Short answer: a nuclear agreement or “carbon-free” label does not, by itself, prove that a named data center received nuclear electricity or achieved zero-emissions operation. Evaluate the claim across five separate questions: what generated electricity, what the company contracted for, what was operating and delivered during the reporting year, how electricity or environmental attributes were allocated to the reported load, and which Scope 2 accounting method produced the published number.
Start by defining exactly what the report claims
Sustainability reports often place several different assertions next to one another: a nuclear power purchase agreement (PPA), a carbon-free-energy percentage, a lower market-based Scope 2 figure, a plant-restart announcement, and a statement about reliable power for data centers. These are not interchangeable. Your first task is to copy the claim exactly and identify its subject.
- Generation: electricity produced by a nuclear reactor, regardless of who uses it.
- Contract: an agreement for capacity, energy, or environmental attributes in the future or during a defined term.
- Delivery: electricity physically supplied through a grid during particular hours.
- Accounting match: a contractual instrument or grid calculation assigned to a company’s load for emissions reporting.
- Reliability: whether the arrangement contributes firm or continuous supply when the facility needs it.
Also set the reporting boundary before judging a percentage. Confirm whether the company owns or controls the data center, which regions and facilities are included, and whether the number covers a calendar year, fiscal year, or another period. A claim about a company’s global data-center portfolio cannot automatically be applied to one building.
Build an evidence record for every nuclear claim
Separate four evidence states that reports frequently blur. A public announcement is evidence that parties made an announcement; it is not proof that a reactor generated electricity for the reported load. Record the following fields for each project or agreement.

| Evidence state | What to record | What it can and cannot prove |
|---|---|---|
| Announced | Parties, date, facility or project, stated purpose and headline capacity | Proves an announcement occurred. It does not prove a signed contract, operating generation or report-year emissions reduction. |
| Contracted | Contract type, counterparty, term, capacity or energy quantity, conditions, options and expected start date | Shows what the company agreed to buy or support. It may support an accounting claim before physical delivery begins. |
| Operating | Whether the plant or unit was generating during the relevant period, including outages or phased start-up | Establishes that generation was available, not that the named data center received it or owned its attributes. |
| Delivered and accounted for | Metered energy, delivery market, allocation method, attribute ownership and retirement records for the reporting period | Provides the strongest basis for a site-specific claim, but still requires clear Scope 2 boundaries and methodology. |
Planned capacity, a proposed restart and an executed agreement belong in separate columns from energy actually delivered. If a report gives only a target or expected start date, label it as future supply rather than present performance.
Ask whether the company claims electrons, attributes or a grid mix
Electricity on an interconnected grid is not normally traceable from a particular reactor to a particular server. A company can instead claim contractual environmental attributes, such as certificates or PPA rights, or use the carbon intensity of a regional grid. Those choices answer different questions.
Physical supply
A physical-supply claim should identify the facility’s connection, the relevant market or balancing area, the delivery arrangement and the period in which the plant generated. Even then, power flows according to grid physics rather than a dedicated wire unless the report documents an exclusive connection. A PPA generally changes contractual rights and accounting treatment, not the physical path of every kilowatt-hour.
Exclusive attributes
For an attribute claim, check who owns the environmental attributes, whether they are exclusive, and whether they were retired or otherwise prevented from being claimed by another buyer. The report should explain how those attributes were allocated to the data-center load. If ownership, retirement or allocation is missing, the percentage is difficult to audit.
Regional grid accounting
Some methodologies combine contracted generation with carbon-free sources already present in the regional grid. Google’s published framework, for example, defines carbon-free energy as “any type of electricity generation that does not directly emit carbon dioxide.” It combines company-contracted regional renewable generation with carbon-free sources from the regional grid and states that PPA generation is mixed into regional supply rather than delivered over an exclusive direct connection. A label based on that method should not be rewritten as “this building runs directly on nuclear power.”
Test the time and geographic match
Annual matching can conceal the hours in which a data center consumed electricity while its contracted clean generation was unavailable or located elsewhere. Evaluate two dimensions separately.

