Evaluate an enterprise AI agent as an operational system, not as a model in isolation. A defensible review starts by defining the agent’s tasks and authority, assigning differentiated accountability, and then testing whether security, human oversight, change control, auditability, and third-party safeguards work in that specific context. NIST’s AI Risk Management Framework (AI RMF) and its Generative AI Profile provide useful voluntary reference points; neither is an agent-specific certification or a universal checklist.
The practical test is simple: can your organization show who is responsible, what the agent is allowed to do, how risky actions are reviewed, which threats were tested, what evidence was retained, and how changes or supplier failures are handled?
What a sound evaluation must establish
An enterprise agent can interpret requests, call tools, retrieve information, generate content, and sometimes take actions in business systems. That combination creates risks that are broader than ordinary application security. A review must examine the model, instructions, tools, data, identity permissions, users, operators, suppliers, and the business process in which the agent acts.
Use five control questions for every proposed or deployed agent:

- Accountability: Are responsibilities for the human–AI configuration and oversight assigned, differentiated, and accepted by named owners?
- Scope and context: Are the agent’s tasks, methods, authority, users, data, and intended organizational use documented?
- Security and resilience: Have confidentiality, integrity, availability, and AI-specific threats been evaluated, with results recorded?
- Oversight and records: Are human review, activity tracking, documentation, auditing, and change management proportionate to the use?
- Third-party risk: Are external models, tools, data sources, hosting services, and other dependencies identified, monitored, and controlled?
A policy that merely says “a human remains responsible” is not evidence. Evidence is a role assignment, approval record, access rule, test result, log, incident exercise, or other artifact showing that the control operates.
Use NIST as a reference point, not a certification
NIST describes the AI RMF as voluntary guidance intended to improve the incorporation of trustworthiness into AI design, development, use, and evaluation. AI RMF 1.0 is being revised, so record the edition and publication date used in your assessment and check NIST’s current status when the review is performed. The framework does not certify an agent and does not prescribe one control set for every enterprise.
The AI RMF Core emphasizes that “Attention to governance is a continual and intrinsic requirement for effective AI risk management over an AI system’s lifespan and the organization’s hierarchy.” That principle matters for agents because permissions, connected tools, prompts, models, data, and business processes can all change after launch.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →NIST’s Generative AI Profile, AI 600-1, adds a specific governance caution: “Organizations’ use of GAI systems may also warrant additional human review, tracking and documentation, and greater management oversight.” This is a risk-management consideration, not a rule that every agent action must receive manual approval. Your assessment should explain why the selected level of review fits the consequences and reversibility of the agent’s actions.
Step 1: Define the system, intended use, and accountability
Describe the actual agent configuration
Start with an inventory that a reviewer can understand without reading source code. Record the model or models, system instructions, retrieval components, memory, tools, plug-ins, APIs, data stores, identity provider, hosting location, users, and downstream systems. Note whether the agent only recommends, drafts, executes with confirmation, or executes autonomously.
Document the tasks and methods the system supports. “Customer service agent” is too broad; specify whether it classifies tickets, searches a knowledge base, changes account data, issues refunds, or sends messages. For each task, identify inputs, outputs, permitted actions, prohibited actions, and the business owner.
Capture context and boundaries
Record the organizational context in which the agent will operate: business unit, geography, regulated processes, data classifications, user populations, operating hours, and dependencies on other systems. State the intended use and foreseeable misuse. An agent that summarizes public documents has a different risk profile from one that can alter payroll records, approve purchases, or disclose personal information.
Define boundaries in enforceable terms. Examples include read-only access to a named database, a monetary approval ceiling, a requirement for two-person approval, or a prohibition on sending external messages without confirmation. Map each boundary to a technical mechanism such as role-based access, scoped tokens, network policy, workflow approval, or a hard-coded transaction limit.

