To evaluate a politician’s claim about artificial intelligence, reduce it to a precise, testable statement; locate the original evidence; check what the statistic actually measures; separate observed facts from forecasts; examine who is included or harmed; and verify the jurisdiction and date of any legal claim. This method prevents a capability demo, a striking anecdote, or a regulation headline from being mistaken for proof of social impact.
Why AI claims require more checking than ordinary statistics
Political statements about AI often compress several different questions into one sentence. A speaker may move from what a model can do in a laboratory to what people are supposedly experiencing, then from that alleged impact to what a government should regulate. Those are separate claims requiring different evidence.
AI claims also change quickly. A model version, law, dataset, or threat assessment can be superseded while an old statistic continues circulating. The European Commission’s practical rule is a useful starting point: “Always check important information using trusted or official sources and consider whether it makes sense.” Apply that rule to the exact wording, not merely to a headline or social-media summary.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches- Capability: what a system can produce under a test or demonstration.
- Deployment: where, how often, and by whom a system is actually used.
- Impact: measurable effects on people, organizations, society, or the environment.
- Regulation: what a law, regulator, standard, or policy requires in a specified jurisdiction and period.
A credible evaluation keeps those categories separate and states uncertainty instead of converting an estimate into a certainty.

Step 1: Write the claim precisely
Before searching for evidence, write the statement in a form that could be proved or disproved. Record the speaker and the exact verb. “AI will eliminate half of jobs” is not the same claim as “an AI tool can automate half of the tasks in a particular occupation.”
| Element | Question to record | Example |
|---|---|---|
| Actor | Who made the statement? | A minister, candidate, agency, company, or researcher |
| Verb | What is being asserted? | Causes, detects, replaces, saves, requires, bans, or may cause |
| Object | What system, people, harm, or rule is involved? | Generative text tools, workers, election information, or a law |
| Metric | What is counted or measured? | Incidents, exposure, accuracy, adoption, cost, or outcomes |
| Time period | When does the statement apply? | A month, election cycle, study period, or future year |
| Geography | Where does it apply? | A country, state, city, platform, or global sample |
| Population | Who is included? | All workers, surveyed users, voters, or a tested subgroup |
| Claim type | Is it capability, deployment, impact, or regulation? | A benchmark result versus a legal obligation |
Rewrite ambiguous language. “AI misinformation is everywhere” might become: “During the specified period, what proportion of the identified false political posts in this jurisdiction were generated or materially altered by an AI system?” If the speaker supplies no period, denominator, or geography, that omission is itself a reason to withhold a firm conclusion.
Step 2: Find the primary evidence
Start with the document closest to the underlying fact, rather than a commentary article repeating the claim. The appropriate primary source depends on the claim.
- Law or regulation: the enacted text, official implementation guidance, or regulator notice.
- Safety or performance statistic: the original study, technical report, dataset, or audit.
- Public-sector outcome: the responsible agency’s data and methodology.
- Standard or framework: the standards body’s published version and scope.
- Company deployment: a verifiable filing, system documentation, or independent measurement rather than promotional wording alone.
For every source, record its publication date, version, jurisdiction, methods, sample, denominator, and stated limitations. A chart without a data definition is not enough. A press release may accurately describe a result while omitting exclusions, failed tests, or the population that was not measured.
Assess source independence
Two articles are not independent confirmation if both copy the same press release. Look for a second official dataset, an academic analysis using different data, or a standards-based assessment. Note financial, political, or institutional interests that could shape what was measured or highlighted. A conflict does not automatically invalidate a source; it tells you what to scrutinize and what independent check is needed.
Step 3: Test what the measure actually means
AI statistics frequently use the same word for different measures. “Exposure” can mean that a task could be assisted by a model, not that a worker lost employment. “Incidents” may count reports, while “outcomes” count verified harm. “Accuracy” may be measured on a curated benchmark that does not represent ordinary users.
| Measure | What it can establish | What it cannot establish by itself |
|---|---|---|
| Capability benchmark | Performance under the benchmark’s tasks and conditions | Real-world adoption, reliability, or social benefit |
| Deployment or adoption rate | Use in the measured population and period | Whether use caused a particular outcome |
| Exposure estimate | Tasks or groups that could be affected under stated assumptions | Actual job losses, productivity gains, or harm |
| Incident count | Reported or verified events under the source’s definition | Total harm when reporting is incomplete or uneven |
| Survey response | What sampled respondents reported or believed | Objective behavior or population-wide prevalence without weighting and validation |
| Cost estimate | Modeled or observed costs under stated assumptions | A guaranteed budget impact in another setting |
Check the denominator and base rate. A claim that incidents doubled may describe a rise from two to four, a change in reporting, or a change in the underlying event rate. Ask whether the comparison uses the same definition, data collection process, and time window. A percentage without the underlying count can make a small change look enormous.