Time matching
Ask whether the company matches consumption and clean generation annually, monthly or hourly. Hourly matching shows whether each hour of reported demand was covered by qualifying carbon-free generation or a defined residual supply. Annual matching can produce a high percentage even when demand and generation rarely coincide. The GHG Protocol’s November 26, 2024 Scope 2 Discussion Paper describes annual matching as the widely implemented method and discusses hourly matching as a proposed improvement. It is a discussion paper, not a final new reporting requirement.
Geographic and deliverability matching
Identify the grid region in which the generator operates and whether its output is deliverable to the reported load under the stated rules. A contract in a distant market may have less relevance to a facility’s local electricity conditions than generation in the same balancing area. Google’s historical site examples illustrate substantial variation by location and hour; the method therefore needs both geographic and temporal context.
EPRI describes 24/7 carbon-free energy (CFE) as meeting “every kilowatt-hour of electricity consumption … with carbon free electricity sources at every hour of every day.” Use that standard as a diagnostic even when a report uses a less granular annual percentage. A claim that does not disclose hourly data cannot be assumed to satisfy a 24/7 definition.
Read the Scope 2 accounting method line by line
Find the methodology note behind the headline emissions number. At minimum, record:
- whether the inventory is location-based, using average grid emissions for the region, or market-based, using qualifying contractual instruments and supplier-specific factors;
- the instruments accepted, such as PPAs, certificates or utility products;
- the emission factors and residual-mix or grid-average fallback used when instruments do not cover all load;
- the geographic boundary and facilities included; and
- the reporting period to which generation and attributes are matched.
A lower market-based Scope 2 figure can result from purchasing attributes without changing the physical generation mix serving a site at every hour. That does not make the accounting invalid, but it limits what the number demonstrates. Keep the reported inventory separate from broader claims about physical grid decarbonization.

To assess impact beyond the inventory, look for evidence that procurement is local or deliverable, time-matched and additional. “Additional” means the purchase causes generation or preservation that would not otherwise have occurred; the term is difficult to define consistently in practice. EPRI identifies additionality, local procurement, hourly matching and technology inclusion as common principles in 24/7 CFE discussions.

Do not infer lifecycle emissions from a report that discusses direct emissions only. Nuclear plants generate electricity without directly emitting carbon dioxide, but the sources cited here do not provide a lifecycle-emissions figure or a like-for-like lifecycle comparison with other technologies. Construction, fuel, operation and decommissioning are outside a direct-stack-emissions statement unless the report quantifies them.
Keep reliability claims separate from carbon accounting
Data-center demand is unusually steady. The U.S. Energy Information Administration states: “Data center electricity demand doesn’t fluctuate during the day in the same way as demand from residences or many other businesses.” Nuclear plants also operate continuously, which can suit a constant load. EIA cautions, however, that “nuclear power plants operate continuously, and they have difficulty ramping up and down to match variable demand.” A reactor may provide firm output while still requiring other resources, storage, transmission or grid balancing for changes in demand and outages.
Examine outage coverage, maintenance schedules, interconnection limits and backup arrangements before treating “reliable” as a measured service level. A project’s general technology characteristics do not establish the operating record of a particular plant.
Compare nuclear procurement with other clean-energy approaches
| Evaluation axis | Questions for a nuclear arrangement | Why it matters for a data-center claim |
|---|---|---|
| Matching interval | Annual, monthly or hourly? | Shows whether clean supply aligns with demand when servers are running. |
| Grid boundary | Is generation local or deliverable to the load’s market? | Tests relevance to the facility’s physical electricity conditions. |
| Attribute rights | Who owns, exclusively holds and retires the attributes? | Prevents double claiming and clarifies what the buyer actually purchased. |
| Additional generation | Is there evidence the contract changes capacity or preserves output? | Distinguishes a consequential climate claim from a bookkeeping claim. |
| Project status | Planned, under construction, operating or delivering? | Prevents future capacity from being counted as current performance. |
| Reliability contribution | What happens during outages, refueling and transmission constraints? | Tests whether “24/7” describes firm service or only annual attributes. |
| Cost and implementation risk | What capital, construction and schedule risks are disclosed? | First-of-a-kind nuclear projects can require substantial up-front capital. |
Use the same axes when comparing nuclear with wind, solar, hydro, storage or efficiency measures. A technology should not receive credit for hourly coverage, additionality or reliability unless the report supplies evidence for those dimensions.
What prominent company examples actually establish
Google’s carbon-free-energy framework
Google’s framework includes nuclear because its definition is based on direct carbon dioxide emissions. The method combines contracted regional renewable generation with carbon-free generation from the regional grid and does not claim an exclusive physical connection for PPA output. Its historical examples show that both site location and hour affect the matching result. When reviewing a Google figure, therefore, identify whether it is an hourly CFE percentage, a regional calculation or another metric before applying it to a particular facility.
In its 2025 Environmental Report, covering 2024, Google reported a 27% increase in data-center electricity demand, a 12% decrease in data-center energy emissions and an increase in hourly carbon-free-energy use from 64% to 66%. These are Google’s company-reported operational figures, not industry-wide estimates and not proof that every site achieved the same result.

