Do not accept a headline job or tax figure as proof that a proposed data center will benefit its host community. Test each claim by separating construction, permanent, indirect and induced activity; calculating net public revenue after incentives and service costs; assigning grid and water costs; checking the model’s counterfactual and geography; and requiring measurable, enforceable reporting.
Start by defining exactly what is being claimed
Economic claims are only meaningful when their boundaries are explicit. Before checking a number, record who produced it, whether it is observed or forecast, the baseline, the counterfactual (what happens without the project), the time period, the geographic area and the type of activity counted.
| Question | What to request | Why it matters |
|---|---|---|
| Who produced the figure? | Author, consultant, agency or company; date; methodology | Independence and accountability differ between a developer projection and an audited public record. |
| What is measured? | Jobs, wages, tax receipts, spending, output, electricity or water | Different measures cannot be added or compared without conversion. |
| When does it occur? | Construction period, first operating year, steady state and project life | A one-time construction total is not an annual operating benefit. |
| Where does it occur? | Site municipality, county or district, wider region, state/province or country | Regional activity may not accrue to the host community. |
| What is the counterfactual? | Conditions without the facility, including alternative sites or uses | Gross activity is not necessarily additional activity. |
| What is included? | Direct activity, supplier effects, household-spending effects, displacement and leakage | Multipliers can overstate local gains when workers or suppliers are outside the area. |
Ask for unrounded inputs and the calculation file, not only a press-release total. A credible appraisal should show assumptions, data sources, sensitivity cases and the reason each effect is attributed to the project.

Construction employment
Construction work is temporary. Request job-years (one full-time job for one year) or another stated duration measure, the build schedule, occupations, wage ranges, shift patterns and the share expected to be filled by local residents. A claim of 2,000 construction jobs could mean 2,000 people employed briefly, 2,000 full-time job-years, or a mixture; those outcomes are not interchangeable.
Permanent operations
Obtain the planned steady-state headcount and full-time-equivalent calculation, separated by occupation and shift. Ask how many positions are employees, how many are contractors and how many are supplied by vendors such as security, facilities or catering. Request starting dates, turnover assumptions and wage and benefits ranges. A facility that opens in phases should provide headcount by phase rather than a single build-out number.
Indirect and induced employment
Indirect jobs are supplier and supply-chain positions; induced jobs arise when workers spend their earnings. They are model outputs, not observed hires at the facility. Ask for direct employment inputs, supplier geography, labor-market assumptions and the model’s indirect and induced outputs in separate columns.

Test whether jobs are additional
The UK Treasury’s Green Book (2026) says appraisals should generally assume a new job is filled by someone leaving another job unless a local increase in labor supply is supported by transparent reasoning and compelling evidence. Apply that displacement test locally: will the project attract unemployed or newly available workers, or recruit people away from existing employers? Ask whether claimed local hires are new to the area, transfers from other employers, commuters or relocations.
| Job category | Minimum evidence to request | Common mistake |
|---|---|---|
| Construction | Job-years, schedule, trades, wages, local-hire and apprenticeship assumptions | Presenting temporary headcount as permanent employment |
| On-site operations | Full-time equivalents by occupation, shift and phase; employee/contractor split | Counting the eventual maximum before all phases are funded |
| Contracted services | Vendor scopes, location of payroll and expected contract duration | Counting a national contractor’s workforce as local jobs |
| Indirect | Supplier spending, model, geography and leakage assumptions | Reporting a multiplier output as a guaranteed hire |
| Induced | Household-spending model, labor assumptions and counterfactual | Ignoring displacement and workers who live elsewhere |
Calculate net public revenue instead of headline taxes
Gross projected tax receipts do not establish a public gain. Build a fiscal schedule for every government that receives revenue or bears costs, showing the year and duration of each cash flow.

