To judge whether a mine is on schedule and on budget, ignore the headline percentage first. Build a dated baseline, reconcile the current cost estimate with the last comparable estimate, trace the critical path by workstream, and test whether “complete” means installed equipment, mechanical completion, commissioning, first production, or steady-state output. Then check permits, technical risks and funding through ramp-up. A construction update is evidence only when its definition, scope, denominator and reporting date are clear.
What a construction update can—and cannot—tell you
Mining companies publish several different measures under the broad label of “progress.” Capitalized spending records money already incurred. A project-wide capital estimate forecasts what the defined scope may cost. Annual spending guidance describes a period’s expected cash outlay. A mechanical-completion date is a schedule milestone. None of these, by itself, proves that a mine will start commercial production on time or within the original budget.
The first question is therefore not “What percentage is complete?” It is “Complete against which scope, measured how, and as of what date?” A percentage based on engineering deliverables cannot be compared directly with one based on installed quantities or earned cost. A cost incurred to date cannot be treated as the same thing as cost to complete.

- Prior public guidance: save the previous estimate and target date so that changes are visible rather than silently reset.
Keep separate columns for the document date, the period covered and the definition used. A release can contain several reporting periods, so a number quoted on one page may not be measured at the same date as another number on that page.
Lithium Americas’ Thacker Pass updates illustrate the problem. The company distinguishes capitalized construction and project costs, the portion it attributes to the technical-report capital estimate, a fiscal-year capital range and a separate mechanical-completion target. Those figures answer different questions and must retain their individual as-of dates.
2. Read the capital figure as a bridge, not a headline
Define what the estimate includes
Before comparing two capital numbers, check whether both cover the same phase and the same cost categories. Determine whether the scope includes direct construction, indirect costs, engineering, owner costs, contingency, pre-production mining, commissioning, infrastructure, sustaining facilities and working capital. The SEC-filed Pilot Mountain technical-report summary shows why this matters: a project estimate may encompass direct and indirect costs, contingency, design, construction and commissioning. A narrower construction number will not be comparable with that total.
Track estimate maturity and precision
Estimate classes communicate how much design and pricing work has been completed, but the labels are not interchangeable across every jurisdiction or issuer. A later-stage control estimate should be described as such, not presented as proof that overruns are impossible. Record the stated precision, contingency and remaining uncontracted scope.
Denison’s Phoenix disclosure describes a Class 2 post-FID capital-cost estimate prepared after progress on long-lead procurement and negotiations of key construction packages. It updates an earlier Class 3 estimate based on 2022 costing. That progression can improve confidence, but it does not eliminate exposure to packages that remain at bid or negotiation stage.

Separate incurred, committed and forecast costs
| Measure | What it answers | What it does not prove |
|---|---|---|
| Capitalized spending to date | How much qualifying cost has been recorded by the reporting date | How much of the physical scope is complete or what the final cost will be |
| Committed cost | Value covered by signed contracts or other firm commitments, subject to their terms | That every remaining cost is fixed-price or that change orders cannot occur |
| Current total capital estimate | Management’s latest forecast for the defined scope | That the estimate has the same scope or price basis as an older figure |
| Annual capital guidance | Expected spending during a stated fiscal year | The project’s total cost or the amount still needed to finish |
| Cost to complete | Forecast expenditure remaining after the reporting date | That funding is available or that contingency is sufficient |
Build a variance bridge
Reconcile the prior comparable estimate to the current one line by line. Ask management to identify the effect of scope additions or deletions, quantity changes, inflation, foreign exchange, design development, contractor claims, schedule extension and contingency drawdown. A higher total may reflect a larger plant rather than poor execution; a flat total may conceal scope removal or consumed contingency.
For each major package, label the price status as executed contract, committed purchase order, bid under evaluation, negotiation, reimbursable work or unawarded scope. Denison reports approximately 75% of Phoenix equipment and materials costs supported by committed contracts or bid evaluations in progress, and approximately 50% of construction costs supported by bids under evaluation or in final contract negotiation. Those are Phoenix-specific disclosure figures, not an industry benchmark; bids under review are not the same as executed fixed-price contracts.