Microsoft and the Crane Clean Energy Center
Microsoft’s 2026 sustainability report describes an agreement with Constellation supporting the restart of the Crane Clean Energy Center, formerly Three Mile Island Unit 1. The report presents the intended output as reliable, around-the-clock carbon-free electricity for data-center needs. The agreement supports a planned restart; the cited page does not establish that the restarted unit supplied electricity during the report year. Treat the project as a future or implementation-stage commitment until operating and delivery evidence is available.

Amazon, Talen and separate renewable matching claims
Amazon’s 2024 Sustainability Report says it matched all electricity consumed in its data-center regions with renewable energy in 2024. The same report discusses an agreement for a data-center facility near Talen’s Pennsylvania nuclear facility. Do not merge those statements into a claim that Amazon’s data centers ran on nuclear electricity. The renewable matching statement and the nuclear project are separate disclosures.
The U.S. Energy Information Administration describes the AWS–Talen capacity agreement as staged in 120-megawatt increments, with an option to cap the commitment at 480 MW rather than immediately take the full 960 MW. The staged structure matters: a maximum option is not the same as current delivered capacity.
Account for cost, construction and schedule risk
The U.S. Department of Energy identifies high up-front construction capital as a challenge for first-of-a-kind nuclear deployments. A report may describe modular construction, standardized designs or future cost reductions, but those features are not proof of lower cost for a specific project. Look for a project budget, financing status, construction milestones, licensing position, expected commercial-operation date and contingency plan. If those details are absent, describe the arrangement as a procurement or development commitment rather than a demonstrated low-cost supply source.

- Copy the exact sentence. Mark every term such as “nuclear,” “carbon-free,” “renewable,” “24/7,” “matched,” “powered” and “agreement.”
- Set the boundary. List the facilities, loads, ownership or operational control, geography and reporting period included.
- Identify the counterparty and asset. Record the plant or project, unit, market, capacity, contract type, term and expected start date.
- Classify the evidence state. Label the arrangement announced, contracted, operating, delivered or fully accounted for; use more than one label when the report describes different phases.
- Inspect the rights. Determine whether the company receives electricity, attributes or a regional-grid factor, and whether attributes are exclusive, retired and allocated to the stated load.
- Test time and location. Note the matching interval, generation hours, delivery market and any residual supply used when clean generation is unavailable.
- Reproduce the accounting choice. Identify location-based versus market-based Scope 2, factors, instruments, residual mix and fallback rules.
- Check report-year alignment. Confirm that generation, contract validity, attribute retirement and load data cover the same period. A future start date cannot support a past-year reduction.
- Separate reliability. Review outages, ramping limits, transmission, backup power and maintenance rather than treating a carbon percentage as a reliability metric.
- State the narrow conclusion. Say precisely what the evidence supports: for example, “the company contracted for future nuclear-related capacity,” “the report claims annual market-based matching,” or “hourly delivered nuclear supply is not established.”
Common failure modes and how to correct them
“Nuclear agreement” becomes “nuclear-powered data center”
Why it fails: an agreement may cover attributes, future capacity or a nearby facility without exclusive physical delivery.
Correction: name the contract, delivery market and allocation method, then state whether physical supply is established.
Recommended Free Tools
“Carbon-free” becomes “zero lifecycle emissions”
Why it fails: the term may refer only to direct operational emissions.
Correction: preserve the report’s definition and disclose when lifecycle evidence is not provided.

Annual matching becomes 24/7 matching
Why it fails: annual totals hide mismatched hours.
Correction: require hourly data or call the result annual matching.
Planned output is counted as delivered output
Why it fails: restarts, construction and licensing can change schedules.
Correction: use the project’s operating status and meter or delivery evidence for the reporting year.
A company report is treated as independent verification
Why it fails: a sustainability report establishes what the company reports and how it says it calculated the result; it does not independently verify every contract, meter value or grid effect.
Correction: identify assurance scope, supporting records and any unverified assumptions.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWhat a well-supported conclusion looks like
A defensible review names the claim’s boundary and evidence level instead of issuing a blanket “clean” or “not clean” verdict. For example: a company may have signed a nuclear-related agreement, expect future reliable generation, and report a lower market-based Scope 2 figure, while the available disclosure still does not establish exclusive physical nuclear delivery or hourly coverage of the site. That conclusion is more informative than treating every use of “carbon-free” as equivalent.
Use the strongest wording the records support and no stronger. If hourly, deliverable, attribute-retirement and report-year evidence are all disclosed, you can evaluate a granular matching claim. If the report supplies only an announcement and an annual percentage, limit the conclusion to those facts and identify the missing links.
