To evaluate stablecoin custody, map the full path from your business’s wallet to the issuer, blockchain, settlement services and redemption channel. Establish who controls each signing key, who can approve and execute a transfer, how access can be recovered, and what happens if any provider or network is unavailable. Then assess the issuer’s reserves, redemption terms and legal obligations separately from the wallet arrangement: a custodian’s security does not establish that a token is redeemable, and reserve backing does not ensure your business can access its wallet.

Use the framework below to compare self-custody with third-party custody, identify operational weak points and gather evidence before holding or moving company funds. It is a risk-evaluation guide, not legal advice or an endorsement of a custody model.

Start by separating wallet custody from stablecoin backing

Stablecoin risk sits across several connected layers. Wallet custody concerns who controls or facilitates access to the private keys used to authorize transactions. The issuer and reserve arrangement concern the token’s backing, the issuer’s obligations and how an eligible holder can redeem. The blockchain or other transfer network determines how transactions are recorded and processed. Settlement, service providers and the redemption channel may add further dependencies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These layers can involve different organizations. A review that covers only the wallet provider may miss weaknesses in the issuer, network or redemption process; a review focused only on reserves may miss whether your company can authorize a payment during an outage. The Financial Stability Board (FSB) and U.S. Treasury have described stablecoin functions as distributed across arrangements and service providers, rather than necessarily belonging to one firm (FSB wallet-risk review; U.S. Treasury testimony).

Do not treat a stablecoin’s name, price target or marketing as proof of guaranteed value or redemption. Examine the actual legal rights and operating processes that apply to your business, token and jurisdiction.

Map every organization and step in the custody chain

Make a written map for each stablecoin and network your business plans to use. Record the responsible organization at each stage, how it connects to the next stage, and which jurisdictions govern the entities or services. If a function is provided by a subcontractor, identify it rather than treating it as invisible infrastructure.

  • Token and network: Record the token’s exact name and the blockchain or other network on which the company will hold or transfer it. Identify the network operators or other services material to transaction processing.
  • Issuer: Record the issuer’s legal identity and jurisdiction, not only the token brand.
  • Wallet and key control: Identify the wallet provider, if any; the party that holds each private key or key share; and the party able to initiate, approve, sign, pause or cancel a transaction.
  • Authorization path: Diagram how a payment moves from a business request through review and signing to network submission. Include administrator access, exception handling and emergency changes.
  • Settlement and service providers: List providers, subcontractors and infrastructure whose failure could prevent access, signing, transaction submission, reconciliation or settlement.
  • Reserves and redemption: Where disclosed, record reserve managers and custodians, then identify the route the business would use to redeem and the conditions for doing so.
  • Jurisdictions: Record where the business operates, where the issuer and providers operate, and which locations may affect the relevant rights or regulatory treatment.

For each connection, ask what the company can do if the service is delayed, compromised, suspended or lost. Note whether another provider or route is available, how to switch, and what records are required. The Basel Committee on Banking Supervision (BCBS) cryptoasset standards address operational and third-party risk, data integrity and loss, and network traceability. Their relevance depends on the applicable banking framework and classification; they are not a universal certification for every business or token.

Compare self-custody and third-party custody

Neither model is automatically safer. A provider may supply controls and specialist operations, but it also becomes a dependency for access and service continuity. Self-custody gives the organization direct responsibility for keys and recovery, so it can reduce dependence on a wallet provider while increasing the organization’s own operational burden. Compare the arrangements against the same business requirements rather than selecting by label.

Evaluation area Self-custody Third-party custody
Key control and signing The organization is responsible for direct access to and control of its keys. Document who can sign and how access is governed. Establish exactly which keys or signing steps the provider controls and which actions remain available to the customer.
Separation of duties The business must define authorized signers, independent approvals and exceptions. Review the provider’s authorization workflow alongside the company’s own approval policy; provider custody does not by itself define internal accountability.
Recovery and continuity The organization must plan for key loss, theft, staff changes and recovery without relying on a provider to restore access. Examine provider outage, incident and recovery procedures, customer access during disruption, and the company’s exit or portability route.
Operational and cyber risk The organization owns the key-management process and related security, backup and continuity responsibilities. Assess provider safeguards and service dependencies, including outsourcing, subcontractors and the availability of the provider’s systems.
Legal rights and exit Determine which legal rights apply to the company’s keys, assets and access arrangements, and how the organization can change its setup. Review the contract and applicable legal claim, asset treatment, termination rights, records and transfer process.
Issuer, reserve and redemption risk Self-custody does not remove issuer, reserve, network or redemption dependencies. Using a custodian does not establish that a token’s reserves, legal claim or redemption process are sound.

