To evaluate a robotaxi before you ride, check the exact service and trip: confirm the vehicle will operate without a human driver, verify that passenger service is authorized in your area, make sure your route and conditions fit its operating limits, inspect the scope of its safety evidence, and know how to contact help. A “robotaxi” label or a fleet-wide safety statistic cannot tell you whether a particular ride is authorized, supported, or suitable for your needs.
What does “robotaxi safety” mean for a passenger?
For a passenger, safety is not one number. It includes whether the vehicle is actually driving itself, whether the operator is allowed to provide that kind of trip where you are, whether the ride stays inside the system’s approved operating conditions, what evidence supports safety claims, and how the service responds when something goes wrong.
No public statistic or permit can certify that an individual trip will be safe. The useful question is narrower: does this particular operator have authorization for passenger service on this route, under the conditions expected today, and does it offer credible evidence and a clear support process?

In the United States, the National Highway Traffic Safety Administration (NHTSA) distinguishes driver assistance from automated driving systems that perform the driving task while occupants ride as passengers. NHTSA describes the latter this way: “When engaged, the system handles all driving tasks while you, now the passenger, are not needed to maneuver the vehicle. The system can only operate the vehicle in limited service areas, not universally.” This describes a category of system, not a safety certification for a particular company or trip.

How can you tell whether the ride is truly driverless?
Check the specific ride type, not just the vehicle’s branding. A car may use driver-assistance features while a human remains responsible for driving or available to take over. It may also be a test vehicle with a safety driver, rather than a passenger service that offers a driverless trip. Those arrangements are not equivalent.
Before booking, look in the service’s ride details, account setup information, or passenger instructions for a clear statement about whether a human driver will be present. If the description is unclear, ask the operator through its support channel before confirming. Do not assume that a vehicle you saw operating without a driver is authorized to carry passengers, or that every trip offered by a company uses the same automation arrangement.
NHTSA’s descriptions of automation levels can help clarify the distinction: Levels 0–2 are driver-assistance systems in which the human remains engaged, while its “system drives, you ride” description refers to a system handling all driving tasks within limited service areas. NHTSA also notes that public-road AV testing, research, and pilot programs occur in limited, restricted, and designated locations and conditions. These descriptions help identify what a service claims to be; they do not independently establish that a particular operator’s service is safe.
How do you check authorization for the operator and location?
Find the regulator responsible for the city or region where you will ride, then check the operator’s current authorization for passenger service. The relevant agency and permission categories vary by jurisdiction. In California, for example, the Department of Motor Vehicles (DMV) separately lists testing with a driver, driverless testing, and deployment permits. Its register also identifies approved locations, time-of-day operations, and operational-design-domain characteristics for listed permit holders.
Pay attention to the kind of permission, not just whether the operator’s name appears on a regulator’s page. A testing permit does not establish permission to offer passenger service. Nor does authorization in one city or state automatically cover a trip in another. Passenger-service authority, testing permission, and permission to operate within a defined area are separate questions.

- Identify the regulator. Use the relevant transportation or vehicle regulator for the place where the pickup and drop-off occur. California’s permit register is one example of a public record that separates permit categories.
- Look up the operator and the permit type. Confirm that the listed permission applies to passenger deployment, rather than only to testing or research.
- Check the geography and conditions. Compare the authorized or published operating area with both trip endpoints and the likely route. Read any limits on hours, weather, road types, or other operating conditions.
- Check close to the ride. Permissions and service boundaries can change. A past approval or a company’s general service announcement is not a substitute for current information about the trip you plan to take.
Regulatory status establishes what an operator is permitted to do under specified conditions; it is not a guarantee about an individual ride’s outcome. Treat it as a necessary check, not a standalone safety score.
Do the route and current conditions fit the service’s operating limits?
A driverless system may be designed and authorized to operate only within a defined operational domain. That domain can include a geographic boundary and conditions such as time of day, weather, road type, or speed. Do not assume that a service can safely or lawfully handle every route just because it accepts your destination in an app.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesCheck that both your pickup and destination are inside the service area shown by the operator, and look for any notices that affect the trip. A route can be inside the general service map but still be unavailable under particular conditions. For example, a service’s stated limits may exclude certain weather, streets, or hours. The applicable restrictions are operator- and jurisdiction-specific, so use the current service information rather than general expectations about what automated vehicles can do.
- Pickup and drop-off: Are both endpoints inside the current service boundary?
- Time: Does the service operate at the hour you intend to travel, and are there time-of-day restrictions?
- Weather and road conditions: Are current and forecast conditions within the operator’s published limits?
- Route type: Does the trip include roads or locations excluded from the service’s stated operating domain?
- Practical access: Can the vehicle reach a safe, usable pickup and drop-off point for your needs?
If a service declines a trip or changes a pickup point, treat that as a real operating boundary rather than a minor app inconvenience. If you cannot determine whether the trip fits its stated limits, do not infer that an accepted booking is proof that every relevant condition has been checked.
How should you judge robotaxi safety claims and statistics?
Start by finding out who published the numbers and what they count. A useful safety comparison needs exposure (such as miles traveled), a clearly defined outcome, a reporting period, a geographic scope, and an understandable comparison group. A raw crash count alone cannot show risk: a service with more miles or a larger fleet may report more events simply because it has more exposure.