List every revenue stream
- Property or land taxes and assessments, with the assessed value and any special rules.
- Sales, use, payroll, business, utility or other applicable taxes and fees.
- One-time development, permit or connection charges.
- Revenue retained by the host municipality, school district, county, state or province, rather than treating all government receipts as interchangeable.
Subtract incentives and public costs
- Tax abatements, exemptions, credits, grants, discounted land or loans, including duration and clawback terms.
- Road, bridge, water, sewer, drainage, telecommunications and other public infrastructure.
- Police, fire, emergency medical, planning, inspection, environmental monitoring and other continuing services.
- Debt service, maintenance and replacement costs for publicly funded facilities.
Maryland’s Executive Order 01.01.2026.16 (2026) specifically calls for examining net fiscal impact after incentives and public costs, including long-term tax abatements and service costs. It is a state policy framework, not a substitute for the law or agreements in another jurisdiction.
Use a year-by-year schedule
| Year or phase | Public receipts | Public outlays | Net cash flow |
|---|---|---|---|
| Pre-construction | Application or development fees, if any | Planning, legal, studies and enabling infrastructure | Receipts minus outlays |
| Construction | Temporary tax and fee receipts | Road, utility, inspection and emergency-service costs; incentives | Receipts minus outlays |
| Early operations | Property, sales, use and other recurring receipts | Service, maintenance, debt and monitoring costs; abatements | Receipts minus outlays |
| Steady state and expiry | Receipts after incentives end or assessments change | Long-term service and replacement costs | Receipts minus outlays |
Show nominal and inflation-adjusted values where relevant, identify discounting, and run lower-build, delayed-opening and cancellation cases. Do not assume a state-level gain reaches the host municipality or school district; trace the legal distribution of each tax.

Audit electricity demand and who pays for the grid
Power requirements are project- and location-specific. Ask for expected peak demand in megawatts, annual consumption in megawatt-hours or terawatt-hours, phasing, operating profile and the source of each estimate.
Check interconnection and upgrade evidence
- Request the utility or transmission operator’s interconnection study, queue status and required milestones.
- Identify new generation, transmission lines, substations, transformers and distribution work attributable to the facility.
- Obtain the proposed tariff, connection agreement and cost-allocation formula.
- Ask what protections apply if the project is delayed, downsized, mothballed or cancelled.
- Check whether reliability, capacity and reserve costs are assigned to the project or socialized among ratepayers.
Canada’s federal Responsible Data Centre Development Principles (2026) state: “Data centre growth must not shift project-driven electricity system costs onto households and existing businesses.” This is a policy principle, not automatically the governing law. Maryland’s order likewise highlights ratepayer impacts, utility infrastructure and tariff design. The applicable utility rules, regulator decisions and project contracts determine the actual allocation.
Examine water, cooling and environmental assumptions
Require the proposal to distinguish withdrawal from consumption. A facility may draw water and return some of it, while consumed water is unavailable to the source during the relevant period.

Questions for the water plan
- What are peak and annual withdrawals and consumption during each phase?
- What cooling design is proposed, and how does it change electricity and water use?
- Will the facility use potable, reclaimed or industrial water?
- What drought, heat and low-supply assumptions were modeled?
- What is the cumulative effect on the source and existing users?
- Which permits govern withdrawals, discharges, stormwater and treatment?
- What measurements will be published, how often and by whom?
Canada’s principles call for minimizing freshwater consumption, accounting for local conditions and measuring and transparently reporting impacts. Maryland’s order identifies water availability, cooling alternatives, ongoing disclosure, stormwater, discharges and backup-generator emissions as review issues. Treat those documents as evaluation criteria; local permits and water law control the project.
Read economic-impact models critically
A multiplier estimate depends on the model, sector classification, geographic boundary, time period, labor supply, sourcing and counterfactual. Request the direct inputs before accepting indirect and induced outputs.
Check for leakage and displacement
- Workers may live outside the area, sending wages elsewhere.
- Suppliers may be headquartered elsewhere, with little local payroll.
- Existing employers may lose workers or contracts.
- Public spending on the project may replace other investments.
- Imports and national vendors can leak spending outside the stated region.
The Green Book recommends comparing options on social value, including wider social and environmental effects, rather than treating economic output alone as the appraisal. Ask the sponsor to show how environmental burdens, grid costs, water impacts and alternative land uses affect the comparison.
Use national statistics only for context
Office for National Statistics reporting of Department for Energy Security and Net Zero estimates puts Great Britain data-center electricity consumption at 4.5 terawatt-hours in 2024, about 2% of 249.2 terawatt-hours of grid electricity. The same reporting shows a 1.3-terawatt-hour, 41% increase from 2020 to 2024. These are national historical estimates, not forecasts for a particular facility or evidence of local rate effects. See ONS, “Data centres and the UK National Accounts” (revised 24 August 2026).
ONS explains that data centers do not have a unique industrial classification and are not separately visible in many national statistics. Their activity is distributed across investment, services, wages, profits and production taxes. Aggregate accounts therefore cannot verify a proposed project’s local jobs or fiscal impact. For energy-growth context, consult the Department for Energy Security and Net Zero’s “Impact of growth of data centres on energy consumption”, published 14 August 2025 and updated 28 July 2026, while keeping its national scope separate from a site-specific study.