Check uncertainty and missing data
Look for confidence intervals, error ranges, sensitivity analysis, and missing-case rules. If a source gives a range, do not quote only the most alarming endpoint. If the source does not report uncertainty, describe the result as an estimate and explain the limitation rather than implying precision.
Step 4: Separate observation, estimate, forecast, and scenario
Political rhetoric often presents a forecast as an accomplished fact. Label the statement before judging it:
- Observation: an event or measurement that has already occurred under a stated definition.
- Estimate: a calculation about an unobserved quantity, based on data and assumptions.
- Forecast: a projection of a likely future outcome with uncertainty.
- Scenario: a conditional illustration of what could happen if specified assumptions hold.
The OECD’s 2024 discussion of AI-enabled mis- and disinformation illustrates why this distinction matters: evidence is mixed on whether humans can identify AI-generated text, and electoral impacts have been limited so far. Those findings support cautious language. They do not prove that future elections are safe, nor do they justify claiming that AI has already determined election results.
Translate modal words accurately
“Can,” “could,” “is likely to,” and “has” have different evidentiary burdens. A demonstration that a model can produce convincing content establishes capability under those conditions. It does not show how often people encounter it, believe it, or change behavior because of it. A forecast should retain its assumptions, time horizon, and uncertainty when repeated.

Apply the dimensions used in the NIST AI Risk Management Framework (AI RMF) 1.0, published in 2023. The framework is voluntary and is intended to help developers, users, and evaluators “better manage AI risks which could affect individuals, organizations, society, or the environment.” It is a way to structure questions, not a government certification or proof that a system is safe.
- Validity and reliability: Does the system measure or perform what it claims, consistently and in the relevant setting?
- Safety and security: Can failures, attacks, or misuse cause physical, financial, or other harm?
- Accountability and transparency: Can a person identify responsibility, data provenance, and decision processes?
- Explainability and interpretability: Can affected people understand the basis and limits of an output?
- Privacy: What personal information is collected, inferred, retained, or exposed?
- Fairness and harmful bias: Do error rates or burdens differ across relevant groups, and are those differences addressed?
Ask who benefits, who pays, and who can appeal. Require subgroup results where the claim affects children, people with disabilities, language minorities, racial or ethnic groups, workers, or other populations that may be missing from a headline average. A favorable average can conceal serious errors for a smaller group.
Step 6: Compare conflicting political claims systematically
When two speakers cite different numbers, place the claims side by side instead of choosing the more memorable figure. Use the same comparison axes for both.

| Comparison axis | Questions |
|---|---|
| Source quality and independence | Are the sources primary, methodologically transparent, and genuinely independent? |
| Definition of AI | Do both include the same systems, automation, or human-assisted processes? |
| Metric and denominator | Are they counting the same events against the same base? |
| Sample and population | Who was measured, who was excluded, and how was the sample selected? |
| Date and geography | Do the periods and jurisdictions match? |
| Observation versus forecast | Is one speaker describing current evidence and the other a projection? |
| Uncertainty and caveats | Are ranges, assumptions, and limitations disclosed? |
| Subgroup effects | Does an overall average hide unequal results? |
| Claim category | Is the disagreement about capability, deployment, impact, or law? |
Often the apparent contradiction disappears after this check: one figure measures potential exposure, while the other measures observed adoption; one is global, while the other covers a single country; or one is a forecast and the other a historical count.