Waymo’s public safety dashboard illustrates both the value and the limits of detailed operator reporting. Through June 2026, Waymo reported 271.3 million rider-only miles. For that period and in its reported operating areas, its dashboard gave the following rates:
| Outcome | Waymo rider-only rate | Waymo’s all-location human-driver benchmark | What to keep in mind |
|---|---|---|---|
| Injury-reported crashes | 0.67 per million miles | 3.77 per million miles | Company-published retrospective comparison; the outcome definitions, locations, period, and benchmark construction matter. |
| Serious-injury-or-worse crashes | 0.01 per million miles | 0.21 per million miles | Company-published retrospective comparison; not a prediction or guarantee for an individual ride. |
These figures are reported by Waymo, not independently generated here. The dashboard describes its comparison as retrospective, points to its methodology, and says its updates align with NHTSA’s Standing General Order reporting timelines. The numbers cover Waymo’s reported operating areas and the definitions and benchmark used for that reporting; they cannot be generalized to another provider, location, service mode, or future operating conditions. A fleet-wide rate is useful context, not a promise about your trip.
When reading any provider’s safety claim, check the following before drawing a conclusion:
- Publication and oversight: Is it company-published, regulator-submitted, independently analyzed, or some combination? A regulator collecting data is different from a regulator certifying a provider as safe.
- Exposure: Does the figure use rider-only miles, all miles, trips, or another denominator? Check that the service mode in the number matches the passenger service you are considering.
- Outcome definition: What counts as a crash, injury, serious injury, or other event? Are events counted consistently across the service and comparison group?
- Coverage: Which dates, locations, and operating conditions are included? A result from a particular operating area may not reflect your city or route.
- Benchmark: How was the human-driver comparison selected? Does it cover comparable places, dates, and travel conditions?
- Reviewability: Can you find a methodology and see how limitations, corrections, and reporting scope are described?
Do not rank providers by comparing numbers that use different definitions, dates, geographies, or exposure measures. Even apparently similar “per mile” rates can answer different questions if one covers rider-only operation and another includes other driving, or if the human benchmarks are constructed differently.
What can regulator incident reports tell you?
Operator dashboards are only one part of the picture. Regulatory reporting can add a separate record of operations and incidents. In California, the Public Utilities Commission (CPUC) requires quarterly operating information and, for qualifying services, expanded incident-level and fleet-level reports on stoppage events—situations in which vehicles stop and are not moving when they should be.

The CPUC’s public reporting repository lists reporting periods and participating carriers, but it also notes that some fields are redacted and that some submissions have been corrected. Read reports with those limitations in view. A missing or redacted field is not proof that an event did not happen, and reported figures may not be directly comparable across carriers if the scope or definitions differ. The existence of a reporting requirement also does not mean that every relevant safety event appears in the same way in every report.
When reviewing incident records, focus on more than the headline count. Look at what happened, where and when it happened, whether anyone was injured, whether the vehicle was occupied, what action the operator took, and whether follow-up or corrections changed the record. Stoppages, interruptions, and responses to unexpected road users can reveal operational issues that a mileage total does not describe.
Why does an operator’s response to an incident matter?
Safety evaluation should include how a provider identifies, investigates, and responds to problems—not just how many miles it has logged. A NHTSA Part 573 recall report provides a concrete example. On May 8, 2025, an unoccupied, stopped Zoox robotaxi in San Francisco was struck by an e-scooter rider. The rider fell next to the vehicle. The vehicle then began to move but did not contact the fallen rider; minor injuries related to the initial collision were reported.
According to the report, Zoox paused driverless operations across its geofences, investigated, implemented a software update, performed testing and safety clearance, and resumed operations after confirming that the update had been deployed. The relevant questions for a passenger are not limited to whether an incident occurred: they include the circumstances, the potential interaction with people nearby, the corrective action, and how the operator verified and resumed service. This 2025 event illustrates why incident response deserves scrutiny; it does not establish the risk of a different operator or a current trip.

