Florida’s lack of a personal income tax can be valuable, but it is not a complete relocation calculation. Your result depends on the state you are leaving, the kind of income you receive, your business entity and customers, county surtax, home value and millage, tangible business property, federal obligations, and one-time transition costs.
The reliable approach is to build a fact-specific comparison between your current jurisdiction and the Florida county where you would live or operate. Florida Department of Revenue guidance confirms that individuals do not file a Florida personal income-tax return, while separate corporate, sales, property, and local obligations can still apply.
Start with the facts that determine your comparison
Before estimating savings, write down the origin jurisdiction, the intended Florida county, the planned move or opening date, and whether the move is permanent. Then separate household facts from business facts. A household may have wages, investment income, retirement distributions, a sale of property, and one or more homes. A business may have several entities, employees in multiple states, inventory, equipment, online customers, and owners who live in different places.
- Origin jurisdiction: Identify the state and, where relevant, city or county that currently taxes your residence, work, property, and business activity.
- Florida destination: Use the actual county and municipality rather than a statewide average, because sales surtax, property millage, licensing, and filing contacts are local.
- Timing: Record the closing date on a home, the date you establish a permanent Florida residence, the date employees or inventory move, and the first day of Florida business activity.
- Income and assets: Classify wages, business profits, rents, interest, dividends, gains, retirement income, and property sales separately.
- Entity and footprint: List every corporation, partnership, disregarded entity, payroll location, office, warehouse, online channel, and customer state.
Without these inputs, a claim that Florida will save a particular amount is not defensible. The Florida Department of Revenue’s guidance is state-level; your origin state and local authorities determine the other half of the comparison.

What Florida’s lack of personal income tax actually means
Florida Department of Revenue guidance states: “Florida does not impose a personal income tax.” Its personal-income-tax FAQ therefore does not require an individual to file a Florida personal income-tax return. The department’s new-resident information also says Florida has no inheritance tax, gift tax, or tax on intangible personal property, while identifying other taxes and fees that residents may encounter.
This is not the same as being tax-free. Federal income and payroll taxes continue to apply, and Florida can impose sales, use, property, documentary, fuel, communications, and other taxes or fees depending on the transaction and your location. Your former state may also require a part-year return or continue taxing income sourced to that state under its own rules. Establishing Florida domicile does not automatically erase liabilities created before the move or by continuing activity elsewhere.
Does Florida have a capital gains tax?
Florida does not levy a separate individual state capital-gains tax because it has no individual income tax. That does not eliminate federal tax on a gain, and it does not prevent another state from taxing income it treats as sourced there. Gains recognized inside a corporation can also be part of the corporation’s Florida tax computation. Analyze the owner, the asset, the selling entity, and the date of the sale rather than treating “capital gain” as one category.
Compare the origin state before assuming a benefit
If the origin state already has no individual income tax, Florida’s headline advantage may be zero. If the origin state taxes wages, business income, or gains, the potential difference may be meaningful, but only after its residency, sourcing, credits, and part-year rules are applied. A household with high property or consumption spending can have a different result from a household whose largest outgoing tax is state income tax.
Home property taxes, homestead, and portability
Florida property tax is based on assessed value, exemptions, and the millage rates adopted by each taxing authority. The county property appraiser and local taxing authorities, not a statewide average, determine the amount for a particular parcel.

Homestead exemption
An owner who makes a property a permanent residence may qualify for a homestead exemption that reduces taxable value by as much as $50,000. This is an exemption from assessed value, not a $50,000 reduction in the tax bill. The actual effect depends on the parcel’s assessed value, the authorities that levy tax, and whether the owner satisfies Florida’s eligibility and filing requirements.
Save Our Homes and portability
A qualifying homestead can receive the Save Our Homes assessment limitation. When a homeowner moves to another Florida homestead, the Department of Revenue says all or part of the accumulated assessment difference may be portable to the new homestead. Portability is not automatic cash and does not transfer the old property’s market value; the amount, timing, ownership, and application must meet the department’s rules. Ask the destination county property appraiser how to apply and what evidence is required.