The FSB describes non-custodial arrangements as ones where users themselves access or recover the private keys; its wallet-risk review also discusses custody risks involving key availability, integrity and confidentiality. Those risks can arise through provider disruption, cyber vulnerabilities, fraud, outsourcing, infrastructure, process or legal issues (FSB wallet-risk review). Treasury testimony notes that provider failure or disruption could deprive users of access to stablecoins (U.S. Treasury testimony).

A consumer hardware wallet alone does not settle the business questions. The company still needs governed access, separation of duties, secure backups, recovery procedures, legal review and continuity planning. Choose an operating model your people, controls and recovery arrangements can support—not simply one that appears to minimize third parties.

Test the controls that govern access and transfers

Ask for evidence of how routine and exceptional transactions are controlled. Policy documents are useful, but they should match the actual signing path and account permissions. Trace a representative payment from request through approval, signing, submission and reconciliation; then trace how the process changes during an incident.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Approvals and permissions

  • List who may request, review, approve and sign transactions. Separate incompatible duties where practical and make exceptions explicit.
  • Ask how approval rules are enforced, including whether a transfer can bypass the normal process through an administrator account, emergency procedure or provider support channel.
  • Establish how permissions are reviewed and revoked when responsibilities change or staff leave.
  • Define the records retained for each transaction, approval, policy change and exception. Ensure the business can obtain records needed for reconciliation, audit and investigation.

Security and incident response

  • Request evidence of security governance, testing, access safeguards and incident-response responsibilities for every party that can affect keys or transactions.
  • Establish how suspected key compromise, unauthorized transfers, fraud or loss of data is reported, escalated and contained.
  • Clarify which party can pause activity, who decides to resume it and how the company communicates during an incident.
  • Check whether response arrangements cover relevant subcontractors and infrastructure, not only the named custodian.

Backup, recovery and continuity

  • For self-custody, document how the organization protects backup material, restores access and verifies that recovery works without exposing keys unnecessarily.
  • For third-party custody, ask how the provider restores customer access after an outage or disruption, what the customer must supply, and whether the business can act if the provider cannot.
  • Plan for lost or stolen access, unavailable approvers, staff turnover, provider failure and an unavailable network or redemption service.
  • Identify single points of failure in people, keys, systems, providers and processes. Record an alternative route where one genuinely exists and the limits of that alternative.

The FSB’s final recommendations call for clear governance and accountability, comprehensive risk management, operational resilience, cyber safeguards, data protection, recovery and resolution planning, and transparent information. BCBS standards also address operational risk, outsourcing, fraud, cyber risk, data loss, third-party risk and network traceability (FSB final recommendations; BCBS cryptoasset standards). Use these as reference points for the relevant arrangement, not as evidence that a particular provider has implemented them.

Assess the issuer, reserves, redemption and legal claim

Evaluate the token separately from the wallet used to hold it. A stablecoin’s reserve design and redemption terms affect whether a holder may be able to exchange it for the referenced asset or currency; wallet controls affect access and transfer authority. Both matter to treasury planning.

  1. Verify the issuer. Establish its legal identity, jurisdiction and role in the arrangement. Distinguish the issuer from a distributor, exchange, wallet provider or reserve manager.
  2. Read the redemption terms. Find out who is eligible to redeem directly, what process applies, how long it may take, what fees or conditions apply, and whether the company has an available route. Do not infer the business’s eligibility from another holder’s experience or a token’s public price.
  3. Examine reserve information. Review the disclosed reserve composition and valuation, where the assets are held, who manages or safeguards them, and whether counterparties or asset types create concentration, credit, market or liquidity exposures.
  4. Assess the holder’s legal position. Determine what claim the business has against which entity, whether that claim is direct and enforceable, and how applicable insolvency law could affect it. Consider whether assets or reserves are structured to be bankruptcy-remote where relevant.
  5. Check the evidence and its limits. Review disclosures, monitoring, independent review or audit information, and how frequently material information is provided. Understand what each document covers; a report about reserves does not establish the security of the wallet or guarantee future redemption.