What happens if a robotaxi gets stuck or something goes wrong?
Before the car moves, find the operator’s in-app or in-vehicle help option and read its passenger instructions for a trip interruption. Make sure you know how to contact support if the vehicle stops, the route changes unexpectedly, you feel unwell, or you need help leaving the vehicle. An operator’s support process is specific to that service; do not assume that another provider offers the same response or availability.

Waymo’s Passenger Safety Plan filed with the California CPUC in January 2026 describes 24/7 operational teams for remote assistance, event response, and roadside assistance. It says that when onboard software detects a potential collision or trip interruption, operational teams are notified, check on riders, ask about injuries or need for medical help, and contact 911 when warranted. These are procedures Waymo disclosed for its California service, not a universal robotaxi standard.
- Locate support before departure. Identify the help control in the app or vehicle and understand how to use it if the ride is interrupted.
- Follow the operator’s instructions. If the vehicle stops or the trip is disrupted, use the service’s stated support channel and follow any directions it provides.
- For immediate danger or injury, contact emergency services. Do not rely on an app support queue as a substitute for emergency response.
- Tell support what you need. Report whether anyone is injured, whether you need medical help, and whether you can safely remain where you are.
What passenger, accessibility, or age rules should you check?
Confirm that the service can accommodate the people and needs on your trip before you book. Check its current rules for children and accompanying adults, mobility and accessibility needs, language support, and pickup or drop-off arrangements. Availability can differ by operator and location; a feature described in one provider’s plan is not evidence that another service offers it.
Waymo’s January 2026 California plan says that account holders receive notice of driverless service and acknowledge it during account setup. It states that account holders must be at least 18 to ride with Waymo in California, and that riders under 18 must be accompanied by an adult account holder. The plan also describes access to FAQs and support through the app, along with rider education and accessibility features. These are provider- and jurisdiction-specific details that may change, so check the current app or passenger information for the service you intend to use.
How do you compare two robotaxi services fairly?
Use the same questions for each provider, and compare only evidence that covers similar services and conditions. A useful comparison separates legal scope, operating limits, outcome data, incident reporting, support, and the practical needs of your trip. If a value is not publicly established, mark it as unknown rather than treating absence of information as a good result.
| Comparison area | What to check | Why it matters |
|---|---|---|
| Authorization and geography | Passenger-service permission, regulator, approved locations, and current service boundary. | Testing authority or approval in another area does not establish permission for your trip. |
| Operating conditions | Published limits for time, weather, roads, speed, or other conditions relevant to the route. | A service’s capabilities and permission may be bounded by its operating domain. |
| Safety outcomes | Rider-only exposure, injury severity, dates, locations, and outcome definitions. | Rates are meaningful only when their scope and denominator can be understood. |
| Human comparison | How the benchmark was selected and whether its geography, period, and definitions match. | A mismatched comparison can make differences look more or less meaningful than they are. |
| Incident reporting | Regulator reports, stoppages, event details, redactions, and corrections. | Operational interruptions and corrective actions provide context beyond aggregate crash rates. |
| Independent scrutiny | Whether evidence is operator-reported, regulator-collected, independently analyzed, or reviewed through multiple channels. | Source and method affect what conclusions the evidence can support. |
| Passenger support and fit | Support availability and response process, accessibility, age rules, and ability to serve your route and needs. | A technically authorized service may still not fit your circumstances. |
Avoid turning this into a leaderboard based on a single crash count or a percentage without its underlying definitions. If two services do not publish comparable data, say that the comparison is inconclusive on that measure rather than filling the gap with an assumption.
Pre-ride decision checklist
- Service identity: Have you confirmed whether this particular ride is driverless, rather than driver-assisted or conducted with a safety driver?
- Authority: Does the relevant regulator show passenger-service authorization for this operator and location?
- Route and conditions: Are both endpoints and the expected travel conditions within the service’s current operating domain?
- Evidence: Can you identify who published the safety data, its period and geography, the exposure measure, outcome definitions, and benchmark?
- Incident history: Have you considered relevant regulator reports, including stoppages, corrections, or redactions?
- Support: Can you find the service’s help controls and understand what it says to do during an interruption?
- Personal fit: Does the ride meet the age, accessibility, mobility, language, and pickup/drop-off needs of everyone traveling?
If you cannot verify authorization, cannot determine whether the trip fits the operating limits, or cannot identify a way to get help, you do not have enough information to treat the ride as a well-evaluated choice. Recheck the service details or use another transportation option.