Additional homestead exemption for 2026
The Department’s January 2026 adjustment notice sets the inflation-adjusted maximum additional homestead exemption at $26,411. It applies to qualifying assessed value above the first $50,000 and to non-school taxes. It is not a fixed reduction in tax due: a parcel with insufficient eligible value, different taxing authorities, or a different eligibility status may receive less benefit.
Property-tax comparison checklist
- Obtain the proposed Florida parcel’s assessed value, taxable value, exemptions, and every applicable millage rate from the county property appraiser and tax authorities.
- Confirm whether the home will be your permanent residence and identify the filing deadline and proof required for homestead.
- Calculate the potential Save Our Homes portability amount from the existing Florida homestead, if any; portability from another state does not create a Florida assessment difference.
- Model school-tax and non-school-tax treatment separately, including the 2026 additional exemption’s limitation to non-school taxes.
- Compare the origin home’s effective tax, reassessment rules, exemptions, transfer taxes, and insurance separately from Florida property tax.
Florida corporate income and franchise tax
Florida corporate income/franchise tax applies to corporations for the privilege of conducting business, deriving income, or existing in Florida. The department includes entities taxed as corporations for federal purposes. A business can therefore have a Florida corporate filing issue even when its owners do not file a Florida personal income-tax return.
The Department of Revenue’s rate information lists a 5.5% rate for taxable years beginning on or after January 1, 2022. The rate is only one input. Florida calculations use an exemption and Florida-specific additions, subtractions, and other modifications rather than copying a federal return line for line.

Apportionment for activity beyond Florida
A corporation operating in more than one state generally apportions adjusted federal income. Florida describes property, payroll, and sales factors used in that process. The numerator and denominator, sourcing rules, throwout or other state-specific provisions, and the corporation’s exact activities determine the Florida share. A company cannot estimate Florida tax by applying the rate to all company profit unless all relevant income is properly assigned to Florida.
Federal conformity changes by tax year
Tax-year control is essential. The Department’s 2026 Tax Information Publications index includes a July 7, 2026 publication concerning Florida’s adoption of the 2026 Internal Revenue Code. Federal deductions, depreciation, credits, and entity elections should not be assumed to flow through identically to a Florida return. Use the instructions for the applicable Florida tax year or obtain advice from a professional who can reconcile the federal and Florida computations.
Corporate-tax workpaper
- List each entity’s federal classification, ownership, accounting period, and filing history.
- Separate federal taxable income, Florida modifications, exempt amounts, and income assigned to other states.
- Collect property, payroll, and sales data by jurisdiction for the apportionment period.
- Identify Florida filing dates, estimated-payment requirements, credits, and any consolidated or affiliated-group questions.
- Run a sensitivity case for a Florida-only business and a multistate business; the difference shows how much the footprint drives the result.
Sales and use tax: rate, surtax, and registration
Florida’s general state sales-tax rate is 6%. A county discretionary sales surtax can increase the rate, and the applicable rate can depend on the location and type of transaction. Taxability is category-specific: a sale of goods, service, rental, admission, or digital offering may be treated differently, and exemptions require documentation.
Registration and collection
A business conducting covered activities may need to register, collect tax, file returns, and maintain exemption certificates. Registration is driven by the activity and Florida connection, not merely by whether the owner lives in Florida. Map where goods are stored, where services are performed, and which sales are shipped or delivered into Florida before choosing a filing profile.
Use tax
Use tax can be due when taxable goods are used in Florida and Florida sales tax was not paid. Review equipment, supplies, samples, software or taxable services, and goods purchased from out-of-state vendors. A purchase invoice that shows no sales tax is not proof that no Florida tax is due.

Remote sellers and marketplaces
The department states that a remote seller generally has a Florida collection obligation when taxable remote sales into Florida exceed $100,000 in the prior calendar year. Marketplace providers have collection and remittance obligations for facilitated taxable sales. Confirm whether a marketplace is collecting for a particular transaction, retain reports that support the treatment, and do not count marketplace activity twice when measuring your own filing obligation.
Sales-tax comparison questions
- What are the Florida destination county’s state-plus-surtax rates for each product or service?
- Which transactions are taxable, exempt, or subject to special rules?
- Does the business cross the prior-calendar-year remote-sales threshold?
- Who owns the collection duty when a marketplace facilitates the sale?
- Does the origin state require collection, registration, or continued filing after the move?
Tangible personal property owned by the business
Corporate income tax and local tangible personal property reporting are separate issues. A business owning qualifying tangible personal property in Florida, such as equipment, generally considers a county property-appraiser return for property owned on January 1. The Department of Revenue says the return is generally due by April 1, and each return is eligible for an exemption of up to $25,000 of assessed value.
The department’s definition excludes or treats differently items such as inventory, household goods, and some vehicles. Create an asset list that records location, acquisition date, original cost, condition, and ownership entity, then confirm with the county appraiser which assets belong on the return. Missing a local filing can forfeit an exemption or create an avoidable assessment even when the corporation’s income-tax return is correct.
Federal obligations and one-time transition costs
Moving to Florida does not remove federal income, payroll, information-reporting, or employment-tax duties. A business may also incur nonrecurring costs that obscure the first-year tax comparison:

- New Florida entity, local business-tax, employer, or sales-tax registrations.
- Legal work to change domicile, contracts, ownership, or entity structure.
- Property appraisals, title work, recording charges, moving, storage, and lease termination.
- Payroll-system, workers’ compensation, insurance, accounting, and compliance setup.
- Temporary dual locations, duplicate permits, or inventory and equipment relocation.
Classify each cost as recurring, one-time, deductible, capitalized, or nondeductible under the applicable federal and state rules. A recurring tax saving should not be presented as immediate net cash if the move requires substantial transition spending.

|---|---|---|---|
| Individual income and gains | Florida personal-income-tax treatment, domicile date, federal exposure, and income categories | Resident, part-year, nonresident, sourcing, rates, credits, and gain rules | The origin state may still tax pre-move or in-state income, while Florida has no personal income tax. |

A step-by-step evaluation method
- Fix the comparison date. Use a stated tax year, planned move date, and Florida county. Rules and federal conformity can change by tax year.
- Prove the residence plan. Identify where the household will live, work, vote, hold a driver license, keep belongings, and claim a permanent home. Have an adviser test the origin state’s residency challenge points.
- Inventory every income stream. Separate employment, pass-through or corporate income, rent, interest, dividends, retirement distributions, and gains. Record payer and asset locations.
- Map the business. List entities, owners, employees, offices, warehouses, equipment, inventory, website channels, marketplaces, and customers by state.
- Compute corporate tax independently. Start with federal income, apply Florida modifications and exemption, then apportion using the required factors. Do not substitute the owner’s personal rate.
- Test sales-tax exposure. Classify each transaction, apply the Florida state rate and county surtax, determine registration, and measure remote taxable sales using the prior calendar year.
- Obtain parcel-specific property data. Request assessed value, millage, exemption eligibility, and portability guidance from the destination county property appraiser.
- File the tangible-property workpaper. Identify January 1 Florida assets, excluded categories, the April 1 filing, and the available exemption.
- Add federal and transition items. Show one-time and recurring costs separately, and include origin-state final or continuing filings.
- Run sensitivity cases. Change the Florida county, home value, business sales mix, payroll location, entity structure, and move date. A result that changes materially is not a reliable single-number estimate.
Situations that commonly produce a misleading answer
High-income household moving from a high-tax state
The missing Florida individual income tax may be significant, but verify domicile, part-year treatment, gains recognized before the move, federal tax, and the cost of the new home. Do not multiply annual income by the origin state’s top rate; actual brackets, deductions, credits, and sourcing matter.
Owner-operated company with customers nationwide
The owner’s Florida residence and the company’s corporate and sales-tax obligations must be modeled separately. Customer destinations, employee locations, property, payroll, and sales apportionment can leave substantial filings outside Florida.
Equipment-heavy operation
Compare corporate tax with local tangible personal property reporting and property tax. The $25,000 exemption is per eligible return and applies to assessed value; it is not a blanket exemption for every asset or a credit against corporate tax.

Questions to take to a tax professional
- Which origin-state filings remain required after the move, and for how long?
- Does each entity have a Florida corporate filing obligation under its federal classification?
- Which Florida modifications differ from the federal return for the selected tax year?
- How should property, payroll, and sales be assigned for apportionment?
- Which products, services, rentals, or admissions are taxable, and who collects when a marketplace is involved?
- What evidence supports Florida domicile and the homestead application?
- Which assets belong on the county tangible personal property return?
- What one-time costs, estimated payments, registrations, and deadlines affect first-year cash flow?
Bottom line for a relocation decision
Florida’s no-personal-income-tax rule is a starting point, not a verdict. A sound decision compares the origin state with the exact Florida county, separates household and business taxes, applies corporate apportionment and sales-tax rules to the real footprint, models homestead and millage from parcel data, reports tangible business property, and includes federal and transition costs. Until those inputs are documented for the relevant tax year, present the outcome as a range of scenarios rather than a promised net saving.