The FSB recommends a robust legal claim and timely redemption. The BCBS framework discusses reserve liquidity and bankruptcy-remoteness conditions, ongoing monitoring of market, credit, concentration and liquidity risks, as well as disclosure and independent review or audit provisions (FSB final recommendations; BCBS cryptoasset standards). These are recommendations and standards, not proof that every token satisfies those conditions. Their application depends on the arrangement, classification and jurisdiction.

Review third parties, service continuity and exit rights

A stablecoin payment may depend on more than an issuer and a wallet provider. A service can be available while another link in the chain is not, leaving the company unable to sign, submit, settle, reconcile or redeem. Use the map to assess provider concentration and interdependence instead of treating each contract as an isolated relationship.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Outsourcing and subcontractors: Ask which material functions are outsourced, who oversees them, and how the company is informed of changes that affect service or risk.
  • Outages and degraded service: Get the provider’s incident and continuity process, expected communications, escalation contacts and customer options when the normal path is unavailable.
  • Portability: Establish how the business can move to another arrangement, what approvals or records are needed, and what happens if the current provider is unable to assist with an exit.
  • Reconciliation and traceability: Ensure the business can match internal payment instructions and records to on-network transactions and provider statements.
  • Concentration: Identify when the same organization or infrastructure supports multiple critical functions. A single failure may affect both access and the alternative route intended to preserve continuity.

Do not count a backup as effective unless it can be used under the conditions it is meant to address. A second signer does not help if both signers depend on the same unavailable system; an alternate redemption route is not useful if the company is not eligible to use it.

Determine which rules apply to your business

Regulatory treatment depends on the business’s own status and locations, the issuer and token category, the provider’s status, and the jurisdiction governing each activity. Do not apply a rule written for a regulated bank or a particular type of issuer to every company holding a stablecoin.

In the United States, the FDIC’s April 7, 2026 announcement describes a proposed rule to implement parts of the GENIUS Act for FDIC-supervised permitted payment stablecoin issuers and address certain custodial or safekeeping services. The announcement characterizes it as a proposal; do not present proposed requirements as final law. Check the rulemaking’s current status before relying on it (FDIC proposal announcement).

A separate FDIC supervisory letter from 2025 says FDIC-supervised banks may conduct permissible crypto-related activities without prior FDIC approval and should consider market and liquidity, operational and cyber, consumer-protection, and anti-money-laundering risks. That guidance concerns supervised institutions; it does not settle the rules for every nonbank business or foreign jurisdiction (FDIC supervisory letter).

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Internationally, the FSB’s recommendations are directed to authorities and require jurisdictional implementation. The BCBS standards concern bank cryptoasset exposures, with application dependent on the relevant banking framework and classification. The BIS Financial Stability Institute noted in August 2026 that frameworks differ on permitted issuer activities and that custody or other additional activities can affect issuer risks and safeguards (BIS FSI Brief 33). These materials provide context; they do not replace determining the company’s actual obligations with current local legal and compliance advice.

Use a documented decision process

Turn the assessment into a record that finance, operations, security and compliance can review together. The result should make clear which risks the business accepts, which controls are prerequisites, and who owns each unresolved issue.

  1. Define the use case. Specify why the company needs the stablecoin, which payments or balances are in scope, and the business impact of delayed access or redemption.
  2. Set minimum control requirements. Define acceptable signing authority, separation of duties, recovery, records, security evidence, incident notification and continuity before choosing a model.
  3. Complete the arrangement map. Name each entity and dependency, including issuer, network, wallet, reserve and redemption functions, providers and relevant jurisdictions.
  4. Collect evidence. Request contractual terms, permission and approval details, recovery and incident procedures, reserve and redemption disclosures, and information about material third parties.
  5. Test failure scenarios. Walk through provider outage, suspected key compromise, unavailable approvers, data loss, network disruption and a failed or delayed redemption. Identify who acts, what the company can still do and what evidence or authority is needed.
  6. Compare feasible models. Use the same criteria for self-custody and third-party custody, including legal recourse, exit and the issuer/network risks neither model removes.
  7. Approve and revisit. Assign an accountable owner, record accepted risks and required mitigations, and set review triggers such as a provider, contract, token, network, jurisdiction or business-use change.

Escalate a decision when a critical function has no accountable owner, the company cannot explain who can move funds, recovery depends on the unavailable party, redemption rights or eligibility are unclear, or a material dependency has no credible continuity or exit plan. A documented reason to defer or reject an arrangement is also a useful outcome.