Legal claims require a separate verification routine because obligations depend on jurisdiction, risk category, actor, exception, and effective date. Do not treat a headline saying that “AI is banned” or “the law requires labels” as a complete legal answer.
- Identify the instrument. Name the law, regulation, guidance, standard, or proposal and locate its official text.
- Confirm the jurisdiction. Check whether it applies to a country, state, regulator, market, public body, or entities offering services into a region.
- Classify the system and activity. Determine the legal risk category, provider or deployer role, and use case.
- Read the obligation and exception together. Look for transparency, evaluation, record-keeping, human oversight, cybersecurity, prohibited uses, and exemptions.
- Verify the effective date. Distinguish enactment, phased application, guidance, and enforcement.
- Check the latest official interpretation. Implementation guidance can clarify terms without changing the underlying law.
Using the EU AI Act as a checkable example
The European Commission’s 2024 explainer describes the EU AI Act as risk-based. The relevant question is therefore not simply whether the Act “covers AI,” but which risk category, obligation, actor, exception, jurisdiction, and date apply to the specific system. The Act includes transparency, evaluation, adversarial testing, and cybersecurity requirements in its framework. The Commission says certain Article 50 transparency obligations apply from 2 August 2026. A statement made before or after that date must be checked against the particular obligation and system; the date alone does not establish universal labeling or a universal ban.
Do not generalize an EU rule to another country, or confuse a voluntary standard with enforceable law. NIST AI RMF 1.0 is voluntary. UNESCO’s Recommendation on the Ethics of AI, adopted in 2021, applies to all 194 UNESCO member states and centers human rights, dignity, transparency, fairness, and human oversight; it is an international policy recommendation, not automatically a criminal or civil code in each member state. The OECD AI Principles, adopted in 2019 and updated in 2024, contain five values-based principles and five recommendations, including systematic risk management and transparency. Their existence does not by itself create a domestic legal duty.
A practical worksheet for fact-checking a speech or post
Copy the statement into a note and complete these fields before writing a verdict.
- Exact quote: preserve the wording, date, venue, and speaker.
- Claim type: mark capability, deployment, impact, forecast, or regulation.
- Definitions: define “AI,” the event, the affected group, and the unit being counted.
- Evidence trail: record the primary source, version, publication date, method, sample, denominator, and limitations.
- Independent check: find at least one independent official, academic, or standards source using a different evidence path.
- Scope check: match the geography, time period, population, and legal jurisdiction.
- Uncertainty statement: copy the interval, assumptions, or caveat; if none is supplied, say that uncertainty is not established.
- Equity and harm check: identify omitted groups, disparate error rates, privacy risks, and available appeals.
- Verdict language: choose “supported,” “partly supported,” “misleading,” “unsupported,” or “not yet testable,” and state exactly why.
Keep a distinction between “the source reports” and “the evidence shows.” The first describes a document; the second is a conclusion that should be reserved for evidence that survives definition, method, scope, and independence checks.

How to write a responsible verdict
A useful verdict is narrow enough to be true and specific enough to help readers. “True” is appropriate only when the wording, measure, scope, and time period match the evidence. “Partly supported” fits a statement that contains a real result but overstates its reach or certainty. “Misleading” is appropriate when technically correct figures are framed to imply a different conclusion. “Unsupported” means the necessary evidence is absent or does not measure the asserted outcome. “Not yet testable” is better than a forced verdict when the claim concerns an undefined future condition.
State the strongest supported finding first, then the limitation that changes how readers should interpret it. For example: a benchmark shows a capability under specified test conditions; it does not establish population-wide impact because deployment and outcome data were not measured. That format gives readers both the evidence and its boundary without overstating either.
A concise decision checklist
- Can I quote the claim precisely, including actor, metric, period, geography, and population?
- Did I locate the primary law, dataset, study, standard, or technical report?
- Does the measure concern capability, deployment, impact, or regulation?
- Is the result observed, estimated, forecast, or conditional?
- Are denominator, uncertainty, exclusions, and base rates visible?
- Did an independent source verify the result or expose a definitional difference?
- Which groups may be missing, burdened, or unable to appeal?
- For a legal claim, did I verify jurisdiction, risk category, exception, and effective date?
- Does my verdict repeat the evidence’s limits rather than turning them into certainty?
Following this sequence will not make every AI dispute simple. It will make the disagreement legible: readers can see which fact is established, which assumption drives a forecast, which people are missing from the measurement, and which legal rule actually applies.
