The safest way to decide whether Mellum 2.1 belongs in your development workflow is a controlled, repository-specific bake-off—not a decision based on a headline benchmark. Run Mellum 2.1 and your incumbent model against the same pinned commit, tasks, tools, context limits, sampling settings, and compute budget. Judge verified patches, tests, regressions, latency, resource use, and human repair time, then keep a rollback path until the new model clears thresholds you set in advance.

JetBrains’ published numbers are useful context, but they are not a forecast for your languages, conventions, test suite, or deployment environment. The procedure below turns those public claims into evidence about your own codebase.

What Mellum 2.1 is—and what it is not

JetBrains describes Mellum 2.1 as the next version of its 12-billion-parameter mixture-of-experts model, with 2.5 billion active parameters and an Apache 2.0 license. The architecture is unchanged from Mellum 2; JetBrains says most of the work went into post-training, particularly reinforcement learning, plus filtered tasks covering software engineering, tool use, mathematics, competitive programming, and science. The stated use case is an agent that can explore a repository, edit files, and check its changes.

That description concerns the downloadable Mellum 2.1 weights. It should not be conflated with JetBrains’ separately documented IDE Services Mellum completion service. The service documentation discusses organizational deployment for completion and lists Nvidia GPU and access-token requirements. Those service requirements do not establish the hardware or access requirements of the open model weights. Confirm the serving stack, quantization, runtime, and policy requirements for the deployment you actually plan to test.

JetBrains’ release announcement quotes blog author Bulat Salimzianov as saying: “After a summer of reinforcement learning in real environments, with millions of sandboxed runs across thousands of environments, Mellum2.1 can: it explores a codebase, edits files, and checks its own changes.” Treat this as the publisher’s description of intended capability, not as independent validation of a particular repository.

Read the announcement here: JetBrains’ Mellum 2.1 release post.

What the public benchmarks actually tell you

The official model card reports self-reported results from a common evaluation setup. For agentic benchmarks it uses the open-source Pi v0.73.1 agent harness with shell and file tools, a 114K-token context window, and up to 16K tokens per turn. The card notes that non-agentic benchmarks use different settings, so a score cannot be interpreted without its task set, harness, and generation limits.

Benchmark Reported result Publisher and year How to read it
SWE-bench Verified 47.0 percent JetBrains, 2026 Higher is better; this is a publisher-reported benchmark result under the model-card protocol.
Terminal-Bench 2.1 17.4 percent JetBrains, 2026 Higher is better; this is a publisher-reported benchmark result under the model-card protocol.

See the complete protocol and metric notes in the Mellum 2.1 Thinking model card. The figures are useful for establishing that JetBrains evaluated coding and terminal-agent behavior, but they do not answer whether Mellum 2.1 will outperform your incumbent on your repository. Language mix, build system, test quality, internal APIs, prompt conventions, tool wrappers, context retrieval, and latency limits can all change the outcome. No independent evaluation of an arbitrary reader’s codebase is established by these sources.

Define the decision before you run anything

A bake-off becomes credible when the pass condition exists before either model produces an answer. Write a short evaluation charter that names:

  • The incumbent model and exact serving version that will act as the control.
  • The Mellum 2.1 checkpoint, runtime, quantization, and system prompt you will test.
  • The repository commit, dependency lockfiles, tool versions, and environment image used by every trial.
  • The task categories that matter to your team and the minimum number of trials for each important category.
  • The quality bar that justifies migration, such as verified task completion without unacceptable regressions.
  • The maximum latency, compute, privacy, maintenance, and review burden the team will accept.
  • The rollback owner and the conditions that stop a rollout.

Do not change the success definition after seeing favorable or unfavorable outputs. If a metric cannot be equalized between serving stacks, record the difference and interpret that metric as a qualified comparison rather than silently treating the runs as identical.

Build a matched repository test

1. Pin every comparison condition

Create a clean snapshot from one fixed commit. Lock dependencies, compilers, interpreters, linters, test runners, shell tools, and repository-specific services. Capture the prompts, system instructions, tool schemas, context limits, sampling settings, stop conditions, retry policy, and compute budget. Keep the incumbent in the same harness whenever possible. If one model needs a different adapter or context construction, document exactly what changed and why.

A practical run record should include the commit identifier, model identifier, runtime build, hardware, operating-system image, environment variables that affect behavior, and timestamps. Store the complete input and output transcript, tool calls, patches, test logs, and error messages so a reviewer can reproduce a disputed result.

