Evaluate a semantic router with a frozen, representative workload, paired comparisons, and separate measures for route decisions, task outcomes, and latency. A router that chooses the expected model is not necessarily producing a successful answer; a fast router component is not necessarily making the full request fast. Measure each layer, compare against meaningful baselines on identical cases, and report the conditions behind every result.
What routing accuracy and latency actually measure
A semantic router decides where a request should go—for example, which model or service tier should handle it. Evaluating that decision requires more than counting whether the router selected a particular destination. You need to know both whether the selection matched an intended policy and whether the complete task succeeded after routing.
These are separate outcomes:
- Route correctness measures agreement with an expected route or policy, if you can define a defensible expected route for each case.
- Task quality measures whether the routed request produced the required result, using a benchmark-specific success or correctness criterion.
- Latency measures time at one or more layers, from the router’s own decision overhead to the full request’s response behavior.
A correct route label does not guarantee a correct answer: the selected model can still fail. Conversely, a different-than-expected route might still solve the task. Semantic similarity scores, route-label agreement, and end-user success are therefore not interchangeable. Keep the measures distinct in your report instead of treating one as a proxy for another.

1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsThe practical goal is to assess the router for a specified workload and deployment. There is no universal accuracy or latency threshold established by the cited benchmarking documentation. Set acceptance criteria from the service’s actual quality, response-time, cost, and resource needs, then test those criteria with a paired evaluation on fresh requests.

Build a scorecard before running anything
Write the scorecard before inspecting results so the metric definitions cannot move to fit a preferred outcome. For each request, retain the input category, expected or acceptable route, selected route, task score, prompt and completion token counts when available, subject-model cost, router decision time, time to first token (TTFT), total latency, and terminal status. Aggregate the records by benchmark, difficulty, language, tool-use pattern, and session mode as well as overall.
One useful scorecard separates the questions this way:
| Question | Measure | Why it matters |
|---|---|---|
| Did the policy choose an acceptable destination? | Route agreement or acceptable-route rate | Tests the routing policy itself where a reference is defensible. |
| Did the user’s task succeed? | Benchmark correctness or task-success rate | Shows practical quality after routing. |
| How quickly did a response begin and finish? | TTFT, p50, p95, and other percentiles | Shows interactive responsiveness and tail behavior. |
| What did the choice consume? | Tokens, model cost, throughput, and resource load | Exposes the price of quality and speed. |
| How often did the run fail? | Errors, fallbacks, partial, excluded, and unscored cases | Prevents a success-only denominator from overstating performance. |
Keep raw per-request records as well as the summary. Aggregates can show that two policies differ, while paired records show which query types caused the difference.

Define cases and expected outcomes
Start by writing down what a successful decision means for the use case. If each request has a clear policy-based destination, record the expected route. If several routes could legitimately solve the task, define the acceptable route set or prioritize task success rather than forcing a single label. Do not infer an expected route after seeing the router’s choice; that makes the reference standard circular.
For each case, retain enough information to score both the routing decision and the downstream result. The workload should reflect the actual request types and supported languages, as well as relevant difficulty levels, tool use, and session behavior. Include easy, ordinary, and demanding requests rather than evaluating only clean, single-turn examples. If production use is session-aware, include cases that exercise that behavior; if it is stateless, make that scope explicit.
Freeze the inputs and denominator
Use a fixed dataset and keep the candidate models, router policy, dependencies, and configuration stable within each comparison. Record dataset and model revisions. Decide in advance how many cases are planned and how partial, failed, excluded, or unscored cases will be counted. A report that includes only completed successful requests can make a fragile run look better than it was.
Preserve benchmark categories as well as an overall total. A router can perform well on common or easy cases while missing a demanding category or language. Per-benchmark results reveal where the aggregate hides a weakness and make a comparison more useful for deployment decisions.

Separate calibration from evaluation
Use calibration examples to choose candidate phrases, routing rules, or thresholds. Then freeze the configuration and score fresh holdout requests that were not used to make those choices. Calibration results describe tuning behavior, not independent evidence that the router generalizes.

