Evaluate an antimony processing plant by tracing the actual materials and hazards through its process, checking how emissions and worker exposures are controlled, and reviewing measured monitoring data—not by assuming every plant uses the same process or is safe or unsafe by definition. Ask for the site’s flowsheet, ore assays, permits, exposure measurements, emissions and waste records, water monitoring, and upset-response procedures. Without a named facility, process route, jurisdiction, or monitoring record, no site-specific risk or compliance conclusion is possible.
What information do you need before assessing a plant?
Start with documents that describe what the facility actually does and what enters and leaves it. Antimony ores, concentrates, process routes, and controls vary; roasting, leaching, smelting, volatilization, and other operations should be assessed only if they are part of that plant’s design or operations.
- Process: the current flowsheet, including material transfers, storage, maintenance activities, and waste handling.
- Materials: ore and concentrate assays, chemical inputs, fuels, fluxes, and product specifications.
- Water and wastes: the process-water balance, wastewater and stormwater plans, emissions inventory, and characterization of tailings, collected dust, slag, and other residues.
- Controls and response: equipment design and maintenance records, abnormal-operation and emergency procedures, and procedures for cleanup and worker hygiene.
- Evidence and legal basis: permits, current monitoring results, sampling methods, exceedance reports, and the standards or permit conditions the operator says apply.
EPA’s mineral-processing background document describes antimony recovery and potential waste streams, including gangue from some roasting or smelting operations that may contain sulfur and other metals. Those examples are not a description of every facility; confirm applicability against the plant’s own feed and flowsheet. EPA’s mineral-processing sectors and waste streams document

Antimony processing can expose workers by inhaling dust or fume and through skin contact. The hazard depends on the antimony compound or form, the task, airborne concentration, and exposure duration. EPA associates chronic inhalation exposure in humans primarily with respiratory effects. Its fact sheet describes human cancer evidence as inconclusive, reports lung tumors in animals after antimony trioxide inhalation, and states that EPA had not classified antimony for carcinogenicity in that fact sheet. These statements do not quantify risk at a particular plant. EPA’s Antimony Compounds fact sheet

NIOSH lists potential effects involving the eyes, skin, lungs, heart, and stomach. To assess whether exposure is controlled, map the tasks and transfer points where dust, fume, spills, or residues could arise. Depending on the facility, inspect ore receipt and handling, crushing and milling, beneficiation, thermal processing, furnace charging and tapping, refining, product handling, maintenance, housekeeping, and waste handling. Do not infer that a listed task occurs at a site without confirming its process. NIOSH’s antimony topic page
What to look for in exposure records
Request personal breathing-zone sampling records, the tasks and shifts sampled, the antimony form analyzed, and the analytical method and results. A personal air-sampling pump collects a sample as part of a method; the pump alone does not identify or quantify antimony. NIOSH’s occupational criteria document discusses workplace sampling and analytical methods. It is dated September 1978, and its archive page says it was last reviewed August 7, 2023; use it for sampling and control topics, not as a substitute for verifying current local exposure requirements. Are the controls adequate for the work?
Assess controls in order of priority: eliminate or reduce the hazard where feasible, then contain and capture it, support that equipment with reliable work practices and hygiene, verify performance through monitoring, and use personal protective equipment (PPE) as a supporting measure. NIOSH describes this hierarchy and related engineering, workplace, sampling, and hygiene measures. NIOSH’s antimony guidance

How do you assess environmental pathways beyond the stack?
Follow contaminants through air, water, solids, and the site over time. Review stack and fugitive emissions, collected-dust disposition, wastewater, stormwater, seepage, spills, tailings or residue containment, soil deposition, groundwater and surface water, wildlife access, and closure obligations. A stack test alone cannot establish that other pathways are controlled.
Test whether monitoring can reveal problems
Request baseline data and current results, with sampling locations, dates, detection limits, quality assurance and quality control (QA/QC), trend analysis, exceedance reporting, and independent verification where appropriate. Check whether monitoring covers the relevant pathways and operating conditions, and whether results are made available in a complete and understandable form.

An EPA historical case involving a Montana operation describes antimony and arsenic contamination concerns associated with mine tailings, including wildlife attracted to mineral salts. It demonstrates why tailings and wildlife pathways merit scrutiny; it does not establish conditions at another facility. EPA’s historical mining and mineral-processing waste case

Use ambient-air figures as context, not as a verdict
EPA’s antimony fact sheet reports concentrations greater than 1,000 ng/m³ near some factories converting antimony ores to metal or producing antimony oxide, while describing general ambient-air concentrations as substantially lower. The fact sheet’s publication year is not available in the cited record. This is historical context—not an exposure limit, a contemporary measurement, or a prediction for a plant under review. How should you compare plants or designs?
Use the same comparison criteria, time periods, and types of evidence for each alternative. Separate measured performance from design claims, and record when a value is unavailable rather than treating missing data as evidence of good performance.
| Comparison area | Evidence to request | What it helps establish |
|---|---|---|
| Worker exposure and air emissions | Personal exposure sampling, stack and fugitive-emissions results, sampling methods, task coverage, and time periods | Whether measurements cover relevant work and emission sources, rather than relying on a single result |
| Enclosure and capture | Source enclosure, ventilation and capture design, maintenance, leak and bypass detection, and control reliability records | Whether contaminants are contained and captured during ordinary and non-routine conditions |
| Water management | Water balance, reuse, discharge quality, stormwater separation, seepage controls, and monitoring | Whether process water and runoff are managed along distinct pathways |
| Wastes and long-term stewardship | Waste characterization, leachability data, containment design, inspection records, and closure plans | How residues are managed and what protections are intended to persist after operations |
| Upsets and emergencies | Prevention, detection, response, worker-protection, and incident records | How the facility handles conditions outside routine operation |
| Transparency and oversight | Complete monitoring records, exceedance reports, permit conditions, and independent review where appropriate | Whether performance can be checked against a clear legal basis and credible evidence |
Which legal limits and permits apply?
That cannot be answered without the country, state or province, facility details, process route, and permit record. Ask the operator to identify the current jurisdiction-specific exposure limits, environmental requirements, and permit conditions it uses, and to provide the monitoring records that demonstrate performance against them. Verify those requirements with the relevant regulator; do not treat a historical exposure criterion, an old case study, or general sector guidance as the current law for a particular site.
What supports a defensible conclusion?
A credible evaluation connects each material and task to its hazard, each hazard to a control, and each control to measured evidence. State separately what the records establish, what they do not cover, and which conclusions depend on missing or unverified information. If a facility will not provide key sampling methods, monitoring results, waste data, or permit conditions, that is an evidence gap to report—not proof by itself that the plant is either safe or unsafe.