2. Sample real work instead of toy prompts

Build the task set from work your team actually performs. Include, at minimum:

  • Diagnosing a failing test and identifying the root cause.
  • Fixing a bounded bug with a clear expected behavior.
  • Implementing a small change that touches the normal module boundaries.
  • Navigating unfamiliar modules and locating the code path responsible for a behavior.
  • Explaining a proposed patch, its assumptions, and its risks.

Add more than one language, service, or repository area when those differences are important in production. Include both well-tested and weakly tested areas so you can see whether a model merely follows existing tests or reasons about behavior that tests do not cover. Keep task difficulty mixed: a set made only of easy fixes will exaggerate apparent readiness, while a set made only of obscure failures will hide useful everyday performance.

3. Write task packets before execution

For each task, prepare the instruction, starting revision, allowed tools, expected outcome, and acceptance checks before either model runs. State what the agent may modify and what must remain untouched. If hidden context is needed to prevent leakage, provide it identically through the harness rather than giving one model an extra hint in a follow-up message.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use isolated worktrees, containers, or equivalent clean environments. Reset the repository between trials. A previous model’s generated files, cached test results, altered configuration, or uncommitted patch can make the next run look better for the wrong reason.

4. Give both models the same tool surface

Agentic coding quality depends on the ability to inspect files, search, run tests, and iterate. Expose the same shell and file operations, timeouts, network policy, and tool-error behavior to Mellum 2.1 and the incumbent. Keep the initial context and retrieval policy aligned. If the serving stack cannot provide the same context length or tool wrapper, record that limitation beside every affected result.

The model card’s 114K-token context and 16K-token per-turn limit describe JetBrains’ evaluation setup, not a requirement that your deployment must match. They are a reference point for making your own harness explicit. A shorter context, a different truncation policy, or a larger retry budget can materially change results.

5. Verify every patch mechanically

Do not score a fluent explanation as a successful fix. For each trial:

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Apply the generated changes in the isolated worktree.
  2. Run the task’s relevant tests, linters, type checks, and build or packaging checks.
  3. Inspect the diff for unintended edits, deleted safeguards, generated-file churn, insecure patterns, and violations of local conventions.
  4. Run regression tests outside the directly named case when the repository provides them.
  5. Record the first failing check, the final state, and any human repair required.

Separate a patch that passes the named test from a patch that is correct under broader review. A model can satisfy a narrow assertion while changing an API contract, weakening validation, leaking data, or introducing a race that the task’s quick test never exercises.

6. Repeat tasks when variability matters

One completion per task is often insufficient for an agentic model. Run multiple trials for task types where output variability, tool mistakes, or intermittent failures matter. Keep the task set, prompts, scoring rubric, and environment fixed across repetitions. Report successes and failures, not only the best run. If you cannot afford repeats for every task, prioritize high-risk production areas and representative difficult tasks.

7. Measure the full operating cost

Capture end-to-end wall-clock time, input and output tokens or other compute-use indicators, tool errors, retries, failed runs, and the minutes a developer spends reviewing or repairing the result. For a self-hosted deployment, add hardware utilization, queueing, model-loading time, upgrade work, monitoring, and incident response. A model that writes a correct patch but needs twice the review time may not reduce engineering cost. Conversely, a slower first response may still be worthwhile if it eliminates repeated repair cycles; measure the complete task rather than only time to first token.

Score quality in a way engineers can audit

Use a written rubric so two reviewers reach similar judgments. The following dimensions cover the evidence that matters most:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Verified correctness: the patch satisfies the acceptance behavior and passes the required checks.
  • Regression safety: existing tests and targeted manual checks remain healthy, with no incompatible or security-sensitive changes.
  • Task coverage: results by task type, language, service, and repository area rather than one blended average.
  • Reasoning and explanation: the model identifies assumptions, limitations, and files changed accurately enough for review.
  • Tool discipline: useful exploration, recoverable command failures, and no unnecessary destructive operations.
  • Human effort: review, debugging, and repair time needed to make the output shippable.
  • Operational efficiency: latency, tokens or compute, retries, and failure recovery.

Mark a task as failed when a required check fails, a reviewer finds a material defect, or the agent violates a safety boundary—even if the prose is convincing. Keep a separate note for partially useful work, such as a correct diagnosis with an incomplete patch; that information helps decide whether Mellum 2.1 fits investigation, implementation, or explanation tasks differently.