Inspect two opposite error patterns. A false escalation sends work that a simpler route could handle to a stronger or slower route, potentially increasing latency, cost, or resource use. A premature downgrade sends demanding work to a route that is not sufficient, risking task failure. The vLLM Semantic Router recipe guidance recommends adjusting hard and easy sides separately and checking the actual signal scores, selected routes, and latency. This helps establish whether a threshold change fixed the intended error or merely shifted errors between categories.
Keep calibration cases labeled in every export. If a later reader sees only one combined accuracy number, they cannot tell whether the threshold was selected on the same examples used to justify it. A fresh holdout is especially important after changing candidate phrases, similarity thresholds, escalation rules, or model assignments.
Choose comparisons that isolate the router’s effect
Run every candidate policy on the same cases under the same environment. A comparison is difficult to interpret if one router sees an easier workload, a different model revision, or a different backend setup. Paired cases let you inspect where the alternatives differ request by request rather than comparing unrelated aggregate averages.
Include baselines that answer distinct questions:
- Direct-model baseline: where relevant, send the same requests directly to a model without the semantic routing decision. This helps show what the added routing system changes relative to a non-routed approach.
- Fixed-tier baselines: run a policy that always selects a particular tier. This reveals whether the router adds value beyond simply using one consistent tier.
- Simple policy baseline: where appropriate, compare against a straightforward alternative policy to test whether semantic selection contributes beyond a basic rule.
Report the selected-tier distribution alongside quality, latency, and cost. If a router appears to improve task quality because it sends a much larger share of requests to a stronger tier, the distribution helps expose that trade-off. A quality gain is not automatically evidence that the selection logic is better; the gain may reflect a different mix of models.
A 2026 independent study by Kiran N. Kumar and Santhosh K. Saminathan evaluated four open-source router implementations across four benchmarks, using 290 frozen tasks and 2,610 candidate outcomes. The authors treated fixed-tier baselines and selected-tier distributions as important controls. Those counts describe the scope of that study—not a universal sample-size recommendation or a result that can be generalized to every router, model pool, or workload.
Compare cost as a consequence of routing
Cost belongs beside quality and latency, not in a separate afterthought. For each policy, show subject-model cost and token categories, and identify whether unknown usage or unavailable pricing affected the total. A router that lowers mean latency by escalating more requests may increase spend; one that lowers spend by downgrading difficult requests may reduce task success. Report the selected-tier mix so readers can see that trade-off directly.
Throughput and relevant compute or resource load can also change when the same requests are distributed differently. Keep those measures tied to the same concurrency and hardware conditions. Do not report an apparent savings figure if failed or unscored requests were silently omitted.
Measure latency at the router and request levels
Router overhead is not end-to-end latency
Measure the router component’s decision overhead separately from the complete routed request. A component microbenchmark can help identify a regression in classification, scoring, or selection work, but it does not tell you how long a user’s full request takes. End-to-end time can also depend on the selected model, backend topology, network placement, host contention, cache state, model files, and workload shape.

For a deployment decision, record request-level latency under the intended hardware, driver, runtime, backend topology, and network placement. Report the router overhead and the full request latency as different results; do not present a component or backend-only comparison as proof of an end-to-end routing improvement.
Use latency measures that show both responsiveness and tail behavior
Where available, report time to first token (TTFT) and latency percentiles, including p50 and p95. TTFT describes when a streaming response begins; percentiles show how latency is distributed rather than hiding slower requests inside an average. Include request-time sum and wall time when the benchmark provides them: request-time sum aggregates time across requests, while wall time captures elapsed duration for the run. These measures answer different operational questions, particularly when requests are run concurrently.
State sample count, concurrency, and warmup conditions with the results. A latency figure without those conditions is hard to compare or reproduce. Keep the same setup for the router and its baselines, and note failures or partial runs instead of silently excluding them from the denominator.