3. Decompose the schedule into workstreams and the critical path
An overall completion bar can rise while a single late package still controls the opening date. Build a tracker for each workstream and identify predecessor relationships.
| Workstream | Evidence to request | Why it can control production |
|---|---|---|
| Engineering | Design-release milestones, unresolved technical queries and approved changes | Late drawings delay procurement, fabrication and installation |
| Procurement | Purchase orders, fabrication status, shipping dates and inspection records | Long-lead equipment can determine commissioning sequence |
| Site preparation and civil works | Earthworks quantities, foundations, roads and drainage status | Plant erection cannot proceed without completed foundations and access |
| Process plant | Installed quantities, equipment setting, piping, electrical and controls completion | Systems must be complete and testable before commissioning |
| Utilities and infrastructure | Power, water, communications, tailings and transport readiness | A finished plant cannot operate without reliable supporting systems |
| Pre-stripping or pre-production mining | Material moved, haul-road readiness and ore stockpile availability | Commissioning needs suitable feed when the process plant is ready |
| Commissioning and ramp-up | System turnover, dry and wet testing, ore trials and recovery results | Production quality and throughput emerge only after integrated testing |
Classify each milestone as complete, in progress, forecast or targeted. “Targeted” is management’s intention, not evidence of delivery. Ask which predecessor activities are finished, what float remains and whether a late item sits on the critical path.
Lithium Americas reports engineering and procurement separately and gives a mechanical-completion target. Denison discusses long-lead equipment shipment dates and an expected first-production date. These are different milestone types; do not treat any of them as equivalent to stable commercial operations.

4. Test what the progress percentage actually measures
Request the denominator and calculation method whenever a company reports a percentage. Possible bases include labor hours, installed quantities, earned value, engineering deliverables, procurement commitments, invoice value or a management-weighted schedule. Each can be useful, but each can produce a different result for the same physical project.
- Hours: may show labor consumed while leaving difficult installation work ahead.
- Quantities installed: can be distorted if simple bulk work is completed before complex systems.
- Earned value: combines schedule and cost data, but depends on the approved budget and earning rules.
- Engineering deliverables: indicate design maturity, not field installation.
- Procurement commitments: indicate purchasing progress, not receipt, installation or successful testing.
- Management-weighted completion: is only comparable when the work breakdown, weights and scope are disclosed.
Check the as-of date, any scope change and the work that remains after the reported percentage. A project can be 80% complete by value while its most schedule-critical control system, tailings facility or water system is unfinished. Compare percentages only when the definitions and work breakdown are materially alike; the cited disclosures do not establish a universal completion formula.
5. Examine execution risks outside the construction chart
Permits, legal challenges and design conditions
Confirm which permits are final, which contain conditions that affect design or sequencing and whether litigation or regulatory review could suspend work. A permit granted for one design does not automatically authorize a later expansion or process change.
Water, tailings and geotechnical assumptions
Review water balance, discharge arrangements, tailings design, foundation conditions, slope stability and the geological assumptions that support mine sequencing. The Stibnite S-K 1300 summary expressly identifies permitting or design changes, regulatory challenges, water management, geology, geotechnical uncertainty, cost increases and schedule delay as risks. They are useful examples of questions to ask, not a complete risk list for every project.
Labor, contractors and logistics
Look for evidence of contractor mobilization, skilled-labor availability, fabrication capacity, transport routes and delivery dates for critical equipment. A purchase order does not guarantee an on-time shipment if manufacturing, inspection, shipping or site installation remains unresolved.

Community and infrastructure commitments
Check whether roads, power, water, housing, Indigenous or community agreements and other enabling infrastructure are prerequisites rather than optional benefits. Unfinished enabling work can delay a mechanically complete plant.
6. Verify that “fully funded” covers the whole path to cash flow
Match the funding claim to the remaining cost-to-complete schedule. Identify each source—cash, debt, equity, streaming or other financing—and read its conditions precedent, drawdown timetable, covenants, permitted uses and expiry dates.
- Compare committed funding with the latest remaining construction estimate.
- Add pre-production mining, commissioning losses, working capital, inventory and ramp-up costs.
- Check whether contingency is still available or has already been allocated.
- Test dependence on a future equity issue, refinancing, a streaming transaction or a commodity-price assumption.
- Look for minimum cash requirements, hedging conditions and restrictions on delayed draws.
“Fully funded” can mean that a financing package covers an approved budget under stated assumptions; it does not necessarily mean that every overrun or ramp-up requirement is covered. Adequacy for a particular project can be established only from the issuer’s current filings and financing agreements.
7. Distinguish construction, commissioning and production milestones
Use a milestone ladder rather than one opening date:
- Construction progress: civil, structural, mechanical, electrical and control work is being installed.
- Mechanical completion: defined systems are installed and ready for formal inspection or turnover, according to the project’s definition.
- Commissioning: systems are energized, tested and integrated, first without and then with process feed as applicable.
- First production: the first concentrate, metal or other product is produced, often at a trial rate.
- Commercial production: the operator declares that output meets its stated commercial criteria.
- Steady-state or design-capacity operation: throughput, recovery, product quality and reliability approach the assumptions used in the economic study.
For each step, ask what physical evidence has been published: system turnover certificates, dry or wet testing, ore availability, recovery and throughput data, product qualification, logistics and maintenance performance. A first shipment may occur before a plant reaches design capacity; conversely, mechanical completion may be delayed by testing and integration problems that were not visible in construction photos.