Assign differentiated roles
Separate accountability rather than assigning everything to an undifferentiated “AI team.” At minimum, identify owners for:
- Business outcome: the person accountable for whether the agent is appropriate for the process.
- System design and operation: the team responsible for configuration, deployment, monitoring, and reliability.
- Security: the function responsible for threat modeling, access controls, testing, and incident response.
- Data and privacy: owners for data classification, provenance, retention, and lawful use.
- Human oversight: people who review escalations, exceptions, and high-impact decisions.
- Risk and compliance: the function that challenges the assessment and tracks remediation.
- Supplier management: the owner of contracts, service commitments, sub-processors, and third-party changes.
For each role, specify decision rights: who can approve launch, suspend the agent, change tools, accept residual risk, close an incident, and authorize an exception. Keep a current record of alternates so a control does not depend on one employee.
Step 2: Decide how much human oversight is proportionate
Classify actions by consequence and reversibility
Do not choose human review solely from the label “generative AI.” Evaluate the consequence of an incorrect action, how quickly harm could occur, whether the action is reversible, and whether a reviewer can realistically detect an error before it matters.
| Action pattern | Typical control expectation | Evidence to request |
|---|---|---|
| Low-impact drafting or search | Post-use sampling, clear user disclosure, and an escalation path | Sampling plan, quality criteria, user guidance, escalation records |
| Internal workflow recommendation | Qualified employee review before the recommendation changes a record or decision | Reviewer role definition, approval log, exception handling |
| External communication or customer-facing action | Pre-send validation, constrained templates, and monitoring for erroneous or harmful output | Approval configuration, message logs, incident and complaint process |
| Financial, legal, employment, safety, or access-control action | Explicit authorization, separation of duties, transaction limits, and a rapid stop mechanism | Access policy, approval evidence, limit tests, shutdown exercise |
| Autonomous multi-step execution | Tool allow-list, sandboxing, short-lived credentials, step limits, and continuous monitoring | Tool inventory, token configuration, execution traces, alert records |
These categories are examples, not a universal tiering scheme. Adapt them to your organization’s existing risk methodology and document why the chosen review level is sufficient.
Specify review triggers
Write rules that cause a human handoff. Triggers may include uncertainty or conflicting evidence, sensitive-data requests, an attempt to use an unapproved tool, a transaction above a threshold, a policy exception, a user challenge, or a detected prompt-injection pattern. Define who receives the case, the response time, what information the reviewer sees, and whether the agent pauses, rolls back, or remains read-only.
Track use and decisions
Record enough information to reconstruct material interactions without collecting unnecessary sensitive content. Depending on the process, logs may include user identity, agent and model version, instructions or policy version, tools called, data sources consulted, approvals, outputs delivered, actions taken, errors, overrides, and timestamps. Set retention, access, and deletion rules that match legal, privacy, and operational requirements.
Provide management oversight
Management should receive reports that support decisions, not merely dashboards of activity. Useful measures include unresolved high-risk findings, exception age, review completion, unauthorized-tool attempts, access violations, material incidents, supplier changes, and whether the agent remains within its approved purpose. Escalate trends and overdue actions to the accountable business and risk owners.
Step 3: Inspect security and resilience evidence
Test confidentiality
Check whether the agent could reveal information to an unauthorized user, tool, tenant, or external recipient. Review identity propagation, tenant isolation, retrieval filters, memory boundaries, secrets handling, output controls, and logging access. Test direct requests for restricted data as well as indirect paths, such as asking the agent to summarize a document it should not retrieve.

Include the possibility of exfiltration through endpoints. NIST security characteristics call out risks involving models, training data, intellectual property, and other sensitive material. Examine whether prompts, retrieved documents, tool responses, logs, embeddings, backups, and error messages expose more data than intended.
Test integrity
Determine whether an attacker or faulty source can alter instructions, retrieved content, model behavior, tool parameters, records, or audit trails. Evaluate prompt injection in documents and web content, unauthorized changes to system prompts, poisoned data, tampered packages, and replayed or modified tool requests. Verify that high-impact actions are validated against authoritative data and that logs are protected from alteration.
Test availability and safe degradation
Identify what happens when the model, retrieval service, identity provider, tool API, network, or supplier is unavailable. The agent should fail closed for sensitive actions, preserve queued work safely, and provide a manual or alternate process where the business requires continuity. Test rate limits, resource exhaustion, dependency outages, malformed tool responses, and runaway loops. Establish recovery objectives appropriate to the process and record the results.

Evaluate AI-specific attack paths
Include adversarial examples, data poisoning, prompt injection, indirect instruction attacks, model extraction, sensitive-information inference, unsafe tool use, and cross-tenant leakage in the threat model. Ask what protection mechanisms prevent unauthorized access and use, how attacks were simulated, which findings remain open, and who accepted any residual risk.
Demand documented evaluation
Request security and resilience evaluation records rather than assurances. A useful record identifies the tested configuration and date, assumptions, test cases, expected behavior, observed behavior, severity, owner, remediation deadline, retest result, and approval for any exception. Re-run material tests after model, prompt, tool, data, identity, or workflow changes.
Step 4: Govern change, audit, and data provenance
Control changes
Apply change management to models, system instructions, retrieval indexes, tools, permissions, dependencies, safety filters, and user-facing workflows. Classify changes by risk. A new formatting prompt may need ordinary review; a new ability to write to a financial system requires security testing, business approval, and a rollback plan.
Every change record should state what changed, why, who approved it, what testing was performed, when it became effective, and how to reverse it. Maintain version identifiers so an incident investigator can reproduce the agent’s behavior at the relevant time.
Make audits reconstructable
Define an audit or assessment process suited to the use. Sample ordinary interactions, review every high-impact action where practical, and investigate exceptions. Preserve evidence with controlled access and retention periods. Auditors should be able to trace a material outcome from user request through retrieved data, model response, human decision, tool call, and final record.