Decide whether the service objective concerns warmed steady state, cold start, or both, then label the measurement accordingly. A p95 from ten samples is also less informative than a p95 from a substantially larger, clearly stated sample; report the count rather than implying that every percentile has equal evidentiary weight.
Score quality, cost, failures, and uncertainty together
Use the benchmark’s own correctness or success definition and retain results by benchmark as well as overall. When the aim is cost-quality routing, preserve both dimensions. When the aim is low latency, preserve latency and quality together. A faster result is not useful if it falls below the quality level the service needs, and a quality result without the associated latency or resource usage can conceal the price of achieving it.
Useful reporting dimensions include route correctness where labels are defensible, task success, token categories, model or subject costs, latency, throughput, resource use, and failure behavior. Track errors, fallback behavior, partial-run cases, and unscored cases explicitly. Do not convert missing metrics or unknown usage into zero: “not measured” is not equivalent to no cost, no latency, or no failures.
For paired alternatives, report the number of planned, completed, scored, failed, and excluded cases. Include uncertainty where the benchmark supports it. If you claim that quality is maintained while latency or cost improves, define a quality non-inferiority margin before the evaluation and assess it with an appropriate holdout confidence interval. A small development sample can suggest a direction, but it is not strong evidence that a change will hold on new requests.

A practical evaluation workflow
- Specify the decision: define acceptable routes or a task-level success criterion for each request category. Decide whether the primary objective is quality, latency, cost-quality balance, or another explicit service requirement.
- Assemble and freeze the workload: include representative easy, ordinary, and demanding cases, with relevant languages, tools, and session behavior. Record the dataset revision and planned denominator.
- Calibrate separately: use a calibration split to choose candidate phrases, rules, or thresholds. Examine false escalations and premature downgrades, then freeze the chosen configuration.
- Choose controls: select a direct-model baseline where relevant, fixed-tier baselines, and any simple policy that clarifies what the routing logic adds.
- Run paired comparisons: execute each alternative on identical requests using fixed model and dependency revisions and the same target environment. Preserve per-case and per-benchmark outcomes.
- Measure both latency layers: record router overhead and full routed request latency. Include TTFT, p50 and p95 where available, request-time sum, wall time, sample count, concurrency, and warmup conditions.
- Audit the run: account for successes, failures, fallbacks, partial cases, exclusions, and unscored results. Keep the denominator visible and flag any incomplete run.
- Evaluate on fresh holdout requests: score the frozen configuration on cases not used during calibration. Compare quality, route choices, selected-tier distribution, cost or resource use, and latency against the controls.
- Publish the evidence: preserve raw artifacts and state the aggregation method, uncertainty, workload identity, configuration, versions, and runtime conditions so another operator can reproduce the comparison.
Using the vLLM Semantic Router benchmark workflow
The current vLLM Semantic Router CLI documents a workflow that starts with vllm-sr benchmark catalog, prepares a dataset, creates a frozen manifest plan, runs the benchmark, generates a report, and compares baselines. The CLI and Dashboard use sr-bench 1.0 for single-model and mixture evaluation, with run IDs and reports covering quality, costs, latency, and wall time.
These names describe an implementation example, not a requirement to use this router or a complete command recipe. The available documentation summary does not provide the full syntax or flags for dataset preparation, manifest creation, execution, reporting, or baseline comparison, so use the installed version’s documentation for those exact commands rather than guessing them. The general evaluation principles apply regardless of which benchmark runner you use.
Retain the run ID with the manifest and raw outputs. That link makes it possible to determine which frozen plan produced a report and whether a later rerun changed the dataset, model revision, or configuration. Dashboard summaries are useful for inspection, but preserve machine-readable artifacts for later paired analysis.

