and administrative expenses.
- The investment comparison chart or other disclosure for every available option.
- Your most recent quarterly account statement, and earlier statements if you need to identify recurring deductions.
- The summary plan description and any material describing loans, withdrawals, advice, brokerage windows or transaction charges.
- The plan administrator’s name, telephone number, email address and procedure for submitting questions or complaints.
The DOL says actual plan-related fees charged to participant accounts are disclosed at least quarterly. Prospective disclosures tell you what an option or service is expected to cost; the statement shows what was actually taken from your account.
Start with each investment option’s purpose and risk
Identify what the option is designed to do
Read the stated investment goal and strategy. Determine whether the option seeks long-term growth, income, capital preservation or a combination. A target-date or balanced option may hold several asset classes, while a stock, bond or stable-value option may concentrate on one role. The label alone does not tell you how the option behaves in a market decline.

Look for the disclosure’s description of market, interest-rate, credit, inflation, liquidity and principal-loss risks, as applicable. Ask how sharply the option could fall, how quickly it may recover and whether withdrawals or transfers are subject to restrictions. A fixed-return option has different disclosure requirements from an option whose value fluctuates daily; do not compare their returns as though they carried the same risk.
Check diversification inside the option and across your account
Diversification means spreading exposure among investments that do not all respond to the same event. Review asset classes, geographic exposure, company size, sectors and the concentration of the largest holdings. Holding several funds does not guarantee diversification if they own many of the same securities. Include your entire workplace account when checking concentration, not just one fund.
Put historical performance in context
Investment comparison disclosures for options without fixed returns generally present one-, five- and 10-year performance periods, together with an appropriate benchmark. Compare an option with the benchmark for the same periods and make sure the benchmark represents the market or strategy the option is intended to track.
| Comparison | What to check | How to interpret it |
|---|---|---|
| One-year return | Option return, benchmark return and the period ending date | Useful for recent conditions, but highly sensitive to one unusual year. |
| Five-year return | Matching five-year annualized figures and the benchmark’s definition | Shows a broader cycle, though it still may not include a severe downturn. |
| Ten-year return | Matching long-term annualized figures, if available | Provides more context for a long horizon; it remains historical, not a promise. |
Use returns to understand behavior, not to forecast your result. A recent winner may have taken more risk, benefited from a temporary market regime or become more expensive. A return below a benchmark may reflect fees, a different portfolio, cash holdings or an unsuitable benchmark. Ask why the difference exists before changing investments.

Calculate the total cost, not just the expense ratio
Investment expenses
Fund expenses are usually taken from the fund’s assets before the published return reaches your account. The disclosure may present an expense ratio or a dollar estimate for a stated balance. Confirm whether the figure includes all operating expenses and whether any revenue-sharing or similar payments are described.
Plan administration and recordkeeping
Plans may charge for recordkeeping, legal and accounting work, compliance, participant communications, online access, education or advice. The charge can be paid by the employer, allocated among participants, deducted from individual accounts or incorporated into investment pricing. Read the allocation method rather than assuming that “no fee” means the employer pays every cost.
Transaction and individual-service charges
Transfers, investment changes, managed-account services, brokerage-window activity, distributions, qualified domestic-relations orders or plan loans can have separate charges. Identify which actions trigger a fee, how often it applies and whether the charge is a flat amount or a percentage.
| Cost category | Where to look | Question to answer |
|---|---|---|
| Fund operating expenses | Investment comparison disclosure or prospectus | What ongoing amount is deducted from the investment? |
| Recordkeeping and administration | Participant fee disclosure and fee-allocation description | Is the charge paid by the employer, the plan, your account or a combination? |
| Transaction costs | Fee schedule and transaction section | Which trades, transfers or windows create a charge? |
| Individual services | Loan, distribution, advice and managed-account materials | What will my specific action cost, and is it recurring? |
| Actual deductions | Quarterly account statement | What amount was removed from my account and on what date? |
Compare the total cost with the services and investment characteristics you receive. The DOL’s wording is intentionally cautious: “cheaper is not necessarily better.” A more expensive option might provide materially different diversification, risk management or services; that does not make it worthwhile automatically, so require a clear explanation of the difference.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsUse a repeatable comparison worksheet
Create one row for every option you are considering and record the information exactly as disclosed. A simple worksheet prevents a low fee or a recent return from dominating the decision.
| Field | Entry to record |
|---|---|
| Investment goal | Growth, income, preservation or another stated objective |
| Asset mix and diversification | Asset classes, geographic and sector exposure, and concentration limits |
| Risk description | Principal-loss, volatility, credit, interest-rate and liquidity risks that apply |
| Historical performance | One-, five- and 10-year figures, with dates and whether they are annualized |
| Benchmark | Name and description of the benchmark used for each matching period |
| Investment cost | Expense information and the balance or assumptions used for any dollar estimate |
| Plan-level cost | Recordkeeping, administration and other allocated charges |
| Personal-action fees | Loan, transfer, distribution, advice or brokerage charges |
| Services included | Education, advice, transaction processing, online tools and support |
| Personal fit | Time until you need the money, contribution pattern and ability to tolerate losses |
Compare services with the total cost
Ask what the plan and each investment option actually provide. Recordkeeping may support payroll contributions, account access, tax reporting and beneficiary processing. Education may include group sessions or online material; advice may be general education or an individualized service with a separate charge. Transaction processing, call-center support and distribution administration also have value, but the value depends on how much you use them and the quality of the service.
Judge reasonableness in context: compare the fee with the scope and reliability of the service, the plan’s size and complexity, and the investment’s risk and diversification. The DOL’s employer-facing 401(k) Plan Disclosure Form can help organize a comparison, but the DOL says that form was not designed to ensure compliance with disclosure regulations. Treat it as a comparison aid, not an official participant compliance checklist.