Record data provenance
For important outputs, document where information came from, when it was collected, what transformations occurred, and which source was authoritative. Provenance supports correction when a source is wrong, stale, poisoned, or withdrawn. It also helps reviewers distinguish an agent’s generated explanation from a verified business record.
Step 5: Evaluate third-party and value-chain risk
List every external resource that can affect confidentiality, integrity, availability, compliance, or performance. This may include foundation-model providers, hosting, retrieval services, data suppliers, plug-in developers, identity services, monitoring platforms, and subcontractors.
For each dependency, record the service provided, data shared, processing location, access path, sub-processors, security commitments, notification duties, retention and deletion terms, model or feature change policy, outage commitments, audit rights, and exit options. Contract language is useful but does not replace technical validation.

Use one record per control area. The record should be specific enough for another reviewer to reproduce the conclusion.
| Field | What to capture |
|---|---|
| Control objective | The outcome required, such as “only authorized roles can trigger refunds.” |
| System and context | Agent version, task, users, data, tools, environment, geography, and intended use. |
| Expected behavior | Allowed actions, prohibited actions, review triggers, limits, and safe failure behavior. |
| Evidence reviewed | Policies, role assignments, configurations, test results, logs, approvals, contracts, and incident exercises. |
| Finding | Pass, partial, or gap, with the precise condition observed. |
| Risk decision | Remediate, restrict, monitor, accept, transfer, or do not deploy. |
| Owner and due date | A named accountable owner, action, deadline, and escalation route. |
| Follow-up | Retest result, closure evidence, or documented acceptance of residual risk. |
Do not mark a control complete because a document exists. Confirm that the control is configured, used, monitored, and effective for the actual agent and context.
How to compare two agent deployments
When comparing vendors, architectures, business units, or versions, use the same questions and evidence standard for each. A deployment with more automation is not automatically better or worse; its control burden depends on authority and impact.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute- Accountability: Which responsibilities are assigned and differentiated, and who can stop the system?
- Scope: Are tasks, methods, data, tools, users, and organizational context documented with equal precision?
- Security: Were confidentiality, integrity, availability, adversarial examples, poisoning, injection, and exfiltration evaluated?
- Oversight: Are review triggers, approvals, tracking, audit, and management reporting defined and evidenced?
- Change: Can you identify the exact model, prompt, tool, data, and permission versions behind an outcome?
- Third parties: Are external resources inventoried, monitored, contractually governed, and replaceable if risk changes?
Scorecards can help organize a decision, but avoid reducing a critical unresolved security gap to an average numerical score. A single unbounded write capability or untraceable high-impact action may outweigh many low-risk strengths.

Common red flags and corrective actions
“The model provider handles security”
Provider controls do not secure your prompts, permissions, tools, workflows, data sources, or business decisions. Separate provider assurances from controls your organization must implement and test.
“A human is in the loop”
Ask which human, at what point, with what information, authority, time, and training. A reviewer who sees only the final text cannot assess hidden retrieval or tool activity. Define measurable approval and escalation behavior.
No version or provenance record
Without model, instruction, tool, data, and decision records, you cannot investigate an incident or prove that a remediation worked. Add immutable or access-controlled traces and a change register before expanding use.

One-time approval
An agent’s risk changes when its model, data, tools, users, or business process changes. Schedule reassessment and define events that require an immediate review.
Operating cadence after launch
Governance is continuous across the agent’s lifespan. Set a baseline review before launch, then combine routine monitoring with event-driven reassessment. Event triggers should include a material model or prompt change, a new tool or data source, expanded permissions, a supplier incident, a security finding, a significant business-process change, or an unexpected behavior pattern.

At each review, confirm that the approved purpose still matches actual use, owners remain current, review capacity is adequate, logs are available, open findings have owners, and third-party risks are monitored. Exercise the suspension and recovery process so the organization knows how to stop the agent without losing essential business records.
The strongest evaluation produces a living control record: clear accountability, bounded authority, proportionate human oversight, tested security and resilience, traceable changes and data, and monitored dependencies. That evidence lets leaders decide whether to deploy, restrict, remediate, or retire an enterprise AI agent on the basis of its real-world risk.