Make results reproducible and deployment-specific
Record enough detail to repeat the experiment in the environment where the decision will be used. A useful result record includes:
- Repository commit and complete router configuration.
- Model, dataset, and dependency revisions.
- Hardware, driver, runtime, and backend topology.
- Exact command, warmup procedure, concurrency, and sample count.
- Failures, excluded samples, partial runs, and unscored cases.
- Raw artifacts and the aggregation method.
Also identify the workload and whether it is calibration, holdout, or live evaluation, as well as the selected-tier distribution and comparison baselines. This context makes it possible to distinguish a genuine change in routing behavior from changes in models, data, or deployment conditions.
The vLLM Semantic Router benchmarking guide cautions that a QPS, latency, accuracy, cost, or savings number without this context is a local observation, not an expected property of the router. Treat your measurement as evidence about the tested configuration, workload, and setup—not as a universal performance promise.
Common interpretation mistakes
- Calling route agreement “accuracy” without defining a reference: route correctness is meaningful only when the expected route or policy is defensible. Otherwise, task outcomes may be the more relevant measure.
- Using answer quality to infer route quality: a successful answer does not prove the selected route was optimal, and a failed answer does not by itself show the router chose incorrectly.
- Tuning and testing on the same requests: this measures the tuned examples, not generalization. Freeze the configuration before using fresh holdout cases.
- Comparing only to a different workload or tier mix: identical cases and a selected-tier distribution help show whether observed gains come from routing or from using stronger tiers more often.
- Reporting only average latency or router time: percentiles, TTFT, and end-to-end request latency reveal behavior that a component-only or single aggregate number can hide.
- Dropping failed cases: failures and exclusions affect how a result should be interpreted. Keep them visible with the denominator.
- Generalizing a local result: hardware, runtime, network placement, cache state, model files, concurrency, and dataset shape can all affect observations. A result supports claims only within the conditions tested.
- Treating missing values as zeros: an unavailable cost, token count, or latency is an unknown, not evidence that the quantity was absent.
- Changing several variables at once: if the router, model revision, hardware, and workload all change, a quality or latency difference cannot be assigned to the routing code.
Frequently Asked Questions
What is routing accuracy in a semantic router?
It is agreement with an expected route or policy for cases where that reference is defensible. Report it separately from downstream task success; a route can differ from the reference and still solve the task, or match it while the model fails.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
How should I choose an evaluation dataset?
Use a frozen workload that reflects real request types, supported languages, easy, ordinary, and demanding difficulty levels, tool use, and relevant session behavior. Keep a separate calibration split and score a fresh holdout after configuration is frozen.

Should I compare a router with a fixed model?
Yes. Include direct-model and fixed-tier baselines where relevant, and run all policies on identical cases and infrastructure. Report the selected-tier distribution so quality gains are not confused with using stronger models more often.
Is average latency enough?
No. Separate router overhead from end-to-end request latency and report TTFT plus p50 and p95 when available. Include request-time sum, wall time, sample count, concurrency, and warmup conditions.
What should happen to failed or excluded requests?
Keep them visible in the denominator and report errors, fallbacks, partial runs, exclusions, and unscored cases. Never silently count only completed successes or convert unknown metrics into zero.
How do I show that a latency improvement did not reduce quality?
Define a quality non-inferiority margin before testing, then use paired fresh holdout results and an appropriate confidence interval. Report quality, latency, cost, and uncertainty together by benchmark.
What details make a result reproducible?
Record the repository commit, complete router configuration, model and dataset revisions, dependencies, hardware, driver, runtime, backend topology, exact command, warmup, concurrency, sample count, failures, exclusions, raw artifacts, and aggregation method.
Does the benchmark workflow require vLLM Semantic Router?
No. The documented CLI and Dashboard workflow is one implementation example using sr-bench 1.0. The same frozen-workload, paired-baseline, holdout, and reproducibility principles apply to other runners.
The Bottom Line
Evaluate routing as a paired, deployment-specific experiment: freeze representative inputs, tune only on calibration data, compare direct and fixed-tier controls, score route decisions separately from task success, and measure both router overhead and end-to-end TTFT and percentile latency. Publish costs, tier mix, failures, uncertainty, and the exact environment so the result supports a real decision rather than a misleading single number.