Verify charges on your quarterly statement
- Find the statement period and beginning and ending account balances.
- Locate lines labeled administrative, recordkeeping, advisory, investment or other plan fees.
- Check whether the amount was deducted from cash, deducted proportionally from investments or reflected through a unit-value adjustment.
- Match each deduction with the prospective fee disclosure and note any difference.
- Look for one-time charges tied to a loan, transfer, distribution or other action you took.
- Keep the statement and ask the plan administrator to explain any amount you cannot reconcile.
A fee disclosed in advance can still be worth questioning if the actual charge, frequency or allocation differs from the description. Conversely, an amount that appears small on one statement may recur every quarter; evaluate its annual and long-term effect.
Understand the plan fiduciary’s responsibilities
Under the DOL’s retirement-plan guidance, fiduciaries must follow a prudent process, select and monitor investment options prudently, maintain adequate diversification and ensure that fees are reasonable in relation to the services provided. They must continue monitoring rather than making a one-time selection and ignoring later changes.
These responsibilities do not mean every option will have the lowest fee or positive returns. They concern the process, the quality of the options and the reasonableness of costs. If disclosures are missing, inconsistent or unclear, contact the plan administrator and ask how the plan evaluates fees, benchmarks and continued suitability.
Illustration of why a fee difference compounds
The DOL’s fee FAQ gives an undated hypothetical: an employee starts with a $25,000 balance, has 35 years until retirement, earns an average 7% annual investment return and makes no further contributions. If fees reduce the return by 0.5 percentage point, the illustration projects about $227,000 after 35 years. This is an example, not a forecast, a guarantee or a general statistic; your contributions, returns, fees, taxes and withdrawals will differ.
A practical decision process
- Define the job. Decide whether you need growth, income, preservation or a combination, and estimate when the money may be needed.
- Screen for unacceptable risk. Remove options whose volatility, liquidity limits or principal-loss risk do not fit your time horizon or ability to withstand losses.
- Check diversification. Review the option’s holdings and your account as a whole for overlap and concentration.
- Compare matched performance. Record one-, five- and 10-year returns beside the appropriate benchmark, with dates and annualization noted.
- Add every cost. Combine investment expenses, allocated administration charges, transaction costs and any personal-action fees.
- Assess services. Identify what the plan provides and whether the total cost is reasonable for those services and the investment characteristics.
- Check the statement. Confirm that actual quarterly deductions agree with the disclosures.
- Ask targeted questions. Send discrepancies or missing information to the plan administrator and retain the response.
- Revisit periodically. Review new disclosures, changes in investment strategy, fee schedules and your own time horizon rather than chasing short-term performance.
Common mistakes and how to correct them
Choosing solely by the lowest fee
Why it fails: It ignores risk, diversification, benchmark differences and included services.
Correction: Compare total cost with the option’s purpose, risk characteristics, performance context and services.
Comparing unlike benchmarks
Why it fails: A fund and a broad-market index may have different asset mixes and objectives.

Correction: Use the benchmark identified as appropriate for that option and compare matching periods.
Reading only the prospective disclosure
Why it fails: It does not show what your account actually paid.
Correction: Reconcile the disclosure with quarterly statements and investigate differences.
Treating past performance as a promise
Why it fails: Historical returns can reflect unusual markets and do not predict your future result.
Correction: Use the one-, five- and 10-year figures to understand behavior and consistency, then evaluate risk and cost.
Assuming several funds guarantee diversification
Why it fails: Funds can hold many of the same securities or concentrate in one sector.

Ignoring personal-action fees
Why it fails: A loan, transfer or distribution can create a charge not visible in an investment’s expense ratio.
Correction: Read the transaction schedule before taking the action and include the amount in your total-cost comparison.
When and how to question the plan
Contact the plan administrator when a fee is unexplained, a disclosure is missing, a benchmark appears inappropriate, an investment option has changed materially or a statement does not match the fee schedule. Ask for the underlying fee-allocation policy, the services covered by each charge and the process used to monitor investment and plan expenses.

If you seek advice outside the plan
Before following an outside recommendation, ask whether the adviser is acting as an ERISA fiduciary for the advice being provided, what services are covered, how the adviser is paid and whether conflicts are disclosed. The DOL’s investor page reports that the 2024 Retirement Security Rule and associated amendments were vacated by court order and cites a March 20, 2026 notice. Regulatory status can change, so verify the current DOL page and the adviser’s present legal obligations rather than assuming that rule is operative.
Request a written description of fees and services, and distinguish general education from advice tailored to your circumstances. No fiduciary label eliminates the need to understand compensation, conflicts, risk and the limits of the engagement.
Scope and limits of this evaluation
The disclosures and fiduciary standards discussed here are grounded in U.S. DOL guidance and are most directly relevant to participant-directed defined-contribution plans such as 401(k)s. Pension plans, governmental plans, non-U.S. arrangements and other plan types can follow different rules and disclosure practices. Your plan documents, applicable law and the facts of your account determine the result.