Denison’s Phoenix disclosure discusses long-lead equipment shipments and expected first production, while Lithium Americas gives a mechanical-completion target for Thacker Pass. Treat those dates as forward-looking company expectations. They are not proof that commissioning will succeed or that commercial output will begin on schedule.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Compare two projects on like-for-like axes
| Axis | Questions for both projects | Evidence quality improves when… |
|---|---|---|
| Estimate maturity and scope | Are the estimates the same class, phase, currency and price date? Do they include contingency, owner costs and commissioning? | Both issuers publish a reconciled scope and remaining-cost forecast |
| Schedule and critical path | What is the baseline date, which packages remain, and how much float exists? | Milestones are tied to predecessor completion and evidence |
| Contract coverage | What share is executed, fixed-price, reimbursable, at bid or unawarded? | Contract status and exposure to escalation are disclosed by package |
| Permits and technical risk | Are permits final? What water, tailings, geological and geotechnical issues remain? | Conditions, legal proceedings and mitigation actions are current |
| Funding | Does committed funding cover construction, commissioning, working capital and ramp-up? | Sources, conditions, draw schedule and liquidity are documented |
| Production readiness | What evidence supports first production and steady-state targets? | System turnover, feed, testing and product-quality milestones are reported |
Normalize currencies, effective dates, project phases and definitions before ranking either project. There is no source-supported universal scoring formula. Weight the axes according to your investment objective: schedule certainty, capital discipline, financing resilience or technical execution may matter differently for different investors.
9. A repeatable workflow for each quarterly or monthly update
- Archive the release and its date. Preserve the exact wording, tables and footnotes so guidance changes can be tracked.
- Update the baseline. Enter the new capital estimate, annual spend, cost incurred, cost to complete and milestone dates beside the prior comparable figures.
- Reconcile the cost bridge. Label each change as scope, quantity, inflation, foreign exchange, design, claims, schedule or contingency.
- Refresh the workstream tracker. Mark engineering, procurement, civil, plant, utilities, mining and commissioning separately.
- Identify critical-path movement. Record delayed predecessors, revised float and any new long-lead exposure.
- Test the percentage. Write down the denominator, weighting, scope and as-of date; reject comparisons that lack those details.
- Read risk disclosures and permits. Note new conditions, legal actions, water or geotechnical findings and mitigation commitments.
- Recalculate funding headroom. Compare available liquidity with the latest cost to complete plus working capital and ramp-up needs.
- Separate achieved from targeted milestones. Move a date to “achieved” only when the stated evidence is supplied.
- Write an investment conclusion. State what improved, what worsened, what remains unverified and which next disclosure would change your view.
10. Red flags that deserve follow-up
- The headline completion percentage rises but the denominator or scope changes.
- A total capital number is repeated without a price date, estimate class, contingency or cost-to-complete figure.
- Management cites “committed” equipment while most construction remains at bid or negotiation stage.
- A mechanical-completion date is presented as if it were commercial production.
- Annual capital guidance falls while the remaining schedule or scope is unchanged and no explanation is given.
- Contingency declines without a corresponding reduction in risk or a clear explanation of its use.
- Permitting, water, tailings or geotechnical issues appear only in boilerplate while the schedule remains unchanged.
- “Fully funded” excludes working capital, pre-production mining, commissioning losses or ramp-up.
- First-production guidance moves forward without evidence of earlier predecessor completion.
- Project comparisons mix currencies, reporting dates, phases or feasibility-study estimates with post-decision control budgets.
11. Questions to put to management
- What is the current control budget, and how does it reconcile to the last comparable estimate?
- Which costs are incurred, contractually committed, at bid, under negotiation or still unawarded?
- What percentage is reported, what is its denominator, and which scope changes affected it?
- Which packages are on the critical path, and what predecessor work remains?
- What is the latest shipment or installation date for each long-lead item?
- How much contingency remains, and what has been drawn from it?
- Which permits or legal matters could change design, sequencing or operating conditions?
- Does available funding cover the latest cost to complete, commissioning, working capital and ramp-up?
- What objective evidence will mark mechanical completion, first production and commercial production?
- Which assumption in the current schedule or cost estimate is most sensitive to delay or inflation?
12. How to write an evidence-based investor conclusion
Use a three-part conclusion. First, state the measured position: for example, engineering is advanced, a defined portion of equipment is committed and a stated amount has been capitalized as of the reporting date. Second, state the unresolved exposure: unawarded construction, a permit condition, a long-lead shipment, remaining contingency or funding headroom. Third, state the trigger that would confirm or weaken the thesis, such as system turnover, a revised cost-to-complete bridge, delivery of critical equipment or successful ore commissioning.