Compare coverage, not just an overall average

After scoring, break results down by the dimensions that can hide a migration risk. Compare each model on:

  • Programming language and framework.
  • Repository area and ownership boundaries.
  • Task shape: diagnosis, implementation, refactoring, test writing, navigation, or explanation.
  • Amount of context required and number of tool interactions.
  • Greenfield versus legacy code and strong versus weak test coverage.
  • Security-sensitive or compatibility-sensitive changes.

A blended score can rise while a critical area gets worse. For example, success on routine changes may outweigh failures in a low-volume but safety-sensitive service. Treat those categories as separate gates rather than allowing an aggregate to conceal them.

Deployment, privacy, and governance checks

JetBrains promotes local or self-hosted deployment as a way to retain control of code and data, but your team must validate the details of its chosen serving setup and policies. Before switching, confirm where source files, prompts, tool output, logs, and telemetry are processed and retained; who can access them; how secrets are redacted; and how model files and runtime dependencies are updated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the Apache 2.0 license obligations for the exact weights and any additional software in the serving stack. Review whether your organization permits the required hardware, model downloads, container images, and network behavior. Document isolation between repositories and tenants, credential scope for tools, audit-log retention, and the emergency procedure for disabling the agent.

Interpret results and set a migration gate

Use the predeclared threshold to classify the outcome:

  • Switch: Mellum 2.1 meets the quality and coverage gates, stays within the latency and compute budget, and satisfies privacy and maintenance requirements.
  • Run a limited pilot: quality is promising but one task family, language, or operational constraint needs more evidence. Restrict usage to approved repositories or lower-risk tasks while you collect that evidence.
  • Keep the incumbent: verified correctness, regression safety, or review effort is materially worse, or deployment constraints outweigh any benefit.
  • Use a split policy: one model is stronger for diagnosis or explanation while the other is safer for implementation. Define routing rules from measured task categories rather than intuition.

Require a rollback path in every case. Keep the incumbent configuration available, preserve the evaluation artifacts, and monitor the same quality and operational metrics after launch. Re-run the agreed task set when the model checkpoint, runtime, prompt, tool wrapper, hardware, or repository architecture changes.

Common evaluation mistakes and how to correct them

Using benchmark scores as a promise

Problem: treating 47.0 on SWE-bench Verified or 17.4 on Terminal-Bench 2.1 as expected performance on your project.

Correction: cite the figures as JetBrains’ 2026 self-reported results under its published harness, then run repository-specific tasks with your incumbent control.

Changing the harness between models

Problem: giving one model a longer context, more retries, broader tools, or hidden hints.

Correction: equalize settings where possible and record every unavoidable difference next to the result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Counting tests without reviewing diffs

Problem: accepting a patch because a narrow test passes.

Testing only polished examples

Problem: selecting tasks that are easy to describe or already have strong tests.

Correction: sample normal team work, unfamiliar modules, multiple languages or services, legacy areas, and tasks with realistic ambiguity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring human repair time

Problem: declaring victory when the model finishes quickly but a developer spends longer reconstructing intent and fixing the patch.

Correction: time review and repair as part of end-to-end task cost.

Letting state leak across trials

Problem: cached artifacts, uncommitted edits, or altered dependencies make later runs easier.

Correction: reset to the pinned commit in an isolated worktree or equivalent clean environment for every trial.

A repeatable runbook

  1. Freeze the repository commit, dependency locks, tools, prompts, model settings, and compute budget.
  2. Record the incumbent configuration and the Mellum 2.1 configuration, including runtime and hardware differences.
  3. Assemble task packets from representative work and define acceptance checks before execution.
  4. Provision identical isolated environments and the same shell, file, test, and search tools.
  5. Run both models without changing instructions or providing extra context to either one.
  6. Save transcripts, tool calls, diffs, logs, timing, token or compute data, and retry counts.
  7. Execute tests, linters, type checks, builds, and regression checks; then conduct an independent diff review.
  8. Repeat high-value or high-variance tasks and report both successes and failures.
  9. Analyze quality by task type, language, repository area, and operational cost.
  10. Apply the prewritten migration threshold, document exceptions, and retain a rollback path.

Bottom line

Mellum 2.1 is worth evaluating when its open, agent-oriented design matches your need to inspect code, edit files, and validate changes. The evidence that matters for a switch is not a single public score; it is repeatable performance on your pinned repository under a fair harness, with verified patches, regression results, latency, compute use, and human effort all visible. Treat JetBrains’ benchmarks as context, run the bake-off before migration, and keep the incumbent until Mellum 2.1 clears the quality and governance bar you set.