Compare proposals and scenarios on one basis
When several sites, phases or designs are under consideration, require the same worksheet for each. A fair comparison includes:
- Net fiscal effect by government and year, after incentives and service costs.
- Permanent direct jobs and construction job-years, with wages and local-hire assumptions.
- Indirect and induced estimates, with model, geography and counterfactual disclosed.
- Peak and annual electricity demand, water withdrawal and consumption.
- Who funds generation, transmission, substations, roads and water infrastructure.
- Lower-build, delayed and cancelled cases.
- Enforceability, reporting frequency, independent verification and remedies.
Do not let one proposal report annual operations while another reports a construction lifetime total. Normalize time periods, geography, currency and price basis before ranking alternatives.
Turn promises into enforceable commitments
Voluntary benefit statements become useful only when a public body can check and enforce them. For each promised outcome, record:
- The exact metric, such as local full-time-equivalent hires, apprentices completing training, supplier spending or water-consumption intensity.
- The geographic definition of “local” and the method of counting.
- A baseline, target, deadline and project phase.
- The responsible party and data custodian.
- Reporting frequency, publication location and audit rights.
- Review dates and a process for correcting the measurement.
- Remedies for missing the target, such as repayment, fees, withheld approvals or other contractually specified consequences.
Maryland’s order asks whether commitments are measurable, time-bound, publicly reported and periodically reviewed. Canada’s principles call for clear, project-appropriate, independently verifiable impact information and tracking of material commitments. Ask to see the signed agreement, incentive approval, permit condition or other instrument that makes each promise binding.

- Collect the project description, site plan, phase schedule and ownership structure.
- Mark every headline number as observed, forecast, modeled or guaranteed.
- Define the geographic boundary, time period and counterfactual for each number.
- Request separate construction, permanent, contracted, indirect and induced job lines.
- Obtain occupations, wages, shifts, local-hire assumptions and displacement analysis.
- Build a government-by-government fiscal schedule containing receipts, incentives, infrastructure and service costs.
- Obtain utility filings covering peak and annual load, interconnection, upgrades, tariffs and cancellation protections.
- Obtain water studies and permits distinguishing withdrawal, consumption, cooling, drought and cumulative effects.
- Reproduce the multiplier model from unrounded direct inputs and test leakage and alternative scenarios.
- Map each promise to a public document, metric, deadline, reporting duty and remedy.
- Publish the assumptions, source records, sensitivity cases and unresolved uncertainties alongside the conclusion.
Warning signs that a claim needs more evidence
- A single “jobs created” number combines temporary construction with permanent operations.
- A regional multiplier is presented as local hiring.
- Tax receipts are shown without abatements, grants, infrastructure or service costs.
- Electricity or water demand is described only as an annual average, hiding peak requirements.
- The sponsor cites a national data-center statistic as proof of local benefit.
- No counterfactual explains what would happen without the project.
- Commitments have no baseline, deadline, public report or consequence for nonperformance.
- Utility or water studies are summarized but not released, or the project’s phase and cancellation assumptions are absent.
What a defensible conclusion looks like
A sound finding may be conditional: for example, the project could produce a stated number of construction job-years and a smaller permanent workforce, while its net fiscal effect remains uncertain until incentive terms, utility upgrades and service costs are disclosed. State the evidence-supported range, identify who bears each cost, and name the records still required. Avoid converting a modeled possibility into a guaranteed local benefit.
Frequently Asked Questions
Are data-center jobs automatically new jobs for the community?
No. Construction, permanent, indirect and induced jobs measure different activity, and some workers may move from existing employers or commute from elsewhere. Request local-hire, labor-supply and displacement assumptions separately.
Should a proposed data center pay all grid-upgrade costs?
The allocation depends on local law, utility rules, regulator decisions and project agreements. Canada’s 2026 federal principles say project-driven electricity-system costs should not shift to households and existing businesses, but that principle does not itself determine every jurisdiction’s tariff.
